Commons ChamberI thank my hon. Friend for standing up for, and campaigning on behalf of, parents and children in his constituency. His local authority has been allocated £900,000 for this financial year, to be prioritised across its schools, including the school he mentions. That is on top of the school rebuilding programme, which is transforming buildings across the country, including three in the Doncaster local authority area. I know that my hon. Friend has raised and campaigned on the matter considerably. He will know that where there are serious problems with school buildings and the responsible bodies that are supposed to be looking after them fail, the Department for Education will provide additional advice and support on a case-by-case basis. I will write to the Secretary of State for Education this afternoon and ask that her Department meets my hon. Friend to discuss this serious matter. Doncaster local authority is failing in its duty, and that needs to be addressed.
The Leader of the House has announced all kinds of worthy general debates, including on statutory instruments, leaving plenty of time for Dissolution and wash-up, if need be, but she has not announced any Opposition days. She will be in receipt of a letter from the Chair of the Procedure Committee, which says:
“If, however, the Government has specific proposals in relation to any changes it envisages to Standing Orders”
on Opposition days,
“the Committee would be willing to examine and consult on such proposals”.
It goes on:
“In the meantime, however, we expect that the Government will not ‘hold hostage’ the scheduling of any further Opposition Days to the completion of any such work, as to do so would be profoundly unfair on opposition parties.”
Will the Leader of the House confirm that she is not holding Opposition days hostage?
I can confirm that, and I hope to be able to schedule some more Opposition day debates soon, but we want some assurances about the processes that will govern them. I know that everyone agrees that it is incredibly important the rights of minority parties be protected in this place. That is the point of those debates, and we should have confidence in them in the future.

Commons ChamberWell done on being in order. I saw you nod approvingly, Madam Deputy Speaker. Yes—vote for Roger and James for that positive trend to continue. I congratulate my hon. Friend on her work to get the Knife Angel project to come to her constituency. We should put on record our thanks to that fantastic organisation, which has done so much to strip out knives from communities and educate young people.
Of all the opaque and arcane procedures in this place, the Reasons Committee procedure is perhaps one of the most opaque and arcane, so I congratulate my hon. Friend the Member for Glasgow Central (Alison Thewliss) on seeking to amend and oppose the Government’s reasons for objecting to the Lords amendments to the Rwanda (Asylum and Immigration) Bill in the Committees this week. I note that the minutes show that the Labour Members sat on their hands throughout those meetings. I wonder whether we could make the procedure more transparent simply by the Government publishing their reasons alongside the motion to disagree, so that we can debate the context of the Government’s reasons for rejecting the Lords amendments, and perhaps speed things up without additional votes.
Well, there is an offer from the hon. Gentleman. I am always interested in any innovation that hon. Members propose. The House collectively will make the rules of this place, but the reasons the Government have been pursuing the legislation and want it to achieve Royal Assent in a particular form have been well set out on many occasions from this Dispatch Box.

Commons ChamberI thank my right hon. Friend for raising that campaign. He will know that the Department has been meeting with that body—I think that they met at a roundtable on 17 January—and with other parts of industry on the issues that he touches on. Although there are no current plans to reform category L vehicle licences, officials met stakeholders at the end of last year, and I think that they are due to have a follow-up ministerial roundtable with the relevant Minister shortly after the May recess, which that particular trade body will be attending. However, I thank my right hon. Friend for continuing to campaign on its behalf.
I echo the condolences paid to Mr Speaker and note that mass was offered in the crypt chapel last night for the repose of Doug Hoyle’s soul.
We have heard the Leader of the House reinforce the Government’s rejection of the Procedure Committee’s recommendation for the Foreign Secretary to be scrutinised at the Bar of the House. She has also written to encourage the Procedure Committee to investigate the operation of the Standing Orders governing Opposition days. What is the point of the Procedure Committee investigating matters on her recommendation if the Government simply dismiss its recommendations?
It is important that I raise these matters with the Procedure Committee, but it is up to the Committee what it decides. On the latter point, the Committee had a meeting yesterday to discuss my correspondence. I think it does a very good job, and the Government do not dismiss its findings. More often than not, we agree with its findings. Where we have disagreements—and we disagreed with only part of that particular report—we publish our response. Of course, the other place also has a stake in this matter.

