Commons ChamberI could not have been clearer. I regret it when every single person who goes to hospital does not get the treatment they deserve, but our responsibility is to put in the money, which we are doing; to provide the extra staff, which is happening; to have a proper plan for joining up health and social care, which we are doing; and then to fund the Simon Stevens plan, which is the right long-term answer for our health service. People around the country will have been able to see that there is one part of this House of Commons working to improve our NHS for all its users, but that another part wants to “weaponise” the NHS—the most disgusting phrase I think I have heard in politics—and treat it like a political football. I know that they will reach the right conclusion.
Home care workers do a fantastic job in caring for some of the most frail people in our society, yet more than 200,000 of them are not even paid the national minimum wage. Will the Prime Minister talk to the Chancellor about ensuring that HMRC properly pursues and prosecutes the cowboy care agencies that are exploiting those people?
My right hon. Friend is absolutely right. There is far more that we can do to prosecute and chase down organisations that do not pay their staff properly. That is why we are bringing into the Home Office organisations that can help to make that happen. Whether the organisation concerned is the Gangmasters Licensing Authority or, indeed, the National Crime Agency, all the powers are there to enable us to go after those who do not pay the minimum wage when they should.

Commons ChamberWe did not have a discussion at this Council on the migration pressures in the European Union, but we have done so before when I have made the point that some of the action taken in the Mediterranean has almost encouraged people to get on to completely unsafe craft and head off to sea. We need to ensure that we tackle all those problems, but our aid budget does a huge amount to try to help people stay in their countries—dealing with the sources of conflict and poverty—rather than leave and seek a new life in Europe.
Given the Government’s success in securing the EU’s 2030 carbon reduction target, will the Prime Minister say how we will build on the momentum of the agreement, which demonstrates that the world’s largest trading bloc is committed to those reductions, to get China, the US and others to sign up?
We have an opportunity to use the action Europe has taken—the 40% reductions by 2030—to argue that America and China need to take their steps to play into the Paris talks that will take place late in 2015. It is obviously difficult, because the EU cannot exactly have an agreement and hold back some of its eventual offer, but once again we have shown that we, some of the most advanced countries in the world, are prepared to put our own house in order.

Commons ChamberWhat is happening under this Government is that inflation is falling, unemployment is coming down, 1.3 million more people are in work, and there are 400,000 more businesses in our country. We are helping the economy to recover from the ravages with which it was left by Labour. That is the truth. Everyone can see that we have a plan for a better future for our country, and everyone can see that the right hon. Gentleman is flailing around, a man with no plan and, increasingly, no future.
Children with cancer are being denied new life-saving drugs because out-of-date rules governing clinical trials allow companies to exclude children, even when the drugs could treat childhood cancers. Will the Prime Minister meet me, and members of the Institute of Cancer Research, to discuss how we can get the rules changed through the European Commission so that families can have hope and we can get those treatments to children?
I am very happy to listen to the right hon. Gentleman and his suggestions. He and I strongly support the cancer drugs fund, which has made a huge difference in getting cancer drugs to people in our country, including children. I shall be very happy to consider the suggestion that he has made.

Commons ChamberThe first thing to say is that we welcome the fact that there are more women in work than at any time in our history. The second thing to say is that, because we are lifting the first £10,000 that people earn out of income tax, they will be better off by £705 next year. That is progress, but if the hon. Gentleman is asking whether it takes time to recover from the mess left by his party, the answer is yes it does, but we are going to do it.
Dementia is the disease most feared by the over-50s in this country. The Government are rightly doubling investment in dementia research during this Parliament, and the Prime Minister is hosting the G8 summit on dementia this week. Will he now lift the country’s and the Government’s sights by committing to doubling again this country’s investment in dementia research?
I am grateful to my right hon. Friend for that question. He is absolutely right to say that this is a real challenge facing not only this country, where there are 670,000 people suffering from dementia, but the whole world. We are having the G8 conference today in London to share intelligence, expertise and scientific research and learn lessons from each other. And yes, I can confirm that this Government are already planning to double research into dementia up to 2015, and we plan to double it again thereafter.

Commons ChamberThis is fair for the taxpayer. We do not give a spare room subsidy to people in private sector accommodation, so we should not give a spare room subsidy to people in council accommodation. The question now is for the Opposition. We have decided to remove the spare room subsidy. They now say they support our spending changes—well, they did for about five minutes last week. Is that still the case, or are they committed to repealing this? There is absolutely no answer.
The shocking abuse that was revealed in Winterbourne View and by Operation Jasmine in Wales has revealed a gap in the law, which means that while the staff are prosecuted, the organisations are never corporately accountable for what they have allowed to take place. Will the Prime Minister meet me and a small delegation to discuss how to plug the gap in the law and ensure that there is proper accountability for abuse and neglect?
I am very happy to meet the right hon. Gentleman, because this issue is vital. I think the Francis report had a number of recommendations on duties of care and duties of candour that we need to put in place. I am keen to ensure that we get that done.

Friend knows, whether it is in planning, control over business rates, significant powers over skills, transport and capital investment in our cities or in the enactment of a general power of competence—whereby we recognise in law for the first time the general power of competence for local authorities—I believe that, in all of those areas, as well as, of course, the new referendum powers available to local neighbourhoods and local authorities, we have made a significant step towards creating a more decentralised nation.
T1. If he will make a statement on his departmental responsibilities.
As Deputy Prime Minister I support the Prime Minister on the full range of Government policy and initiatives. Within Government I take special responsibility for this Government’s programme of political and constitutional reform.
Yesterday the Government, in their mid-term review, reaffirmed their commitment to the principles of a cap and reform of means-testing to end the care lottery in this country. Will the Deputy Prime Minister now go further than just considering principles and commit this Government to introducing legislation, through the draft Care and Support Bill, during the life of this Parliament to give effect to that cap and give people the peace of mind they deserve?
I can confirm that in the coming weeks we will publish our detailed response, which will address the issue of how to avoid individuals and households having to face catastrophic costs in funding their care. We have said all along that we believe in the principles and the basic model set out by Andrew Dilnot. Of course there is an issue about how to pay for this in the future, but as my right hon. Friend has rightly identified, the first step is to enshrine that approach in legislation, which we will seek to do during this Parliament.
