I thank my hon. Friend for bringing us more good news from Kettering and congratulate him on the work that he is doing there. I will, of course, join him in praising and congratulating Northamptonshire police on this huge achievement, which I know will have taken a great deal of effort and determination on its part. He will know that, since 2010, our communities are safer, with neighbourhood crime such as burglary and robbery down by 48% on roughly the same resource, and a large part of that in recent years has been the additional recruitment of 20,000 more police officers, which means that we are just shy of 150,000 officers in England and Wales, higher than the previous peak before the police uplift. That is a huge achievement and we should praise his local police force for its part in it.

The Conservatives have cut 21,000 police officers, decimating our local neighbourhood teams. There are now 10,000 fewer police officers and police community support officers in our neighbourhood teams than in 2015. And the percentage of people reporting never seeing a police officer on their street has doubled since 2010. Can we have a debate about the number of police officers and the Conservatives’ claims about what they are doing about it, so that they can explain why they cut 21,000 police officers in the first place? We can also then talk about Labour’s pledge to put a neighbourhood team in every community.

I think the hon. Gentleman has his facts wrong. We have record numbers of police officers. On roughly the same resource—when we leave aside online fraud—we have halved crime. The outliers across the country are in Labour-controlled areas. They are in London, under the current Labour London Mayor, where knife crime and serious and violent crime have soared. They are also in areas such as the west midlands where there is a Labour police and crime commissioner. The stats speak for themselves. A person is 40% more likely to be a victim of crime if they are in an area that has a Labour police and crime commissioner. Our police have done a tremendous job since 2010: we have halved crime on roughly the same resource. That is what people get with the Conservatives.

I thank the hon. Lady for her question on an important matter. This Government are undertaking the largest expansion of childcare entitlements and support to the people of this country. This matter is of great interest to Members in all parts of the House. I will ensure that the Secretary of State has heard what the hon. Lady has said, and she will know that the next Education questions is on 11 March.

May I add my call for a statement from the Paymaster General about the contaminated blood scandal on the day we get back after the recess? I am delighted that the Leader of the House has announced two weeks of business for when we return the week after next, but we have been promised that the football Bill is imminent and it does not appear in the business for those two weeks, and there is also no sign of the Third Reading of the Renters (Reform) Bill. Will the Leader of the House explain what is going on with those two Bills?

Those Bills are being worked on and are making progress. I fully appreciate that both are eagerly anticipated and I hope they will get support from Members in all parts of this House. The hon. Gentleman will know my particular interest in the football governance Bill, and I know that many Members met stakeholders in the past couple of weeks regarding that Bill. I hope to update the House on it shortly; I hope we will bring forth that legislation shortly, and I will announce future business in the usual way.

I thank my hon. Friend for raising this important matter. I know it is of concern to many people, which is why the RAC has highlighted it. He will know that in the current provisions for vehicle headlamps there is a maximum and minimum light intensity, and specifications for the light pattern and the position of the lights on the vehicle. This is a highly regulated area. My hon. Friend can raise the matter directly with the Secretary of State on 8 February, but I will ensure that he is aware of the survey and what the RAC has said. I thank my hon. Friend for his campaign.

I will be here to pay tribute to my friend Tony Lloyd at the appropriate time.

The Hillsborough inquiry, the Post Office Horizon scandal, Windrush, contaminated blood, and LGBTQ veterans have all been the subject of reports, and they are all examples of how the state treats working-class people when it should be there to support them. Victims of the last three of those scandals—Windrush, contaminated blood and veterans—are still waiting for their compensation to be sorted out and for the outcomes of the reports to be enacted. Can we have some form of cross-party arrangement whereby we can all come to an agreement on how we should respond to the reports and treat those people with the dignity to which they are entitled? The Government are just obfuscating and kicking the can down the road. We know that we are at the fag end of the Government, but these things need dealing with now. Why can we not have some co-operation to bring matters to a conclusion for those people?