Commons ChamberFirst, I congratulate my hon. Friend—who has raised this matter many times—on what he has done to secure that banking hub and ensure his constituents have access to those services. I would hope that the banking community in his area would ensure that there is no gap, and that his residents and business customers can have face-to-face access to the banking support they need. My office stands ready to assist him in trying to make that happen.
Lots of us, myself included, have constituents who are worried sick about their friends or family who are caught up in the conflict in Gaza. Can a Minister come to the House urgently for a debate or statement on the need for a more widely drawn family reunion or humanitarian visa process for people who are fleeing the violence in Israel and Gaza?
I thank the hon. Gentleman for his question. I hope he is in touch with the Foreign, Commonwealth and Development Office’s consular services, which are working very hard with other Government Departments to ensure that anyone who needs assistance has it. If the hon. Gentleman has any difficulty in accessing those services, my office will assist.

Commons ChamberMy hon. Friend raises an important point, and many Members who have visited the Falkland Islands will fully understand what she means. In addition to stifling economic opportunities, it is a particular problem for the spouses of our serving personnel out there, whose ability to remain economically active is very limited by this situation. I shall certainly make sure that all the relevant Departments hear what she has said, and we will see what they can do to rectify the situation.
The welfare of animals is hugely important to many of my constituents, and they were pleased to see the announcement of the Animal Welfare (Livestock Exports) Bill in the King’s Speech, although they would have liked it to go further and cover issues such as puppy smuggling. When can we expect the Bill to be presented to the House and its Second Reading?
I welcome the hon. Gentleman’s approval of that Bill. He will know that we are still committed to the other measures that were in our manifesto. We will just be doing them in other ways, such as fulfilling our commitment on primates through secondary legislation. He will not be surprised to hear me say that further business will be announced in the usual way, but it is good to know that he will be supporting the Government on these measures.

I point to the remarks made by the Prime Minister at the Dispatch Box yesterday, when he said that no final decisions have been made on the policy and that he is very much listening to the concerns raised by my hon. Friend and others. Because families are facing issues with the cost of living, it is right that we consider these matters carefully.
The Leader of the House has announced time, if necessary, for further debate on Lords messages on the Retained EU Law (Revocation and Reform) Bill. However, on Monday only one hour was available for debate on Lords amendments to the Bill, and many Members who had wanted to speak could not be called. My constituents are still very concerned about the Executive power grab that the Bill represents, and the risk it poses to 40 years of accumulated workers’ and environmental rights. If she really believes in parliamentary sovereignty and taking back control, can she ensure that, at the very least, there is adequate time to debate the Bill?

Commons ChamberThe hon. Gentleman will know that broadband has been a huge focus, particularly in rural areas and areas that have not historically been well served. It has been very much part of the work that the Secretary of State for Environment, Food and Rural Affairs has done and announced in her plans to support such communities. The next questions to the Department for Science, Innovation and Technology are on 14 June, and I encourage him to raise the matter there. He will know that it is a priority for the Government, and we are investing billions in ensuring that everyone in the UK can access high-speed broadband.
In her last statement, the Leader of the House announced that there would be 10 sitting days in September between the summer and conference recesses. Has she given any consideration to doing something innovative with that time—for example, virtual or hybrid settings, or perhaps meeting outside London—because that would allow restoration and renewal to proceed a little bit more smoothly and it would allow us to pilot some more 21st-century ways of conducting our business?
For this year, we are not able to do that. In future years, we may have an R and R programme that might enable us to remain in this place, which I know is a concern to many people. Because of the new technology, we have many other options at our disposal—for example, if we wanted to extend the time people could work on this Chamber, which is an option that I know all those involved in R and R are considering. This year, there is not the need to do that or the forewarning to be able to do it, but I know the hon. Gentleman will continue to press to ensure that we do R and R in the most sensible and practical way possible.

Gentleman in that, and I sure that every Member of this House would thank him for making sure people know that our eyes are on these individuals, whether they be Christians or others who are being brutalised by particular regimes. We will always remain focused on them and do whatever we can through our envoys and other means to ensure that they are protected.
First, may I pay tribute to the late Baroness Masham of Ilton? Mass was offered for the repose of her soul in the crypt chapel last night, and she was widely respected across both Houses.
Cyclone Freddy has caused devastation across Malawi and Mozambique in recent days, leading to the loss of over 200 lives and compounding many ongoing challenges, including an outbreak of cholera in Malawi. Could the Leader of the House arrange for a Foreign, Commonwealth and Development Office Minister to come here early next week to update the House on how the Government are responding to this humanitarian situation and how they are tackling the long-term causes and effects of climate change?
I join the hon. Gentleman in the sentiments he expresses about Baroness Masham.
This is a devastating situation. I know that many communities across Scotland will be particularly focused on Malawi because of the strong ties they have. The UK is working closely with the Government of Malawi and international agencies to respond to the cyclone and its aftermath. We are supporting the emergency operations centre that has been established and working closely with partners to identify the needs of all those affected, and we are looking at options for further UK support to help those stranded. I know that many Members are concerned about this, and I will ensure that the Foreign Secretary and his ministerial team have heard the asks for an update.

