Commons ChamberI agree with every word the hon. Gentleman said. I never wanted to see those sentiments appear in our country again. I think the difference between now and the 1950s and 1960s, when these things happened, is that the state of our laws is far stronger, the understanding of our police is far better and the ability of our prosecuting authorities to take action is much stronger. We need to make sure all those things are brought to bear.
As far as the UK Council presidency is concerned, perhaps the Scottish Government should be invited to take it on, seeing as we are committed to the European Union. However, does the Prime Minister understand the concerns expressed by my constituents about the impact of Brexit on friends and relatives who are UK citizens but who live in the EU, particularly as regards access to healthcare and other social protections? How will that access be maintained in the future?
Of course I understand people’s passions and concerns. Healthcare is exactly the sort of issue that did not loom as large in the campaign as I rather wish it had. There are some big retail benefits from being in the EU—the ability to use mobile phones without roaming charges, the storing of digital content, the access to health services, the cheap air fares and all the rest of it. That is exactly the sort of issue that a Whitehall unit can look at. What are the rules in terms of access to healthcare? What can we secure in Europe but outside the European Union? We can start to put that forward so that people can see what the future holds.

That is why I stuck to the view I have taken all along that 18 is the right age. I often find, going round secondary schools in the country and in my constituency, that when you ask sixth formers, there is quite strong support—sometimes majority support—for keeping the age at 18.
How does the Prime Minister’s devolution respect agenda apply to the 78% of constituents in Glasgow North who voted to remain? What is his message to one of my constituents whose parents live in Spain and are increasingly concerned about the impact that this vote will have on their healthcare in future years?
I would say, very respectfully, that we had a vote on Scotland remaining in the United Kingdom and we had the Edinburgh agreement which said that the result should be respected. That meant that Scotland was part of the United Kingdom, and the United Kingdom has now had a vote on its membership of the European Union. That is how we do things.

Commons ChamberI will certainly have a very close look at the issue that my hon. Friend raises. I know the A18 and its importance for his constituency, and I will look at what the Highways Agency has made available and at whether there is real evidence that more could be done to make the road safe.
Q9. Eritrea was described as the North Korea of Africa at the recent inaugural all-party group meeting, which heard reports of Government-enforced indefinite conscription. The UK FCO advises against travel to areas within 25 km of the Ethiopian border. Will the Prime Minister personally and urgently review Home Office guidance that says that it is safe to transport asylum seekers back to Eritrea?
I will certainly consider what the hon. Gentleman says. We know that Eritrea is a deeply undemocratic and autocratic country that has done appalling things to its people and that is one reason why so many of those seeking to cross the Mediterranean, normally through the Libyan route, have come from that country. When I had the opportunity to meet the Eritrean leadership, as I did at the conference in Valletta in Malta, I made those points very strongly.

Commons ChamberMy hon. Friend is absolutely right. One of the reasons we have managed to get our unemployment rate down to about 5% and 2.4 million more of our fellow countrymen and women into work is that businesses have recovered using apprenticeships. Events such as the one in his constituency will play a part in reaching our 3 million target for apprenticeships in this Parliament.
Q10. Academics, civil society and the Scottish Government have all condemned the Government’s anti-lobbying clause in new grant agreements. How can the Prime Minister promote transparency, democracy and freedom of speech overseas when that clause is clamping down on those principles here in the UK?
I would answer simply that I want taxpayers’ and charities’ money to go to good causes, rather than to lobbying Ministers and MPs and spent here. That is what they should be spending the money on. It is worth making the point that we are only one day away from what would have been separation day for Scotland. Had that happened, there would not be money for charities—there would not be money for anything.

Commons ChamberMy hon. Friend is right. Europe will never work if we try to make everyone be one-size-fits-all. If a country such as Britain raises concerns, it is right that they are addressed, and I am glad that they have been.
Approximately 30,000 of the UK citizens living in the European Union whom my hon. Friend the Member for North East Fife (Stephen Gethins) referred to—interestingly, we call them expats rather than economic migrants—claim benefits in the European Union countries in which they live. How will the package that the Prime Minister has negotiated affect them?
What we have negotiated is a welfare mechanism that the European Commission has said applies to Britain now, so we are able to pull this emergency brake and restrict benefits for seven years. It is for other countries to determine whether they qualify and whether they are able to do that, but I am in no doubt that it applies right away in the UK, which is what I was determined to secure.

