I would be very happy to raise the hon. Gentleman’s suggestion with the House of Commons Commission to see what more we can do. I thank him for giving us the opportunity, which I hope is echoed by all in this Chamber, to put on record our thanks for everyone who works on the estate to enable us to do our jobs and keep British democracy going.

The Seret International Israeli Film Festival runs for a couple of weeks from today. Wonderful independent films will be shown in arthouse cinemas across the world. But of course antisemites are trying to bully and intimidate cinema chains into not showing the films and, in some cases, are sadly succeeding. Would the Curzon or Picturehouse cinema chains decline to show films made by the black community because of a war in Africa? Obviously, the answer is no, and the reason is because that would be racist. So it is with those sick antisemites whose loathing for Jewish people is so extreme that they are now trying to boycott Jewish culture in the UK. Will my right hon. Friend agree to organise a debate in this place to support Jewish art and culture? Perhaps Parliament could even show one of the independent films, which have nothing to do with the conflict in the middle east, here in one of the Committee rooms, for example.

I thank my right hon. and learned Friend for giving us a very good example of how antisemitism gets a hold. It starts with things like this, which might seem a reasonable thing for a venue to do but clearly is not. The way he sets it out illustrates why it is not. It is really disturbing and I hope that all Members recognise that this community is really under attack. We need to be absolutely unequivocal and say that we stand with them, and that we will do everything we can to protect them and call out antisemitism wherever it is.

The hon. Lady makes a number of points that are supported by many Members in the Chamber. I join her in wishing everyone taking part in the battle of the bands a very good time, and congratulate them on making a success of what now seems a landmark event in the Coventry calendar. She will know how to apply for a debate, and I encourage her to raise the matter with the Secretary of State on 23 May.

While the Prime Minister is today rightly meeting university vice-chancellors to warn them of their duty of care towards Jewish students, the National Union of Students has passed a so-called non-binding motion seeking to expel the Union of Jewish Students. To ban Jews because they are Jewish is pure Nazi ideology, and it gives the lie, frankly, to those who claim that their anti-Zionism is not antisemitism. This issue is a national crisis and it goes to the future of the rule of law in this country, and it is one of the myriad examples of the grotesque antisemitism that we are seeing in national life. Will my right hon. Friend join me in calling for cross-party consensus in supporting the Prime Minister in the work that he is rightly doing with universities and others to stop antisemitism on campus?

I thank my right hon. and learned Friend for raising this very important matter. I am pleased that the meeting between the Prime Minister, the Education Secretary and university vice-chancellors is going on today. We know from recent research that there are universities that do this really well—that treasure all their students and want an environment on campus in which people can learn and live their best life. Sadly, that is not happening on all campuses. The conduct by the NUS, and by particular students in it, is nothing short of grotesque, and I am sure that Members in all parts of the House would agree on that point. It is absolutely vital that we push back against the growing trend of increased antisemitism. I think that I speak for most, if not all, hon. Members when I say that we are supportive of any measures that will do that.

I can confirm that, and I hope to be able to schedule some more Opposition day debates soon, but we want some assurances about the processes that will govern them. I know that everyone agrees that it is incredibly important the rights of minority parties be protected in this place. That is the point of those debates, and we should have confidence in them in the future.

Can we have a debate on antisemitism at UK universities? There are reports in today’s press that some groups wish to replicate American-style protests, during which there has been rioting and criminal damage. At Columbia, students have chanted terrorist slogans. At Stanford, they have worn Hamas headbands. At Princeton, they have flown the Hezbollah flag. At Harvard, they have torn down the stars and stripes and raised a foreign one, and at George Washington, they called for the “final solution”, and posted signs saying that they would not disperse until Jews go back to their “real homes”. We do not want this type of terrorist-supporting delinquency at UK universities. Does the Leader of the House agree that the Government and Opposition parties must combine to do everything they can to stop such things happening here?