Commons ChamberI am sorry to hear about that situation, and I fully understand why the right hon. Lady raises concerns about the Liberal Democrat council in her area. I have a Liberal Democrat council in my area and the themes are similar. We very much understand that it is the responsibly of us all, whether in national or local government, to ensure that people can keep as much of their money as possible. People are better at spending it than any local authority or Government. That is why we have raised thresholds and held down costs. In the time we have been in government, council tax has gone up by 36%. When we had a Labour Government, it went up by 110% over a similar amount of time. We are committed to doing what we can to hold down council tax.
Has the Leader of the House read the Hansard Society’s excellent working paper on proposals for a new system of delegated legislation? It contains excellent proposals that would allow this House to take back control from the Government’s Brexit power grab. If she will not implement all those recommendations immediately, could we at least have a debate in Government time on the Floor of the House about how we can improve the scrutiny of delegated legislation?
As I said earlier, I am very sorry that we are unlikely to have many more exchanges on Brexit from the Scottish National party. I say to the hon. Gentleman that Brexit is about taking back control. I hate to repeat a well-known phrase, but it is about empowering all parts of the United Kingdom to be masters of their own destiny. I am very happy to read any suggestions on procedure and on how legislation and discussion can be improved, but I gently say that we now have many more opportunities than we did when we were members of the EU.

Commons ChamberThis is an important issue for many hon. Members across the House. We recognise the importance of local bus services, which is why we have provided £60 million to help bus operators cap single fare journeys to £2 a journey at the start of the year to help with household budgets. Bus services received about £3 billion in the last financial year to support improvements, and I will ensure that the Department for Transport heard the hon. Lady’s particular local concerns.
The Leader of the House is due to nominate Members who can stand in for her at meetings of the new restoration and renewal board. Will those Members be delegates who share and represent her views on, say, the use of electronic voting, the House moving to meet in different places around the country and other aspects that might be described as modernisation, or will they be substitutes who will be free to express their own opinions about how things should move forward? If so, how will that help to ensure consistency in the new board’s deliberations?
I will maintain an interest in this as a member of the House of Commons Commission. I think that this is a serious job. Those Members will be able to make their own judgments, but, clearly, that body has more than my delegates on it. The shadow Leader of the House also has a delegate, and there are external experts to help form a collective judgment.
Most importantly, in the coming weeks we will be asking all Members of the House their views about the priorities. We will be ensuring that we have a solid schedule of works, which currently has not really been visible to Members of this House, and that we can be pragmatic about how we approach the R and R project, both to reduce the cost to the taxpayer and to minimise the disruption to the business that we conduct in the House.

Commons ChamberAll Ministers want to ensure that our transport is as low-cost and as environmentally friendly as it can be. If we look at ministerial travel, we will find that we always try to do that. It is important that Ministers, and in particular the Prime Minister, are supported to do their jobs. I want him to be as effective as he possibly can be. I know that he is doing a number of other things today, as well as the visits around the country, and I want him to make all those appointments.
May we have a debate on the importance of civil society links for promoting understanding and awareness of international development issues? The Scotland Malawi Partnership has successfully promoted such people-to-people links since it was founded in 2005, and since 2008 it has been led by David Hope-Jones, who leaves his role as chief executive on Friday, after 15 years. Perhaps the Leader of the House could join me and colleagues from the all-party parliamentary group on Malawi, which the SNP has provided excellent secretariat services for, in thanking David and wishing him all the very best for the future.
I thank the hon. Gentleman for raising this issue. That was an excellent question because often when we talk about international development we just focus on Government money and what is being dished out from the taxpayers’ purse, but our international development relationship across the UK with the rest of the world is much more than that. It is about the money raised at the local pub or at the local women’s institute, and the relationship that those places have with particular projects around the world, which can span many, many years, with deep friendships and partnerships formed. He has given an excellent example of that today and I, too, put on record my thanks to David Hope-Jones for all the work he has done and wish him well in the future.

