As I have said, we need to set out the options for the model of leaving. The next Government will make those decisions and they will have to confront the issue that the right hon. Gentleman raises of how to involve Parliament in those decisions. That will be something for them and for Parliament, but not for me.

May I echo the comments of many of those who say that the Prime Minister has been a tremendous leader not just for this country, but for the party? If it was not for him, there would not be such a diverse field of Members of Parliament behind him. May I also say that, in my constituency and around Derby and Derbyshire, many businesses are concerned that trade missions abroad will be put on hold? Can we make sure that, in this period when we are still in Europe, those missions that were planned before can continue, because we must keep working for this country?

The first thing, which we have already done and which has had a huge impact, is to say that, if a company owns a property in a so-called envelope structure, so that we cannot get to the name of the person who owns that property, they have to pay an annual stamp duty charge of something like 15%. That has been a massive money raiser, providing money to spend on public services, and a huge disincentive for that sort of behaviour. However, I want to go further; as I said in my speech in Singapore, we need to have more information about who owns what in our country.

May I thank the Prime Minister for his very clear statement? This afternoon, I received a furious email from Martin in my constituency, who said he watched the “Murnaghan” show on Sky News yesterday. He was shocked that the shadow Chancellor

“deliberately misled viewers...His ignorance, whether deliberate or not, should be exposed in Parliament. For a Shadow Chancellor to be so blatantly misleading is not acceptable. The Marxist Moron’s political motivations are obvious but not an excuse.”

He adds that the Prime Minister

“could not have paid inheritance tax even if he wished to as the tax is levied on the estate”—

I would argue that academy schools represent true devolution, because the parents, the governors and the headteacher end up having full control of the school and are able to make decisions about its future. If that does not convince the hon. Lady, I ask her to look at the results. She will see that primary sponsored academies have better records and are improving faster, and she will see that 88% of converter academy schools have been rated good or outstanding. This is true devolution: making sure that every headteacher is in charge of his or her school and providing the great education that we want for our children.

My constituent Jacci Woodcock has been diagnosed with terminal breast cancer. She has shown outstanding courage in her fight against the disease, but unfortunately she did not receive support or compassion from her employer, who wanted to dismiss her through capability procedures. Now her former partner, Andy Bradley, is trying to have the house that they own together repossessed, leaving her homeless while she is dying. Does the Prime Minister agree that we require better protection for working people who are diagnosed with terminal illnesses, and will he join me, and Jacci, in supporting the changes outlined in the TUC’s Dying to Work campaign?

The points my hon. Friend has made are absolutely right, and I will look very carefully at the case that she has raised. The truth, in all these things, is that as well as clear rules, we need organisations—employers, housing associations, landlords or, indeed, trade unions—to act with genuine compassion, and to think of the person, the human being, at the other end of the telephone.

My hon. Friend makes a very important point. As far as I can see, Alex Salmond has taken the entire Labour party hostage, and today we have got the ransom note. The ransom note is very clear. It says, “Higher borrowing, uncontrolled immigration, unfettered welfare, higher taxes and weaker defence.” That is what is being demanded, and the British people have only one way of saying no to this appalling hostage situation, which is to vote Conservative on 7 May.

There is only one problem with what the right hon. Gentleman says, which is that the deficit that Labour left, and we inherited, was 11.5% of GDP. It was bigger than almost any other country’s anywhere in the world. If he does not believe me, he can listen to his own shadow Chancellor, who said this:

“I think that the fact that you had the massive, global financial crisis which happened on our watch meant that people saw their living standards hit…I don’t think we would be being straight with people if we only said it was the financial crisis. It was also after 13 years in government we had made some mistakes.”

There we have it—some mistakes. You bet there were mistakes: overspending, over-borrowing, overtaxing, wasteful welfare, bloated expenditure. A complete and utter failure and it is extraordinary they are still sitting there on the Front Bench.

The Prime Minister will be aware that millions of people have been to see the 888,246 poppies at the Tower of London, designed and commissioned by Paul Cummins from Derby. Will he congratulate the hundreds of volunteers who have helped to make them in Derby, and the hundreds and hundred of volunteers who helped to plant them, to commemorate this very important centenary?

