My hon. Friend is right to raise this important issue, but it is not solely an Eritrean problem, although he is right to point out that Eritrea continues to violate its international obligations and domestic law and has taken no steps to improve its human rights record. It also needs to be said that poor governance, corruption and a lack of economic development are fundamental drivers for the sort of migration that we saw and the terrible tragedies. I can assure my hon. Friend that we in the Foreign Office will continue to work to try to improve all those aspects to limit the necessity for migration.

Will the Foreign Secretary update the House on the work of the chemical weapons inspectors in Syria, and will he say when he expects the destruction of precursor chemicals to begin?

This work is going reasonably well so far. The Organisation for the Prohibition of Chemical Weapons staff have had access to 21 of 23 sites that have been identified. The actual destruction of munitions and of production equipment for chemical munitions has been taking place. Based on the submission made by the Syrian regime on 27 October—just a couple of days ago—decisions now need to be made about the resources needed and the timetable for the destruction of all chemical stocks, including precursors. That programme will be put together by the middle of November.

1. What recent assessment he has made of the situation in Sudan and South Sudan.

I welcome the agreements reached in September between Sudan and South Sudan, following months of intensive negotiations on borders, security and economic issues. We are working with the African Union to ensure that these are fully implemented and that remaining differences are settled.

I warmly welcome the Minister to his new and important responsibilities. Is it not outrageous that, as the Sudanese Government protest at the bombing of an arms factory in Khartoum, they continue to bomb their own people in South Kordofan and Blue Nile, causing untold suffering for hundred of thousands, including the largely forgotten people living in the caves in the Nuba mountains? Will he and the Foreign Secretary continue to put pressure on the international community to ensure that, in turn, it puts pressure on the Sudanese Government to allow safe access so that humanitarian assistance can get into those areas as a matter of urgency?

I am grateful to the right hon. Gentleman for his welcoming remarks, and I certainly look forward to doing this job to the best of my ability. He is absolutely right to raise the recent incident, but it is a matter for the Government of Sudan. He will be aware that they have written to the President of the UN Security Council, who will be investigating the matter, and we, along with all Governments, await the results of those investigations. His points about the ongoing conflict in South Kordofan and Blue Nile are right, and I can assure him that the UK Government, along with regional players, including the African Union and the Arab League, are doing all we can to ensure that humanitarian aid and access are given to those particularly challenging areas as soon and as fast as possible.

These people are in a very difficult and often desperate situation in Burma and in neighbouring countries. This is a subject that both I and the International Development Secretary have raised in recent times with the Prime Minister and Foreign Minister of Bangladesh, and with Burmese leaders, including the Opposition and Aung San Suu Kyi, as well as the Burmese Government, so we are constantly engaged on the issue and wish Burmese leaders to address it. Certainly, one or other of the ministerial team would be delighted to meet the hon. Gentleman to discuss it.

The Foreign Secretary will have seen the worrying reports about young people from the United Kingdom travelling to Syria as the recruits of al-Qaeda and other extremist groups, and he will recognise the risk that such individuals may pose on their return. Will he assure the House that the security services will do all that is needed to counter this potential threat?

Absolutely. We take very seriously the reports that British nationals are among the foreign fighters in Syria. We cannot provide any estimate of the numbers, which the right hon. Gentleman asked for in his earlier question on the Order Paper, because there are numerous travel routes via many third countries. However, where there is evidence that British nationals are involved in terrorism or other illegal activity, the Government have a range of powers to stop them travelling and will use those powers appropriately.

Yes, I can. We have in place a European Union arms embargo for Syria, and we discourage anyone else from supplying it with arms. We have had specific discussions with Russia on that matter, and I am pleased that the ship that was reported to be carrying arms to Syria has now turned back, apparently towards Russia.

As the Foreign Secretary knows, Syria has a large stockpile of chemical weapons. Is he confident that, when the Assad regime falls, the international community will be willing and able to secure those weapons to ensure that they do not fall into the hands of Hezbollah or of affiliates of al-Qaeda?

The right hon. Gentleman raises an extremely important point. The existence of such weapons has long been one of our concerns about Syria, and it is a concern in this situation. Yes, I am confident that the international community will take any necessary action on that, but I do not want to go into any more detail today.

I would love it if that were the message conveyed by Sergei Lavrov when he goes tomorrow, and my hon. Friend is quite right that that is what should be conveyed. However, I think Russia’s approach remains different from that, as we saw with its veto. It is still acting to protect the regime and standing by a long-standing ally despite everything that has happened. As I have said, we will underline to Russia’s representatives, including the Foreign Minister, the depth and strength of opinion in this country, as indeed they will hear from the Arab League and many other nations around the world.

What assessment has the Foreign Secretary made of reports over the weekend that Abu Musab al-Suri, who until his capture in 2005 was a dangerously active terrorist, has been freed by the Assad regime in an apparent warning to the United States and the United Kingdom? If that is true, will it not be yet further evidence of the murderous activity of the Syrian Government?

Yes, it would. I am awaiting reliable information about that. Clearly, the announcement was not designed to be helpful in any way and it is further evidence of what the right hon. Gentleman refers to, but if the Syrian regime honestly thinks that we, at the United Nations or anywhere else, are going to change our approach because of such announcements or the release of any reprehensible criminal, it is seriously mistaken.

As I have said, the Cabinet Secretary’s report on that will be published in the not-too-distant future, so it would be wise to wait for that, rather than trying to anticipate it.

T6. The Bribery Act 2010 was due to be implemented in April, but Ministers confirmed yesterday that it will now be delayed. Is the Foreign Secretary not concerned that that delay could diminish the international reputation of British industry, even though most British companies behave perfectly ethically? The legislation passed through Parliament with all-party support.
