I hope that all students from the Bobby Moore Academy have a wonderful time watching “Swan Lake” today. The hon. Lady knows that we are absolutely committed to ensuring that every child can experience high-quality performances. The funding that we have distributed has been across the whole of the UK, which is very important. She has just missed the opportunity to raise this issue with the Secretary of State for Culture, Media and Sport, so I shall make sure that she has heard what the hon. Lady has said today.

Can we debate whether changes to the Standing Orders are necessary? They are the nearest thing that we have to a written constitution. Yesterday, there were multiple references to guests in the Gallery. A few weeks ago, when an hon. Member made such as reference, the fellow actually got up and took a bow. It may be that the current Standing Orders are no longer fit for purpose and that allowing such references should be in the gift of the Chair, but we ought to make the change, rather than just go on ignoring the Standing Orders.

I thank my right hon. Friend for raising a question that is actually in my brief, which is quite a new experience for me. Other Members have raised similar concerns, and I will make sure that Mr Speaker hears that. I think some flexibility is appreciated, as we quite often have particular people that we in the House want to acknowledge and send support to in that manner, but I will make sure that Mr Speaker has heard that point. It will be a matter for him, as well as for the whole of the House. In the meantime, I am sure that we can rely on my right hon. Friend to loudly tut whenever that happens.

I thank the hon. Gentleman for raising an issue that is frequently raised at business questions. As with previous questions, I will make sure that the Secretary of State has heard what has been said today. The hon. Gentleman will know that the next departmental questions are on 4 July and I encourage him to put that question directly to the Secretary of State then.

Pupils have been denounced as “despicable” for failing to accept the reality of a fellow pupil who identified as a cat. May we have a debate on Confucius, for it was he who observed that the most difficult thing is to search a dark room for a black cat, particularly when there is no cat?

I thank my right hon. Friend for not only the question, but the typically dramatic way in which he asked it. I shall leave Confucius aside and deal with the heart of the matter he is getting at. Obviously, the Department for Education is currently reviewing guidance to schools on these matters and I understand that the Education Secretary has launched an investigation into the incident to which he refers.

We recognise the range of emotions that people are feeling about the lifting of restrictions. Tremendous sacrifices have been made to get the virus under control, and incredible patience shown. We published our recovery strategy on 11 May and each day our measures follow the approach it sets out. Protecting public health is, and must always be, our No. 1 priority.

To avoid a damaging second spike to our economy, is not a yard more than sufficient?

We are determined to get the UK economy—including the hospitality sector—up and running again and our schools reopened. Research published in The Lancet last week showed that a physical distance of at least 1 metre—or, if my right hon. Friend insists, 1.09 yards—

I thought he might. That was strongly associated with a lowered risk of transmission, but a distance of 2 metres was likely to be more effective. The advice therefore remains that wherever possible the public should keep two metres from one another, but the Scientific Advisory Group for Emergencies keeps that under review.

Why does my right hon. Friend not prevent enterprises from bidding for Government contracts unless they can demonstrate a record of having paid their suppliers on time?

Companies do have to demonstrate that, and if existing suppliers do not comply with the targets we have set, they will be booted off the supplier list.

I am pleased to announce that organisations supporting people who have been out of work due to caring responsibilities and have additional barriers to returning to work can apply for a new £500,000 fund from the Government Equalities Office. More widely, the GEO is liaising with the Ministry of Housing, Communities and Local Government to support people with little or no work history in the five integration areas. That funding is in addition to the £1.5 million fund launched last year, which will help us to gather evidence of good practice, and reflects the GEO’s absolute commitment to ensuring that all women realise their full potential.

Will the Minister challenge businesses that exclude guide dogs?

Under the auspices of the Office for Disability Issues, and subsequently the assistance dog sector, all those fantastic organisations and charities have come together to harmonise their standards, so that the owner of a café or pub, or a taxi driver, can identify legitimate assistance dogs more easily. There is absolutely no excuse for excluding people who have assistance dogs. We are considering what further measures we can introduce to ensure that that can be enforced, and in particular whether the rules on licensing of venues and premises can help with that issue. The Home Office is setting out its plans for a formal consultation with disabled people’s organisations and other representative groups in due course.

He will know that we have just announced some new programming to mitigate the enormous number of road traffic accidents around the world. It is not just our money but our technical support that is allowing that to happen.

T8. Will the Secretary of State take note of World Vision’s campaign on behalf of children in conflict, “It Takes A World”?

