We have been four-square behind a people’s vote over the course of the last year, and indeed I spoke at the rally in London on Saturday, so I absolutely stand by the words of our First Minister in that letter.

A number of people have raised concerns today about the lack of scrutiny and the lack of time to look at this Bill. My right hon. Friend has pointed out that Scotland has of course been ignored in this process—a nation that voted significantly to remain in the EU. Does he share my concern that, in among all this, we continue to forget, conveniently for some perhaps, the fact that this referendum was won on a very narrow margin across the UK? The Electoral Commission has said that electoral law was broken, but that has been swept under the carpet, and I call into question the legitimacy of the result at all.

I think there are very legitimate questions to be answered, and my hon. Friend is quite correct. I am conscious of time and I have taken a number of interventions, but I am not far from the end and I wish to move on and conclude. [Interruption.] Really? “Thank God for that” is what we get from Government Members. That is the disrespect that is shown to the Scottish people. Perhaps they should stand up and put it on the record. That is an absolute disgrace.

It is simply an insult to democracy that the Government are trying to push this Bill through in limited time, and I urge Members—I urge even those on the Government Benches—to ask themselves: is this really how they want things to be done? Even the previous director of legislative affairs at No. 10, Nikki da Costa, stated in May that this Bill would take “more than four weeks”. What has changed? Moreover, it was agreed that this legislation must not be passed until the UK Government have published an economic impact assessment of their deal, yet on “BBC Breakfast” on Saturday, the Brexit Secretary confirmed that no economic analysis has been done by this Government on the final deal. That is the height of irresponsibility. There is no economic analysis on a deal that is going to have a fundamental impact on the lives of all our citizens.

Each and every one of us in this House knows—because we have seen the evidence, we have listened to the experts—that there is no such thing as a good Brexit. In every scenario, Brexit threatens jobs, it risks environmental standards, it risks workers’ rights, it unravels co-operation and opportunities and, importantly, it poses questions about the future values that the UK has fostered hand in hand with the European Union. This Government are closing their eyes, putting their head in the sand and hoping that the sun comes out—the sunny uplands that the Brexiteers talk about—but that is reckless and it is foolish. The arrogance and the incompetence of the Government cannot and must not be allowed to go unchecked. Our priority today must be to ensure that an extension is negotiated and secured with the European Union, so this House can scrutinise fully and properly the significant lasting changes that this legislation will mean.

In closing, I want to touch on some of the substantive points about why, in no circumstances, will the SNP ever vote for Brexit and this shameful deal. Despite our efforts to compromise, this legislation will take us out of the European Union, out of the single market and out of the customs union. With the Prime Minister’s deal, under a free trade agreement Scotland’s GDP would be around 6.1% less, or £9 billion worse off, than if we stayed in the European Union. That is equivalent to £1,600 per person in Scotland. That is the cost of the Prime Minister’s Brexit for Scotland. Northern Ireland businesses will have easier access to the European single market while simultaneously enjoying “unfettered” access to the UK market. There is significant uncertainty as to how the economic impact may play out, but it could see Scottish business losing market share with direct competitors. The risk is that supply chains may be reorganised to take advantage of Northern Ireland’s preferential access to the single market. It may even play a role in location decisions in some cases.

The SNP is significantly concerned that the removal of the commitments on environmental protection from the withdrawal agreement, and restricting them to the non-binding political declaration, opens the door to UK divergence from EU standards. The political declaration remains weak in relation to human rights, and in particular on the importance of continuing UK compliance with the European convention on human rights.

Scotland will be worse off—unfairly disadvantaged—despite our will to remain. Therefore, I urge Members not to sell out Scotland. Listen to the will of the Scottish people, protect our devolution settlement, respect our democratically expressed wishes and stand by the rights of the Scottish people, businesses, farmers, crofters, fishermen, students, doctors and nurses. Stand by them and vote to stop this disastrous deal and to give the Scottish Parliament, and therefore the Scottish people, their say.

