Gentleman and the House might be interested to know that of the 21 expressions of interest that we have received in response to the issue of the pre-qualification questionnaire, a third have been UK-headquartered companies, but it is likely that the winner of a competition for a GoCo will be a consortium and it is highly likely that some members of that consortium will be non-UK companies. In fact, to be frank, it is highly likely that it will include US-headquartered companies, but the entity with which we contract will be UK-registered and domiciled, and will pay its tax in the UK.
I congratulate the ministerial team on its progress on this important matter. DE&S covers Her Majesty’s Navy bases. Will the Secretary of State reassure me that his announcement today will not affect the proposal to transfer them to the Royal Navy?
I can assure my hon. Friend that the plan to transfer the Royal Navy dockyards out of DE&S, along with the plan to transfer the logistics and commodities supply service out of DE&S to an outsource contractor, will continue on track. That is why there is a gap between the projected 2015 total numbers of DE&S on a steady state basis, and the 8,000 that we are expecting to transfer under a TUPE transfer if we go down this route.

Commons ChamberWe have already discussed the story in The Courier today, “Tank regiment rolls into Leuchars base”, and the story in The Scotsman, “Scotland to keep Royal Marines base at Arbroath”. One would think that the hon. Gentleman might have something positive to say about that. When my right hon. Friend the Member for North Somerset (Dr Fox) made his statement in July 2011, the hon. Gentleman, as he might remember, accused the Government of planning to remove the Royal Marines from Scotland completely and close Fort George, neither of which has happened. It is true that the decision has been taken not to develop Kirknewton, but the balancing factor is the retention of Dreghorn as an Army barracks. The hon. Gentleman’s assertion about personnel numbers in Scotland is incorrect. My right hon. Friend the Member for North Somerset made his statement on 18 July 2011, and I have checked the numbers against that baseline. The total number of armed forces personnel in Scotland will be just over 600 higher than the baseline. I have also made a little calculation of the proportion of our armed forces personnel who will be based in Scotland, compared with the proportion of the population of the United Kingdom in Scotland. By my calculation, 8.39% of the UK population is in Scotland and 8.65% of our armed forces will be in Scotland by the end of this programme.
I welcome the certainty that the statement will give regular Army personnel and their families. I hope that the Secretary of State will further enhance his reputation as the champion of good return on investment for the defence budget by confirming that any new building will be good quality and built to provide comfortable homes for decades to come. Historically that has not always been the case.
Of course, new build and refurbished accommodation will be to the highest grade 1 standard of military accommodation. With respect to my hon. Friend, I suspect that part of our problem with accommodation is that some of it was originally built to last rather too long, so we are struggling to refurbish and patch up old buildings, some of which are around 100 or 150 years old. Building new building to modern standards is the way forward to provide the kind of accommodation that our troops deserve and that our covenant promises them.

I have already made a commitment that there will be another statement on the outcome of the meetings today. It may be next week; it may be sooner. As soon as we are in a position to inform the House, we will do so. I completely agree with the hon. Gentleman. Of course there is no appetite to be sucked into another war—there never is—but there is an appetite to be safe and secure. There is an appetite to ensure that terrorists cannot establish freedom of movement in an area such as the Sahel in order to attack us in the future. I say again that this appears to me to be a very limited and well-leveraged intervention by Britain in support of the French, who have deployed significant numbers of troops and equipment, and who are doing the heavy lift alongside the Malians. What we are now proposing to do is help to reinforce the English-speaking African countries which have also indicated that they are prepared to contribute forces to deal with this as a regional problem. That is the right way to solve such a problem, and our limited support for it is a highly effective way of Britain leveraging its capabilities.
Non-interventionism is in vogue, but does the Secretary of State agree that because of the nature of the UK, our trade routes and our status, we have huge interests across the world, and consequently, that this sort of capacity-building exercise is time and money well spent?
I absolutely agree with my hon. Friend. I remind her and other hon. Members of the risks to our society and the societies of our allies if we allow areas of ungoverned space to fall under the control of al-Qaeda and its associates and to become a place where they can plan and execute attacks on our interests.

