My hon. Friend raises a really important issue in relation to the horrifying situation in Gaza. The Israeli Government are preventing urgently needed aid from getting in, which is why we are now seeing a man-made famine, and that should cause us all to pause and reflect. We are working with other countries to get aid in by any practical means, but land routes are the only viable and sustainable means of getting aid into Gaza on the scale that is required. Israel must lift the restrictions to allow aid agencies to deliver the life-saving supplies that are so desperately needed.

Q3. So the Budget date has finally been announced, and once again, Scotland is some sort of distant afterthought. The Budget date has been left to the 11th hour because the Government do not know how to resolve their countless counter-bùrachs. It is a Budget date that has practically wrecked Scotland’s budgetary process, leaving it almost impossible for us to pass a budget before Christmas, and leaving great uncertainty for Scotland’s public services. Did you know, Mr Speaker, that they could not even be bothered to notify the Scottish Government, leaving them to find this out on social media? I ask the Prime Minister: how is this reset in relationships working out?

The hon. Gentleman overlooks the fact that at the last Budget there was a record settlement for Scotland—£50 billion a year. He talks about support. We have just won the Norway frigates contract. That is 15 years of shipbuilding in Scotland. The SNP First Minister has said what about that since Sunday? Absolutely nothing. I know we have another SNP question in just a moment. Perhaps that will be the opportunity to welcome the deal that we have won, and the jobs now for Scotland.

I thank my hon. Friend for raising that issue and I will certainly consider his kind invitation. We will invest in heritage buildings, restoring pride and ensuring that they serve the needs of local communities. The National Lottery Heritage Fund has awarded Stoke-on-Trent £250,000 to help preserve the city’s heritage. Historic England is also funding emergency repairs at the iconic Wedgewood Institute and supporting Re-form Heritage—whose office, I think, is based in my hon. Friend’s constituency—to employ staff dedicated to delivering heritage projects.

Q4. Today is the Scottish Budget, which contains provisions to reinstate the winter fuel payment for all Scottish pensioners—something that the Prime Minister famously took away from nearly all UK pensioners, supported by Scottish Labour Members of Parliament. But apparently Scottish Labour is now in favour of the winter fuel payment, so what is his advice to Labour MSPs? Is it to vote for the Budget, to ensure that Scottish pensioners get that single fuel payment, or is to stick with his view and vote that Budget down?

My advice to my team is to ensure that the SNP is absolutely clear that we have given the biggest settlement to Scotland this year in our Budget. The Scottish Government now have the powers and the resources. They have no more excuses for their failure to deliver.

I thank my hon. Friend, who brings huge expertise to this area, for his question. We have to reset the new hospital programme and put it on a sustainable footing. The last Government promised 40 new hospitals. The problem is there were not 40, they were not new and some of them were not even hospitals. Hospitals with RAAC, including West Suffolk hospital, must be a priority, so we are reviewing the programme, and the Secretary of State will update Parliament as soon as possible.

Q10. After 14 miserable years of the worst Tory Government in modern times, the best this Prime Minister can offer the British people is, “Things can only get worse.” For him and his calamitous opinion ratings that is probably true, but why does he think he has such an unprecedented fall in his popularity? Is it his attacks on the pensioners? Is it leaving children in poverty? Is it the re-emergence of Labour cronyism, or is it because his austerity is even worse than the Conservative variety?

I remember when Scottish National party Members used to sit at the front, but they are now a long way up and there are very few of them, so I do not think we need lectures on popularity and winning elections.

I am pleased that Great British Energy will be owned by and for the British people, to invest in the energy systems of the future. That means cheaper bills as renewables are cheaper, it means security so that Putin cannot put his boot on our throat, and it means the next generation of jobs for years to come.

Q6. The Prime Minister has achieved something that we did not think would be possible in such a short period of time. In fewer than three weeks, he has had a significant rebellion and suspended seven of his Members of Parliament—all for standing up against child poverty. And this from a Labour Government. The headlines are awful for the Prime Minister this morning. Poverty campaigners are furious with him. Is his honeymoon over before it has even begun?

The SNP left for the election campaign with a significant number of Members and have come back with a small handful, so I do not think we need these lectures on what the electorate in Scotland are thinking. I am very proud of our Scottish Labour MPs. I simply repeat the point that I made to the SNP leader, the right hon. Member for Aberdeen South (Stephen Flynn), that perhaps the SNP needs to account for the 30,000 extra children in poverty in Scotland.
