I am sorry to hear that the hon. Lady’s constituents are suffering in that way. The situation sounds completely bonkers and if she gives me further details after business questions, we will get it sorted this afternoon. Her constituents should not have to put up with that.

The hon. Member for Blaenau Gwent (Nick Smith) seems to be really pleased with the Opposition’s new recruit, but it will make not one jot of difference to their voting figures because the hon. Member for Central Suffolk and North Ipswich (Dr Poulter), who has moved sides, is rarely in the House.

I have spoken before about my Marriage and Civil Partnership (Minimum Age) Act 2022. It came into force in February last year, and makes it a criminal offence to exploit vulnerable children by arranging for them to be married. I have spoken to teachers and lecturers who know nothing about the Act. We must ensure that teachers, lecturers, faith leaders and the police know how to spot the signs of potential forced or arranged marriages. Will the Leader of the House speak to her colleagues across Government to ensure that we get these messages across much more effectively to communities throughout the country?

I thank my hon. Friend for all the work she has done on this subject. She has campaigned diligently on it, and made a huge difference to the lives of many people. The forced marriage unit, which is run jointly by the Foreign, Commonwealth and Development Office and the Home Office, is leading the Government’s work in this area. It is running outreach and undertaking casework, and operates both inside and outside the UK. I will ensure the relevant Minister and officials have heard her suggestions on how its work can be enhanced.

Our sanctions on the Russian Federation are much needed, but they are being undermined by a weak, politically compromised global anti-money laundering system, which means that Russia is not on any domestic money laundering blacklist. May we have a debate on how we can strengthen our anti-money laundering regulations, particularly to make sure that Putin cannot use UK businesses to finance his illegal war in Ukraine, as he is now?

I thank my hon. Friend for raising that important matter. She is absolutely right. She will know that in March the Treasury launched a consultation on anti-money laundering regulations to further strengthen the effectiveness of that regime, and to ensure that they responding to emerging changes and that the burdens placed on businesses are appropriate. I will make sure that the relevant Minister has heard her interest in this matter and that she is updated.

The hon. Lady raises an important question. If the Department had responded to her— I will certainly ask why it has not—the reply would have talked about the step change in the roll-out and how the Department is going to manage the expansion of access to that vaccine. That is understandable, but I know that it is not acceptable to many Members in this House, because from the logic of that it follows that there will be a vaccine available to people who would benefit from it, and the evidence shows that it is clinically effective and cost-effective for those individuals, but they will not be able to access it now. Members are right to press the policy on that front. Obviously, she can raise this issue at questions, but I know it is a concern for a large number of Members and so will make sure that the Secretary of State has heard this and will ask the committees that look at this policy to sense-check what it is doing.

Progress has been made at Alstom in Derby, with a potential order of 10 trains approved for funding. We hope that will secure the site’s future, and I thank my right hon. Friend the Transport Secretary for his hard work on this matter in recent months. However, questions remain about the future of rail in the UK, including, of course, about the future of Great British Rail’s new headquarters in Derby. May we have a debate in Government time on the issue?

First, let me thank my hon. Friend for all the work she is doing to ensure that this new HQ is established quickly. I know that a lot of close working has been undertaken with Derby-based partners, including the city council, to create a shared plan for that HQ, and that she has been diligent and has been tabling written parliamentary questions on this matter. I shall ensure that the Secretary of State has heard her continuing campaigning on it today. She will know that the next Transport questions will take place on 16 May, which will be after that timetable has been confirmed.

I thank the hon. Lady for her question, and I understand why people will have to wait for normal combat to be resumed between us. I disagree with one thing that she, and other hon. Members, have said: that this Chamber, and Westminster collectively, did not cover itself in glory last week. I think that the issue has been about the actions of particular individuals and what they have done. Many Members of this House did a good thing last week by standing up to protect the rights, the foundation and the rulebook that we operate on. With regard to those who were caught up in something else, many Members have recognised that that was the wrong thing to do, and that we need to address that. The Government will give the SNP more time to have the debates that it ought to have. I understand that you, Mr Speaker, have commissioned the Procedure Committee to look at the particular procedural issues that happened last week. I understand that the scope of that work is narrow, so it should be done swiftly. I hope that it will be concluded before the SNP has its next debate, so that it can have confidence in how that debate will run.

