I would like to reassure the hon. Gentleman that we are ensuring that we are prepared for any situation, whether that is leaving the European Union or changes to the workplace in general. We are working closely with the Department for Business, Energy and Industrial Strategy to ensure that we are prepared for changes to employment structures, and I have been making some comments on that issue recently to ensure that the necessary training is provided in the workplace in the private sector as well as the assistance that we can give.

We made changes in 2010 that were specifically to support families and children who might be at risk of being removed. For instance, we banned the detention of children outside of families, which had been taking place before 2010. So I believe we made some changes in 2010 and going forward, which really were trying to assist families and children, rather than the opposite.

Does the Home Secretary consider the Chagos islanders, who are in the UK because they were forcibly removed from their ancestral homelands by the British state, to be illegal migrants? Do any attempts to remove them count towards these targets?

I know the Chagos islands have a specific situation. I also know that my hon. Friend the Member for Crawley (Henry Smith) will be bringing his British Indian Ocean Territory (Citizenship) Bill to the Chamber soon and I look forward to hearing the arguments on it.

I wonder how the hon. Lady would feel about the children who are in the camps in the region. They are not in France or Italy; they are the ones in the camps where the conditions are much, much worse. How would she feel about looking them in the eye?

Is this not a shameful betrayal of not just the thousands of children being denied a secure future, but the tens of thousands of our constituents who signed petitions and wrote letters in support of the Dubs amendment? No one is suggesting that this country is not welcoming of refugees, but it increasingly appears that the Government are not.

I would urge the hon. Gentleman to correct any misunderstandings that anybody has. The fact is that we have stuck to the agreement in the Dubs amendment. We were obliged to put out a number, having consulted local authorities. Perhaps he would consider putting out a message to his constituents so that they are clear that the Government are stepping up their commitments, are taking 20,000 by 2020, and are looking after these children. We are proud of our response.

Since the removals from the camps started—they have largely been completed—there has already been a tremendous reduction in the number of clandestines and illegal refugees trying to get across to the UK. We hope that, working closely with the French, we will be able to continue to ensure that my hon. Friend’s constituents, as well as everyone else’s, feel better protected.

Will the Home Secretary confirm that she is publishing new guidance on immigration and asylum claims from Eritrea today? In future, will the Home Office listen to concerns raised in the House about human rights abuses in countries of origin, rather than being forced into policy change by the immigration tribunal?

T2. As Valentine’s day approaches, will the Secretary of State support the climate coalition “Show the love” campaign and encourage all Members to wear the green hearts that we have been sent, which symbolise how so much of what we love, wherever we are in the world, is affected by climate change?

Many of our targets have not changed as a result of the Paris agreement, although of course I will be discussing them closely within my Department. We have already set out our plans for offshore wind and we will shortly set out our plans for solar.

The Scottish First Minister announced £12 million of climate justice funding in addition to the Scottish Government’s international development fund so, building on some of the other questions, what new money for climate adaptation will be announced as a result of the agreement, and will it be additional to existing official development assistance commitments?

My right hon. Friend the Prime Minister has been very clear. As I said in my earlier comments, he has already announced a 50% increase in our climate finance, which has been very much welcomed by developing countries.

May I gently point out to the hon. Lady that it is not the EU that is the issue; it is making sure that the other international large emitters participate in the process? China, for instance, produces 26% of the world’s emissions, which is more than the US and EU combined, so the real challenge is to ensure that we get other countries on board. She is right that we are also pushing for, and hope to get an outcome on, regular reviews. If the final outcome will not put 2° immediately within reach, we need to ensure that the ongoing process—the reviews—does.

Ensuring that hard-working families and businesses across the country have secure affordable energy supplies that they can rely on is our top priority. The Government have worked closely with National Grid to put in place an effective plan, which worked well last winter. Last week, I met Steve Holliday, the chief executive officer of National Grid, to discuss its readiness, and he confirmed that it has everything it needs to manage the system this winter.

Last month, Scottish Power announced the closure of the Longannet power station, citing a disproportionate transmission charging system in which Scottish electricity generators pay substantially more than their counterparts south of the border. The charges were forecast to increase from £40 million this year to £51 million next. With up to a fifth of UK generating capacity expected to close over the next few years, does the Secretary of State agree that an unfair disproportionate regime is punishing operators in Scotland and undermining UK energy security?

I do not agree with that assertion. The fact is that Scottish taxpayers and bill payers have exactly the same needs as the rest of us in the UK—and that is to have secure and affordable energy. We spoke to National Grid about Longannet and we were reassured that it has the resources in place to ensure that we continue to have a secure supply of energy.

As our manifesto made clear, we are committed to our climate change targets. The policy announcements the Government have made to date are consistent with those commitments. We are making good progress towards meeting our 2050 carbon target, with emissions already down 30% since 1990.

T6. In recent years, a Scottish Government Minister has joined the UK delegation to the United Nations framework convention on climate change climate negotiations. Will the Secretary of State assure us that an invitation to join this year’s conference of parties in Paris will be extended to the Scottish Government?

The hon. Gentleman is well known for working in this field. I respect him, and have debated with him on other occasions. He has made a good point: there is definitely an issue with the fourth carbon budget. However, it is too early to give up on it yet. We will be looking at policies, and it is my firm hope that we will be able to come back and reassure the hon. Gentleman in due course.

Provisional figures show that under the last Parliament greenhouse gas emissions fell by a mammoth 15%, and that, even as the economy grew, they continued to fall. The carbon intensity of the economy as a whole fell by 6% between 2013 and 2014. Britain is demonstrating that economic growth and emissions reduction can go hand in hand.

Is the Secretary of State aware of a letter that is published in today’s Financial Times? It is signed by 80 of the country’s biggest businesses, who call for ambitious action by the Government. That shows that there is a consensus throughout society, both in business and in the wider third sector. The letter says:

“Failure to tackle climate change could put economic prosperity at risk.”

What is the Secretary of State’s response?

The hon. Gentleman is absolutely right. The great thing about the battle against climate change is that it is cross-party and also cross-business. Businesses support us because they understand that it makes good business sense, and they also understand that their customers want it, just as our constituents do.

Britain is demonstrating that economic growth and emissions reduction can go hand in hand. That is of immeasurable worth as we enter a key period in our international negotiations.
