I should have thought that the hon. Gentleman would want to celebrate the fact that the NHS has now published its long-term plan, and the fact that a record level of Government funding behind it will enable the NHS to continue to deliver world-class care to patients at every stage of their lives. He is, as I understand it, celebrating the protection of his local hospital, and I am delighted to share in his pleasure, but at the same time he must appreciate that this Government have done more for the NHS than has been done at any time in its history, with the biggest-ever investment. Under this Government, the NHS is surviving and thriving.

At a time of great uncertainty and angst, may we have a debate about things that make us happy? A survey released this week shows that East Renfrewshire is the happiest place to live in Scotland. May I extend an invitation to the Leader of the House? If she is looking for something to spark joy, Marie Kondo-style, I suggest that she make her way north for a warm welcome from me and from my very happy constituents.

Well, the people of East Renfrewshire did unseat the Scottish National party MP and elect a Conservative Member, so it is not surprising that it is Scotland’s happiest place to live. However, my hon. Friend has made a very good point. We all need to make time for the little things that make life happy. I should be delighted to visit him.

I am very sympathetic to what the hon. Lady says, and by coincidence, my office has also been dealing with a number of complaints about unfair parking tickets. It is a real problem, and MPs often successfully challenge such matters on behalf of our constituents—I share the hon. Lady’s success levels. She raises an important point about the private Member’s Bill and, as she knows, I attempted to schedule six additional days for the consideration of private Members’ Bills. Unfortunately that motion was subject to an Opposition amendment and was therefore not put to the House. However, I intend to work through the usual channels to provide further information on days to consider private Members’ Bills.

May we have a debate in Government time on cyber-bullying? The Leader of the House will know that before Christmas I raised the case of a 13-year-old boy in my constituency who took his own life, and it is an issue on which Members across the House would like to come together and discuss. Will she welcome the new campaign on this issue, headed by Dame Esther Rantzen, which was launched on the Channel 5 show “Do The Right Thing” on Sunday evening?

My hon. Friend raises an issue that matters a great deal to all families, parents and young people across the country, and I know that many right hon. and hon. Members are also concerned about it. The Government have sent a clear message to schools that bullying—including cyber-bullying—for whatever reason, is totally unacceptable. We are providing nearly £3 million in support for anti-bullying projects and, as part of this, the Diana Award has developed a number of resources to help students and staff deal with cyber-bullying and understand reporting together with social media providers, including Facebook, Instagram, Twitter and Snapchat.

The hon. Gentleman will be aware that the UK shared prosperity fund will replace the previous EU funding. In fact, the priority for debate today is the economic proposals under the meaningful vote debate, so he might well wish to raise that later today.

May we have a debate on the benefit of the Men’s Sheds movement in tackling social isolation and loneliness? Last week, the Barrhead Men’s Shed celebrated its fifth birthday, and I was absolutely delighted to congratulate it on its work, so will my right hon. Friend join me in congratulating Alex Storrie, Alex Locke, Bill Core, Fiona Currie and all the shedders at Barrhead’s Men’s Shed for everything that they do for our community?

I congratulate all Scottish MPs on the anniversary that they are celebrating. There is a debate on education next Thursday, and the hon. Gentleman might well like to raise this issue there.

The Leader of the House has been phenomenal in her work to try to tackle bullying and harassment in this place, and I am sure that she was more appalled than anyone by the recent decision in the other place. What more can my right hon. Friend do to give people confidence to come forward with their issues and that they will not see them blocked by the use of petty parliamentary procedure?

I am glad that my hon. Friend raised this issue. I want to make it clear that I am personally disgusted by what took place in the other place. It is not right that this matter should be allowed to rest, and I know that colleagues in the other place are taking it very seriously. I and the members of the former steering group on the complaints procedure strongly agree with Lord McFall of Alcluith when he said that he was “deeply disappointed” with the decision of the House of Lords to send the report into the conduct of Lord Lester back to the Privileges and Conduct Committee. In particular, the former steering group sympathises with the complainant at what must be a very difficult time for her. This is, however, a matter for the House of Lords, and I note that Lord McFall has made it clear that the Committee will consider the decision of the House and will look to present a further report to the House that will fully explain the Committee’s position.

I completely share the hon. Gentleman’s enthusiasm for and love of the NHS. It is an amazing achievement for the United Kingdom, one that is admired and envied across the world. He will be aware that it has been considered the best health service in the world on more than one occasion. He is absolutely right that we need to mark and celebrate its 70th anniversary. That will indeed be forthcoming and there will be many more opportunities to debate the successes, as well as the needs, of our NHS in future weeks and months.

One of my constituents, Nicolle Finnie, has been selected to represent the UK in the cooking competition at the EuroSkills championships in Budapest in September. This represents the pinnacle of achievement for apprenticeships and technical skills for young people. Will the Leader of the House join me in congratulating Nicolle and the rest of Team UK? Does she agree that high quality apprenticeships, and technical and vocational education, which the EuroSkills championships seeks to promote, are vital in instilling the next generation with the skills employers need?

I am delighted to join my hon. Friend in congratulating Nicolle and the rest of Team UK on their selection. Cooking is a fantastic skill and my own daughter will be extremely jealous to hear about Nicolle’s success. I totally agree that apprenticeships and vocational and technical education are vital in equipping the next generation with the skills they need. The EuroSkills championships are fantastic events, showcasing talent and skills from around Europe and the rest of the world.

The hon. Gentleman raises an important point on equality of retirement ages. As he will know, the Government have taken great steps to try to ensure equality of retirement, and we continue to do so right across the public sector wherever we can. I suggest that he raises his specific point directly with Ministers, or through my office if he would like to do that.

I am sorry about the inconsistent bobbing, Mr Speaker, but it has just been announced that the Scottish Conservative conference this weekend in Aberdeen has been cancelled. That means that many more of us will be stuck down here throughout the rest of today and this evening. Although many people are spending their day at home, many more are continuing to go into work in these difficult conditions. Will the Leader of the House join me in paying tribute to the emergency service workers in Scotland and right across the United Kingdom, and to all others who are keeping going today to keep us all safe?

I am happy to do so. It is amazing the efforts to which some people will go to keep others safe. I include the emergency services and many council workers right across the United Kingdom, who are out there gritting and sweeping away snow so that we can all get home.

The hon. Lady has done a good job in raising this issue in the House today, and I am hopeful that she will see some pretty rapid action as a result. I encourage her to seek a Back-Bench debate on the subject of what more businesses can do. Many of them are very diligent in supporting their communities, but she is right to say that all businesses should be doing the same.

If we want to make our economy fit for the future and ensure we have the secure, well paid jobs people in my constituency desire and deserve, improving productivity is key. May we have a debate on improving productivity, particularly given the recent Office for National Statistics figures showing the largest quarterly rise in UK productivity since 2011?

My hon. Friend is quite right; the excellent productivity news is good, but there is much more to do. Britain’s productivity has long lagged behind that of our competitors and has been weak ever since the financial crisis of 2009-10. That is why our industrial strategy is focused on improving productivity, investing in research and development, improving skills, upgrading infrastructure and promoting the best possible environment for new and growing businesses.

Will the Leader of the House join me in congratulating my constituent Marsha Gladstone? She received the Points of Light award for her work with the Yoni Jesner Foundation, which was set up in memory of her son, who was killed by a Tel Aviv bus bomb 15 years ago.