On the hon. Lady’s final, very important point, we have just heard from the Paymaster General, who is leading on the issue of infected blood on behalf of the Government. She is right that I have very strong views about this, but they are shared by the Paymaster General and all those on the Government Benches. That is why we set up the inquiry, and why we set up the compensation study to run concurrently with it, so that we would not have to wait any longer before people got proper redress. I know that the Paymaster General is working on this very swiftly. He updates me on a regular basis, and we will keep the House informed.

On the first anniversary of the coming into force of the Marriage and Civil Partnership (Minimum Age) Act 2022, I am very concerned to learn that child marriages are still taking place, and that those with safeguarding responsibilities are failing to prosecute. It is my understanding that the relevant authorities are failing to interpret the law correctly, particularly in relation to marriages taking place overseas. Can we have a statement on what further education is required as a matter of urgency, so that all those with safeguarding responsibilities have the necessary knowledge and skills to protect children?

I thank my hon. Friend for all her work in this area. She has been an absolute force for good. We would not have brought forward that legislation without her great efforts. She is right that we want to ensure that people—particularly those with safeguarding responsibilities—are taking this issue seriously. She will also know that a private Member’s Bill is looking at the responsibilities of statutory authorities in this regard. I will make sure that the Department has heard the hon. Lady’s concerns on this matter, and I am sure that, given her reputation, they will be listened to.

I fully understand why the local community wants that heritage building to be brought into use, and it has an arts connection through some of its former inmates. Given that the next MOJ questions is in the new year, I shall certainly raise it with the Lord Chancellor and his team, and ask them to update the hon. Gentleman.

I recently visited the Falkland Islands, at the invitation of the Falkland Islands Government. A subject that arose while we were there is the complete lack of broadband and internet connectivity. I was unable to receive or reply to emails, or look at anything on the web. This is holding back individuals and, in particular, business opportunities in the Falklands. Will the Government arrange a debate to explore how we can improve broadband and internet connectivity in overseas territories?

My hon. Friend raises an important point, and many Members who have visited the Falkland Islands will fully understand what she means. In addition to stifling economic opportunities, it is a particular problem for the spouses of our serving personnel out there, whose ability to remain economically active is very limited by this situation. I shall certainly make sure that all the relevant Departments hear what she has said, and we will see what they can do to rectify the situation.

I thank the hon. Lady for her questions. The powerful words this week of Susie Flintham of Covid-19 Bereaved Families for Justice should give us all pause for thought. That is why the Government have placed professionalism and care of each other at the heart of what we do. We are the first Government to have set up a ministerial human resources function in Whitehall—it is shameful that previously that did not exist. That is also why we are focused on more training and support for MPs, Ministers and officials, and it is why, in my evidence to the Standards Committee, I said that the only way we will make the nation proud of our conduct here is to recognise the responsibility and duty of care we have to each other across the hundreds of organisations that make up the political landscape—Parliament, political parties and Whitehall. The Government and I as Leader of the House take these matters incredibly seriously.

The hon. Lady talked about values and language. I hope that she will have a word with some of her party’s activists, who have intimidated those who stand against her or stand up for their own principles. I point out that, despite by-election losses, the Government did arrive back here with a new MP who sits on our Benches. A little self-reflection about some of the reasons why that MP made that transition would be appreciated.

The hon. Lady wants to talk about values. On women and equalities issues, it is the SNP that has torn the social fabric of the UK with its plans on gender recognition reforms. It is the SNP and the Labour party, which backed the SNP on that, that have backed the anti-free speech Bill that the Scottish Government have been so keen to push. The parties are in coalition together at a local level. Labour would give the SNP powers on foreign affairs and has indulged the First Minister of Wales’s separatist agenda.

The hon. Lady often comes here to say that the Government do not respect devolution. We do respect devolution; it is part of our values. Since the turn of the century, the UK Government have legislated for Scotland more than 200 times with the Scottish Government’s consent. It is the SNP that does not listen to local voices. The party that does not respect local people and local decision making is the SNP, which overrules 50% of councils on planning appeals, did not consult local authorities regarding its council tax policies, and does not pass on funding from the UK Government that is designed for Scotland’s local authorities. I think that our values are fine. The hon. Lady should look to her own party if she wants some improvement.

