My right hon. Friend will know of the misery—because I have told him—on my line, with five stations where people’s lives have been blighted over recent weeks, but does he agree that privatisation does have one merit, which is that we can get rid of the operator if there is a huge crisis, and if this is not sorted out very soon, will he take the necessary steps to attack the franchise?

Commons ChamberI fully expect Stephen Glaister’s review to look at all the players in this, including my Department. The industry readiness board set up by my Department to assess the process of introducing the new Thameslink timetable recommended in May that the timetable could go ahead. When experts are called in for advice and they advise us to do something it is generally a good idea to listen to them.
At Letchworth station this morning, I spoke to passengers who have suffered great delays and many cancellations, children going to school whose train had been cancelled—one of them in tears—and workers who have been told, “You can’t keep on being late like this.” Is it not time that Govia Thameslink Railway actually produced the timetable, the service and the reliability of information that those people—my constituents—deserve? What is going to be done to encourage it to get on with this and provide that service quickly?
The No. 1 priority is to restore a reliable timetable, and I have been clear that GTR has an urgent duty to do so. There is unquestionably a large question mark over its future, but it needs to sort the problem out as quickly as possible to have any chance of surviving in the rail industry.

Commons ChamberThe distribution of grants will be part of this procedure. That, like all of this, was very clearly set out in our manifesto. I know that the right hon. Member for Orkney and Shetland’s party has not always believed in sticking to manifesto commitments, but that is precisely what we are seeking to do. We think the proposal is important—it was clear for the country to see, and the country was able to debate it—and we are sticking to that promise.
Does my right hon. Friend accept that what he is proposing is a measured response based on precedent? Over the years, we have made changes to Standing Orders to deal with Scottish Bills, for example, in the way he suggests. We have amended Standing Orders when changes have been needed over time. Is not what he is doing absolutely in the tradition of how the House of Commons deals with these matters?
That is absolutely right. Indeed, my hon. and learned Friend might like to know that those with long experience of the workings of this House, including Members of the other place who have worked in positions of authority in this one, are all united in the view that changing Standings Orders is the right way to proceed. As I made very clear in my statement last week, hon. Members may form a different view over the next 12 months. When we review these matters in 12 months’ time, I shall be very open to such views. I am very clear, however, that changing Standing Orders is the starting point.

Commons ChamberThat is simply not correct. We managed a transition strategy that kept existing programmes going until the first part of this autumn, precisely to ensure that there was not a gap in provision between what we inherited and what we were putting in place.
Does my right hon. Friend share my consternation that Opposition Front Benchers are saying that they would reintroduce the future jobs fund, given that it was an entirely public sector operation providing work placements but no permanent jobs for the future? Surely it is much better to go with the private sector option, as the Government are talking about. That is a way of providing jobs for the future.
I absolutely agree, and that is central to what we are trying to achieve. The measures that we are putting in place, which I will set out for the House in a moment, are designed to ensure that we help young people, indeed people of all ages, to move into roles in the private sector, where there is a long-term, sustained opportunity for them to build careers.

Commons ChamberThis will provide my hon. Friend with an extra minute to conclude his remarks. We very much welcome the work of the Select Committee, and I assure him that the points that he and the Select Committee raise will help us to shape some of the outstanding issues and the Committee debates that lie ahead.
I thank my right hon. Friend for that. One encouraging development is that many of the proposals in the recent Select Committee report on housing benefit change—proposals for improvements such as monitoring the changes as they are implemented—were accepted when the Government responded to it. It is particularly welcome that the original proposal for people to lose 10% of their benefits after 12 months has been abandoned. I see that the Chairman of the Select Committee is in her place, and she may catch the Deputy Speaker’s eye in a moment; we are all pleased that the Committee has been able to make a difference in that way.
Finally, let me say a few words about how the contracts for the Work programme are dealt with. It is important to have proper implementation.

Commons ChamberWhat we sent to the hon. Gentleman in the written answer was the details of the future jobs fund placements in his area. We have to be careful with taxpayers’ money, and it would therefore not have been prudent to collect data down to constituency level. However, the information is there for him to see, and when he looks at those data, he will see that the success of the future jobs fund in creating jobs has been consistently below target all the way through.
Let me lay to rest one myth today. We have not stopped the future jobs fund. Tens of thousands of additional places will be created over the next few months under the future jobs fund. We have said, however, that we need to take tough decisions in the light of the mess left behind by the previous Government. Also, by next spring, we will be bringing on stream the Work programme, which we believe will provide long-term support for those who are looking to get back into work. I shall say a bit more about that in a moment.
Does my right hon. Friend agree that the overall picture of Labour’s employment schemes shows that they helped into work the people with the highest levels of skill, and people aged between 25 and 49, and that a vast population was simply left behind that could not compete with the people who were coming into this country and taking the jobs that were on offer?
My hon. Friend makes an important point. What we learned from the new deals was that people were simply cycled round and round. They went through the system again and again because they were not placed in sustainable employment. That is one of the problems with Labour’s approach.
Let me tackle the issue of the future jobs fund head on, because we have heard a lot today about Labour’s flagship scheme. Around 100,000 future jobs fund jobs are still being created under the current scheme, costing up to £6,500 each. As the right hon. Lady said, most of them are in the public and voluntary sector. I could be wrong, but my idea of sustainable employment is not a six-month work placement in the public and voluntary sector. It is about getting people into long-term roles in the private sector, which can provide a long-term career for them. That is why our emphasis has been on creating apprenticeships, and 50,000 new apprenticeships have been created in a very early move by this Government.