Commons ChamberOn my hon. Friend’s latter point, the European Parliament is a party to these negotiations and I have had a number of meetings with it. If he looks at the draft declaration of the European Commission on the safeguard mechanism, it is very clear that we are justified in triggering the mechanism straight away. On his other point, he is absolutely right to say that we need to secure in the negotiations the best possible agreement on all the other aspects of the operation of this mechanism: how long it lasts for, how many times it can be renewed, and all the rest of it.
There were approximately 500 days between the announcement and the date of the Scottish independence referendum, which is roughly the same length of time between today and 23 June 2017. There are 30,000 British citizens living in European countries and claiming benefits, so how will this draft, permanent, still-to-be-negotiated, legally binding package affect them?
I can let the House into a little secret. The reason why there were 500 days between the announcement of the Scottish referendum and the referendum itself is that I was so determined that there was going to be one question and one question only that I granted the former First Minister, the right hon. Member for Gordon (Alex Salmond), the right to name the date. He wanted to make sure that the referendum took place after as long as possible, after the anniversary of Bannockburn, after everything—everything he could throw in. I have to say that, from my point of view, the result was still very clear.

Commons ChamberMy hon. Friend is absolutely right to raise that issue. Britain’s requirement on these welfare changes has stimulated something of a debate in Europe. I do not want to speak for the German Chancellor, but Germany is trying to deal with this issue at the same time as us. It has a more contributory system, but none the less it has some of the same issues. I am convinced that we can come to a good answer, and countries across the north of Europe understand how much that needs to be done.
Given that the ballot paper in the European referendum makes no mention of the Prime Minister’s renegotiations, will he answer the simple question that voters will have to answer: should the United Kingdom, in principle, remain in the European Union or leave the European Union?
The right thing to do is to wait for the renegotiation and see whether we want to remain in the EU as amended, or leave the EU. The whole point is to give people a better choice. Many people said to me before the last election, “I don’t want the false choice of staying in an organisation that needs reform or leaving it altogether. Give me a better choice.” That was the most popular policy not just in England, but in Wales, Northern Ireland and Scotland, and that is why we are putting it in place.

Commons ChamberFirst, I am grateful for my hon. Friend’s growing support, which I hope to bring to a happy—for us both—conclusion. No, “conclusion” is the wrong word; it is a process, and a never-ending one, I hope.
I had good talks with Prime Minister Trudeau last night. He has made a particular decision about Canadian jets, but he is considering stepping up the training support they provide, particularly to the Iraqi security forces and the peshmerga.
How much will the £1 billion put aside for reconstruction today compare with the total cost of the planned military action, given that the Prime Minister spent 13 times as much on bombing Libya as he did on reconstruction?
Obviously, the amount we spend on the military campaign will depend on how long it lasts, and the amount we spend on reconstruction will depend on how great the needs are, but I say to the hon. Gentleman—a citizen of the United Kingdom—that the UK aid budget is unrivalled almost anywhere in the world. We are capable of bringing an enormous amount to bear on reconstruction.

Commons ChamberMy hon. Friend is right. Britain and France are two European powers that have a similar place in the world, a similar belief in strong defence, and a similar understanding that that is an essential part of their global reach. That is why it makes such good sense for us to co-operate and work together. The Lancaster House agreement has us co-operating on even the most sensitive areas of nuclear technology, as well as more straightforward deployments, but I am still convinced that there is more we can do. There should be a great affinity between the British and French military. As we have seen from the successful French campaign in Mali, and from all the work we have done in countries as far afield as Afghanistan and Nigeria, there is a lot we can do by learning from each other and working together to make the world a safer place.
Will DFID’s departmental budget be cut to fund the increase in the conflict stability and security fund? How much of the spending announced today will be double counted in both the 0.7% aid target and the 2% NATO target?
I can confirm that the DFID budget will go up. Of course, if one is spending 0.7% of gross national income on aid in a growing economy, one does not have to be Einstein to work out that the aid budget will go up. It is absolutely right that we use some of the aid budget for the conflict, stability and security fund, which is allowed under the overseas development aid rules. It is also right that we spend some of our aid budget on vital science and research, which, again, is allowed under the rules. We were very clear about that in our manifesto and that is exactly what we are delivering.