Some of the Ukrainians housed in Mid Derbyshire under the Homes for Ukraine scheme are worried about their futures, as their visas are starting to expire. They include school pupils who are uncertain about whether they can continue their education here, attend British universities and receive home student fees and funding. Will the Government make a statement outlining the future of the Homes for Ukraine scheme and how students will be affected?

Many Members are hosting Ukrainian refugees, and we are acutely aware of how difficult it is for them to plan their lives in the situations that they find themselves in. We will give them as much certainty as we can so that they can start to make decisions about studies or where they might go in a year’s time. My understanding is that they must be given a year’s notice, so many will be given information next spring. I will write to both relevant Departments to flag the point that if we can do anything earlier it would be appreciated.

Biomass plants do not provide a viable electricity producing solution for the UK’s net zero transition. They do not keep energy bills low or reduce carbon emissions. By 2027, UK energy bill payers will have paid £13 billion in subsidies developing this technology. In a climate of increasing energy bills for UK households, it is wholly unjust to require them to pay any more. Will the Leader of the House arrange for a statement on how the Government are independently verifying the environmental and economic benefits of this technology?

I thank my hon. Friend for raising that important point. She will know that suppliers have to demonstrate to the regulator that they meet sustainability criteria, and there is a process by which the Treasury will arrive at what carve-outs it will do for particular sectors. We have been right to do that for emerging technologies, which cannot currently compete on cost. There is tidal power, for example. Space solar power is another example that we will no doubt look at in the future. She is right to raise the issue of getting value for money for British taxpayers.

I shall try to rise to the challenge. I thank the hon. Gentleman for stepping in today.

May I start by welcoming the fantastic export figures that Scotland recently announced? They are a fantastic tribute to Scotland’s incredible creative businesses and producers, and I congratulate them on that.

I very much enjoyed the hon. Gentleman’s discussing rail travel in Scotland with no regard to the Scottish nationalist Government’s record on ScotRail. While we are on the topic of transport, I was briefly cheered this week that ferry services—[Interruption.] No, this is good news. I was cheered that ferry services were being stood up on the Uist route, but then news reached me that, due to demand outstripping availability, anyone in a camper van was not allowed to use them. I am sure it is nothing personal.

I do not wish to give a long answer, as it would upset the hon. Gentleman and you, Mr Speaker, although I am very sorry that again the SNP has taken an enormous amount of time over the past week to discuss independence but not cancer care, drug deaths, failing education standards, violent crime—at its highest since 2014—or its dismal record on climate change policies. I hope it will get back soon to talking about the issues that constituents are facing.

This morning, I spoke to a national police conference about the police’s new powers, under my Marriage and Civil Partnership (Minimum Age) Act 2022, which came into force this year, to tackle child marriage. The school summer holidays are traditionally when many young girls and boys are taken abroad to be married. Please could we have a statement about the preparations made to prevent child marriages this summer, including through criminal charges against those seeking to arrange such marriages?

She will know that our dedicated forced marriage unit helps hundreds of victims a year and is providing support and advice to anyone in the UK. Following the Prime Minister’s AUKUS submarine agreement, Rolls-Royce has announced it is creating over 1,100 new jobs in a massive expansion of its Raynesway plant, in my constituency of Mid Derbyshire. That is fantastic news for the whole local economy. Will the Leader of the House arrange for a statement about the benefits that the AUKUS agreement will have for UK businesses, and for the 200 apprentices per year who will start at the Rolls-Royce nuclear skills academy and have the opportunity to work on world-leading submarine technology?

I congratulate my hon. Friend on that fantastic news and thank her for the role she has played in championing those incredibly important parts of our supply chain, which enable us to be as proud of our defence sector as we are. The AUKUS deal is so much more than a submarine deal. It is about our trade and our interoperability, and will contribute to our prosperity and security. I congratulate all those involved in it. She will be able to raise the matter at the next Defence questions, on 26 June.

The hon. Lady is right: this is a matter for the House. I thank all members of the Commission and the staff of the House who have worked on the report, which included a consultation with Members, and brought forward these proposals. What is critical is that it is the House that decides. There have been requests, including from three Committees of the House, that we debate these proposals. Certainly, it is the intention of both the Commission and myself to bring forward a motion following that debate. There is time to do that before the summer recess. I am sure that all members of the House want to improve our practices, but it is important that Members of Parliament are allowed a say on that and that we arrive at a scheme that is not just the best it can be, but welcomed by all Members.

