I am also running the London marathon this weekend, Mr Speaker. Residents and businesses in Thornaby in my constituency are becoming increasingly concerned about rising levels of antisocial behaviour. They see people on the street acting with impunity because the police simply do not have the resources adequately to police the area. I know that tackling ASB involves more than just police, but the community I represent does not feel safe and needs serious Government action. Can the Leader of the House help me to get it?

I also wish the hon. Gentleman every success in running the London marathon. I think 16 Members are tackling it, so good luck to all of them. Perhaps they could carry me and I could join in. I certainly could not run it, but I wish them great success.

The hon. Gentleman raises an incredibly important point about antisocial behaviour and the appalling impact it has on communities. I encourage him to seek an Adjournment debate so that he can discuss what more can be done to address the concerns in his community directly with Ministers.

The hon. Gentleman raises the serious situation in Uttar Pradesh. It is vital that action is taken so that we do not see the situation deteriorate any further. The British high commission in New Delhi meets Christian groups and other minority communities regularly. On 24 January, the high commission expressed concerns to the Indian Ministry of External Affairs regarding the persecution of Christians.

If I may say so, the hon. Gentleman does a great job of raising the issue of religious persecution against whomever it takes place, and he is absolutely right to do so. I encourage him to seek an Adjournment debate so that he can raise this particular issue directly with Ministers.

I thank the Leader of the House for her leadership on the early years agenda, particularly through the cross-Government review that she chairs. I hope she will read and carefully consider the Health and Social Care Committee report published earlier this week on the inquiry that I chaired into the first 1,000 days of life. Many Members share the Committee’s analysis that the first 1,000 days are the most important time for a developing body and brain. Might the Leader of the House find Government time to debate the issue further?

First, I can tell the hon. Gentleman that I have already read the report and I am delighted with it. I congratulate him on his excellent chairing of the inquiry. I am absolutely at one with him on the vital importance of that first period in a baby’s life, from conception to the age of two. I was delighted to be asked to chair the interministerial group. I assure the hon. Gentleman that the findings of his report will be taken into account very carefully. In fact, my office will contact his with a request for a meeting so that we can discuss the issue further.

I am very grateful to the hon. Gentleman for attributing such magical powers to me, but, as he will appreciate, I am not able to do such a thing on my own. He talked about a Bill; he means, of course, the withdrawal agreement, and the meaningful vote.

I am not berating Members in any way. Having listened to the views of the House at great length over many weeks, I fully understand and, indeed, share the House’s concerns about, in particular, the prospect of the UK’s being stuck permanently in a backstop that we cannot get out of. However, I think that the House should give the Prime Minister an opportunity to seek amendments so that it can then support the agreement.

The North East England chamber of commerce is telling me that the uncertainty built into the future partnership framework will cost investment and jobs in the north-east of England, and it has asked me to achieve an outcome that leaves the UK in the single market and customs union, so when will I have a chance to end this business uncertainty by voting against the Prime Minister’s deal and for a public vote that includes an option to stay in the EU?

It is not Government policy to allow us to do anything other than leave the EU on 29 March 2019, and it is the Government’s policy to do so with a good deal that works for the UK and the EU.

We will never forget the service and sacrifice of those who served during the first world war. I encourage everyone, whatever their connection to it, to apply to participate in the people’s procession along Whitehall and to join in with the bell-ringing programme to help us mark this historic occasion. That will be a fitting conclusion to the four-year commemorations of the centenary of the first world war and will ensure that such stories are not lost.

On my hon. Friend’s question about what we will be doing in this House, I will take that away and give it further thought.

Bobi Wine is a charismatic, brave and popular Ugandan musician, and he is an MP under his real name of Robert Kyagulanyi. On 13 April, along with other Ugandan MPs, he was arrested, detained in military custody, beaten and tortured. That was not the first time in President Museveni’s Uganda—MP Betty Nambooze was beaten by security forces in the Ugandan Parliament last year. Will the Leader of the House express solidarity with fellow MPs in Commonwealth countries who are trying to protect democracy? How can the House ask the Government to stand up to President Museveni’s behaviour through action at the United Nations and the Commonwealth, and by using Magnitsky legislation if necessary?

The hon. Gentleman raises an important point. Last year I took part in a group of female Commonwealth MPs who shared their experience of violence and threats, particularly against female MPs. He is right to raise the importance of freedom and free speech, and of being able to go about our work free from the threat of torture and punishment. I am not aware of his specific examples, but if he wants to write to me I can take them up with the Foreign Office on his behalf.

As I said to the hon. Member for City of Chester, the Government have invested a huge amount in infrastructure. This sounds to me like a question that needs to be put during Transport questions, but if the hon. Gentleman wants to write to me, I can take it up with the Department for Transport on his behalf.

Will the Leader of the House make time for a debate on the viciously successful campaign by the British company Bell Pottinger to stir up racism in South Africa by working for the corrupt Gupta brothers, who are linked to President Zuma?

I read about that myself, and on the face of it, it seems very concerning. As the hon. Gentleman knows, Bell Pottinger has been removed from its trade body as a result. He may well wish to raise the matter in an Adjournment debate, or in a question to a Minister.