It is a pleasure to speak in this debate. After almost three and a half long years, it is refreshing to get to the point where we can actually debate the proposed legislation that will take us out of the EU. It has been a wandering and, at times, tortuous path, but at last we are here. I am sure that, if the Bill progresses and passes Third Reading this week, many people across the country will breathe a huge sigh of relief that we are getting on with it. The last thing we need in this country is delay, dither, procrastination and prolonging the uncertainty.

During the debate today, I received a text message from the chief executive of one of our most prominent businesses in Cornwall. It is one of our largest companies and employs hundreds of people, both in Cornwall and across the country. He was concerned that the voice of business was not being heard enough in this debate. There is a clear message from the business community: get on with it, back the deal and pass the Bill. It is concerned about the economic impact that further delay and dither will have on consumer confidence and business investment. I am convinced that, if we can pass the Bill, we will see a release of confidence and investment in our country and in our economy.

In the time I have left, I want to address a couple of specific points. Many Members have talked about supporting the deal only if it is attached to another referendum. What I say to them is this: where is the mandate for that? In 2015, when I was first elected, I stood on a manifesto commitment that if the Conservative party won that election we would bring an in/out referendum on the EU. That was the mandate for that referendum. In 2017, the vast majority of Members were elected on a manifesto commitment to deliver on that referendum result.

I am not going to take interventions.

I say respectfully to Opposition Members that, if they wanted a second referendum, they should have put it in a manifesto and voted for a general election last month. They could have had the election last month and, if they had won, they could have had their second referendum. There is no mandate for a second referendum.

I welcome the measures in the Bill to protect the rights of EU citizens resident here. I believe the Government are doing the right thing. We need to send a clear message from this House that all EU citizens resident in the UK are welcome to stay. I respectfully say to Opposition Members that the reason some EU citizens do not feel welcome is that what they hear from some Members is that the Government do not want them. That is blatantly untrue.

We have an opportunity tonight to come together across the House to vote for the deal and to back the result of the referendum. That is what we should do.

I very often agree with the hon. Gentleman, and I absolutely agree with him on this. There ought to be a commitment in the Queen’s Speech that the TV licences of those over 75 will be paid by the Government. My question to the Prime Minister is: where is that? Let us have a signal that those over 75 will have the comfort of being able to watch television and having their TV licences paid for.

We have just heard about the attack on women born in the 1950s and the assault on free TV licences, and we know about the changes to universal credit. Does my right hon. Friend share my concern that this Queen’s Speech has done nothing to halt that relentless attack on pensioners?

Absolutely—and pensioners will be better off in an independent Scotland than they are under this Conservative Government.

What a missed opportunity the Queen’s Speech has been! Although the SNP welcomes progress on bringing forward legislation on the pensions dashboard, the Bill falls short in a number of areas. We have discussed the 1950s women: the Government have a responsibility to address the hardship visited on hundreds of thousands of those women. It must be addressed in this legislation. It simply cannot go on any longer.

Moreover, the Scottish National party has consistently called for the establishment of an independent pensions and savings commission to deal with policy gaps in delivering dignity in retirement. If the Prime Minister and his Government are really interested in delivering on preparation for later life, they need to get real. Not everyone has a Tory trust fund to fall back on. We need robust and responsive policy to deal with the crisis in pensions saving that we simply cannot wait for. I therefore plead with the Government: do not mess this up; establish the commission and use the opportunity to deliver a pensions Bill that actually delivers fairness for older people, rather than uncertainty, complexity and hardship.

The Government have said that as part of their efforts they will bring forward a new environment Bill to set legally binding targets to reduce the use of plastics, restore biodiversity, improve water quality and cut air pollution. We on the SNP Benches say about time. The Government might at last have woken up to the reality of the climate crisis, but the devil will be in the detail. Already, the United Kingdom Government are lagging behind the Scottish Government in their commitment to ending the climate crisis. The SNP Scottish Government already have more robust targets in place, so I say to the UK Government that if they are ready to face the reality that our world demands action now, then they should follow the lead of the SNP Scottish Government.

Members across the House know that the single market has been achieved by removing barriers to trade and having a single set of trade rules across all member states.