I certainly join my hon. Friend in praising all those who have been involved in this extraordinary project, which has I think brought forward from the British public a huge amount of reverence for those who have given their lives and served our country. The numbers going to see this display have been truly extraordinary. It is worth remembering that out of this display a lot of good will come, because, as I understand it, the poppies are being auctioned to raise a lot of money for military and veterans charities that will be there to do good in many years to come. It is an extraordinary display and one that the country can be very proud of.

As I have said many times, times are tough because we are recovering from the calamitous situation left by the Labour party. If the hon. Gentleman wants to make comparison with eurozone countries, he will see that we have a much lower unemployment rate than many of them. There are no other European countries that can boast a record of 1.4 million new private sector jobs. The best way to help people’s living standards and the best way to help them out of poverty is to help them into work. I would have thought that the Labour party understood that.

I think that the document produced by the Unite union, which still sponsors and basically controls so many Labour Members, is a very frightening document. It is trade union leaders, not ordinary trade unionists, who are doing this. It is trade union leaders who want to damage our country and our economy, and who are playing politics with our future.

Let me make it clear that disability living allowance, the main benefit received by disabled people, is being uprated by inflation and excluded from the welfare cap. When it comes to the spare room subsidy, anyone who needs to have a carer sleeping in another bedroom is exempt from it. There is also the discretionary payment. [Interruption.] Labour Members shake their heads, but the fact is that they have opposed each and every one of our welfare savings, and it is now Labour’s policy to adopt our spending plans. They cannot go on accepting the plans but criticising them at the same time.

It is one year since the Government suspended aid money that goes directly to the Kagame regime in Rwanda over the role that the regime played in supporting warlords and militia gangs in the Congo. Recently, the UN confirmed that Rwandan army officers are still involved in such activities. Does my right hon. Friend agree with me that those actions are unacceptable for a Commonwealth nation? Will he work with his international counterparts to ensure that those committing war crimes are brought to justice?

Those committing war crimes should always be brought to justice. I have raised the issue of support for the M23 with President Kagame on a number of occasions. We need to bear that in mind in looking at our aid programme, as my right hon. Friend the Secretary of State for International Development has done.

I think we should also recognise—this goes across parties in this House—that British investment in aid in Rwanda has created one of the great success stories of African development over the last decade. We should continue to invest in that success and lift people out of poverty while delivering a very clear message to President Kagame at the same time.

I am happy to look at what the hon. Lady says. We want to support all our industries in Britain, including the coal industry, whether in Scotland or in England. Obviously, since the election, the number of people in work in Scotland has gone up, but we need to see that go further and faster. I am happy to look at the particular industrial example she gives.

On Monday, my right hon. Friend came to Derbyshire to support our council candidates for the next election, but at the same time, he visited a manufacturing company. Does he agree that getting manufacturing companies such as the ones in my constituency to continue to export and to expand their exports is our best way out of recession?

My hon. Friend is absolutely right. Duresta, the furniture manufacturer that I visited, has seen its sales increase by almost 20% over the past year. It is going into new export markets, investing in apprenticeships and doing all of the things the Government are backing and supporting. We want to back many more firms to do exactly that. Her wider point is also right: people in Derbyshire who want another year of a council tax freeze need to vote very carefully on 2 May.

I thank the hon. Lady for her question and for her very constructive work in Northern Ireland. I know that the whole House wants to wish her well with the difficulties that she and her office have faced in recent weeks.

I think there is of course a responsibility for the Taoiseach and the British Prime Minister to work together, and we had a very good set of meetings this week; but the greatest possible responsibility lies with the devolved institutions. It is great that they are working and that the agreement has bedded down, but I would appeal to the First Minister, the Deputy First Minister and all those involved in the Assembly to put away the conflicts of the past, work on a shared future for the people of Northern Ireland, start to take down the segregation, the peace walls and the things that take people apart in Northern Ireland, find the savings from those things and invest in a better future for everyone in Northern Ireland.

I know that my right hon. Friend is quite rightly taking a proactive role in leading trade missions to India and other countries. Does he agree that small manufacturing companies such as those based in Mid Derbyshire should also be given the chance to play their part in driving Britain’s exports to emerging markets such as India, China and the rest?

