I thank the hon. Gentleman for his question. He will know that my prime concern in this has been with regard to the Seafarers’ Wages Bill, but I will write to the Department and make sure that the Secretary of State has heard the hon. Gentleman’s concerns today and get him an answer.

May I seek the advice of my right hon. Friend on how I can make the Istanbul convention, which deals with the domestic abuse of women and girls, better known in this House? Is that by statement or by debate?

I thank my hon. Friend for all the work he has done internationally on the convention. I know he has been doing some recent work on this. He will have assisted his aim today by raising this important convention on the Floor of the House, but he will know the usual means by which he can direct other Members’ attention to it: by securing a debate either through the Backbench Business Committee or on the Adjournment. I will certainly make sure that the Foreign Secretary has heard about the work that my hon. Friend is doing and his keenness that we do more to promote others signing the convention and ratifying it.

As I have said, we are completely reliant on what access we can get to certain areas. We cannot get aid convoys into some areas into which we wish to get them. I assure the hon. Gentleman that in the mechanisms and partners with which we work to deliver aid on the ground, we are very conscious of these issues and we are strengthening those systems all the time. I have met individuals who are particularly concerned about protecting those who may be being persecuted for their religious beliefs. As I said, I am announcing some new programming to give us more options on that front.

Last week, like my hon. Friend the Member for North Thanet (Sir Roger Gale), I was at the Council of Europe, where I spoke about Jordan’s effort to educate so many Syrian refugees. What is the Secretary of State going to do to help with the crisis in early years education in that country?

We are doing a range of things. As a general principle, I am keen that, whether in respect of humanitarian or more traditional forms of economic development, we join up the different programmes that we run—that we join up our maternal health provision with our early years provision and our education provision—and that we build systems as we go. There are many things that we can do to strengthen the healthcare and education systems of those countries in the region that are hosting refugees. I hope that one day we will be able to make similar contributions and give similar technical advice to Syria.

I thank my hon. Friend for making that point. We can show our support for those individuals, who are good people and will be dismayed by what the leadership of their organisation has done. I think that they and the public have this issue in balance, because we know that this is not representative of the UK charity sector. We have a unique charity sector in this country—it is a jewel—and this is a stain on it. This is about a minority of individuals, but unless we really tackle these issues, the whole sector will be tarnished. I think that we can all show our support for those individuals who give up their time to do good work.

By 2019, next year, we will have helped 7.8 million people in Nigeria have better nutrition. What contingency arrangements does the Secretary of State have in place to ensure that those projects will continue if Oxfam has to withdraw?

As I have said, I am reviewing all the partners we work with. If during the course of the investigation further things come to light that raise concerns about our ability to deliver aid in a particular location, I want to be sure that we have alternatives available, assessed and in place. We will have those answers after 26 February. I again assure the House that, whatever I do, no recipient of aid will suffer as a consequence.
