The business rates retention pilot for Suffolk is very welcome news, but residents in county areas such as Suffolk are facing significantly higher council tax burdens. Will the Secretary of State assure me that the fair funding review is going to be progressed with real urgency?

I can absolutely give my hon. Friend the assurance that we are looking seriously at fair funding issues, which is why today’s launch of the consultation is an important step. Over the next 12 weeks, we will look at the cost drivers, which will have a direct input into the outcome of that review, making sure that all local authorities are funded on the basis of their actual needs.

I warmly welcome the hon. Gentleman’s words. As I have said, as we approach the policy of 100% business rates retention, there will of course be some redistribution to ensure that no council loses out if it has a low business rate funding base. The fair funding review will look at just that—fair funding—to ensure that every local area gets the funding it deserves.

The Government recognise that coastal communities face particular challenges but have huge economic potential. We have already invested £120 million in 211 coastal communities fund projects and have provided £10,000 to each of the 118 coastal community teams.

I welcome the Secretary of State to his place. While a great deal is taking place to regenerate coastal towns such as Lowestoft, there is a concern, as highlighted by the British Hospitality Association last week, that such initiatives are not co-ordinated. In the first full week of the new Government, I urge the Secretary of State to appoint a Minister to work across Departments to address that concern.

My hon. Friend works hard on his constituents’ behalf and has already helped to secure almost £2 million from the coastal communities fund for his area, but he makes an excellent point about cross-Government co-operation. I am pleased to announce that my hon. Friend the Member for Brigg and Goole (Andrew Percy) is the Minister who will take responsibility for this area, so we can all be assured that it is in very safe hands. I also want to thank my right hon. Friend the Member for Rayleigh and Wickford (Mr Francois) for all his excellent work.

We want to make the UK the best place in Europe to innovate, to patent new ideas and to grow new businesses. That is why we are creating a supportive business environment—for example, with research and development tax credits and through Innovate UK.

The UK’s position as the world leader in offshore renewables is underpinned by industry and academics from across the European Union working together on innovation projects, and by funding from the European Investment Bank and other European or collaborative research and development funds. Can the Secretary of State give me an assurance that our No.1 position will not be put at risk by Brexit?

The UK is the world’s largest offshore wind market today, and it will still be the largest by the end of the decade, with 10 GW expected to be installed. Despite the decision to leave the European Union, I am confident that we can still co-operate on science and research, as many countries outside the European Union do with their EU counterparts. I believe that that will ensure that this sector remains very strong.

There is concern that the Government’s approach to allocating funding for the superfast broadband extension programme will leave most rural areas at a disadvantage. What help and assurances will the Minister give to constituents in the villages of Rumburgh, St James and Ringsfield that they will not be penalised?