I am sure that the House, like me, is hugely impressed by the Prime Minister’s attempts to avoid an Irish border—which resulted in him creating two borders! Clearly, he is not familiar with the contents of the Good Friday agreement.

Given that these proposals are doomed to fail on all counts, and as he seeks to blame the EU for his failure, will he confirm that if he cannot secure agreement, he will obey the law as set out in the Benn Act—or instead, will he have to die in a ditch?

The Prime Minister has broken the law in closing down Parliament, according to the Supreme Court judgment. Indeed, the Scottish Supreme Court went further and concluded that the Prime Minister had not been honest about his reasons for Prorogation. The Conservative party fancies itself as the party of law and order, so I would like to ask the Prime Minister: does he believe that all those who break the law should be punished, or does he believe that he is special and that that does not apply to him?

I seek your guidance because tonight not only have they been ignored, but their views have been dismissed with utter contempt. I ask you what outlet the people of Scotland can have until they can express their view about their constitutional future as to being part of this moribund and corrupt Union, which has been exemplified tonight.

As far as I can remember, in 2014 the people of Scotland had a referendum, and the hon. Lady’s side did not prevail; the people of Scotland voted to remain part of the United Kingdom, from which there are many benefits—economic, political and geo-strategic. That is a great future for the people of Scotland, and one that I think will prevail.

I will in a moment, but let me just make this point because it may be relevant to Scotland as well.

We were promised that we would have better standard of education, but in reality, the independent programme for international student assessment—PISA—tests have shown that Welsh pupils are less likely now to get GCSEs and A-levels, or to go to the best universities, than their counterparts in England.

I would be very happy if I had to wait only 18 weeks instead of 26 weeks for an operation, and I would be very happy if I could get access to the cancer drugs that are available in England but not in Wales. As the hon. Lady should know, many people in Wales come to our surgeries to ask to be treated in England. As far as I am aware—I have tabled a question about this—nobody from England has ever asked to have their health service treatment delivered in Wales. The reality is that the people of Wales are voting with their feet because they know that a Conservative Government are delivering a better health service than Welsh Labour—

I am delighted to speak in this debate on 20 years of devolution. We now have an entire generation in Scotland who have never known a Scotland without its own Parliament, and that is something of which we can be proud. The Scottish Parliament was born out of disappointment and frustration with the monolithic and remote set-up of Westminster, and that created a thirst, a desire and a burning need for Scotland to have its own democratic Parliament.

What a 20 years it has been! Many of the policies delivered by the Scottish Parliament have been creative, innovative, progressive and worked hard to create a more socially just Scotland. There has been legislation on areas such as land reform and the ban on smoking in public places—championed by Kenneth Gibson MSP, who was the very first politician in the entire United Kingdom to promote that innovative idea. We have had the most ambitious climate change legislation and minimum unit pricing. I could go on, but those examples show that Scotland’s Parliament sets a legislative agenda that others need to follow.

The more the Scottish Parliament does, the more we find it can do—and that is just as well. As Westminster lies paralysed by Brexit chaos and the Government eat themselves alive, with 30 Ministers resigning in the last year alone, the Scottish Parliament under the SNP has got on with the day job. Nine Bills have been passed in two months alone. As we heard from my hon. Friend the Member for Inverclyde (Ronnie Cowan), those Bills focused on issues such as tackling fuel poverty, enshrining safe NHS staffing in law, extending social care to under-65-year-olds who need it through Frank’s law—which the Tories voted against, by the way—and a whole range of other measures to improve the lives of the people of Scotland. Of course, recently the Scottish Government have been forced to concentrate their mind on doing all they can to halt or prevent Scotland from the most damaging aspects of Brexit. All of this is in the context of a £2.5 billion cut to the Scottish Parliament’s budget over the last 10 years under successive UK Governments.

I will not.

In Scotland, we think about politics differently. We do not consider this Parliament sovereign. We do not consider the Scottish Parliament sovereign. In Scotland, the people are sovereign. It is the duty of the Scottish Parliament and all who seek to serve Scotland in the political sphere to continue to work to improve the lives of the people of Scotland, and the voice of Scotland’s people must be heard.

