Commons Chamber1. What her policy is on the investment case for the replenishment of the Global Fund to Fight AIDS, Tuberculosis and Malaria.
Before I answer Question 1, may I briefly offer my voice to the many tributes that have been made in this place to Jo Cox? I know that I speak for the entire development community when I say that she was an incredibly impressive Member of the House. We also had the chance to work together on Syria. Indeed, the Order Paper does not show it but she should have been asking topical question 5. I believe that the House is a much, much poorer place for not hearing from her today.
I also welcome the shadow Front-Bench team and welcome the shadow Secretary of State, the hon. Member for Edmonton (Kate Osamor), to her role. I wish her well.
In response to the question of my hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile), we welcome working through the global fund. This country has helped to keep 8.6 million people alive with HIV therapy. We have distributed 600 million mosquito nets and have treated 15 million cases of TB. We are actually the third largest funder. The UK is planning to support a successful replenishment of a strong, value for money global fund later this year.
Mr Speaker, as you can see from my entry in the Register of Members’ Financial Interests, I visited Zambia last year with RESULTS UK and saw for myself the excellent work that global fund investment is doing, particularly on TB-HIV co-infection. Will the Minister do everything possible to ensure that the fund’s replenishment target of $13 billion is met as a minimum?
Yes we will. The global fund is a novel but powerful model for delivering improvements on AIDS, TB and malaria at scale. We therefore want to see it do better. It still needs to focus on delivering value for money, but we will be lobbying other Governments, countries and organisations to continue supporting it.

Thank you very much, Mr Gapes, for calling me to speak. I will keep my contribution very short, very brief and to the point.
First, may I congratulate my hon. Friend the Member for St Austell and Newquay (Steve Double) on securing this debate, which is a really good idea? Secondly, I declare my entry in the Register of Members’ Financial Interests. I am the chairman of the all-party group on Zambia and Malawi as well. Indeed, I was in Zambia with the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) last summer, where we learned quite a bit about how it is that places such as Zambia are being affected very badly by tuberculosis and HIV. As hon. Members know, HIV ends up cutting down the immune system and makes a sufferer much more likely to get TB. During the course of this year, we have seen a lot of people coming into this country by ship and we do not know whether they are coming in with TB. That is one very good reason why we should most certainly remain committed to spending the 0.7%.
The other issue that I will talk about very briefly is the whole business of what is happening down in southern Africa, especially in Zimbabwe. I am the vice-chair of the all-party group on Zimbabwe—indeed, I will be going to Zambia and Zimbabwe, and hopefully Malawi too, during the course of the summer, including for the Zambian presidential election. There is a very bad problem developing with El Niño, which is badly affecting people. It looks as if 2.8 million households will face real difficulty, including difficulty in just getting food.
This issue is incredibly important and we need to take it seriously, and if I am honest I am rather surprised that we spend much more time talking about the middle east than we do talking about a really important part of Africa, which, frankly, is part of our home, because we have a responsibility there. Actually, my great-uncles were both deputy governors down in Malawi and I know the place very well indeed.

Thank you, Ms Dorries, for chairing the debate. It is the first time, I think, that I have served under you. I congratulate my right hon. Friend the Member for Arundel and South Downs (Nick Herbert) on securing this incredibly important debate. Before I go any further, I must declare an interest. Last summer I went with Results UK down to Zambia, where we saw for ourselves some of the issues related to HIV and to TB, both of which are important. TB has a tendency to break down the immune system, which makes people much more susceptible to HIV. I am also the chairman of the all-party parliamentary group on Zambia and Malawi, and the vice-chairman of the all-party parliamentary group on Zimbabwe. After visiting Zambia, I went to Zimbabwe to see what was going on there.
To my mind, there are a number of incredibly important issues. Yes, it is vital that we continue to put investment, through the Global Fund, into sorting out some of the health issues, but we also need to concentrate more on education, so that people are in a better position to look after their own economy and sort themselves out. The issue that is about to strike in a big way, I think, is that of famine. I am interested in knowing what the Government plan to do, because we are probably looking at there being some kind of famine in southern Africa, and that matter needs attention as well.
The Global Fund is important and, as members of the all-party group, we saw for ourselves just how important it is that investment is going into hospitals and healthcare units in Zambia. The British Government have been criticised somewhat for putting money into overseas aid development, but I point out that many asylum seekers might have TB. Trying to ensure that we deal with TB at source prevents problems from coming into this country and having an impact on our national health service.
