I thank the hon. Lady for raising that point. As I said in response to my right hon. Friend the Member for Chingford and Woodford Green (Sir Iain Duncan Smith), the immediate response to the attack was to release a patch. By the end of March, 92% of organisations had installed it and closed the vulnerability. Advice has been provided by the National Cyber Security Centre and by Microsoft to deal with any residual impacts. Government computer roll-out programmes will always have cyber-security at the very heart of their thinking, planning and deployment.
The Chinese state harbours and collaborates with cyber-criminals, as well as being guilty of genocide. A sound telling off, no matter how stern it might sound, will have no impact on this brutal and ruthless regime. Does the Minister understand the House’s impatience with what seems today like more hand-wringing and platitudes?
Yesterday, 39 countries spoke with one voice, attributing responsibility to Chinese state-backed cyber-criminals. That is a necessary precursor to other actions that, collectively or individually, we may choose to take.

Commons ChamberMy hon. Friend is right; Iranian involvement is without a doubt prolonging the conflict, and therefore, by extension, prolonging the suffering of the people of Yemen. We support the work of Martin Griffiths and the United Nations in attempting to bring about a resolution to this issue by speaking to all the parties involved, and we will work with our E3 partners and the new Administration in the White House to put pressure on Iran to stop supporting the violent activities of the Houthis and to help us bring about peace in Yemen.
Despite the UK Government’s claims that they provide training to the Saudi-led coalition to avoid civilian casualties and prevent Saudi Arabia from breaching international humanitarian law, there is no sign that that has reduced the deadly toll of the air raids. How can the Government justify not only profiting from the crisis in Yemen through arms deals, but spending £2.4 million of taxpayers’ money since 2016 via secretive funds to bolster the Saudi forces as well?
The UK is proud of the role that we have taken in trying to uphold international humanitarian law, working with countries around the region to try to improve and support their institutions. That is part of our ongoing agenda of being a force for good in the world, and we are proud of that role.

Commons ChamberWe have heard repeatedly from those on the Conservative Benches about transitional arrangements and avoiding a cliff edge, but everything is subject to negotiation. As I said earlier, the negotiating and diplomatic skills of the UK Government are deeply suspect, and at worst alarming, when it comes to dealing with Europe.
Dame Sue Ion, the honorary president of the National Skills Academy for Nuclear and a former chair of the Nuclear Innovation Research Advisory Board, has pointed out that
“if suitable and robust alternatives to leaving Euratom are not in place, the potential impact”—
may mean that we—
“cannot move material or intellectual property or services or components or medical isotopes.”
That view was echoed by Rupert Cowen, a senior nuclear energy lawyer, who has been critical of Government officials, whom he called “ignorant” of the impact of leaving Euratom because they
“think it’ll be all right on the night. It won’t.”
If he is tired of hearing that it will be all right on the night with regard to Euratom, imagine what he would make of the list at the start of my speech.
Madam Deputy Speaker, may I crave the indulgence of the Chamber for a few more minutes? I cannot let this debate pass without mentioning something that is not strictly within the scope of the Bill. I fear that we cannot talk about nuclear safety and regulation without pointing to another threat that looms large.
I chose not to bring this up when the Opposition Front-Bench spokesman was speaking, but the Bill has nothing to do with nuclear safety. It is about nuclear safeguarding. The words are similar, but they have a fundamentally different meaning.
I appreciate that the hon. Gentleman is making a point about a legalistic separation, but when I speak to constituents about nuclear safeguards and nuclear safety—his experience may be different—the two things are entwined. To separate regulation and safety legally may be one thing, but to separate them when discussing them with constituents is another.