Gentleman will know that the Department takes the matter very seriously and has produced materials and support for Members of Parliament to raise awareness in their constituency. Many Members have taken that up, which has helped to increase the numbers of people who can get access to and make use of the money to which they are entitled. We are always looking at new ways to do that better; if the hon. Gentleman has any feedback for the Department, I know that it will want to hear it. I shall certainly raise the matter with the ministerial team to see whether there are other things that they can do.
I echo the calls for a Minister to come to the House and outline more steps that can be taken to help our constituents to keep warm this winter. Over Christmas, through the Warm this Winter campaign and the Parents for Future campaign, I received cards from young people in Glasgow North with heartbreaking stories about what life is like in cold, damp homes. It should not have to be like this. There is so much more that the Government can do to reduce prices and improve insulation. When will we have a debate on all these issues?
I shall certainly raise the matter with the Department for Levelling Up, Housing and Communities and the Department for Business, Energy and Industrial Strategy. The hon. Gentleman will know about the generous support package to help with household costs, but so many of these things are best designed at a local level to ensure that we are reaching people who might otherwise fall through the cracks. A huge amount of support is provided both by the state and by third sector organisations, but as he knows, part of the problem is making sure that everyone who needs that support is aware of it and able to access it.

As she will know, we have introduced the Transport Strikes (Minimum Service Levels) Bill, and the Prime Minister is looking at what more he can do on that front. It is incredibly important not only to the Music Man Project, but to the pantomime season in Southend, that we enable people to get there and spend money in local shops.
Can we have a debate on the future of the House of Lords, given that the former Prime Minister and the Lord Speaker have made significant interventions this week? Perhaps it would be an idea if those of us who were actually elected to Parliament got a chance to have our say.
That would be an excellent topic for a debate, and the Backbench Business Committee would probably be a good route to that. The hon. Gentleman can raise matters relating to the House of Lords and other subjects at Cabinet Office questions. Given that that is some time off, I will write to the constitution team and make sure that it has heard his request.

Commons ChamberThe hon. Lady will know that she can raise the matter at the next Education questions, on 28 November. Currently, just under 2 million pupils are eligible and claiming free school meals, saving families about £400 a year on average. She will know that the budget for schools will increase by £2.3 billion next year, and by a further £2.3 billion the year after that, taking the core budget to £58.8 billion—that is incredibly important. We expanded the free school meals scheme. I hope that she will raise that on the 28th.
If the Government are going to continue to ignore the outcome of votes on Opposition days, or not participate in them, what is the point of Opposition days?
They are traditionally for Members to raise issues and concerns that affect their constituents. Alas, when SNP Members have had Opposition days, they have tended to focus not on matters of concern to the Scottish people, but on their obsession with having another referendum.

Commons ChamberI thank my hon. Friend for highlighting what sounds like a really fantastic project. I know he is passionate about this subject and sharing good practice and design to ensure that we have modern, sustainable buildings. We have done a lot to cut our emissions as a country—more than any other G7 nation. What he describes is part of the solution to the problem, and I shall make sure that the Department hears of it.
I thank the Leader of the House for her assistance with the constituency cases I raised last week, but I do not think that business questions should be turning into an alternative Home Office surgery. She advised my office team to get in touch and make a Home Office surgery appointment. They have been trying to do that since July, and several times every day this week, and they simply cannot get through. The best they have been offered is a roadshow in Aberdeen, 300 miles away. As other Members have said, please can we have a Home Office Minister come to the House to answer our questions about the absolutely chaotic immigration backlog and how it will be resolved?
I am sorry to hear that. I do not want this session to turn into a Home Office surgery. Clearly a debate is the proper place for general questions about how these systems are being managed, but I know from my meeting with the permanent secretary that the Department is keen to ensure that Members with individual cases get what they need. The offer from the Home Office is greater than the hon. Gentleman describes: for example, it is possible for him to have a Zoom or Teams call with a caseworker to discuss cases and get them resolved. If he is not getting that offer or is unable to secure such a meeting, my office will facilitate that happening.