I would be grateful if the Minister could explain the Government strategy for dealing with the potential of famine in southern Africa, so that we can ensure that later this year we do not see on our television screens a mass of starving children and adults.
I am acutely aware that others want to speak, so I will now keep myself to myself.
It is a pleasure to serve under your chairmanship, Ms Dorries. I congratulate the right hon. Member for Arundel and South Downs (Nick Herbert) on his eloquent opening speech, along with all the chairs of the all-party groups who successfully bid for this debate. Once upon a time I was involved in the campaign for the South Downs national park, and a very beautiful part of the country it is too.
A number of Members have made a lot of excellent points. The importance of the issue to the House is shown by the fact that so many Members wanted to speak. Thanks to your skilful action, Ms Dorries, they have been able to contribute to the debate. I pay tribute to Members for their contributions and for the expertise that they have shown, not least the hon. Member for Stafford (Jeremy Lefroy).
We often hear in Westminster Hall debates, and in political discourse more generally, that any given political change is possible or achievable and all that is lacking is the political will. The Global Fund to Fight AIDS, Tuberculosis and Malaria is a good demonstration of that principle. It was the determination and political will of world leaders to tackle three of the most challenging and infectious diseases of our times, which at that time were killing about 6 million people a year, that led to the establishment of the fund in 2002. As we have heard, in the years since, literally millions of lives have been saved by a massive scaling-up of proven responses and the targeting of funds and resources where they are most needed. The fund is an effective model of co-operation between Governments, the private sector, civil society and affected communities, reaching people in more than 140 countries. As we have heard, it is estimated to have saved more than 17 million lives since it was established.
We have heard about the need for the fund, about the human and societal costs of these diseases, and about the downward spiral that they can bring about for international development. Becoming infected with any of them severely limits the life chances of not only the individual affected but their wider family and community, which can be affected by the loss of income of either the individual or others who have to give up work to take on caring responsibilities. Just as on other issues, it is the poorest and most vulnerable and marginalised in society who are most at risk, with women and girls being disproportionately affected, as is sadly too often the case. The means and opportunity to rid the world of these diseases is there, which is why that ambition is reflected in sustainable development goal 3.3. Because of the challenges I have described, the replenishment of the Global Fund is incredibly important.
As we have heard, last year, for the first time, tuberculosis killed more people than HIV/AIDS. Again, it disproportionately affects the poorest in society, because crowded living conditions, poor ventilation and lack of access to clean water and sanitation all contribute to increased susceptibility. Because it affects people with weakened immune systems, it is one of the biggest killers of people with HIV and AIDS. I was particularly struck by the statistic on the progress that is currently being made on TB: it could easily take between 150 and 200 years to get rid of it, rather than the 15-year ambition that the world has set itself. The need for investment is clear.
Despite being so easily preventable, according to the World Health Organisation, malaria claims the life of a child every two minutes. I was not on the trip that many other Members went on, but in a previous life I spent some time living in Malawi, where I saw how prevalent and debilitating the disease could be. I also saw the challenge of providing relatively simple interventions, such as mosquito nets and prophylactic treatments, given what could sometimes be slightly relaxed attitudes. It seemed to me that in parts of Africa malaria was regarded in the same way that we regard the flu: as a bit of a hassle that some medicine and bed rest will sort out. But, like flu, it is a killer. It has become a catch-all term for all kinds of illnesses. Treating malaria is complex, and investment is needed not just in practical things such as the distribution of nets and treatment, but in education and awareness raising.
Does the hon. Gentleman recognise that access to clean water through boreholes and the like is also important?
Absolutely. I mentioned sanitation in the context of TB, but that is true across a range of health interventions. Improving access to water across the whole of sub-Saharan Africa would go a long way towards tackling not just these diseases but many other challenges. Access to water helps children pay attention in school, for example, so I agree with the hon. Gentleman.
One of the biggest barriers to progress against malaria is drug resistance. If people do not take the complete course of treatment, that helps to build resistance. We must therefore continue to invest in medicine research and development. Providing education and challenging stigma are crucial components in the fight against AIDS. Like TB and malaria, AIDS is an easily preventable disease, yet it continues to have devastating consequences in too many parts of the world. We often hear that HIV is no longer a life sentence in the west—that remarkable achievement is the result of significant investment over many years—but in developing and middle-income countries it remains a killer and, like other diseases, it is a barrier to economic and social progress across society.
