Zero-hours contracts provide flexibility for the vast majority of people who use them and appreciate the benefits. We have got rid of exclusivity contracts. Clearly, given the impact of covid on employment, when we introduce the employment Bill in due course we will reflect on the lessons learned over this period.

Bucking- hamshire Council has done a remarkable job in distributing more than 95% of the additional restrictions grant funding that it has received from the Department, getting that money to local small firms. Can my hon. Friend reassure me that the further funding that has been promised will be transferred to the council very soon so that there is no delay in getting that cash to where it is needed most—to Aylesbury’s brilliant businesses?

I can assure my hon. Friend that the guidance will come out shortly, and that the funding will be with local councils in April—on 1 April. I urge him again to make sure that that money gets out of the door to businesses when they need it: now.

I would echo the hon. Gentleman’s call for people to make sure they are in touch if they believe their convictions are not safe, because the Post Office is determined to make sure, as it looks back and reviews those 900 prosecutions, that it will be in contact—it is committed to being in contact itself—with anybody it feels is part of the Horizon process.

Last week, the Justice Committee, of which I am a member, published a report into private prosecutions, which was prompted by the Horizon scandal. Does my hon. Friend agree with its recommendation that any organisation that conducts a substantial number of private prosecutions should be required to meet the same standards of regulation, accountability and transparency as public prosecutors, and will he discuss that with the Lord Chancellor as a matter of urgency?

I thank my hon. Friend for that, and as I have said, I pay tribute to the work that the Committee has done. The Government will certainly consider the very many sensible points that have been raised in the report, and we will report back in due course.

Last month we launched businesssupport.gov.uk, our new website bringing together all Government information available to help businesses start, grow and scale. In my first week, I was delighted to chair the Rose review board, which works with industry leaders to break down the barriers that female entrepreneurs face.

Fortunately, questions are not answered by robot yet, so I am still here. [Interruption.] Well, there is a bit of character and it is less robotic. I believe that 50,000 deliveries have been done by Starship Technologies in Milton Keynes, so that is an excellent example. We need to make sure that small businesses can innovate, scale and grow, and we are supporting them to do so through such schemes as Innovate UK smart grants, tax credits and the annual investment allowances, and through programmes supported by the British Business Bank. Research and development tax credits are the single biggest Government support for business investment in R&D. So far, just over £4.3 billion has been claimed through those tax credits in 2017-18, £2.3 billion of which was claimed through the small and medium-sized enterprise scheme.

Small businesses in my constituency, including in the village of Stokenchurch, frequently tell me that they find it particularly hard to make a profit on the traditional high street. What can the Minister do to help traditional town centres to thrive, and become commercial and community hubs?

We want our town centres and high streets, including in Stokenchurch in Aylesbury, to be vibrant community hubs where people can live, shop and use services. To support that, we are delivering a £1 billion future high streets fund, as part of a £3.6 billion towns fund to level up our regions. We are committed to a fundamental review of business rates, which the Treasury will announce in due course.