First, may I apologise to you, Mr Speaker, and to my hon. Friend the Member for Lichfield (Michael Fabricant) for barging in earlier without being aware of who was speaking?

Belper leisure centre in my constituency is under financial pressure, mainly due to increased energy bills. The leisure centre also provides sports facilities and exam spaces for the local school and is a real community hub. May we have a statement about Government support for leisure centres and how the Government are working with local councils and energy companies to keep these crucial community hubs open?

My hon. Friend is absolutely right and many activities are supported by buildings such as the one she describes. I would suggest that she raises the matter at the next Energy Security questions on 4 July, but she will know that we are providing the energy bills discount scheme, which provides a baseline discount on energy bills to non-domestic customers, until 31 March next year. We recognise the importance of leisure centres in communities, which is why we have announced more than £60 million of new funding for public pools in England. That will be very welcome to a lot of leisure centres.

I think that people do want to be able to follow their local and national teams, and I am also aware of the burden on those in charge of pubs and other venues who wish to stream these events. The Marriage and Civil Partnership (Minimum Age) Act 2022, which is now in force, has made it a criminal offence to arrange a child marriage in England and Wales, but unfortunately marriage policy is devolved, so Scotland and Northern Ireland have not yet banned child marriage in their jurisdictions. The sustainable development goals commit the whole UK to banning child marriage entirely by 2030. May we have a statement from the responsible Minister about what steps the UK Government are taking to ensure that the actions of the Scottish Government and the Northern Ireland Executive do not cause us to fail in our international obligations?"

I thank my hon. Friend for her question and for all the work she has done to make this important step a reality. I can inform her that Lord Bellamy wrote to the Scottish and Northern Ireland Governments in November last year to encourage them to follow suit and meet the sustainable development goal in particular. I understand that the devolved nations are now considering that matter. I personally found it a matter of deep regret that when we introduced the Civil Partnership (Opposite-sex Couples) Regulations 2019, people in Scotland had to wait a further six months to benefit from that legislation. I encourage both Scotland and Northern Ireland to follow suit when able to do so.

On the right hon. Lady’s first point, she will know that I take the performance of Departments and the quality of the services they provide to all Members of this House very seriously. Lord True, the Leader of the House of Lords, and I have been to visit every permanent secretary to discuss where we think improvements can be made, and I have to say that the Home Office writes to me frequently about progress that it is making against concerns. I would be happy to meet the right hon. Lady if she has any outstanding concerns that have not been raised with me to see what further I can do to improve that performance.

The right hon. Lady will know how to apply for a debate on the issue she raises. My constituency is demographically similar to hers and our life expectancy has been improving and great progress has been made in healthcare. However, there is a mixed picture around the country, which is why we want more transparency on healthcare performance in various parts of the country.

Last week, the Prime Minister agreed the deepening of the Australia, UK and US partnership on defence. That is fantastic news for my constituents, as Rolls-Royce’s nuclear section will provide the reactors for Australia’s very first nuclear-powered submarines and that supports jobs, not just in Rolls-Royce, but throughout the supply chain. Will the Leader of the House arrange for a statement by the Business Secretary on how the Government’s international agreements, including AUKUS, are leading to huge investments and supporting local jobs up and down the country?

I thank my hon. Friend for raising that important point. AUKUS is an incredibly important partnership. It is much more than a submarine deal, but the interoperability for that particular service will be hugely beneficial to all Five Eyes partners. I am delighted that Rolls-Royce, which is such a fantastic company, one that showcases British innovation and skills, will be building the reactors for all of Australia’s submarines.

I personally like the hon. Lady very much, so I have decided to go easy on her this week, because she and her party have had a rough old time. [Interruption.] They have: they have had a rough old time. They have been attacked from all sides—of their own party. However, the hon. Lady’s colleagues have risen in my estimation. They have admitted that, in their judgment, their record in government has been poor as we all think it has been. Who would have thought that the path taken by the SNP leadership contest would be the road to Damascus? Of course, given that it is a road managed by the SNP, it is a poorly surfaced single track waiting for a dual carriageway which will never be delivered; but it is welcome nevertheless.