Commons ChamberLet me be clear about the numbers. The 30,000 figure represents the total trained strength of the Army Reserve in 2018. We currently have a trained strength of about 17,000. In the other two services, the current numbers are not far short of the targets. The big increase must be in the Army reserves. The challenge is to find about 13,000 more reservists over the next six years. I think that that is achievable, especially bearing in mind that in 1990—just 20-odd years ago—the Territorial Army was 72,500 strong, and that it was even stronger than that in earlier days.
However, the hon. Lady has identified what will constitute a tension. On the one hand, we want reservists to be close to regular Army units, because that facilitates training; on the other hand, we recognise that reserve units will need to be based in the recruiting areas within the centres of population, because the part-time training that reservists undertake requires them to be able to reach TA centres relatively easily. In the spring, we will set out a basing plan which I think will effectively manage that tension.
Let me first draw the House’s attention to my interest as a member of the reserve forces.
Does my right hon. Friend agree that the level of awareness and positive attitudes to the reserves among the regular forces is increasing massively, partly owing to the integration of training that has already taken place under the present Government?
I congratulate my hon. Friend, who, I believe, has just completed her reserve training. She, at least, is helping me to meet my targets.
My hon. Friend is right to point out that a key measure of success is the attitude of serving regulars to their reservist colleagues. Training together, working together and deploying together is crucial. I have asked regulars in Afghanistan privately, in the canteen, how they work with their reservist colleagues, and the universal answer is “They are no different. When we are out here, we are all doing the same job.” We need to ensure that that ethos is spread throughout the whole force, and I am confident that we shall be able to do so.

The indications are that the Afghan strategic plan is to hold the ground in the crucial areas—the major towns, the major routes of communication and the major economic areas, including the Helmand valley. The assessment of our military commanders on the ground—I have no better information than that—is that they are likely to be able to do so, with some compromises at the margins.
I can understand hon. Members wanting to bring our troops home, but does the Secretary of State agree that those who have given their lives have not done so in vain? They have protected our national security, as is their prime purpose, and enabled an entire generation to access education for the first time, giving that country the best chance of peace and prosperity. Given its history, that is in our national interest.

Commons ChamberWell, I am afraid that they do. I remind the House that the right hon. Gentleman was a member of the Cabinet that was responsible for the underlying fiscal shambles that is the cause of many of the things that we are having to do. Whether or not someone is serving in a unit that is to be withdrawn will make them no more or less likely to be selected for redundancy under future tranches of the Army redundancy programme, which will deliver the manpower reductions announced in July 2011.
During the first round of naval redundancies, an extremely good system was put in place by my right hon. Friend’s Department to flag up any undesirable anomalies, such as a husband and wife in service accommodation both being earmarked for redundancy. As these changes are rolled out to the Army, will people who are leaving it or moving role or location within it have a similarly excellent service so that such anomalies can be flagged up and dealt with?
One of the strengths of the regimental system in the Army is the degree of close pastoral attention to these matters that can be delivered. The Army regards that as hugely important, and I know that it will do everything it can to support members of the family whenever change is required.

Commons ChamberI can assure the hon. Gentleman that our defence budget in the spending review period exceeds the 2% of GDP NATO guideline. What I said on the previous occasion, and have said publicly on a number of occasions, is that while in the medium term our NATO partners must increase their contribution to collective defence, in the short term, at a time when there is extreme fiscal pressure on nearly all the European NATO countries, it is not realistic to go around wagging the finger at them about the amount that they spend. I have chosen to focus my pitch to them on the need to render the budgets that they do have more effective by making their forces more deployable and more available to the alliance. That is the thrust of the message that I was trying to deliver in Germany the week before last.
What impact does the Secretary of State expect the measures that he has announced to have on recruitment and retention in our armed forces, not only in respect of regulars but in respect of our challenging targets for the recruitment of reserves?
My hon. Friend is right to draw attention to that issue. Many people have asked me—and I have to say that I asked the question myself when I first entered the Ministry of Defence—why we are making service people redundant but are still recruiting. The answer, of course, is that because the armed forces are a bottom-fed organisation, we need to recruit even when we are reducing the overall size of forces. I hope that the greater confidence and clarity about the future will be an aid to recruitment, and I am sure that the greater role that the reserves will play in our overall force construction will be a great aid to recruitment in the Territorial Army and the air and naval reserves.

