I want to add my congratulations to and admiration of the parishioners of Our Lady and St George’s in Penilee, who have so efficiently organised this petition, and particularly my constituents among their number who have signed it. The case of Mary Nnamani and her family clearly demonstrates that the hostile environment is alive and well. I hope that this and so many other cases will be urgently reviewed and that that policy will eventually come to an end.

I rise in solidarity with the hon. Member for Glasgow South West (Chris Stephens) and all his constituents, particularly the parishioners of Our Lady and St George’s in Penilee. As we see so often, it is churches that are performing the role in the community of providing solidarity, sustenance and moral support to so many people in our communities who are victims of the oppressive behaviour of the Home Office. The Home Office is denying the basic rights of justice and sanctuary to those who have fled to this country seeking asylum, and who are often facing the worst possible conditions and psychological torment. It is great that this act of solidarity across parties and across the city of Glasgow can, I hope, bring some degree of encouragement and, thankfully, some respite to a family who are facing such torment at this point in time.
I present this petition on behalf of the constituents of Glasgow North East. The petition reads:

Commons ChamberI thank both my hon. Friends for making those contributions, and my hon. Friend the Member for Coatbridge, Chryston and Bellshill (Hugh Gaffney) was typically passionate about this issue. I agree with the points both of them are making about workers’ control and workers having their livelihoods and value misrepresented by remote management. One of the big problems the St Rollox site has faced over the recent period under private ownership has been the increasing branch-plant relationship developed between the Wolverton site in Milton Keynes and the Springburn plant in Glasgow. All the white-collar operations have been moved to Milton Keynes and the entire operation is controlled at, and its centre of gravity has increasingly moved towards, Milton Keynes. There is not the same vigorous entrepreneurial spirit that once existed, fighting to bring in contracts, to expand the site and to invest in the site. It has increasingly been allowed to wither on the vine, and work has deliberately been turned away from St Rollox and Springburn, allowing it to almost become a self-fulfilling prophecy that it is destined for closure. That is not fair on the workforce. If they are given proper control of the site and an opportunity to flourish, I have every confidence that they could grow in the future.
The St Rollox site has a turnover of £20.4 million this year. The management accept that is enough to allow the company to wash its own face at St Rollox. It is believed that closing the site will leave Scotland’s railway at a huge strategic disadvantage in maintaining its own rolling stock, depending on railway maintenance facilities in other parts of the UK.
Unite the union, which is represented in the Gallery, and others are seeking a postponement of the serving of the statutory 45 days’ notice to allow more time for a rescue plan to be developed. It is understood that there is a series of contracts that could be bid for which would more than ensure the short to medium-term future of the works, although the company maintains that it would do little to address the fundamental issue of overhead costs to operate the site.
It has come to light that the compulsory consultation notice is likely to be served on the workforce this month. Apparently, this is due to the cost of overheads that Gemini, the new owners, is experiencing in running such a large and underutilised site. However, a solution is in the offing: transfer of the overall site operation and custody to ScotRail and/or Network Rail could see Gemini retain its operations as a tenant or ScotRail operate it entirely in-house as a standalone operation.
I thank my constituency neighbour for giving way. Does the hon. Gentleman welcome the fact that the Scottish Transport Minister has also called for a delay to the statutory consultation, which he did after our counterpart in the Scottish Parliament, Bob Doris, raised this at First Minister’s questions? Does the hon. Gentleman welcome the efforts of the Scottish Government to bring all the stakeholders around the table to find a way forward for the site?

That is absolutely correct. It is more than 10 years ago now that I spent time living there, although I do not know that I would have counted as a young person even when I was there. In my 2015 debate, I said that it would be a fascinating job of work to fund research that tracks the experiences. I say that to the Minister again today. Many of the partnerships and school visits took place when the children were quite young, in secondary school. They will now be well into their careers. We should track the impact that that has had, as well as the impact on their counterparts in Malawi, so that we can start to quantify and see how we can continue to build on it.
I am conscious of the time.
We need to make sure that there is support for the institutions of Government. I would reiterate the points made about visas, so that we can show that we are genuinely welcoming. People who are sponsored and supported by organisations in Scotland, very often with Government money, are able to come here, take part in those visits and feel the benefits, and the communities they visit are able to feel the benefits.
Likewise, there is a need to get the tax treaty correct. The way that we will ultimately help Malawi and countries across sub-Saharan Africa and the developing world is when they are able to mobilise their own resources and invest in their own infrastructure. That means they have to have tax treaties and financial institutions and structures fit for the 21st century.

