Friend is suggesting that if, all of a sudden, we gave up our 40 missiles, America would rush in to create 40 extra missiles to compensate for those that we are not going to have. The Americans have expressed regret to us about cuts that we have made in our conventional forces; they would like us to do more in that regard. I would strongly argue that that is a much greater priority than the myth of our so-called independent nuclear deterrent.