In last week’s session, I spoke about many of the inquiries and issues that the hon. Gentleman raises. I am proud of this Government’s record in bringing forward, for the first time in some instances, inquiries into such matters and in making public apologies on behalf of the state about some of those issues. I will not repeat what I said earlier about the legislation and progress on infected blood, but I will repeat the statement with which I ended my evidence to the infected blood inquiry about why the inquiry is so important, not just to a comparatively small group who have been affected or infected, but to all of us, because it could have been any one of us—anyone in the country could have been affected.

How the state responds to such matters is incredibly important and we all want to see justice done. Last week, I wrote to the Cabinet Office about how we could learn lessons from the series of inquiries we have set up. I know that the Paymaster General is in regular touch with the all-party groups that are primarily concerned with the issues the hon. Gentleman raises, and with the right hon. Member for Kingston upon Hull North (Dame Diana Johnson). In addition, many people in the House and other stakeholders are engaged in consultations and providing their input.

We are determined to get these long-running injustices resolved; that has been our visible track record. When I was Paymaster General, I admitted that there is a moral obligation on infected blood and I set up the compensation study. We will deliver on it with, I hope, the support of Opposition Members.

I am sorry to hear this issue being raised yet again. Many Members have already raised it, and I know that my hon. Friend is working very hard to secure a better service for his constituents. I will certainly make sure that the Under-Secretary of State has heard about his concerns, but I think that what we can all do locally is urge against actions that exacerbate such situations, such as industrial action.

On Tuesday, at the Premier League stakeholders’ meeting, discussions about the financial package deal between the Premier League and the English Football League broke down. The representatives of the Premier League cannot agree among themselves about what that package should be, let alone come to an agreement with the English Football League. We are waiting for the legislation that was in the King’s Speech, because we need a regulator with teeth and a backstop that can sort this financial package out. It is essential for the future of our national game that we have a strong and competitive English Football League as the foundation for the Premier League, sitting at the top, so when will we see that legislation?

I am aware that many Members will want the legislation to arrive very swiftly, and they will not have long to wait. The hon. Gentleman knows what I am about to say: namely, that I will announce it in the usual way. But I can reassure him that we are committed to introducing both a regulator and the legislation in good time.

I thank my hon. Friend for raising that important point. She will know that suppliers have to demonstrate to the regulator that they meet sustainability criteria, and there is a process by which the Treasury will arrive at what carve-outs it will do for particular sectors. We have been right to do that for emerging technologies, which cannot currently compete on cost. There is tidal power, for example. Space solar power is another example that we will no doubt look at in the future. She is right to raise the issue of getting value for money for British taxpayers.

I wonder whether the Leader of the House could contact her colleagues at the Ministry of Defence? On 8 June, veterans from the LGBT community were expecting the LGBT report to be published. Many service people were forced out of the services; they had their careers cut short and were denied the opportunity of a pension. They are expecting that report imminently, but a date has not yet been given. As we are fast approaching the end of term, can she arrange for a statement to be made, please?

I congratulate the hon. Lady on her re-election to that post. She will know that the next Health questions are on 11 July. I encourage her to raise the issue there, but I shall also make sure that the Secretary of State for Health has heard her asks today.

A constituent of mine, a mother of two, has been forced to bring up her children during their teenage years without maintenance payments from their father. He, meanwhile, set up home with a new partner and set up a company that claimed that it employed him on the minimum wage. Meanwhile, they both drive around in Tesla cars and have gone on to set up three more companies. This individual—this monster who left his children absolutely destitute throughout this period—has used the Child Maintenance Service’s appeals process several times to avoid making payments. May we have a statement from the relevant Minister on this matter, so that we can raise our concerns about the Child Maintenance Service’s backlog and discuss how these individuals can be stopped from being able to avoid making payments in future?

I am sorry to hear about that very sad case. The best thing that I can advise the hon. Gentleman to do is to raise this with the relevant Department—I think the relevant questions will be next week—but I shall also ensure that the Department has heard what he has said. He will know that we are very focused on getting all parents to grip their responsibilities, and if there is something we can do to assist, I am sure it will be done.

The hon. Lady’s question has been highly efficient. She has saved me the trouble of a stamp, as the Health team are on the Front Bench. There will be two statements today on health, which she might like to attend. I hope she will be pleased with what the Secretary of State says.