Yes, this week I am going to lavish praise on the SNP. While we, here in Westminster, grapple with complex issues to stop the boats, the SNP’s “stop the boats” policy is highly effective—specifically, stopping boats that would otherwise be servicing the good people of the Clyde and the Hebrides.

The hon. Lady raised important points about building trust and the importance of free speech and moderate language, so let me draw her attention to a speech that I made the other week, entitled “Trust in Britain”. It dealt with these themes, and as Leader of the House of Commons, I think they are very important. Let me draw the hon. Lady’s attention particularly to this section of my speech:

“The value of free speech is not just in your freedom to say something, but also in your ability to listen and learn something. It is also the freedom to change your mind and the freedom to be uncertain.”

I take these matters very seriously, and I hope that the hon. Lady and her party do as well.

On 1 December, when I raised the issue of recognition of the Ukrainian holodomor as a genocide, the Leader of the House advised me to apply for a debate in the usual way, which I did. This Tuesday I led a Westminster Hall debate on the issue during which I and others called for the Government to recognise this awful genocide, and asked whether, if they could not recognise it, Parliament could be given the opportunity to do so. The Under-Secretary of State for Foreign, Commonwealth and Development Affairs, the hon. Member for Aldershot (Leo Docherty, informed me that whether Parliament could vote on the issue was

“a matter for the Leader of the House.” —[Official Report, 7 March 2023; Vol. 729, c. 89WH.]

Will the Leader of the House therefore arrange a debate and a meaningful vote in Government time, so that the House can recognise the holodomor as a genocide and show its strong support for Ukraine?

I thank my hon. Friend for the attention she has given to this issue. It is not just a matter of history, but clearly resonates with what is going in the world today. I also congratulate her on securing that debate in Westminster Hall. We understandably reserve as much Government time as possible to get legislation through, but, as my hon. Friend will know, the route of an early-day motion is available if Members wish to express support for a particular matter. The definition of genocide is a legal one and not something that a Government would determine, but I remind her that the Backbench Business Committee can also grant debates on substantive motions.

Happy new year, Madam Deputy Speaker. Ecclesbourne School in my constituency is threatened with being forced by a Government Minister to join a multi-academy trust following a disappointing Ofsted report. My concern is that while MATs have been successful for some schools, there is no process for leaving a MAT if it does not work out and no democracy involved. Could we have a debate in Government time on the democratisation of the MAT system?

I thank my hon. Friend for raising that. She will know that we have Education questions on Monday, and I urge her to raise it with the Secretary of State then. It is important that there are routes to leave a situation that is not working and, perhaps more importantly, that there is the right level of consultation before such agreements are entered into, to cause the least possible disruption to communities and, particularly, the education of children. I encourage her to raise it then, but I shall also raise it on her behalf with the Secretary of State.

I am extremely sorry to hear of the disruption that was caused in the hon. Lady’s constituency and also of that tragic death. I am sure the whole House would want to share those sentiments. She is right. I understand why, around bonfire night, Members will raise the issue, but clearly more work needs to be done. I hear this from many Members across the House, so I will raise the matter with the Home Office in particular to ensure that people are thinking about what further things could be put in place, especially in constituencies that are facing a disproportionate amount of difficulty around that time of year.

Last Saturday, Ukrainians in Mid Derbyshire, and those in Ukraine and around the world marked the 90th anniversary of the Ukrainian Holodomor—a manmade famine in Ukraine caused by Joseph Stalin, in which millions of Ukrainians died. The Holodomor has been recognised as a genocide against Ukrainian people by 16 countries, including Ireland, Australia and Canada. Please can we have a debate in Government time on official recognition by the United Kingdom of the Holodomor and its parallels with what is happening now in Ukraine and Russia?

I thank my hon. Friend for raising that. She may also wish to raise it at Foreign, Commonwealth and Development Office questions on 13 December. It was a horrific man-made disaster of unimaginable scale. We see parallels with what is happening today. I think my hon. Friend knows how to apply for a debate in the usual way. I am sure that, because of its relevance to what is happening in Ukraine at the moment, it would be a very well-attended debate.