The scale of the challenge is clear. I want to echo a number of the questions and points that have been put to the Minister. It would be useful to hear how the Government intend to respond to calls for resources for the fund. What amount are they considering contributing? What timetable have they set for their response? What further opportunities for scrutiny will there be? Will the replenishment be put before us as a statutory instrument? What will the process of disbursement be?
The subject of the cap has been well covered, but I want to re-emphasise some points that have been made. If the Government are prepared to say that they can commit up to £1 billion, the money must be there, so why do they not make those funds available in full? The replenishment request is based on a needs analysis. If the need is not met in full, we risk having an incomplete response, which could cost us and the world more in the long run.
We welcome the announcement of the Ross fund, but it would be useful to know how it will complement the Global Fund’s work. I heard for the first time from the right hon. Member for Arundel and South Downs that it is a three-year programme. I did not find that information elsewhere; perhaps I did not read the correct briefings. It would be useful to know what the plans are after that and how the two funds will complement each other.
A number of Members mentioned the need to tackle the spread of diseases in middle-income countries. The UK Government are free to set their own priorities for their international development programme. They announced that 50% of overseas development aid would be spent on fragile states, but they must recognise the Global Fund’s expertise and the need for it to be able to target funding effectively to prevent backsliding. My hon. Friend the Member for Central Ayrshire (Dr Whitford) made an important point about transitioning middle-income countries from aid. It would be useful if the Government would commit today not to interfere with Global Fund decisions to support programmes in middle-income countries.
Drug resistance is a challenge in tackling all of these diseases. The Minister will be aware of the World Health Organisation meeting in Geneva in March, which will look at reforming global research and development structures and ways of incentivising the production of pharmaceuticals to meet global health need, rather than simply tackling the most lucrative and profitable diseases, for which medicines can be sold. It would be useful to know whether the Government will take part in that conference.
The Global Fund estimates that meeting its next replenishment target could save up to 8 million lives and prevent 300 million new infections. That level of achievement would put us firmly on the path to meeting the SDG eradication target by 2030. However, a failure to resource the fund properly risks reversing progress, increasing drug resistance in new strains and new areas, and ultimately resulting in more unnecessary loss of life. The Government have a chance to show leadership. I look forward to hearing their response.

Commons ChamberMy hon. Friend makes a good point. Apart from the extra measures that we are taking in the Housing and Planning Bill, in which we will do all that we can to publicise to tenants what they need to be aware of so that they know what to expect, we have also published a guide for tenants, so they can clearly understand their rights and what to expect from a good quality landlord. We should be clear that the majority of landlords offer an excellent service and that tenants are happy with them.

At the start of topical questions before Christmas, may I wish everyone a very happy Christmas across the country?
Since our last oral questions, the spending review has announced the biggest affordable house building programme by a Government since the 1970s, delivering at least 400,000 affordable homes, and has confirmed that resources available to local government will be maintained in cash terms until 2020. We have agreed devolution deals with Liverpool and the west midlands. We have completed the Committee stage of the Housing and Planning Bill and Third Reading of the Cities and Local Government Devolution Bill. We will continue to develop new devolution deals with communities in order to devolve more power and resources right across the country.
As my right hon. Friend might know, I am running a campaign to try to save the hedgehog. Will he ask his Department to provide guidance to local authorities on how to make gardens in new-builds more hedgehog-friendly and ensure that we can have a hedgehog superhighway?
I know that this is a prickly issue for my hon. Friend, so let me come straight to the point. I will not be issuing guidance on the protection of hedgehogs, but I draw Members’ attention to the excellent publications of the British Hedgehog Preservation Society. I recommend its guide to looking after hedgehogs to any hon. Member who wishes to curl up this Christmas and read it.

Commons ChamberI congratulate my hon. and learned Friend the Member for Sleaford and North Hykeham (Stephen Phillips) on securing this debate. I am struck that, over the course of my short life, the population of the globe has doubled. In looking at the rather numerous sustainable development goals, I note that there is no mention of population and the control thereof, by which I mean families and countries living within their means in terms of their populations. In view of the fact that population growth drives many of the problems that we are admirably seeking to deal with, it is a notable exception.