Penny Mordaunt Portrait Penny Mordaunt
- View Speech - Hansard - -

My right hon. and learned Friend is right to draw attention to the disgusting scenes that we have seen in some universities in the United States. Those activities are being met with the appropriate action, and some universities have taken a very strict stance on them. I think and hope that all UK universities will be in no doubt about their responsibilities to all who attend their campuses and facilities, but particularly those in communities who feel under attack. That is what we expect of them; we hope and expect that they will meet the notion of similar protests with an extremely strict response.

The hon. Gentleman will know that was not a policy announcement in the Budget. The Budget was costed, it is independently audited and there is a clear scorecard of which the House will be aware. In stark contrast, Labour has kept a policy to spend an additional £28 billion without keeping the pledge of having that £28 billion, which is illogical. I am sure an official from the Treasury can sit down with the hon. Gentleman and talk him through all this.

All loss of life in conflict in Israel, Gaza or elsewhere is a tragedy. It is very important that the UK Government are working with the right figures, for aid purposes and many other reasons. On that point, has my right hon. Friend seen that a leading academic statistician from the Wharton School of the University of Pennsylvania has calculated that the Hamas casualty figures are statistically impossible and obviously fraudulent? That should not be a surprise, coming from a terrorist organisation, but Government and Opposition Front Benchers seem to be relying on them. Can we have a debate in those circumstances on the accuracy of statistics used by His Majesty’s Government?

Penny Mordaunt Portrait Penny Mordaunt
- View Speech - Hansard - -

My right hon. and learned Friend raises an important point. He should be reassured that those figures from the Ministry of Health in Gaza, which is run by Hamas, are only one data point that we use to assess the scale of the conflict and its implications for civilians. We need to ensure that we have the most accurate data, and we are collecting that from satellite imagery of building damage, information from our humanitarian partners on the ground and robust data on living conditions. Those are all fed into our assessment. It is a tragedy that is unfolding, and that is why we want to see a pause in fighting to get that aid in and to get hostages out.

Labour demands that a large donation to the Conservatives be returned because of a racist comment made five years ago, but does my right hon. Friend recall that Mark Serwotka, the head of the Public and Commercial Services Union, said six years ago that Israel “created” the antisemitism row in the Labour party? The Board of Deputies said at the time that that was antisemitic, but Serwotka was subsequently elected president of the whole TUC. Applying the same standards, should not Labour return the tens of millions that it has received from trade union donations?

My right hon. and learned Friend has provided yet another example to add to the three that I gave earlier in this session, so it is £15 million and rising. We wait to see what the hon. Member for Manchester Central (Lucy Powell) does.

I thank the right hon. Lady for raising that important point, and I am very happy to set the record straight. It is not the intention to kick the can down the road on this issue. The Paymaster General and I have a weekly update on it, and he is working very hard. The right hon. Lady will appreciate that, of all this process, this is the hardest bit—coming up with the scheme in short order and ensuring that it will deliver for those who are infected and affected. I do not think the House will have to wait long before it is updated by the Paymaster General. He is planning a tour across the UK to meet particular groups, and I hope he will be able to update the right hon. Lady on that very swiftly. This is a moral issue, and we have taken it seriously. That is why we did the inquiry. That is why we did the compensation review. The Paymaster General will have to balance the issues the right hon. Lady raises against being swift. He feels that very deeply, and he will deliver for the House and all the victims.

Tomorrow is International Women’s Day, and today marks five months since the barbaric Hamas attack on Israel. Of the 134 hostages still cruelly held by Hamas, 19 are women, and of those, five are teenage girls. Will my right hon. Friend join me in marking International Women’s Day by supporting the campaign called #BringBackOurGirls? Will she also take this opportunity to send a message to their families, who are enduring unimaginable pain and the living nightmare of these young women being in the hands of vicious rapist terrorists?