I have made a schoolgirl error, I am afraid, because in my diligent preparation for these questions, I expected some questions relating to things that matter to the people of Scotland. Never mind—I hope for some in the coming weeks.

I am sorry that the hon. Lady did not feel able to celebrate the diversity of the new Cabinet. Despite her criticism of certain Members, the one thing that all members of the Cabinet believe in is holding to the results of referendums, which is an encouraging thing and something that I would recommend to her. We remain committed to our manifesto, and future business will be announced in the usual way.

I, too, welcome my right hon. Friend to her position, which I am sure she will enjoy, and I am sure she will serve with great distinction.

Global awareness day of aortic dissection is on 19 September this year. Aortic dissection is a terrible and all too often preventable condition if it is diagnosed, and it has affected my family. It affects more than 2,000 families whose loved ones die every year in this country. Please will the Leader of the House arrange for a debate in Government time to mark this date and also ask my right hon. Friend the Health Secretary what her Department will do to educate health professionals so that aortic dissections are not misdiagnosed, including working closely with the Aortic Dissection Charitable Trust?

I thank my hon. Friend for her question and commend the work that she has done in the wake of a terrible tragedy to spare other families what she has had to suffer. I will bring this matter to the attention of the new Secretary of State and Deputy Prime Minister. Some encouraging work has been done by the Royal Colleges of Radiologists and Emergency Medicine to help spot and diagnose this condition in emergency departments and I thank her again for her work.

I thank my hon. Friend, particularly for the work she has done in focusing both domestically and internationally on this issue. As I said in my opening statement, we are today issuing a consultation, which will apply across every sector, to protect workers against harassment, particularly sexual harassment. Of course, the Department for International Development has done a tremendous amount in the wake of the Oxfam scandal, ensuring that the victims’ voices can be heard, but we are also building the systems we need globally to protect people from predatory individuals.

We have been working on a women’s economic empowerment strategy, which looks at the responsibilities that women take on at every stage of their lives and at the impact of that on their financial and physical wellbeing. Does my right hon. Friend agree that, when we leave the EU, it will be easier for us to strike trade deals with developing nations around the world—creating jobs for those nations, thus enabling their economies to grow, as well as ours?

I do agree. We should remember that we must ensure that we deliver on the referendum result. It is not just going to offer new opportunities for us and our trading relationships; it could also be a catalyst for changing the way the world trades and helping developing nations trade themselves out of poverty.

Does my right hon. Friend welcome the fact that our Prime Minister is the first Prime Minister to visit Kenya in over 30 years? She committed to help to support the next generation of energetic, ambitious young Kenyans as they seek to build a more prosperous country in the years ahead.

I was absolutely delighted by the Prime Minister’s visit, and I congratulate my hon. Friend on her appointment as trade envoy to Kenya. If we want to eradicate global poverty, trade is part of the answer, and we are absolutely right to put that investment into Africa, as it will lever in an additional £4 billion to grow the economies of those developing nations.

The hon. Gentleman will know that we have had extensive discussions with all UN agencies and partners, as well as core UN bodies. They are making progress. The safeguarding conference will be fundamental in consolidating that progress, but we are also talking with our counterparts in the Ministry of Defence to look at what we can do to help to build capacity in peacekeeping troops before they deploy.

The International Development Committee is looking at this very issue. How can my right hon. Friend be absolutely certain that charities are telling her the truth about what has happened within their organisations, and does she believe that an international register of people working in those bodies would be a good idea?

Absolutely. As well as the assurances we have sought and our oversight of projects and programmes we are contributing to on the ground, there will be other tell-tale signs. For example, if organisations are not reporting incidents or allegations, that is a red light to me that there is something wrong within those organisations. We are still monitoring this situation. We are leading an international donor group that is looking at setting up the precise procedures to which my hon. Friend refers.

The right hon. Gentleman is right, in that we think Idlib and some other areas are going to be next hit. We have done a tremendous amount to forward deploy equipment to protect individuals—everything from sandbags to personal protection equipment. He will understand that in some areas access is extremely difficult and there are enormous numbers of people. Our priority is to protect those individuals who can protect others—the civilian defence workers and medics in those areas. Of course, we urge those who are in control of those events, who do not have to bomb their own people, to desist from doing so and to come to the negotiating table.