I was struck at first by the number of goals and the additional notes attached to those goals. Quite an industry seems to have grown up around the conversations that we have about the challenges that we all face. It concerns me that there has been such a growth in that industry and in the level of bureaucracy. I think we can all agree that a number of the goals are admirable and that we should seek to achieve them, but it worries me that we have ended up with 17 goals and more than 100 additional notes. If the Chamber will indulge me I will seek to try to slim down the number of goals that we should aim to achieve. I will do so not because I think anybody will necessarily implement Phillip Lee’s approach to development, but because it will highlight the fact that if we had more clarity and simplification, we may be much more successful in achieving our goals.
It is also noticeable that there is no mention of individual responsibility or of the word “opportunity”. Equality is all very well in some contexts in terms of outcomes, but we also need to emphasise that we need to see opportunity—the opportunity to be able to earn enough money to pay for food and a home.
Does my hon. Friend recognise that it is incredibly important to have good governance in those countries so that we can spend the money properly?
Of course, and that is why I have never been particularly enthusiastic about setting a spending goal for international development funding. I would happily come here and vote to spend 1% of GDP if I thought that it would be spent effectively in countries with good governance. The problem is that there is a litany of development expenditure projects in countries where there is poor governance and where the money has not been spent appropriately or had the desired impact.
One of the goals on which I would concentrate is on healthy lives, but why not just have the simple goal of eradicating infectious disease? It is not simple to achieve, but it is simple to say and quantify. To eradicate infectious disease we must know where it is. I got into some trouble a couple of years ago for pointing out that we needed to know who had HIV and hepatitis among the migrant population. Unless we know where the disease is, how can we seek to eradicate it? I think eradicating infectious diseases such as HIV and hepatitis would be an admirable goal and shared by significant numbers of people in South Africa and the near vicinity.
My second goal would be to achieve gender equality. When I look at some communities in this country and some countries around the world, the absence of women in positions of power and female role models in communities and families is, in part, why those communities have problems. For example, I strongly believe that if we emancipated women in Pakistani, Somali and Bangladeshi communities in this country, they would be less likely to have problems with extremism and young men going on jihadi holidays to Syria and elsewhere.
My third goal would be to live within the means of the planet, which I think encompasses at least half a dozen of the goals that the report has sought to detail. If we live within the means of the planet we do not need to start talking about carbon dioxide emissions or anything else. If we live within the means of the planet we will be doing just that: the environment will be stable, biodiversity will be protected and we will all have access to sustainable energy and the like. Living within the means of the planet is complicated but something we can achieve, but let us keep the words simple so that we know what we are seeking to do.
My fourth goal would be to reduce inequality between countries, not within countries. If everybody was equal within a country, where would be the desire to better oneself? I do not believe in economic equality; it does not exist. We must have a sense of seeking to better ourselves and for our children to have a better life. That is human nature and part of the natural order of things. Inequality between countries is in part what is causing the current migration crisis. In fact, it is probably about inequality between continents. Anyone could have predicted 10, 20 or 30 years ago that there would be migrant pressure from Africa into Europe. It is economic migration because the population of Africa is growing at a much faster rate than that of Europe. If someone is born into Senegal, Ivory Coast, Nigeria or wherever, they will migrate for a better life, job, house and future for their families. That is a statement of the obvious and among the recent migration flux, which undoubtedly has something to do with war, significant numbers of people are also travelling from Africa for a better life.

I congratulate my hon. and learned Friend the Member for Sleaford and North Hykeham (Stephen Phillips) on securing the debate, as well as the hon. Member for Liverpool, West Derby (Stephen Twigg), who on this occasion I may call my friend. We worked together 20 years ago and, goodness gracious me, to be participating in a debate with him now is a unique opportunity—probably a horror for him, though.
I would like to take this opportunity to refer to my entry in the Register of Members’ Financial Interests on my recent visit to Zambia and Zimbabwe with Results UK. We went to have a look, during the summer recess, at international development projects.
I am delighted we are having this debate. I am acutely aware that my right hon. Friend the Minister has done a very fulsome job on this. He came down to my constituency and met not only my students but one of my local churches. He was incredibly impressive, I have to say. I am therefore delighted that, with the Secretary of State, he will go to the UN sustainable development meeting, where they will be able to ensure that these goals are adopted. It is helpful that he has the support, including my support, of this place. He knows we are directly behind him. We are giving him all the support and the help he needs. It is very important to ensure that the development goals are adopted, because they are more ambitious than the millennium development goals.