Commons ChamberMy hon. Friend is absolutely right. People want to know that our response is not driven by anger, but is driven by resolve and is thoughtful and thought through, and that it will make us safer and the region more stable. I am convinced we can answer all those questions in the document I will put before the House.
May I associate myself with the comments of my right hon. Friend the Member for Moray (Angus Robertson) in welcoming the refugees arriving in Glasgow today? With regard to the Paris climate change talks, may I ask the Prime Minister what further discussions were held on that at the G20 and whether he plans to attend the talks in Paris as an act of leadership and solidarity?
Yes, I will certainly be there at the start of the talks on Monday. The discussions at the G20 were positive in that everyone again committed to the aim of a below 2° C rise in global temperatures. My concern is that there is still some opposition from some countries to some of the things necessary to make this agreement really meaningful, such as five-year reviews and the rest of it, and we still have not had every country’s independent proposal for how they will reduce their own carbon emissions. There is important work to be done, and we can use the Commonwealth conference for part of that. Britain is playing its part. There will be an agreement—I am confident of that—and it will involve Russia and China, but we are now battling for a good agreement, rather than just a mediocre one.

Commons ChamberIf people who are wondering about Britain’s relationship with Europe want to see some tangible consumer benefits rather than the arcane things that we can talk about in this House, the open skies policy, the cut in air fares and the availability of cheap air travel in Europe have probably been among the biggest changes we have seen in the past 20 years. I hope that the agreement we have recently come to on getting rid of roaming charges will make it much cheaper for holidaymakers and Britons to use their mobile phones abroad. We need to focus on some of these things.
Britain has a very strong aviation sector and I am sure it will make its voice heard during the debate.
Why is a double majority procedure appropriate for English votes for English laws in this House, but not in the European referendum, risking Scotland being taken out of the EU against its will?
The point about the referendum on the European Union is that this is a decision for the whole of the United Kingdom to take. When we look across the United Kingdom and ask what people in this family of nations think about the idea of having a referendum, from the opinion polls I have seen it is equally popular in Wales, England, Scotland and Northern Ireland. Everybody in our country wants a say on this issue, and quite right too.

Commons ChamberMy hon. Friend is absolutely right. We need to continue discussions with the Russians. As I have said, in the long run the growth of Islamist extremist violence is bad for Russia, just as it is bad for the United Kingdom.
It is worrying that the Prime Minister is using a crisis situation to announce a major reshaping of aid policy, which many people would say should meet humanitarian need rather than a narrow definition of national interest. In confirming that the use of aid will meet current OECD guidelines, will he also tell us what thought he has already given to providing support outside of the aid budget and beyond the first 12 months of resettlement?
Obviously, we will start with the use of the aid budget, which covers the first year, and then the committee, to be chaired by the Home Secretary and the Communities Secretary, will look at what more needs to be done to make sure that these people can be properly looked after.

Commons ChamberI am very glad to see my hon. Friend back in his place. He campaigned very hard on this in the last Parliament, and in our manifesto we made it very clear that there should be no more subsidies for onshore wind farms. It is time to give local people the decisive say. That is what will happen in England; in Wales, obviously, the subsidy regime will be changed because it is a reserved issue, so I think that his desire has been met.
Q11. The Prime Minister might be aware of the ongoing case of my constituent Dr Steve Forman, who, despite his immense contribution to the music and creative scene in Glasgow, Scotland and around the world, the Home Office is seeing fit to try to deport back to the United States. Will the Prime Minister tell the House why people such as Dr Forman do not seem to be welcome in this country? If the Prime Minister cannot run an immigration policy that works for Scotland, I know a Government up the road that would be very happy to take on the job.
First, I congratulate the hon. Gentleman on his election. I am not aware of the specific case that he raises, but I will look at it urgently after Prime Minister’s questions and see what I can do.