Commons ChamberMy hon. Friend is right, and this is another example of the Welsh Labour Government’s deprioritising the people of north Wales. I heard about the bridge closure, which is outrageous, but she is doing everything she should in her work on getting a freeport and on championing nuclear power and infrastructure to support that industry. I also know she is very effective, because I think she has already secured an Adjournment debate on this matter, so I shall give some more power to her elbow by writing to the Minister before that debate.
I am afraid that I too have to ask for a debate about the Home Office’s not taking its responsibilities seriously. I have two refugee constituents who, for different reasons, are stuck in two different countries and have had their travel documents lost or stolen. They both have significant childcare responsibilities, yet the Home Office seems content to leave them stranded for weeks on end waiting for replacement documents, while they run out of money and their children are placed at risk. Can the Leader of the House help me to get those cases urgently in front of someone who will pay attention and respond to them?
I am sorry to hear that that is the case. One of the new services that the Home Office has stood up is a surgery with hon. Members, which can be done either in person or on a Zoom or Teams call. That sounds like a way of resolving the matter in the swiftest possible time and I encourage the hon. Gentleman to use it, but I will also write and let the Home Office know that this is a pressing case.

Commons ChamberI am going to enter into the spirit of the hon. Gentleman’s question and not comment in depth about the SNP’s track record in education. It is a wonderful achievement, and I send my congratulations to David Mitchell and all his staff and pupils. I hope they will celebrate.
Given the Prime Minister’s announcement that she intends to stand down, I wonder how wise it is to proceed with much of the business that the Leader of the House has announced for next week, not least the Retained EU Law (Revocation and Reform) Bill. That Bill is of massive constitutional significance; it would enact a huge power grab, both from this place and the devolved Administrations.
Given that the Act that created retained EU law, the European Union (Withdrawal Agreement) Act 2020, was subject to eight days of scrutiny in a Committee of the whole House, can the Leader of the House—if she is able to make any kind of guarantee whatsoever about the future of the Government, given the complete chaos that is now engulfing the Conservative party—say whether that Bill will be subject to scrutiny by a Committee of the whole House, not just a Public Bill Committee?
The Retained EU Law (Revocation and Reform) Bill is an important Bill that will modernise the statute book. With regard to other matters, I say to the hon. Gentleman that I am going to keep calm and carry on, and I would suggest everyone else do the same.

Commons ChamberI thank my right hon. Friend for raising this issue, and there were many nods around the Chamber when he was speaking. I am aware that my noble Friend Lord Vaizey has a debate on this matter in the House of Lords, but I can tell my right hon. Friend that revisiting the National Heritage Act is not a priority for this Government.
Scotland is a nation of animal lovers, and constituents in Glasgow North want to see the highest standards of animal welfare and nature protection enforced across these islands. There is growing concern about the Government’s intentions when it comes to improving such protections, so can the Leader of the House tell us when the Animal Welfare (Kept Animals) Bill will be brought back to this House for its Report stage?
Future business will be announced in the usual way, but I know that the new Secretary of State for Environment, Food and Rural Affairs is deeply concerned by these issues and wants to make good progress on them. I would just reassure the hon. Gentleman by asking him to look at our track record on a whole raft of issues on improving animal welfare not only in the UK, but also around the world.

I welcome the confirmation from the Leader of the House that a statement on the UK’s contribution to the Global Fund will be forthcoming, but I wonder whether we could have a wider debate on UK aid spending, in particular on the pressures on the budget, given the decision to go from 0.7% to 0.5%, and on how we can ensure support for Ukraine is additional to, not instead of, existing aid plans.
Again, the hon. Member has an opportunity tomorrow to raise those issues directly with the Chancellor. We have had fairly recent debates on the aid budget, but I am sure that, when the announcement, which is imminent, on the Global Fund is made, there will be further opportunities to question Ministers about that.