The Leader of the House is aware of the cuts to my local train services, which I have raised at business questions on a couple of occasions. The trains that the Government have left us with are old and cost a lot to run. Many do not have lavatories on them. They are very much in need of replacing. Can we have a debate in Government time to all raise our concerns about the condition of our rolling stock and our local rail services, and to plead for improvements and upgrades?

That is an important matter for the hon. Gentleman’s constituents, which he will be able to raise on 8 June with the Secretary of State at the next available questions. In addition to this Government’s investment in both rolling stock and the network, in stark contrast to the Labour Government, who only managed to electrify 13 miles of track, he will know that in those franchises there have been new standards on disability access and other services on those routes. The service that the hon. Gentleman’s constituents are enduring needs to improve, and I encourage him to raise that with the Secretary of State.

That is an excellent topic for a debate, and my hon. Friend will know how to apply for one. The next Energy Security and Net Zero questions are on 23 May. She will know that we are working with Ofgem and the network companies to reform the connection process and bring forward connection dates, and we will set out further action in a connections action plan this summer.

I am amazed that we are not having a statement from the Environment Secretary today, given the announcement from the water companies. They issued an apology for their appalling performance, discharging sewage into our rivers and coastal areas, but alongside that apology they announced that water bill payers will have to fork out £10 billion to put all of that right. Imagine if a garbage disposal company decided that it was cheap and quick to dump rubbish in our town centres, disrupting all of those businesses, or if local authorities chose to dump it in swimming pools because that was cheap for them, disrupting people who want to take their families swimming? That is exactly what the water companies have been doing. They have been wrecking tourism in coastal areas and seaside towns, and stopping people from swimming in our rivers—that is totally intolerable. And now they are telling us that, to put all of it right, they will charge us £10 billion. When will we get a statement on that?

I shall ensure that the Secretary of State has heard the hon. Gentleman’s request for a statement, but I do not think that what he says is quite correct. The only way to end storm overflows and sewage going into our rivers and around our coast is to invest in and upgrade infrastructure. Work has started now. We have legislated so that every water company needs to have a plan in place and to meet those targets. It is a shared cost, but I will give him some hope. We know from where work has already been done—in London, for example, with Thames Water—that the cost to the bill payer has not been great. We have got to make this investment, which will be shared between bill payers—all of us—and those companies. It needs to be done.

I thank the hon. Lady for bringing to our attention the 10th anniversary of that terrible and sad event. She will know that the Foreign, Commonwealth and Development Office has done a huge amount of work to ensure that the likelihood of such events happening again is reduced by having good practices in garment factories across countries that we work with. We have also worked with the UN to introduce a number of measures to strengthen transparency in supply chains, but she is absolutely right: there has to be accountability for that. The Foreign Secretary is sitting on the Front Bench, but I will also ensure that the Department for Business and Trade is focused on the issues that she raises.

The Immigration Minister said at the Dispatch Box that the Government inherited a backlog of 460,000 asylum claims from the last Labour Government. Using figures supplied to him by the Immigration Minister, my hon. Friend the Member for Rhondda (Sir Chris Bryant) has been able to demonstrate that the figure is fewer than 19,000. Should the Immigration Minister not come back to the Dispatch Box, as required by the ministerial code, to correct the record? What can the Leader of the House do to ensure that the record is corrected, either today or as soon as we return after the weekend?

I thank the hon. Gentleman for raising this matter. He knows that he can raise it in a point of order, but I have to say that I do not recognise the figures that he cites. Ministers do correct the record if they have not given the correct figures at the Dispatch Box, and that is what should happen, but I do not think that that is the situation in this case. What we should all be focused on in this place is ensuring that we can take forward the legislation that this Government are proposing, so that we can strengthen and make more effective the systems that deal with these very vulnerable people.

I thank my hon. Friend for his question and for all the work he does as chair of the APPG on cricket. I agree entirely with his sentiments. He knows we are working closely with Sport England, UK Sport and national governing bodies to improve access and inclusion, from grassroots level up to elite level. The forthcoming sport strategy will set out further detail on how we can make sport more inclusive. We have a very exciting season ahead of us, and I thank all members of the APPG for the work they do to promote that important sport.

