As Minister for London, I will happily look at that last request, because we are significantly underusing our river. I agree with the hon. Gentleman when he talks about the cross-party nature of this project. We do need to get on and build this memorial, for this generation of holocaust survivors and for future generations.
I declare my interest as co-chairman of the all-party group for the Holocaust Memorial and Learning Centre. It is absolutely crucial that we get the Holocaust Memorial and Learning Centre alongside Parliament as quickly as possible. I know that, in answering this urgent question, my hon. Friend cannot bind the hands of his successor, but can he not do the sensible thing and, having got the support of the current Prime Minister, consult both candidates, one of whom will be Prime Minister in September? If they both agree that we should bring forward the legislation, will the Minister bring it forward to us on 5 September?
I will be speaking to both candidates about a number of things, including this matter. I was supposed to be getting a briefing on this from my team today, as I am new in post. Clearly, there is a lot to bring to this issue, and we need to make sure that our candidates understand the feeling of the House.

We have already talked about remuneration, but Nick Read brings with him a different type of culture—a different approach—because he does not see post offices as merely branches of a central location. He was used to dealing, in his previous occupation, with supermarkets which were part of a bigger organisation, and I believe that the culture is shifting under his leadership.
I, too, congratulate my hon. Friend—not just on the work that he has done in respect of this matter, but on keeping the House updated, and listening to what Back Benchers have had to say and then dealing with it. He has, for example, announced the interim payments that were requested by Members during the last statement.
Sub-postmasters are essentially running small businesses, for the benefit of the community and to provide services. The accounting systems prior to Horizon were chaotic, to put it mildly. May I urge my hon. Friend to ensure that evidence is presented relating not just to what happened during the scandal of people being charged with offences which they clearly had not committed, but to what happened previously and led to this chaos in the first place?
I thank my hon. Friend for his kind words. Sir Wyn will be looking at the Horizon scandal in the round to see how it progressed over those 20 years, and at the history that is documented in Nick Wallace’s book “The Great Post Office Scandal”, which is a very comprehensive read. As for the interim payments, they will clearly never be enough for people to settle their debts, but they are a first step. This is not the end of the process, but it is a really important step.

Commons ChamberI remember my first ever job was working on the Post Office counter automation project—it was some 40 years ago, I hasten to say, and for Burroughs Machines, not Fujitsu. I congratulate my hon. Friend on the work he has done thus far, but clearly this is a case of needing to compensating people quickly. He is going to do a short consultation. Will he consider now, after that consultation, making interim payments immediately, rather than waiting to the end of the year?
First, I do not want to pre-empt anything that we may do, but when I talk about a short consultation, this is about 555 people who have a well organised group together and their lawyers. We have already started, so this is not something where we are writing out to people and waiting for answers to come back; this is a focused bit of work. What I can say is that we will start the process that is agreed with the JFSA as soon as possible—and as soon, Mr Speaker, as I have updated the House first.

Gentleman’s constituent will feel confident in coming forward and outlining her case and those financial losses, exactly as he has described, so that Sir Wyn can take a holistic view. On compensation, as I say, the Post Office now needs to ensure that it works with the postmasters and addresses issues such as Fujitsu, which my hon. Friend the Member for North Norfolk (Duncan Baker) talked about earlier, and that it compensates all these wronged postmasters in a fair way.
My hon. Friend will be well aware that the overwhelming majority of men and women who run our post offices are small business owners who work extremely long hours and have to deal with extremely complex and different sets not only of accounts but of transactions. Given the circumstances that have arisen under the Horizon scandal, what actions will he take to ensure that the position is rebalanced between those small business owners and the vast monolith of the Post Office, so that we get justice for everyone running these businesses?
My hon. Friend is absolutely right. That process is already taking place under the leadership of Nick Read, who comes from an independent supermarket background, where he managed to grow a culture very similar to the relationship that he describes wanting to see in the Post Office. That is why I am confident that, if we can get these answers and get recompense, justice and fair compensation for those who have been wronged, we can recalibrate the relationship between Post Office Ltd and the sub-postmasters—those small business people in their communities that my hon. Friend mentions.

The review will look to see exactly what happened in this situation. Nigel Boardman will do his work, which will report back at the end of June, and all the parties involved have committed to make sure that all the information is available.
Clearly, at the beginning, when the pandemic first struck, it was vital that we as a Government moved very swiftly to ensure the protection of small and medium-sized enterprises. Does my hon. Friend agree that it was right that the Treasury listened and gave consideration to all the potential options to support businesses to survive the pandemic given the extraordinary and unprecedented challenges facing UK SMEs last spring?
My hon. Friend is absolutely right. The scheme that we are being asked about today for large businesses protects many jobs in those companies, but it is right that we also looked at a diversity of lenders and of approaches to cover small businesses, as they do not always have the resilience and capacity of those larger businesses to survive and respond in these tough times.

My hon. Friend is absolutely right. We talk a lot about reopening the economy, but the recovery of the economy is so important. That is why, although we have protected jobs, livelihoods and businesses, we must make sure that people coming back into work can flourish and have a course of self-development. That is why there are now a number of schemes available in Jobcentre Plus that are being rolled out to improve skills.
My hon. Friend will know that the private transport market is a market, and clearly the position of the iconic black taxi cabs in London and the rest of the private hire market have to be considered appropriately. I warmly welcome the decision on safeguarding Uber drivers’ rights, but will he look at doing a wholesale review of the market to ensure that Uber is not advantaged in it in an unfair manner that discriminates against black taxi drivers and the rest of the private hire market?
My hon. Friend is absolutely right to make sure that we continue to look at the number of private hire licences compared with black cab licences in London to ensure that there is no unfair advantage, but, ultimately, there is a market there, as he rightly says.

On the inquiry, I have set out the fact that the terms of reference are wide and deep enough. The judge has already reviewed this situation; Justice Fraser has already come up with many, many pages of a response about what happened when and what went wrong. We need to make sure we can build on that evidence, we listen carefully to those who have been wronged and we make sure it can never happen again.

We are all aware that victims of this scandal have lost their livelihoods, savings and reputations, and that some have lost their liberty, as a result of a faulty computer system. I know that my hon. Friend understands the financial and emotional suffering that the Horizon litigation has brought on the victims, but does he agree that the only right and just situation will be to restore those victims to exactly the financial position they would have been in had this faulty system not occurred? I am talking about full compensation and an apology, and, equally, about the real criminals being brought to justice.
I thank my hon. Friend for that question. The point he raises shows why it took a court to get to the bottom of this, to break the deadlock that had been happening over so many years, which should have been settled so much earlier. That is why in December 2019 both parties in the group litigation agreed a settlement, following several days of mediation—it was a financial settlement totalling £57.75 million. Convicted claimants can still go through a further process; processes are in place for them to receive compensation, if appropriate.