I start by thanking the hon. Member for Rochdale (Tony Lloyd) for securing this important and well-attended debate. These debates are very helpful to get things on record and to raise awareness about particular issues. They are also very helpful to Ministers, because they enable us to take some time to do a deep dive into areas that we normally would not pay a huge amount of attention to, because of the demands on our time.
The debate has caused me to take some time this week to look at the tragic details of the cases that he and other Members have raised—there are hundreds of cases. These are not just lists of names; there are stories behind them about what those individuals were working towards and what they were trying to secure for their communities. These are people who have been killed and murdered and, as hon. Members have said, been victims of other crimes too, including sexual violence. They were trade unionists, they were protestors and they were environmental campaigners—as well as many other things. Their murders, and the murders of members of their families, including children, are horrific. Colleagues have done the House a service in reminding us about what has gone on and what continues to go on. I thank the hon. Member for Rochdale for that.
I thank the Minister for giving way, I congratulate the hon. Member for Rochdale (Tony Lloyd) for securing this debate and I apologise for arriving a few minutes late. While the Minister is paying tribute to those who have been murdered, I want to add to the record Dr Luz Marina Arteaga, a social leader from the Matarratón and El Porvenir communities in Colombia. I and the hon. Member for Rhondda (Chris Bryant) had the huge privilege of meeting her several years ago during our visit with the ABColombia group. She was found dead towards the end of January, murdered for standing up for the rights of her community. We have written directly to the Foreign Secretary about that—I hope we will hear back soon. I want to add that to the record and emphasise the necessity for accountability mechanisms in these trade deals. As the hon. Member for Rochdale said, these are not worth anything in writing if they are not acted upon.
I thank the hon. Member for raising that particular case. If we were to raise every case we would be here for several weeks; there are large numbers of individuals and their families falling victim to this activity. The countries that the hon. Member for Rochdale is concerned about are of concern to the Foreign, Commonwealth and Development Office; they are on its watchlist for human rights abuses. As well as the levers that the Government have, which I will come on to, we have a huge amount in the UK that we can deploy to try and improve this situation. Our trade unions are a part of that suite of things that we have to offer as a country. When we talk about global Britain, we often do not talk about what they do, but I know from previous roles that they do a tremendous amount to build capacity and highlight the plight of vulnerable individuals. We have done good work both in the FCDO and in other Departments—the Department for Work and Pensions, for example—to try to use that knowledge and expertise to grow capacity in organisations elsewhere.
Government can be a catalyst for reform and for improving human rights around the world. In formulating our trade policy, for which I hold the brief, I try to balance off what the best way of doing that is. I am very conscious that trade in itself is a force for good. Our trade dialogue gives us a platform to raise human rights issues. Just in autumn last year, I and another Minister from our Department went to Peru to discuss issues related to trade, and were able to raise other issues alongside that debate. Trade is also important for poverty alleviation. I am very conscious that, as we come out of the pandemic and, we hope, recover swiftly from that economic blow, removing barriers to trade is a vitally important component of that.
I am also acutely aware that the communities that hon. Members have mentioned this afternoon have suffered terribly during the pandemic. Many of them have lost millions of jobs, and those individuals have little or no state support, and so are more vulnerable to exploitation. Organisations, civil society voices and trade union voices that we want to strengthen are increasingly important at this time.
We have many other tools in Government outside of our trade negotiations. We shape our official development assistance programmes to reflect concerns about human rights. To give the hon. Member for Rochdale an example from another situation, we reshaped our ODA programming following the Rohingya crisis in Myanmar. We still wanted to work there, and there was a need for us to be there, but it was not appropriate to continue as we had been. We do adapt—our policies are not set in stone. They can adapt, and our FTA policies and programmes enable us to do that.
We have spent to date £68 million through the conflict, stability and security fund to support the implementation of a peace agreement in Colombia, as the hon. Member for Rochdale will know. As I said, that country is on the FCDO’s human rights priority country watchlist. Our Minister met with human rights defenders and social leaders in November last year to talk extensively about those issues.

Commons ChamberI have been doing a large amount of work with Lord Frost to look at what advice and support there is for businesses and what their needs are. They now need at this stage more bespoke support, and we are standing that up and putting it in place. We will be informing Members of this House about that in short order. As well as mitigating the difficulties that we are having, as a nation, to work through, we want people to maximise the opportunities. The trade deals that I referred to represent £217 billion-worth of business. We want all businesses across the UK to maximise that and we will provide the space for them to do that.
Following the ratification of the trade and co-operation agreement, we are working with the EU to set up the Partnership Council and the specialised committees that form part of the treaty infrastructure to ensure that new trading arrangements are implemented and are working effectively.
From the testimony we heard at the Joint Committee session yesterday and the answers we have had today, we know that the Government are in complete chaos on all of this. They went into Brexit with their eyes wide shut. Is it not the case that, once we are clear of the covid pandemic, the chaos and true costs of Brexit will become clear?
I would gently say to the hon. Gentleman that Lord Frost and his team are working through these issues. Only next month, we will hopefully be having the first Partnership Council meeting. Those structures will be stood up, so we will have other methods where we can work through these issues. When Lord Frost goes into bat on those issues, it would be helpful if Members of this House stood up for all nations of the United Kingdom in the negotiations and got behind him. I think that would improve our chances.