Penny Mordaunt Portrait Penny Mordaunt
- View Speech - Hansard - -

I thank my right hon. and learned Friend for affording the whole House the opportunity to send the message to all the hostage families that they are still very much in our thoughts. Of those women and girls still kept hostage, the youngest is 19 and the oldest is 70. We can only imagine the horrors they are facing. This week the UN published its report on the sexual violence suffered by Israeli women and girls on 7 October. It looked at over 5,000 photographs and over 50 hours of footage of those attacks, and it concluded that there was evidence at the Nova music festival of rape, gang rape and murder. It is the most appalling situation, and I am glad that the UN now has that evidence on record and has produced that report. We cannot let these poor women and girls suffer what they must be suffering a moment longer. We must bring them home, and I am sure that is the sentiment of everyone in the House.

I am very sorry to hear about the distress suffered by the hon. Gentleman’s constituent. He will know this is an area of huge concern, particularly at this time of year, and the Government and our agencies are running public information campaigns to try to ensure that people do not fall victim to this kind of crime. Every single crime must be investigated, and people brought to justice where possible. I will ensure that the Home Secretary has heard what the hon. Gentleman has said today, as Home Office questions are not until the new year, and see what more can be done on the particular case that he raised.

Can we have a debate on anti-Jewish business decisions in the United Kingdom? An advertising company called London Lites had a contract with families of Israeli hostages to display pictures of hostages on its electronic billboards in London. Under antisemitic pressure, the company has breached the contract and taken down the adverts, denying a voice to hostages and their families, and playing into the hands of terrorists. No doubt anything else whatsoever can be advertised on those billboards, apart from Jewish victims of terrorism. What can be done about this scandal?

Can we have a debate on antisemitism in higher education? This week, the presidents of Harvard, MIT and Penn appeared before the United States Congress, and when asked repeatedly about whether calling for genocide of Jews breaks the university code of conduct and was harassment, they said that it “depends on the context” and whether the speech turned into actual genocidal conduct. It is impossible to imagine a call for mass murder of any other minority group being said to depend on the context. A call for the mass murder of black people or gay people would rightly not be tolerated for a moment. This is top-level institutional Jew hatred at the highest levels of academia, and sadly universities in the United Kingdom are also infested with antisemitism. Does the Leader of the House agree that British students must be protected from such poison?

Penny Mordaunt Portrait Penny Mordaunt
- View Speech - Hansard - -

I completely agree with my right hon. and learned Friend. The individuals from Harvard, MIT and Penn who gave that jaw-dropping evidence earlier this week have done the academic community a favour: this should be a wake-up call on how abhorrent some of these policies are and how they are being interpreted. It is amazing that it needs to be said, but if a code of conduct permits the advocation and promotion of mass murder, it might need a redraft.

There is a wider point here: we look to these academic institutions to be the guardian of the values that we hold dear. Freedom of speech and freedom of thought are very important to academic inquiry and our democratic values, but we cannot in any way tolerate the promotion of genocide and the extermination of a group of people. It is absolutely abhorrent. I commend the work of the Union of Jewish Students, which does a huge amount on our campuses. It has delivered more than 100 anti- semitism awareness training sessions to about 3,000-plus campus leaders in the UK. We should support its work, and I hope that every vice-chancellor and university board will be asking to see these policies to ensure that they are in good shape.

I am very sorry to hear about the ongoing situation in my hon. Friend’s constituency. Questions to the Secretary of State for Levelling Up, Housing and Communities will be on Monday, and he may wish to raise it directly with the Secretary of State then. Given the international dimension to the matter, I shall certainly ensure that the Foreign, Commonwealth and Development Office is briefed. If my hon. Friend would like to give me further information, I will ensure that it is passed to the relevant Minister.

May we have a debate on BBC impartiality? Surely we cannot have BBC presenters using their on-air status to espouse fake news about Israel, or to make scurrilous suggestions about the Prime Minister’s motivations, as has been described in The Daily Telegraph today. It published a well researched piece of journalism on the subject, having trawled through the social media of some BBC journalists and personnel. Anti-Israel bile and bias is there for all to see. What are we going to do about the BBC?

