I congratulate my hon. Friend on his appointment to the Select Committee—I look forward to being interrogated further. He is absolutely right. This process is set down in statute. It cannot be influenced by loud voices, sustained campaigning or a lack of evidence; it can be influenced only by the evidence.

We are all beneficiaries of decisions taken nearly 100 years ago in this Chamber to impose on broadcasters a statutory duty of political balance. Is that not now threatened by what has been described as the “Foxidation” of news, which is taking news away from journalists of integrity and transferring it to alternative bodies that produce news that is corrupted and prostituted for certain political ends? Is it not the Secretary of State’s prime duty to ensure that we do not Foxidise our news services?

That was one of the points made in the representations I received between my statement in June and my statement today, and it is one of the matters I would like the CMA to consider. Broadcasters in the United Kingdom are subject to the United Kingdom broadcasting code. I want to be clear, through the work of the CMA, about the impact that partisan reporting, which may occur in other jurisdictions, might have on the impartiality we expect of our broadcasters here in the UK.

I would have to ask the hon. Lady to wait for the Ofcom report and to look at that. However, I remind her that the duty on Ofcom in terms of fit and proper persons is an ongoing duty; it needs to be constantly reviewed and reflected on, and that is for Ofcom to do.

Are we not indebted to our predecessors who sat in this Chamber in 1927, who determined that the broadcasters should have a duty of balance in their news? As a result of that, we trust the broadcasters to a greater extent than we trust the prostituted popular press, which tried a campaign of character assassination against the leader of my party in the election. Rightly, viewers and readers trusted what they saw on the BBC—the reality—rather than the propaganda. But are we not now in a new position, where fake news is a real threat to us, and what determines opinion is botnets, algorithms and artificial intelligence—activities that are entirely invisible and outside all the controls we have? Do we not need a new charter for all news?

We announced in the manifesto—and it was in the Queen’s Speech—that we are looking to construct a digital charter, which will look at the way people access information on the internet. The hon. Gentleman is right: we were all—certainly on the Government side of the House—victims of what appeared to be an echo chamber. People would put something completely vile, inappropriate and false on social media, and it was reinforced and repeated time and time again. That is simply not acceptable; it is a matter I have raised with the social media companies, and I will continue to do so.

We are all concerned that next year the leader of the free world will be a blunt-brained snake oil salesman who was elected by a prostituted press to whom truth is secondary and sometimes entirely irrelevant. Will the Secretary of State bear in mind the very strong views that we need to maintain in this country those qualities of balance and fairness that we have imposed on the BBC by statute? Will she bear in mind the grave danger of a prostituted press?

I do not think anyone is in doubt about the hon. Gentleman’s views.