Commons ChamberI thank my right hon. Friend for that important question. In addition to shortly being able to talk more about border operations and how we envisage things working in the future, we are already in discussion with businesses in every part of the UK. The Secretary of State for Northern Ireland has led some of those discussions. We have received a great deal of submissions from businesses in Northern Ireland, and those views are being taken into account as we design what the future will look like.
The London mayoral elections have been delayed by a year. The conference of the parties on climate has been delayed by more than a year. Where is the harm in delaying the Brexit negotiations for a year as well, so that we can get it right, by understanding the impact that the pandemic is having and will continue to have at the end of the year rather than going barrelling off the cliff edge? All it would take is a phone call, and we would give people the kind of certainty that we are being asked for by taking the time to get it done properly.
We will not be barrelling off a cliff edge. One of the reasons why we want to conclude the negotiations is to give people time to prepare for the end of the year. The hon. Gentleman is right to point to the fact that the situation we are in with covid has been grave. We need to ensure that our economies recover swiftly, and they will be helped not by perpetuating the uncertainty we saw over the last few years, but by enabling business to get on with it and using our finite resources to facilitate levelling up in the United Kingdom, not paying into an EU budget that we will never see any upside from.

I think I will have to issue an explanatory note for the hon. Gentleman on this. If we are trying to spend ODA money on things that are not ODA eligible, it is not ODA; it is as simple as that. We do not mark our own homework on either ODA spend or the NATO 2% commitment, and instead of asking these questions repeatedly at both International Development and Defence questions the hon. Gentleman should take some pride in the fact that the United Kingdom makes both those commitments.

My right hon. Friend is right. We are entering into the final decade and the last push towards the global goals. We have to be realistic. If we are going to achieve them, and I want to achieve them, we have to let other people help.
It is disappointing that this has had to be an urgent question and not a statement and that it has been made while the International Development Committee is travelling, which is why I am standing here and not my hon. Friend the Member for Dundee West (Chris Law).
It is also disappointing in terms of the impact of this announcement. For many years, despite everything else going on, there has been cross-party consensus and huge public support for the delivery of the 0.7% target through public funds. The UK is supposed to be a world leader in this area. This kind of back-peddling and backsliding, and finding different ways to leverage the 0.7%, actually risks undermining that global leadership, which I thought was supposed to be a Government priority in the face of Brexit.
Does the Secretary of State accept that meeting the global goals is in our interests of building a safer, more sustainable and secure world? They are not things that just happen elsewhere in poor countries overseas; they are for everybody’s benefit. Why not be more ambitious and use this money to go beyond the 0.7 % target, which is what the Scottish National party proposed in our White Paper on independence? Will she confirm that she is committed to retaining that target in one shape or form? The Government are already double counting money spent to defence, and this is simply more of the same. If there is going to be an app that lets us choose how money is spent, when can I go on to it and choose to have my tax money spent on not Trident but on aid instead?
I thank the hon. Gentleman for those questions, but I think he is a little confused about what the 0.7% is. It is not possible to count private investment towards that figure, so a pension fund down the road cannot count towards that 0.7%, but public funds can. The Development Assistance Committee measures many things, including private sector investment, but the 0.7% is public money.
If a future Government wished to, they could spend more than 0.7%, and we are committed to spend at least that amount of money. They could do so by counting the returns that were made. At the moment, we are spending more than 0.7% because we cannot do anything other than that with these funds—they do not count towards the 0.7%. We need to get the balance right between our commitments in this agenda, which are world leading—we introduced them and we believe in them—and the demands we make of the British taxpayer. If in future years we can meet 0.7% without having to ask the British taxpayer for more money, that is an option we should explore.

Commons ChamberI absolutely agree with my right hon. Friend. Frictionless trade is a good thing, and the corridor that TradeMark East Africa has provided has cut border times dramatically, as well as cutting corruption. We are funding the second leg of that trade corridor, and it has done amazing work for the region’s prosperity.
If we are to promote trade, we need to be able to promote travel. However, the Scotland Malawi Partnership and others have received a litany of complaints from people who want to come to the United Kingdom and sell their goods from east Africa, but have been denied visas by the Home Office. Will the Secretary of State meet representatives of the Home Office as a matter of urgency to ensure that they sort out the mess of the east African visa system?
I have frequent dialogues with colleagues throughout the Government. As the hon. Gentleman will know, 70 of my staff are embedded in the Department for International Trade to deal with these issues, particularly in respect of developing nations, but if he knows of any specific cases and will pass them on to me, I shall be happy to look at them.