In answer to my hon. Friend the Member for Bristol West (Thangam Debbonaire), the Leader of the House said that we can expect the impact assessment for the Illegal Migration Bill to be published shortly, but the Bill is to be debated at the beginning of next week. The Government assured us that the Nationality and Borders Act 2022 would reduce the number of small boat crossings, but we have already seen record levels in January and February 2023. The Government have completely failed. If they have not done proper calculations to produce an impact assessment, how can they make assertions about the effectiveness of the Bill we are debating on Monday and Tuesday?

I have no argument with the hon. Gentleman’s desire to have the impact assessment produced as early as possible. I have made representations to that effect, and I am told that it will be published shortly.

I am very sorry to hear of the situation in my hon. Friend’s constituency. That is clearly not acceptable. We often say that we want more people to use public transport and leave their cars behind, but for many people the car is their only option. We must ensure those services work, and she is right in her assessment. The next Transport questions is not until 20 April, so I will write this afternoon on her behalf and bring that to the Transport Secretary’s attention.

Many Conservative Members want us to leave the European convention on human rights, but that would make it impossible for European countries to enter into return agreements for people who have failed their asylum applications in the UK and would undermine our ability to extradite people who have committed serious crimes, because they could simply claim that their human rights were at risk because we were no longer signatories to the ECHR. Can we have a debate in Government time to explain that to the fools on the Conservative Back Benches, who want to put the security of this country at risk?

I thank the hon. Gentleman for his question. I have often commented in business questions on the Labour party being keen on sometimes supporting, or not being seen to criticise, the legislation that the Government are bringing forward. His approach is novel in that he asks about things that we are not going to do, as we have said. He knows full well what our plan is on small boats and I urge him to support it.

I thank my hon. Friend for shining a spotlight on this. This situation is completely nuts. We have made huge efforts to get people on to smart meters, with all the benefits that it might bring them, and then they are unable to continue using them and have to take manual readings—it is an insane situation. He is right to point out that the legislation covers the first 12 months, but we have reserved the right to introduce further legislation if required. I sincerely hope that that will not be necessary, and I urge British Gas and other such companies to think about the service they are giving their customers, particularly those who have mobility issues and who do not have access to the internet. This is an easy thing to sort out, and they damn well should.

If the Leader of the House was in the Chamber just before the start of business questions, she will have heard me raise a point of order on a letter I received from the Minister of State, Department for Transport, the hon. Member for Bexhill and Battle (Huw Merriman), relating to an issue that I raised in Transport questions. He was announcing that we would get extra train services off-peak on our local lines and said he had written to four MPs. I received that letter just after I asked my question. It has now emerged that Conservative MPs who received that letter were tweeting about it at 9 am this morning. Clearly, there has been favourable treatment of Conservative Members over Opposition Members. As Leader of the House, what does she have to say about that?

The hon. Gentleman credits us with a level of organisation that would be surprising! In all seriousness, I shall certainly look into that on his behalf. We have just had Transport questions, he has made a point of order, and he has raised the issue with me. The hon. Gentleman has done his due diligence and duty, and I will certainly look into it.

Many hon. Members were grateful for the opportunity to meet those being hosted in my hon. Friend’s constituency. I add to his praise of National Express for its generous donation. I also understand that St Philip’s church has been doing a huge amount to help hosting families and to make everyone feel at home. Many hon. Members are themselves hosting refugees, often the children of parents who are Members of the Ukrainian Parliament. That is a further example of how strong our resolve is and how our solidarity and friendship with Ukraine is growing.

I know that the Leader of the House is interested in the future of football governance, and her concern for the future of her local football team is well documented, so will she be popping along to the Q&A that the Sports Minister is holding tonight, where he is charging people a £500 donation to the Conservative party for a briefing on the White Paper that is about to be published? Will she be paying £500? Is that common with legislation? Can we have a price list of what is charged for a private briefing on other legislation to make money for the Conservative party?

I do not know about the event, so I cannot comment on that, but nobody should need to go because, after I have finished at the Dispatch Box, the Minister will be here to talk about that precise topic. Hon. Members are welcome to ask him all kinds of questions—completely free of charge.