Commons ChamberThe SDSR in 2010 considered the possibility of cancelling the second carrier, to deal with the huge budget challenges we inherited, but the terms of business agreement was such that cancelling the carrier at that point would have cost more than delivering it.
I have long argued that if we are going to spend money on carrier strike force, we need to ensure that we have that capability all year round. Can the Secretary of State confirm that, in terms of capability, one advantage of the programme he has announced today is that it puts two operational carriers back on the table?
My hon. Friend is right. I made the precise point, in response to my right hon. Friend the Member for North East Hampshire (Mr Arbuthnot), that the cost of converting the second carrier to EMALS cats and traps was likely to be prohibitive; that has emerged from the work that has been going on. Completing the two carriers in STOVL configuration gives us optionality. It means that they can both operate the STOVL aircraft; that the 2015 SDSR can decide whether to bring the second carrier out of extended readiness and deploy it during periods of refit or extended maintenance of the first carrier; and that subsequent SDSRs can decide whether finding the extra crew and meeting the maintenance cost is an appropriate use of naval resources, depending on our assessment of the threat risk.

Commons Chamber8. What assessment he has made of the potential effects on operations in Libya of the unavailability of an aircraft carrier.
Thanks to our overseas basing rights, the unavailability of a UK aircraft carrier had no significant effect on the UK’s participation in military operations over Libya. That was clearly demonstrated by the outstanding performance of our armed forces over and off the coast of Libya, and by the civilian and military staffs that supported them.
Difficult decisions had to be made by my predecessor, the right hon. Member for North Somerset (Dr Fox), to whom I pay tribute, in order to deal with the black hole that we inherited from the previous Government. The decisions made in relation to carrier capability were painful, but they were the right ones in Britain’s long-term interests.
My hon. Friend is absolutely right. The performance of British forces in Operation Ellamy precisely demonstrated that we retain such a capability and, indeed, that the aircraft deployed were capable of carrying weapons such as Storm Shadow and the dual-mode Brimstone, which allowed us to deliver a precision response in Libya. That greatly reduced collateral damage and civilian casualties.
Does my right hon. Friend agree that carrier strike force is a fundamental capability that we must regenerate as it will provide future Governments with both a powerful deterrent and the flexibility to respond to any situation in the most efficient and effective way?
As my hon. Friend suggests, the decision to regenerate the carrier capability at the end of the decade will give the United Kingdom a formidable capability in addition to the other capabilities it currently has to project force in areas of the world where basing and overflight rights may not be available. That will be a very welcome and important addition to our overall capability.

Commons Chamber6. What plans he has for the reform of rail franchising; and if he will make a statement.
The Government published “Reforming Rail Franchising: response to consultation and policy statement” on 19 January this year. In it we set out, among other things, our commitment to longer franchises, less prescriptive service requirements, and the transfer of stations to train operators. The Department is now considering, within the framework, the detailed invitation to tender for the intercity west coast franchise.
Since the Adjournment debate on South West Trains, I have received thousands of letters and e-mails from long-suffering passengers around the country who are having to put up with suburban trains on mainline routes. Is it not time that we had minimum standards of comfort set out in rail franchise agreements, and should not companies that ignore such concerns not have their franchises renewed?
I appreciate my hon. Friend’s campaign on that point, but the simple fact is that on many of our suburban railways, particularly those going into London, we have limited capacity. Trains are already at maximum length, and the number of train paths is already at the maximum capacity of the railway. Taking out seats to make them larger, which I think is my hon. Friend’s point, would simply mean more commuters standing, and those commuters who join the train closer to London are vehemently against that, so the Government have no plans at the moment to specify the size or configuration of seats in commuter trains.