I have always supported the idea that we should invest 0.7% of gross national income in international aid. Indeed, we are now world leaders in delivering that commitment. It must be done, and done in such a way that is transparent, targeted and managed in a way that is not corrupt—strength of government is incredibly important. I hope the recent issue of refugees from Syria crossing the Mediterranean and eventually coming into Europe has turned those people who think that investing in international development is the wrong idea.
Over the last 35 years, I have seen how international development can make significant changes. In 1979, I went to what is now Zimbabwe, Malawi and South Africa. In 1994, I joined my hon. Friend the Member for Ribble Valley (Mr Evans), who unfortunately is not here at the moment, to view the Malawi presidential election campaign. If anybody ever wishes to come to my office, they will see the posters showing how to vote in a Malawi general election, although I do warn Members that they will first have to learn how to speak Chichewa, which is quite a difficult language. At this stage, I think I should also declare an interest as I am the chairman of the all-party groups on Zambia and Malawi, and the vice-chairman of the all-party group on Zimbabwe.
I just want to say zikomo kwambiri for mentioning Chichewa and the successful democracy Malawi has become over the years. I am familiar with the country myself.
I was there at the beginning, and it was a delight to speak to the Malawian Cabinet at the time.
As I said, in mid-August, we went across to Zambia, after which I went down to Zimbabwe, both of which countries have significant problems with HIV, tuberculosis and malaria—I pay tribute to the work of my hon. Friend the Member for Bracknell (Dr Lee) on eradicating malaria. HIV breaks down the immune system, making people more susceptible to TB and other things. It is a very painful condition. I am told it turns one’s lungs into sponges and is a very painful way of dying. In addition, some people might have heard me talking earlier about how we can save hedgehogs as well.
I am keen that the Mediterranean boat refugees coming into the UK are screened for TB and HIV, and I am told that the Government will ensure that. As I mentioned after the Prime Minister’s Syria statement, Plymouth is a dispersal centre for asylum seekers. TB is becoming a real challenge in the largest urban conurbation west of Bristol. This is a good example of how investment in overseas aid can benefit the UK by reducing costs in the NHS, which we should all welcome in no uncertain terms.
The global fund has prevented 37 million deaths from TB, while 15 million people are now on antiretroviral treatment for HIV, which is incredibly important, so I urge the Government to support its vital work, including at its pledging conference next July. I would also be grateful if they included good governance, because that is also important.
The improvement of health in low and middle-income countries, such as Zambia, contributed to over a quarter of the growth in these countries between 2000 and 2011, showing that global health is vital for the development of all nations. I was told in Africa earlier this year that El Niño was about to enter southern Africa in a big way, which will have significant implications for humanitarian issues. We have to be prepared, so I hope Ministers will put that on the agenda. This weather system will also create problems for agricultural development in Zambia, Zimbabwe and other places, which is something else we have to be careful about.
In Zimbabwe, I met DFID officials—DFID has more staff there than the embassy—and we visited an abattoir, which was interesting. If these ambitious SDGs are to be met, they must help the middle-income countries, such as Zambia, as well as the lowest-hanging fruit. I am delighted that the 2015 Conservative party manifesto pledged to
“lead a major new global programme to accelerate the development of vaccines and drugs to eliminate the world’s deadliest infectious diseases”.
I am incredibly proud of our Prime Minister, who led our party into a great election campaign and victory and who is committed to these issues. I also pay tribute to my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell), who did great work in taking this agenda forward.
Finally, I mention two other desperately important areas: education and making sure we have decent boreholes and water so that people can thrive.

I am sure the whole House will join me in condemning the outrages that have shocked the world in recent days. The siege of the café in Sydney ended in tragedy but was accompanied by heroism so typical of that great nation, and we all grieve with the Australians today. What happened several thousand miles away in a school in Pakistan is utterly heartbreaking: a massacre of the innocents that has left the world numb. The world stands, head bowed, with Pakistan today. Words can comfort but words cannot defeat the men of violence, so let this be the moment when the whole of Pakistan and every nation come together and say, “Enough. We will act together to defeat this evil in our midst.”