I thank the hon. Lady. The hospice sector is incredibly important, which is why we were keen to ensure it was placed at the heart of end-of-life services. Prior to that policy change, it was very much kept out of Government policy. We want these vital organisations not just for the immediate services they supply, but for the support to the wider family. Given that Health questions will not be until later in the year, I will make sure the Secretary of State has heard those concerns, and I hope she will raise these issues with the Scottish Government, too.

We cannot wait till March to hear from the Secretary of State for Transport about the dangerous situation that occurred last night at London Bridge. The Leader of the House will be aware, because I have raised this here before, of the disastrous cuts to my local services, which are exacerbating the problem, with more people having to change at London Bridge. I have had people contact me about the dangerous situation with the crowding. I have seen photographs of the concourse, which is about the size of two football pitches, absolutely rammed with people, with escalators having to be switched off and people crowded on to platforms. It was an extremely dangerous situation, exacerbated by cuts that were agreed by the Department for Transport. There is no weaselling out of this: the Secretary of State needs to come here and answer for his decisions.

I shall certainly make sure that the Secretary of State has heard the concerns the hon. Gentleman has raised, but I would just say to him that he needs to speak—he knows what I am going to say—to the person responsible for providing good-quality public transport in London, who is the Mayor of London. I am afraid that he has been failing on all fronts, and I would encourage all Members who are concerned about the situation that happened at London Bridge to get in touch with the Mayor’s office to ask him to improve those services.

This is incredibly important. Local media is a vital lifeline; we saw that during the pandemic. It is critical to our national resilience and to our national democracy and our way of life in this country. I shall certainly make sure that the Secretary of State for Digital, Culture, Media and Sport has heard my hon. Friend’s concerns, which I know are shared by many Members. The next DCMS questions is on 26 January, and I encourage all Members who are concerned about this to raise it with the Secretary of State then.

Further to the questions from my right hon. Friend the Member for Leeds Central (Hilary Benn) and my hon. Friend the Member for York Central (Rachael Maskell), the report from Citizens Advice on prepayment meters is urgent. Since November 2021, the courts have allowed 370,000 forced entry warrants—that is 30,000 a month. These companies cannot possibly be doing the right checks on people before the warrants are being sought, and the courts certainly are not questioning them when issuing them—they are issued literally in seconds flat. Can we have a statement from the Government? Next week, the weather will turn freezing again, so this is very urgent indeed, because it is happening now. Some smart meters are switched off without people’s knowledge, and they only find out when their electricity goes off. We cannot allow this to happen.

The hon. Gentleman is correct. As he will know, there is huge disparity across the country in how many warrants are issued. In some places it is only a handful, and in others it is many tens of thousands.

The hon. Gentleman is being rather unfair to my colleagues. I had an incident in my constituency yesterday about which I needed to contact the Health Secretary, and he responded within the hour. I am always here to facilitate such meetings. I have to say, the hon. Gentleman’s previous invitation to Rhondda did not sell it to me. It sounded like I might be taking my life in my hands, but of course I am always happy to visit his constituency.

I wish everyone a happy Christmas, especially you, Mr Speaker, and the staff who look after us in this place.

Because I get better answers at business questions than I do at Transport questions, I will update the Leader of the House on this week’s disastrous timetable changes imposed by the Department for Transport. My usual train normally goes to Charing Cross, but this morning I was forced to change at London Bridge. Imagine my shock when the entire train, more than 1,000 people, got up to change at London Bridge. These changes are inconveniencing thousands of people on their morning commute to work. Can we have a statement from the fat controller in the Department for Transport about these disastrous changes, so that we can find out when the situation will be rectified?

Abdullah Ibhais was jailed in Qatar for whistleblowing and taking part in an ITV documentary about the mistreatment of migrant workers. Shockingly, he was tortured on the eve of the World cup kick-off, and FIFA, disgracefully, has turned its back on his plight. Meanwhile, there is news of yet another migrant worker dying in the last 24 hours. Abdullah’s family are calling for the United Nations working group on arbitrary detention to intervene in his case. May we have a debate so that Members in all parts of the House can raise their concerns about his situation, and also condemn FIFA, not just for not raising his case but for not contributing to a fund to compensate the families of people who have died working on projects relating to the World cup, and those who have been injured?