The hon. Member for Stirling (Stephen Kerr) lamented the lack of English MPs in the debate, but I put it to him that that might well be down to the fact that UK Governments of all colours have come to regard devolution as an inconvenient irritation. We know that not every political party in Scotland shares the SNP Government’s view of Scottish independence, but the Scottish Government stand ready to work across the political spectrum to continue to deliver improvements to the lives of the people of Scotland, despite the fact that some Tories have never really reconciled themselves to the existence of the Scottish Parliament. All we have to do is remember the words of former Tory Prime Minister John Major, the right hon. Member for Surrey Heath (Michael Gove) and, of course, the former Tory leader and Member for Richmond (Yorks). I will not even talk about the behaviour of the elusive current leader of the Tories in Scotland. The Scottish Tories in this place love devolution so much that some of them could not wait to get out of the Scottish Parliament to come and sit in this Parliament.

The first 20 years of the Scottish Parliament has had a materially positive influence on the lives of the people of Scotland, and I am sure we will continue to see such improvements in the next 20 years. We were told by the once high-profile Labour MP Baron Robertson that devolution would kill nationalism stone dead. As he sits in the other place wrapped in ermine, he must surely at times reflect on his underestimating and misunderstanding of his fellow Scots. The fact is that Scotland is making more and more decisions for herself, and she likes it. There is no going back.

The process of devolution will one day, I am sure, lead Scots to demand their full independence, when we can complete our journey to a more prosperous, more just and more equal society. To complete that journey and to continue to improve the lives of the people of Scotland, we need all the levers of taxation and spending powers, and that day will come. The first 20 years have brought so much improvement, and as we embark on a new constitutional journey over the next 20 years, things can be—and, I believe, will be—even better. I pray that I am alive to bear witness to that, and that I will live to be part of a flourishing, just, equal, independent Scotland.

It is incumbent on all of us as we look to the future to ensure that we take into account the needs of all parts of our country, of all industries and of all sectors of employment. I continue to believe that the deal that was negotiated, which would indeed have ensured the continuation of our agricultural sector, was the right way forward. Post Brexit we will be able to establish our own rules in relation to support for the farming industry in the United Kingdom, which will be to our benefit.

My constituent Lizanne Zietsman, who has made her home on the island of Arran with her husband, has been told by the Home Office that she must leave the UK by Friday 12 July. Arran residents are understandably angry and upset at the prospect of losing a valued member of their community and a petition has garnered more than 16,000 signatures in a few days. Will the Prime Minister urgently intervene and instruct the immigration Minister to meet me so that we can ensure that Lizanne can continue to contribute to, live and work on the island of Arran?

When article 50 was extended by the EU until 31 October, President Donald Tusk urged the UK not to waste this time. Did the Prime Minister or anybody on the EU Council offer any view on whether this advice was being heeded? Can she tell us what obstacles she faced as she tried to secure a Brexit that her successor will not?

First, as I have indicated in response to a number of questions, Brexit was not the subject of the meeting of the EU Council at 28. We discussed various other issues that are of importance for the future not only of individual member states and of Europe, but, in terms of climate change, of the whole world. As I have always said, the issue remains the same. It is still in the best interests of the United Kingdom to leave the European Union with a deal. A deal has been negotiated, but that has been rejected by this House.

I thank the hon. Member for Carmarthen West and South Pembrokeshire (Simon Hart) for securing this debate, which is ultimately about the nature of our democracy. When disagreement is expressed in a hateful, vile manner that is intended to intimidate, it is a threat to the very foundations on which democracy is built. There can be no doubt that the poison, hatred and abuse faced by almost every serving elected representative in the House must give anyone who might be considering entering public life pause for thought. The sad fact is that I genuinely hesitated before participating in this debate, since there is a view out there—I do not suggest it is universal, but it does exist—that serving elected representatives should not be debating this issue. We should just suck it up, because that is politics.