I will certainly do that. I praise World Vision for the campaign and all the work it does. Children in conflict zones are a priority for my Department, and I would also like to put on the record our thanks to the Evening Standard for its War Child fundraising appeal.

I gave a lengthy speech this morning and there is plenty of detail in there. [Interruption.] It is online, so the hon. Lady can read it.

Let me be very clear about the rule changes we would explore. Currently, when we capitalise an investment instrument, we count it as official development assistance. When we make the investment, we do not. We are very happy with that—we have argued for it—and that is what happens now. In future years, however, once we have capitalised those instruments, we may wish to change the way we do it. [Interruption.] It is not double-counting; it is allowing the returns we make on those investments to be used more flexibly. We are very happy and it suits us at the moment to do this. The issue is that if we then reinvest those funds in development, they do not count towards the 0.7%, and if we take them out, to spend on the NHS or another domestic priority, it counts negatively. What we are arguing for is exploring, at this stage, changing the rules to allow us to do that.

In addition, we have to accept that, even with the combined total of our budget and those of other nations, we will not deliver the global goals unless we let the private sector do more. Currently, the £8 trillion in the City could be put to better use and may actually deliver higher returns for pension funds. They will do a huge amount of good in the developing world.

The hon. Lady asks me for examples. CDC, which I understand she wishes to abolish, is the oldest development financial institution in the world. Last year, it made investments of over £1 billion, which created 735,000 jobs. We need to create 18 million jobs every year until 2035 just to keep up with population growth in Africa, and that is what we need to do to eradicate extreme poverty. If the hon. Lady has a better suggestion on how to raise $2.5 trillion I would be very interested to hear it.

I am here not to make us feel good about spending aid money; I am here to eradicate extreme poverty. We cannot do that without business and we cannot do that without the private sector. Dogma has no place in this debate.

If we are to avoid a growing army of underemployed, desperate and angry young people, we need 600 million new jobs over the next decade. Does the Secretary of State imagine that that can be provided without an enormous mobilisation of private sector investment in the developing world?

My right hon. Friend is right. We are entering into the final decade and the last push towards the global goals. We have to be realistic. If we are going to achieve them, and I want to achieve them, we have to let other people help.

LGBT Action Plan

I am a practical person, so I want to concentrate on the points in the action plan and on the other things that I can do to improve the lives of LGBT+ across the UK. As for other matters regarding other nations of the UK, Westminster has expressed a view that if devolved issues are not acted on, Westminster will act. I just want to point that out.

Civil partnerships were introduced to accommodate those couples who were discriminated against by being unable to marry, so the Minister should add to her list of actions the abolition of that institution of discrimination, should she not?

Some 16% of the population is disabled, but their representation in our Parliaments, Assemblies and councils is far too low. It is primarily political parties’ responsibility to support their candidates properly, just as they must also support disabled employees. That is why I am announcing today that over the next 12 months my Department will, with others, undertake a programme of work to help political parties to best support their disabled candidates and to consider how independent candidates can be supported, too. While that work is under way, we will provide up to a quarter of a million pounds to support disabled candidates for elections in the forthcoming year. I shall keep the House updated.

It was an honour and my privilege to have whipped the equal marriage Bill through this House. Will the Minister complete that work by abolishing civil partnerships?

Although the demand for civil partnerships has tailed off since my right hon. Friend’s efforts were brought to bear on that Bill, they are extremely valued by some people, and others would also like the opportunity to have a civil partnership. We are looking into the issue and have commissioned some additional research into opinions on and attitudes towards civil partnerships, but whatever the outcome of that research, I assure my right hon. Friend that they will not be compulsory.

My hon. Friend raises a very important point. One of the sessions that I took part in at the Brussels conference was with civil society and we looked at how we will collect evidence and hold people to account for their actions. Some of our funding will support an international initiative to do just that, and it is vital that we do so. We should do everything in our power to stop the sorts of things that we have seen over the past eight years happening ever again.

With respect to promoting our aid effort, as raised by my hon. Friend the Member for Crawley (Henry Smith), is my right hon. Friend aware of anyone who spends 99.3% of their income on themselves?

I can see that I will have to deploy my hon. Friend the Member for Crawley (Henry Smith) to make the case for what we do. We do sometimes focus on that number of 0.7%, but we should actually focus on what that money does. If we can explain this better to the British public, who enable us to help people such as Syria’s children, they would be very proud of what the funding does.
