On a point of order, Mr Speaker. You rightly ensured that the Minister had enough time to answer questions, but none of what she is saying is about the key issue in the regulations.

The right hon. Gentleman must seek to intervene if he can and pursue other mechanisms if he cannot.

I am coming on to the regulations, but I think that the key to this whole debate is that people are questioning the parity between mental health and physical health. I point out to the House that mental health was never more prominent on any previous Government’s agenda.

It is not a matter for the Chair, but the Minister is literally itching to appear at the Dispatch Box.

I am happy to clarify the position. The policy change will happen in April, but it will not start to have an impact on people until later in the year because of the process that they will be going through. However, all the elements of the personalised support package, and all the other things that we are seeking to do to help with individuals’ liquidity, will be in place by April.

I am grateful to the hon. Lady for giving me notice of her point of order, to which I was about to respond, but I see that the Minister in question is on the Treasury Bench and is anxious to catch my eye. I do not want to disappoint her.

Further to that point of order, Mr Speaker. In my answer, I said:

“My hon. Friend the Minister for Employment has met all the MPs who are concerned about those locations across Glasgow, and my hon. Friend the Minister for Welfare Reform has met Scottish Ministers to discuss the issue.”—[Official Report, 9 January 2017; Vol. 619, c. 15.]

I was referring to the Under-Secretary of State for Welfare Delivery, and I should have said “the Minister for Welfare Delivery”. The Minister for Welfare Reform is in the House of Lords. For that, I profusely apologise. On these matters and others, not least the devolution of welfare, our doors are always open for meetings with Scottish Ministers, and good outcomes are contingent on good dialogue. I would not want this point of order to give a contrary impression.

That was a gracious acknowledgement of the situation by the Minister, and I feel that honour has been served.

I pay tribute to the taskforce, and also to my right hon. Friend’s work with the all-party parliamentary group on autism. We have introduced a number of measures. We have a contract with Autism Alliance UK, and I am grateful to the alliance for training more than 1,000 of our own staff. We will introduce further measures, and the Green Paper will focus strongly on autism, outlining not just our ambitions but what we intend to do now.

Where is the fellow? He was here a moment ago, and now he has beetled out of the Chamber. All this beetling out of the Chamber is a very unhealthy phenomenon when an hon. Member has a question on the Order Paper. Members should look at the Order Paper a bit more carefully. I call Caroline Flint.

We have been very clear that this is guided by international law. Where there is an identified, direct and immediate threat to the United Kingdom, and where we have no other means of dealing with it, we reserve the right to use force.

The hon. Member for Sittingbourne and Sheppey (Gordon Henderson) has a question on the Order Paper on this very same subject. Does he wish to intervene and give the House the benefit of his thoughts?

I am happy to confirm, on the basis of the attitude surveys that we conduct each year, that morale is high, and the armed forces appreciate that, given a defence budget that is growing every single year, they have much to look forward to.

Such issues are the responsibility of the Government of the United Kingdom, and I would expect to lead on those service inquiries. I will, however, ask the Under-Secretary of State for Defence, my hon. Friend the Member for Canterbury (Mr Brazier), who has responsibility for that matter, to write with further details to the hon. Gentleman.

I think it is a case of one is enough. We had a most capable Minister at the Dispatch Box, so I am sure Mr Brazier is perfectly satisfied. It was a case of friendly fire.

I thank my hon. Friend for again allowing me to pay tribute to the work not just of the Gurkhas—the Royal Gurkha Rifles and the Gurkha engineers—but to the superb job done by the RAF in transporting 148 tonnes of aid and equipment. We are funding the engineers who remain in Nepal supporting the Gurkha communities, and we are working closely with the Gurkha Welfare Trust to deliver further reconstruction work in the area. We are very clear that we are there for the long haul.