I congratulate my right hon. Friend on her appointment as Minister for Women and Equalities, in addition to her current job, and I know she feels passionately about that. An estimated 478 health facilities have either been destroyed or attacked since the conflict began. What is she doing to make sure that vital medical care can be given?

In addition to the protection for those individuals I have just mentioned, part of our funding will be going to train thousands of medics in advanced trauma care. It is vital that we keep health services running, provide medical consultations and keep pushing for access for medical supplies. I am afraid that my hon. Friend is right to say that hospitals, medical facilities and aid convoys containing medical equipment have been targeted by the regime.

Clearly, the Foreign Secretary, my hon. Friend the Minister for Africa and other Ministers, will be having bilaterals all week with Commonwealth Heads Government and with their Ministers when those Heads of Government are not attending.

Killer diseases such as malaria are a huge barrier to the attainment of the sustainable development goals. Will the Secretary of State join me in welcoming today’s malaria summit, which will accelerate global action to tackle this deadly disease, and continue to back and thank the Bill & Melinda Gates Foundation?

The House need take it not from me, but can take it from Bill and Melinda Gates, that this nation has played a huge role. The British public should be immensely proud of the efforts that have been made to combat malaria. It is still a huge problem, particularly in Commonwealth countries, and we are determined to eradicate it.

I thank the hon. Lady for raising this matter. IDPs due to conflict and violence outnumber refugees by two to one, but they have not received the focus or been given the profile that they need. In addition to the compacts that the hon. Lady mentioned, there are moves to set up a new panel looking at the particular and unique needs of IDPs, and the Department for International Development will support that.

Internally displaced people are some of the most vulnerable people in the world, and we have heard a lot recently about charities that are abusing those people. Has my right hon. Friend seen The Daily Telegraph today? It talks about the BBC World Service’s charitable arm, where sexual harassment and inappropriate behaviour, which is totally wrong in this field, has happened under the watch of the director of news.

The hon. Gentleman will know that in spring we announced changes to Motability to enable people to keep their cars pending appeal. We are looking to make changes to Motability, and I am pleased to say that many in this House have supported the campaign led by Together for Short Lives to extend the Motability scheme to under-threes. We have been in discussions with Motability and the Family Fund about extending Motability to under-threes. Individual constituents will not need to apply; they will be referred by the Family Fund. This is a big step forward in enabling families with small children who have heavy equipment to socialise and go out together.

My constituent Jacci Woodcock has been campaigning for some time for Dying to Work. She has a terminal illness and was hounded out by her employer. She would like more employers to sign up—employers such as Derbyshire County Council and Rolls-Royce Aero Engines, which have just done so. Will the Minister say what steps she would like to see to ensure that people have more dignity when they have a terminal diagnosis?

I thank my hon. Friend for what she has done on the campaign and also Rolls-Royce and her local authority for signing up. I also thank her for bringing Jacci Woodcock to the Department for Work and Pensions to meet me. I think that all Members owe Jacci Woodcock a great debt of gratitude for the campaign that she has run in very trying and difficult circumstances. I have listened to her with great care, and we will take on board her recommendations as part of the health and work road map, which we will publish later this autumn.

I know that the hon. Gentleman cares passionately about these issues. I point him to a number of investigations that have gone on, both very lengthy investigations by the Ministry of Defence and investigations by Committees of the House into Afghanistan and, in particular, Helmand in 2006. It is important that we learn the lessons from those inquiries. I hope that he will be able to see from operations today, in particular Op Shader, that we are acting on those lessons learned.

We do not hold figures for that year, but estimate that our retail relief is currently benefiting around 300,000 premises in England, including 4,700 in Derbyshire. We are also doubling small business rate relief for a further year, which is currently benefiting around 575,000 businesses, including 12,300 in my hon. Friend’s local authority area.

I thank the Minister for her reply. As she knows, Belper in my constituency recently won the Great British High Street competition of 2014. What measures are the Secretary of State and his Department taking so that other towns and high streets can follow in Belper’s footsteps?

As well as providing rate relief and a raft of other packages, we are helping by instigating initiatives such as the Great British High Street competition. In entering that competition, Belper has enabled us to identify good practice, which we are now able to share. We have produced a publication, which we launched last week, and we are now rolling out a package of further training and support for areas in the country that are not as far ahead as Belper.