Thank you, Mr Evans, for calling me to speak in this debate. I thank the hon. Member for Glasgow South West (Chris Stephens) for securing this debate on such an important matter affecting the city of Glasgow and all across the United Kingdom.
It is clear that the situation in Glasgow is stark and acute. While the UK unemployment rate is 4.8%, in Glasgow it is 8.5%, essentially twice the UK rate. Justification for the closure and rationalisation of jobcentres is based on the idea that jobcentre provision in Glasgow is higher than the average across the UK, but it is clear that that is necessary to deal with the long-term, intractable problem of structural unemployment in Glasgow. I am utterly incredulous that the Government feel that they are justified in cutting the estate in this manner or that it will in any way benefit or enhance the service provision. How on earth will this help to deal with the long-term problem of structural unemployment?
While we have seen the welcome reduction of unemployment rates in Glasgow, it has left a hard kernel of people who are particularly challenged in getting back into the jobs market. They need much more intensive and tailored support to meet their specialist needs. It is absurd to suggest that we provide that by continuing to frustrate them by rationalising the jobcentre estate. Some of the areas that the hon. Gentleman referred to, including ones in my constituency such as Possilpark and Carntyne West and Haghill, have the highest Scottish index of multiple deprivation child poverty rates—up to 50% in some cases. Families are already challenged by severe problems in their lives, and to further frustrate their ability to care for themselves in this way is utterly appalling in a modern society.
We have seen the justification that some of the jobcentres in Glasgow are unfit for purpose and unable to accommodate additional supplementary uses. PCS has surveyed and assessed that, and it was found to be untrue. The Maryhill jobcentre is well integrated. It has several rooms that are under-utilised, but it has a number of well integrated services with Glasgow Life, Momentum, Shaw Trust, Homestart and Wyndford hub, including Possilpoint in my constituency, where the service provision transfers across the borders.
I thank the hon. Gentleman, my constituency neighbour, for giving way and apologise, Mr Evans, for being late: I was detained in the Chamber. I echo the hon. Gentleman’s tribute to the fantastic work of Maryhill Jobcentre and the disappointment that it is to close. Does he share my concern that this might not be the end? Will he join me in asking the Minister to guarantee that Springburn jobcentre in the hon. Gentleman’s constituency, to which Maryhill users are being redirected, will not be under threat, and that there will now be a clear process of transition, advice and support for users who have to make the switch from one jobcentre to another?
I thank the hon. Gentleman for that pertinent point about the potential transfer of services from Maryhill to Springburn jobcentre in my constituency. When I reflected on the history of my constituency in my maiden speech last week, I noted with some dismay that it went from having the largest locomotive works in Europe to now having the largest jobcentre in Europe. Although that is perhaps not an asset to be particularly proud of, it is entirely necessary, because my constituency faces some of the highest structural employment rates in this country. He deals with similar issues in parts of his constituency.
Although we have heard the justification for moving to a so-called super-jobcentre in Springburn, we have also heard the announcement that critical back-office staff in Springburn will be cut; I understand that some 200 redundancies are being consulted on. Although the Department has assured us that there will be no compulsory redundancies, I cannot see how practical that is, given that the consultation includes cuts to 280 frontline and desk-based staff in jobcentres in Glasgow.
Although the idea of centralising facilities may seem superficially attractive on a map, anyone with a cursory knowledge of Glasgow’s geography and how dysfunctional its public transport system is will be well aware that travelling from Maryhill to Springburn is an utterly arduous journey even for people of fit body like me. I have made the journey to Maryhill regularly because my Army Reserve barracks is there, and I have found that on average it takes 90 minutes to two hours to complete the journey.