Commons ChamberThe House need take it not from me, but can take it from Bill and Melinda Gates, that this nation has played a huge role. The British public should be immensely proud of the efforts that have been made to combat malaria. It is still a huge problem, particularly in Commonwealth countries, and we are determined to eradicate it.
The Prime Minister of Jamaica referred yesterday to climate change as an existential threat, and he was absolutely right to do so. Prior to CHOGM, we had been working with our Commonwealth partners to work up concrete proposals and commitments, and we have had many meetings this week, including one particularly focused on small island states, which are disproportionately affected by this issue.

Commons ChamberI will do my best to answer the defence matters raised by my right hon. Friend. The key Departments involved in our efforts take it in turns to deliver an update to the House. No disrespect is meant to him or to the House by there not being a Defence Minister at the Dispatch Box. As the Government’s humanitarian lead, I am taking this opportunity to focus on the humanitarian atrocities that have been committed.
I can confirm to my right hon. Friend that the vast majority of airstrikes have been in Iraq—1,362 airstrikes have taken place—which is largely due to the nature of the campaign. The campaign has differed at different stages, from having a named target when an aircraft takes off to carrying out more opportunist surveillance and not having a target as the aircraft gets airborne—that is how the campaign unfolded, as opposed to the factor he mentioned.
We remain concerned that Afrin is indirectly diverting resource away from the main effort against Daesh, and I confirm that we still believe that a political settlement is the only way forward.
I thank the Minister for advance sight of her statement. We join the tributes to Anna Campbell and offer our condolences to her family.
This is a helpful statement, and I recognise the Government’s contribution. Does the Minister believe that the liberation of Raqqa means the head of the snake has finally been cut off? If so, how much longer will UK military involvement continue? I agree that a negotiated settlement is ultimately needed, so what contribution does continued UK military presence make to that?
I welcome DFID’s contribution. Supporting refugee camps is particularly important, but so is support for refugees who make their way here. How many more refugees are the UK Government willing to accept here in the UK, and will they support the Refugees (Family Reunion) (No. 2) Bill promoted by my hon. Friend the Member for Na h-Eileanan an Iar (Angus Brendan MacNeil)?
How are the Department’s resources being used to support long-term rebuilding, and what kind of strategy is in place for that? Finally, is the Minister making sure that any UK spending that is counted towards the 0.7% aid target is not also counted towards the 2% defence spending target or otherwise appropriated by her colleagues in the Foreign and Commonwealth Office and the Ministry of Defence?
Raqqa was always described as the head of the snake but, as I said in my statement, the job is not yet done. We need to complete the job there, and we also need to ensure that Daesh is not emerging elsewhere. Our commitment will be driven by our progress in the campaign, and any further action will be done on a case-by-case basis. Our armed forces are making an enormous difference, not just through the airstrikes but through surveillance, and we have saved an enormous number of lives with our contribution.
It is our policy to try to support refugees as close to their country of origin as possible. We are doing a tremendous amount in neighbouring countries, and we are grateful to the likes of Jordan and Lebanon for their huge efforts. I am aware of the Refugees (Family Reunion) (No. 2) Bill, and I have had lengthy discussions with the Home Office and other parts of government. I am keen to see whether the existing rules are in any way not fit for any of the cases we have. I have asked for detail of all the cases, including the numbers.
Although I continue to have meetings with the Home Office, the Bill’s intention is that a child, say, who has been injured or is undergoing medical treatment, and where it would not be appropriate for them to be anywhere other than here, can be reunited with their family. We have had cases in which that has happened, so the existing rules are not inadequate, but I will thoroughly look at this with the Home Office to see whether there is anything else we can do. It is our policy not to contribute towards reconstruction unless progress is made on a political process. On the double counting that the hon. Gentleman talks about, different bodies mark our homework on our NATO contribution and our 0.7%, so there are no shenanigans as to what is counting towards one thing or the other. He will know that there are clear rules on what constitutes the 0.7%, and that cannot be anything to do with the military.

Friend raises a good point: the money we are having to spend on dealing with malicious allegations against our armed forces would be better spent on equipment and training for them. I can assure him that commercial legal spending in the Department is down a third on last year’s. I think he was making reference to the amount spent on Iraqi historic allegations, and we are doing what we can to ensure that this works more effectively and efficiently. I have had some good conversations with the Attorney General’s office about this and he will be visiting the team shortly.

Given the increasing double-counting of defence expenditure towards both the official development assistance and the NATO targets, through mechanisms such as the conflict, security and stability fund, what discussions has the Secretary of State had with the Chancellor about the redefinition of ODA at the OECD level?