My hon. Friend is absolutely right. We have improved our performance in terms of exports and goods, as I said earlier, to these key emerging markets, but the real challenge is to get SMEs exporting. If we could increase the figure from what I think is one in five to one in four, we would wipe out our trade deficit and create many jobs and a lot of investment at the same time. I have led trade missions to every single G20 country, apart from Argentina, and I look forward to doing more in the future. I will certainly include SMEs, and perhaps some from my hon. Friend’s constituency.

What the hon. Gentleman should be recognising is that today unemployment has fallen, the claimant count has come down and more people are in work. Yes, we have a difficult economic situation, but if he listened to the Governor of the Bank of England this morning, he will have heard him say that we are coming up with a textbook response to what needs to be done to clear up the mess made by people like the hon. Gentleman.

Q8. Businesses and home owners in my constituency are having a tough time at the moment, but it would be worse if it were not for consistently low interest rates. Under Labour, our long-term interest rates were the same as Spain’s; this week our rates are under 2%—a record low—while Spain’s are 6%. Will the Prime Minister assure the people of Mid Derbyshire that he will do nothing to put that situation into jeopardy?

My hon. Friend makes an important point: every increase in interest rates of 1% will add £1,000 to the typical family mortgage. The fact is that today British interest rates are below 2% because the world has confidence that in spite of our economic difficulties we have a plan to deal with our debt and our deficit. We can see from looking around Europe what happens when there is no plan. Interest rates go up, which is bad for business, bad for home owners and bad for the economy. That is what we would get if we listened to the Opposition.

The point I would make to the hon. Gentleman is that we asked Professor Vickers to look at this issue, and he recommended legislating in this Parliament but introducing the reforms at the same time as the Basel changes are finalised in 2019, and that is exactly what we will do. At the same time, it seems to me vital that we address the failure of banks to lend enough money, particularly to small businesses. That is why we put the Merlin agreement in place. [Interruption.] Actually, bank lending is not going down, as the shadow Chancellor suggests—he is wrong about everything, even when he is sitting down. Bank lending is actually going up.

With the closure of the Derbyshire Building Society headquarters in my constituency, which is perfectly situated to take the green investment bank, and with the move from Derby to Nottingham of the Post Office sorting centre and evaluation offices, the closure of Courtaulds, with the loss of all but 70 jobs, and the potential closure of Bombardier, will the Prime Minister encourage his Secretaries of State to look at sending more civil service jobs to Derbyshire so that we can have more employment in the area?

My hon. Friend makes an important point, and I know that there are real concerns because of what has happened at Bombardier.

On the green investment bank, I know that there are going to be many bids from many parts of the country to house that excellent institution. On Bombardier, it is encouraging to hear that the Department for Transport is looking into the possibility of upgrading an existing fleet of Bombardier-built diesel trains to enable them to run using electric power. That could be a good breakthrough, but, on the previous contract, as we have discussed in the House before, the fact is that it was established by the previous Government and we had to follow those instructions. That is why the contract had to be awarded elsewhere, but we are looking to the future of Bombardier and the future of Derby, and we want to make sure that it is a bright future.

The right hon. and learned Lady should understand that this is all about proportionality and making sure that we have a system that helps protect people while respecting civil liberties. It is extraordinary how the Labour party is becoming more and more authoritarian. Hearing the right hon. Member for Morley and Outwood (Ed Balls) talk about immigration, it seems we have the new Alf Garnett of British politics. It is one of the biggest U-turns that any of us can remember: for 13 years, not a word about immigration or our borders, but now they are all in a race. Perhaps it is time to move on to another subject, and the right hon. and learned Lady can tell us what she thinks about immigration.

Is the Prime Minister aware of the closure of 12 branches of the Derbyshire building society and its head office in the village of Duffield in my constituency? Can he assure me that he and his Government will do all they can to help those constituents who will lose their jobs—nearly 250 of them—in this small, rural area? Will he please assure us that the Government will do all they can to help these constituents who are being dealt this cruel blow at this difficult time?

I understand why my hon. Friend wants to raise this issue. What has happened to the Derbyshire building society is desperately sad, and obviously the Government will stand ready to do all we can to retrain people who have lost their jobs and to ensure that they get the very best opportunities, and also to ensure that we go on having a strong financial services sector. As the Derbyshire building society reminds us, this is not just about the City of London; it is about the fact that millions of people in our country work in financial services, providing a good service, and we need to help them.