For some, engaging in politics in an abusive and intimidatory way is the new normal, and if someone does not like it, they should go and do something else. Sadly, even the value of democracy has become open to question in some quarters. All hon. Members understand that the mere fact of participating in this debate may open us up to more abuse being heaped on us, and for that reason my colleague, my hon. and learned Friend the Member for Edinburgh South West (Joanna Cherry), withdrew her name from those due to speak in the debate. With the exception of Scotland’s First Minister, she is the most abused female politician—if not the most abused politician—in Scottish politics.

Much online abuse—perhaps not all—is facilitated by the mere fact of anonymity. Online someone can pour abuse and intimidation on to whoever they decide they do not like. They can send abusive Facebook messages and retain their anonymity, or they can hide their identity behind a Twitter handle. If someone’s identity is not revealed, the theory goes that they can say whatever they like. They can move on from disagreeing with the views of an elected representative in a vile and hateful manner, and slip easily into threats that are designed to intimidate. They can comment in any way they like—after all, elected representatives are fair game, are they not?

If we do not agree with a political party or politician, democracy demands that we take them on through argument in a constructive and respectful manner. I have absolutely no time for Nigel Farage, but like many others, I do not think for one second that what happened to him yesterday was acceptable. If we cannot challenge our opponents with arguments, respectfully, we have already lost. I am deeply concerned by the examples of abuse that we have heard about today. Sadly, however, for too many the poison, abuse, and attempts to intimidate are what pass for political discourse in some quarters.

Where does all this hatred and poisonous bile come from? It comes from a variety of sources—we could probably have an entire debate on that—but there is no doubt that, as I found out to my cost, it can be stirred up by some sections of the tabloid press. Recently, a freeze frame photo of me in the Chamber, which lasted about one second, was published in a way to suggest that I was asleep on the job. I am sure that when the journalist printed that story it seemed like a jolly good wheeze, but as a direct result of that story—it was categorically untrue, and if someone had watched the film for another 30 seconds they would have seen it was untrue—I encountered, entirely predictably, the most horrific abuse, which was designed to intimidate me for having seemed to do something I had not done. Given the toxic nature of our politics, that shamefully bad and dangerous piece of so-called journalism was not worthy of the name. Over time, however, such pieces diminish, denigrate and belittle all elected representatives, and corrode the basis of democracy itself.

No one should be abused and intimidated simply for doing their job, yet it is now unusual to come across an MP who has not received a death threat. Some of my colleagues have suffered the most appalling abuse, as have others across the House. We could say that that is because politics has become polarised, toxic and so on, but it is also because we who serve in public life have become fair game. Apparently, tolerating intimidation and abuse has become part of our job description.

It has been said that we in public life have a duty to uphold the standards that we wish to see, which is correct, and we must also be careful with our language. Disagreement—including robust disagreement—is absolutely fine and the lifeblood of political discourse, but when it turns into personal abuse or hate-filled rants, it has become something else entirely. Studies have been carried out into abuse in public life and much has been written about it. We know that the police take it seriously, but in reality it is not just respect for elected representatives that has declined; it is respect for the democratic process itself.

Somehow—I do not pretend to have the answers—we need to help the public rediscover and rebuild their respect for the political process and those who serve in public life. If we fail to do that—I appreciate that it is a huge task—I fear that more elected representatives will come to harm in the course of doing their job. Even more than that, I fear that the very essence and value of democracy will continue to decline in the long term. The press also has a part to play. Of course those serving in public life should be held accountable, but let us make that about the arguments, not about tittle-tattle and gossip.

My own fear—I hope I am wrong—is that the Rubicon has been crossed and there is now a subculture in which someone can say what they want, and threaten whoever they want if they are standing for public office. Someone does not even need to be elected—just putting oneself forward for election is enough, apparently, to merit the most intimidatory behaviour. A culture of abuse and intimidation of elected representatives has been carefully cultivated in some quarters. It has gone unchecked and continues to be so. We can pass as many laws as we like, but the culture has to change. Where we are today is the culmination of that cultivation, aided and assisted by the apparent courage that anonymous postings on social media create, and whipped up by some sections of the tabloid press. This issue is bigger than any one individual; it is about the survival of our democratic system.