The next Foreign, Commonwealth and Development Office questions will be on 13 December, and I would encourage the hon. Gentleman to take up that case then. However, I will also write to the Secretary of State for Digital, Culture, Media and Sport on his behalf, as I am sure that many Members will want an opportunity to talk about the tournament, FIFA and its future.

Further to the question asked by my hon. Friend the Member for Erith and Thamesmead (Abena Oppong-Asare), I can inform the Leader of the House that the issue relating to Southeastern was raised at Transport questions, and the Minister, the hon. Member for Bexhill and Battle (Huw Merriman), confirmed that he had adopted the role of Fat Controller when it comes to Southeastern trains and had cut peak-time trains through my constituency and others, without consultation with our constituents. That is the key point: our constituents were refused the opportunity to be consulted. As they have not had the opportunity to have their say, will the right hon. Lady grant them a voice by giving us a debate in Government time, so that we can debate this terrible decision by the Department for Transport?

I will certainly write to the Department for Transport to let the Secretary of State know about the concerns that have been raised today. It is important that local communities are consulted about such changes, and I will make sure that the Secretary of State has heard the hon. Gentleman’s concerns.

My right hon. Friend knows that I am going to say that future business will be announced in the usual way, but I reassure her by pointing to our record. We introduced the Animal Welfare (Sentience) Act 2022 and the Glue Traps (Offences) Act 2022, and provided for an Animal Sentience Committee. We have reformed the damaging and bureaucratic common agricultural policy. We have banned exports of live animals for fattening and slaughter and we have built animal welfare into our independent trade policy. My right hon. Friend should be reassured by that and I hope to be able to announce future business on the matter soon.

We have seen the shambles that the Home Secretary is presiding over at Manston immigration centre. A solution to the problem cannot be to dump busloads of asylum seekers in the centre of London, reports of which we have seen. May we have a statement by the Home Secretary about how she will improve the system, and not just an attempt to cover up her errors by imposing injustices on people and leaving them desolate in the centre of London?

I will certainly ensure that the Home Office hears the hon. Gentleman’s concerns, but the Home Office’s plan to address those pressures is clear. We need to legislate to give ourselves more options, and particularly to return those who do not have a claim to asylum here. I hope that Opposition Members will support the Government in those efforts.

My constituents are really concerned about the cuts to their train services that have been allowed under powers that were introduced during covid. The Secretary of State for Transport has allowed Southeastern to make major alterations to its timetable using those powers, even though we are now out of covid. Can we have a statement from the Secretary of State to explain why those powers have been allowed to be abused in that way, and why my constituents are losing train services?

I have done so twice before in this urgent question and I will do so again. I know that this is an incredibly uncertain time for families and businesses across the country. The events that led up to the statement that is being made today are unfortunate and I am pleased that the Prime Minister has taken decisive action to stabilise markets. I am sure that the hon. Gentleman will want to question the Chancellor on those detailed matters. I have done this and I am happy to do so again.

We are told that that the Prime Minister is going to be coming here in a moment to join the Chancellor when he makes his statement—presumably propped up “El Cid”-like, like Charlton Heston. This should have been an opportunity for the Prime Minister to show leadership and to apologise to the nation at the Dispatch Box in the Chamber of the House of Commons, yet she has failed to do so. We have all heard the stories about our constituents, up and down the country, who have had mortgages withdrawn at the last minute and whose lives have been put on hold because of the reckless mini-Budget that she agreed with her Chancellor. Does the Leader of the House agree that it is reckless of the Prime Minister to not show that leadership today and be here in this Chamber to be accountable for what she has done?

MPs make mistakes from time to time and when that is drawn to their attention they apologise and we are severely admonished for them, but it is extraordinary that the new register of ministerial interests has not been published yet, and when Ministers start to double down and reports are not published, people start to wonder what the Government have to hide. Is the Minister saying to us today that no one has breached the ministerial code of conduct and that this is all just a misunderstanding that will be sorted out when various reports are published?

The hon. Gentleman’s question again betrays what is actually taking place this afternoon. I do not know; I do not have a crystal ball to see into the future. I am in the same position as everyone else, but what I do know is that to make unsubstantiated allegations about people is quite wrong.
