Commons ChamberThe Government are entitled to set high-level strategy targets to help create growth and cut carbon, but beyond that we are making powers available to local councils to a greater extent than hitherto. For example, the Department for Transport operated 26 funding streams for transport under the previous Government; that has been reduced to four. In respect of the local sustainable transport fund, to which the hon. Lady refers, I can assure her that the assessment process will be very light touch, with a view to getting local authorities’ money out there as soon as possible to help with their plans. Provided that they can demonstrate that they will create growth and cut carbon, we will be happy with what they put forward.
I am sure that my hon. Friend will join me in congratulating British companies such as Transport Design International, which designs cheap, green, popular, ultra-light trams. Does he, like me, regret that most of its designs are currently going overseas, and hope that some of the very welcome funds that he has announced today could be used to support innovative ultra-light tram systems at local level?
As my hon. Friend knows, the Government support light rail. In the spending review we announced extensions to the schemes in Nottingham and the Midland Metro. We are always open to ideas that will benefit people by providing extra public transport and which reduce carbon emissions. With my right hon. Friend the Minister of State, who has responsibility for rail, we are discussing, for example, issues related to tram-trains. We are keen to take that agenda forward.

Commons ChamberI am happy to say that Bikeability, one of the main schemes delivered by Cycling England, has been retained at a national level. Funding for it will be top-sliced from the local sustainable transport fund. We are in regular contact with organisations such as Sustrans to ensure that they are plugged in. I assure the hon. Lady that bids to the local sustainable transport fund will be regarded more favourably if they have involvement from voluntary community groups, such as the one that she has described.
The cycle to work scheme has involved some 400,000 people over the past decade. It was recently put in jeopardy by a ruling of Revenue and Customs. What representations will Ministers make to their Treasury colleagues to ensure that that important scheme is not jeopardised?
I am aware of the value of that scheme in encouraging cycling. I have received representations from hon. Members about the scheme, but I hope that the concerns are unfounded. I assure my hon. Friend that I wrote to the relevant Treasury Minister three or four weeks ago. I will ensure that he receives a copy of the reply.

Commons ChamberI am afraid that the hon. Lady’s question contains a number of hypothetical assumptions that are not borne out by reality. It is not my hope, but the hope and the view expressed to me by the Confederation of Passenger Transport UK, which represents the main five bus operators, so I do not think that the terrible scenario she paints will come to fruition. People might also want to use the Tyne and Wear metro, in which the Government are investing £500 million over the next 11 years.
Although we are expecting rail fares to rise only by 10% over four years in real terms, will Ministers look into changing the basis for the cap calculation from the retail prices index to the consumer prices index—because, after all, what is fair for pensioners ought to be fair enough for profit-making rail companies?

Commons ChamberThe Government are committed to electrification of the railways and believe that that is sensible in order to remove carbon emissions from the transport sector, in so far as possible, and to improve the conditions and experience for passengers. Obviously, any decisions on that and other matters are subject to the spending review, but that is the direction of travel that we wish to follow.
One voluntary sector organisation that Ministers will want to meet is the Campaign for Better Transport, whose new report, “Smarter Cuts”, shows a rather better understanding of the state of public finances than that of some people in this House. It emphasises the need for cuts that are consistent with our need to meet carbon emission reduction targets and deliver long-term value locally as well as nationally. Will Ministers actively consider this important and useful report?
We are very happy to consider that report. I have already met representatives of the Campaign for Better Transport in the course of my ministerial duties. My hon. Friend is right. In this difficult spending review and the process afterwards, we must ensure that we prioritise job creation that is green, and ensure simultaneously that we cut carbon. In addition, the Government’s localism agenda, which devolves power to local authorities, will enable us to respond more actively to the points that my hon. Friend correctly makes.