Penny Mordaunt Portrait Penny Mordaunt
- View Speech - Hansard - -

I think we all want our national broadcaster to be the best in the world, and we want its editorial standards and policies, and those who work for it, to be the best in the world. The BBC is operationally independent, but I hope it will reflect on what has happened over the past few weeks. I hope it will look at what it can do, perhaps through training, and at what is happening with its editorial teams and those who work for it in the field, so that the British public can rely on getting impartial, good advice, produced to the highest journalistic standards. The BBC is usually very good at these sorts of things, but there are certainly questions that I, as a licence fee payer, would want answered in this respect.

I thank the hon. Gentleman for raising this. I know that the situation in Gaza, particularly what we hope might happen over the coming days, is very much at the forefront of people’s minds. He will know—and I have given many examples—the complexity of the situation there and what the Israel Defence Forces are trying to do in very difficult circumstances, but of course we all want to see a pause in hostilities to enable humanitarian assistance to get to where it needs to be and we hope for hostages to be returned home. There have been a number of opportunities to discuss this on the Floor of the House, not least with the usual Prime Minister’s questions and other questions to Departments. I shall make sure that the Foreign Secretary has heard what the hon. Gentleman has said, and he will know that the doors of consular services, but also of Departments that are closely monitoring what is happening on the ground, are always open to Members who have particular concerns.

May we have a debate on antisemitism at the Football Association? The FA board, which for years lit up Wembley for numerous causes and campaigns, has now said that it will not light up Wembley ever again for any non-entertainment reason. This is because it has been shamed by its antisemitic decision not to light up the stadium when 1,400 Jews were murdered in the pogrom of 7 October. Should the national lottery even fund organisations that seem to regret every death and injustice apart from the death of Jews?

Penny Mordaunt Portrait Penny Mordaunt
- View Speech - Hansard - -

My right hon. and learned Friend the Culture Secretary discussed the lighting of the arch with the Football Association at the time and expressed her disappointment about how it approached that situation. As was announced in the autumn statement, we are making further funds available to combat the rise in antisemitism. We are also repeating the £3 million uplift to the Community Security Trust to fund its critical work, to ensure that that work is able to continue and to meet the unfortunate demand. However, my right hon. and learned Friend makes a very good point. Whatever businesses or organisations we are involved in, we can all make a difference by calling things out, while also, critically, showing support to particular communities. I think his point was well made.

The hon. Lady raises a very important point. She will know that this has been a focus for the Government; they have identified zones around the country that need improvement and ensured that local authorities can put measures in place to address these matters. This is an area where we can benefit from sharing best practice across the country. It is important that we do these things while still enabling economic growth to flourish, as we know we can. I am sure that if she were to apply for a debate on the subject, it would be well attended.

Can we have a debate on the failure of the Metropolitan police to investigate an openly terrorist-supporting Socialist Workers party pamphlet, which has been reported on in several newspapers, entitled “Palestine: Resistance, Revolution and the Struggle for Hamas”? It has been on sale during the protest marches every weekend in London, and it includes the line:

“we unconditionally support Hamas when it is engaged in military or non-military struggles against Israel.”

This poison has been on sale for weeks, including, I am told, right outside this House, in Parliament Square. Does my right hon. Friend agree that the police should act under section 12 of the Terrorism Act 2000?

Penny Mordaunt Portrait Penny Mordaunt
- View Speech - Hansard - -

I thank my right hon. and learned Friend for raising this important matter—it is extremely disturbing to hear that. He will know that the police chiefs have our total backing in using the full extent of the law to crack down on any criminality, and what he describes sounds like it falls into that category. The police have powers to arrest those who belong to or glorify terrorist groups such as Hamas under the Terrorism Act 2000 and anyone who incites racial hatred under the Public Order Act 1986, and we support them in using those powers. I am afraid that the Socialist Workers are rentagobs who show up to all kinds of protests, spouting all kinds of hate, and deserve a closer look.