I am sure the whole House will want to join me in sending our warmest Christmas wishes to all our armed forces deployed across the world, in particular, to those in the middle east, Afghanistan and west Africa. We are for ever indebted for the sacrifices they make on our behalf.
May I associate myself with my right hon. Friend’s comments on the evil atrocities that took place in Pakistan and in Australia, and with the best wishes to our armed forces, who may be serving abroad?
Today’s unemployment figures showed that in the last quarter the south-west was the region with the largest increase in employment in the United Kingdom. To continue to realise its full economic potential and to deliver the city deal, does my right hon. Friend agree that Plymouth needs a faster, better and more resilient railway line, as laid out in the south-west rail taskforce’s three-point plan, which was the discussion last week with my hon. Friend the Member for South West Devon (Mr Streeter)?
My hon. Friend has campaigned over and over again for the important improvements in these rail links, and he knows what is being done to help the south-west in that regard. I received a presentation from the taskforce, and we are going to take forward each of the three points in its plan in the work we do in future, to make sure that there is real resilience and that there are better services for people in the south-west. On the issue of unemployment, the figures in the west country are welcome. In his constituency the claimant count has now fallen by 42% since the election. What these figures show nationally is employment up; unemployment down; and the claimant count falling for the 25th consecutive month. What is an important moment for our country is that unemployment is now below 2 million and wages are rising faster than inflation—something I am sure will be welcomed across the House.

Commons ChamberThe hon. Lady will know that ultimately it is up to each individual country to work out how it wants to deal with the issue of GM foods. She will have been pleased to see that at the recent G8 event on nutrition, science and accessing scientific experts was a key part of our nutrition push over the coming months and years.
5. What steps her Department takes to reduce the impact of natural disasters by increasing the resilience of communities.
Resilience means equipping communities better to withstand disasters and giving them the means to recover afterwards. DFID’s programmes include investments before disasters, such as in flood defences and setting up systems to give people early warning. We also help people bounce back after the event, for example by setting up insurance schemes and by providing income support.
My right hon. Friend will know of the devastating impact that natural disasters have on developing countries and the role that Devonport-based ships play in sorting out disaster relief. What is his Department doing to build the capacity of state institutions in the developing world to deal with the impact of these natural disasters?
My hon. Friend is right. Navy ships such as those from his constituency have been crucially important in the past—for example, three years ago in Haiti. He is also right about the importance of a country’s capacity. We help in that regard through, for instance, pre-earthquake planning in Nepal and flood preparedness in Bangladesh.

Commons ChamberWe want to see a genuine and lasting reduction in child poverty, and we need to have policies that not only address whether people are just above or just below the poverty line but actually address the causes of poverty—what it is that traps people in poverty. Of course, as the hon. Lady says, not enough money is part of it; not enough jobs is another, and that is why today’s news on unemployment is so welcome. We need to look at all the things that trap people in unemployment, which include drug and alcohol misuse and family breakdown, as well as, obviously, unemployment.
Q12. As my right hon. Friend knows, Plymouth is a global leader in marine science engineering research. I very much welcome the initiative by the Government to spend more money on our science base. However, would he be willing to meet me, my fellow Plymouth Members of Parliament, and Plymouth businesses to discuss how Plymouth might become involved in the small cities super-broadband initiative, which will help us to rebalance our economy and attract private investment?
I am very happy to meet my hon. Friend. I know that he stands up very strongly for Plymouth and for Plymouth’s economy. He rightly says that we made the decision right at the start of this Government to freeze the science budget rather than cut it, as so many other budgets were cut, and I am sure that that was the right answer. Since then, we have added money back into the science budget. On broadband, I will look carefully at what he says about city broadband. I am sure that he will be glad to know that Devon and Somerset have been allocated over £33 million to deliver superfast broadband. We are working very hard to make sure that all the plans are on track to deliver the superfast broadband that is important for cities but very important for rural areas as well.

Commons ChamberI have been lobbied extensively about air-sea rescue, including by people from all walks of life, if I may put it that way. I totally understand the need for good air-sea rescue. I think what matters is not necessarily who carries out the service, but whether they are fully qualified, whether it is a good service and whether it is value for money. That is what we have to make sure happens, as in other areas.
Q11. In reviewing anti-terrorist laws, will my right hon. Friend ensure that there is a balance between the police having the powers of detention and arrest that they need and ensuring that there is a return to the rule of law, as it is understood?
