Commons ChamberOn every point that the hon. Lady mentions she is completely wrong. I shall not go through them all, but to suggest that the Prime Minister somehow dispensed with security vetting is completely wrong. The hon. Lady can read the Leveson report, which sets out very clearly that civil servants, not the Prime Minister, were responsible for that decision, so her point was completely unfair. She referred to my right hon. Friend the Secretary of State for Health, who made a written ministerial statement to the House; that is informing the House.
Further to the earlier remarks by the Leader of the House, may we have a debate on better regulation and the payday lender parasites, Wonga, whose sending of threatening letters from non-existent law firms to 45,000 customers is nothing short of a disgrace?
I agree; it was disgraceful. The hon. Gentleman will have heard what I said to other Members about discussing with my colleagues at the Treasury how they might inform the House about the response to that situation. Of course, the case was announced only yesterday by the Financial Conduct Authority, so we will have to see what Ministers’ views are on the action that has been taken.

Commons ChamberAs I have said, I hope there might be an opportunity for a debate on employment, if not before then during the debate on the Queen’s Speech, which might include a proper focus on it. That would enable us to celebrate the fact that there is a record level of employment; that employment is up by more than 1.5 million since the general election; that youth unemployment is down 38,000 on the previous quarter and lower than at the time of the election; and that the proportion of 16 to 24-year-olds not in education, employment or training is at its lowest in five years.
May we have an oral statement on the inspectorate of constabulary report, which says that police are failing to record up to 20% of crime? The situation is intolerable.
The Home Secretary rightly commissioned Her Majesty’s inspectorate of constabulary to undertake that inquiry and is very clear that we want to ensure that police-recorded crime figures are robust. Those figures and the independent crime survey point strongly to the same conclusion, which is that levels of crime are falling and policing is working. On debating the HMIC report, the hon. Gentleman will know that it is an interim report, so the Home Secretary will no doubt report to the House in due course.

Commons ChamberI am grateful to my hon. Friend for that question, and it allows us further to reinforce the point my right hon. Friend the Prime Minister made about paying tribute to those who have campaigned and welcoming what has been offered now by Ford. I particularly pay tribute to my hon. Friend for leading the debate on 12 December last year on these issues. It is something of a novelty to be invited to have a debate not in order to ask for something, but to celebrate that something that has been asked for has been achieved. It leads us into new and happier territory for debates in this House. I cannot immediately promise that, but it is an engaging thought.
May we have a debate on the Royal Mail sell-off? Notwithstanding the Leader of the House’s earlier remarks, the National Audit Office has disclosed that 12 priority investors sold their shares within weeks for a fast buck. If that is true, we need to know the names of the investors and the full details of the transactions, so that we can work out whether the taxpayer has been ripped off.
I answered a question from the shadow Leader of the House on that subject earlier. So far as a debate is concerned, the Secretary of State for Business, Innovation and Skills answered questions fully and effectively—rather more effectively than the shadow Secretary of State—when he made a statement on the matter earlier this week.

Commons ChamberNo, because I do not particularly approve of gambling. I listened to the debate yesterday and thought that, on the facts, the Deputy Prime Minister had the better of the argument. All the way through, however, I thought to myself that a debate about Europe is all very well, but what the British people want is an in/out referendum. The leader of the UK Independence party cannot deliver it and the Labour party and our Liberal Democrat friends will not deliver it—only the Conservative party will deliver a referendum.
There is a long-term trend of falling voter turnout among young people. It is good that we will get online voter registration in June, but may we have a statement on the possible introduction of online voting to help to address this big problem?
We are of course making progress on individual electoral registration, which I hope will allow people in England and Wales to register online for the first time from June. We are putting the maximisation of registration at the heart of our work to improve the electoral system, but we want to make sure that individual electoral registration is working well before we consider any further changes. I have to say that there are concerns about whether e-voting can be made secure from attack and fraud, so although it may be something to consider, it is not a priority for us at present.

Commons ChamberMy hon. Friend has indeed fought that campaign successfully, along with other Members, for which I applaud him. As there is a Budget measure providing for the relief of VAT on fuel for air ambulances, I hope that he and other Members might find an opportunity to raise the matter during the Budget debate.
May we have a statement on the delivery of the Department for Work and Pensions? Following big problems with the Work programme and universal credit, it now appears that the personal independence payment has dreadful teething problems.
We will have an opportunity in the Budget debate to look at some aspects of the Department’s delivery. As its title indicates, the Department is there to get people into work and to reform and improve pensions, and I think that it can be immensely proud of what it has achieved. We have 1.6 million more people in private sector employment—[Interruption.]

Commons ChamberThat is a good point. When we point out, rightly, that 1.6 million more people are in private sector employment, we should bear in mind that that is more than just a big number. A great many specific companies are creating jobs such as those to which my hon. Friend has referred, and that is a very positive development, especially when jobs in this country—such as those being created by Jaguar Land Rover—are a result of successful competition in global markets.
We learnt today that G4S was repaying more than £100 million following its overcharging for electronic tagging. May we have a statement from the Justice Secretary about this corporate chicanery?
I recall that we did have a statement from the Justice Secretary at the time when the failings of the companies concerned were identified. He made clear our determination to secure redress for the taxpayer, and I pleased to say that it is evident that he succeeded in that regard.

Commons ChamberI have seen the early-day motion and the impressive number of signatures on his Backbench Business Committee motion. I am pleased that the House will have the chance to debate that issue on Tuesday, and the Government will make a statement in the course of that debate.
May we have a statement on the scandal of revolving-door pay deals in the NHS following reorganisation? One manager was paid £370,000 despite not leaving the health service at all. Who is responsible for that incompetence?
The reforms of the NHS have led to 7,500 fewer managers working in the NHS and, from memory, there are about 10,000 additional clinical staff in the NHS. On the managers, it is completely wrong to interpret the fact that positions become redundant and people leave those jobs with the implication that they are not people who, on a personal basis, should fill posts in the NHS in future. It was always clear at the time—I remember it—that there needed to be a substantial number of people who did not leave the service but transferred elsewhere, and that happened. If a small number came back into employment having taken redundancy, that was a product of the Labour contract from 2006, not a consequence of our policy.

Commons ChamberMy hon. Friend makes an important point, of which people in his constituency will take positive note. Other constituencies have similar figures, and those changes in taxation are one reason why household disposable incomes are rising, which is important for people in tough times. On the opportunity to consider that further, I can say that it may well arise during questions following the Chancellor’s autumn statement next Thursday.
To follow on from the question asked by my hon. Friend the Member for Eltham (Clive Efford), may we have a debate on the sale of rugby union world cup tickets? The protection of Olympic tickets from resale helped to prevent ticket touting. Can we make the rugby world cup a party for ordinary people, not just for the rich who can afford tickets?
As I have said, I am happy to consult my hon. Friends at the Department for Culture, Media and Sport about their response on that issue.

Commons ChamberMy hon. Friend makes an interesting point, which he may want to raise when that matter comes up at Culture, Media and Sport questions. In the meantime, I will try to secure a response in relation to Minster FM and other stations from my hon. Friends at the Department, who I know are very interested in ensuring that the digital switchover does not impede that kind of local access to community broadcasting.
The local police and crime commissioner thinks that crime figures have been capped in Gwent, and the chief constable of Derbyshire said yesterday that he thought crime figures were being manipulated. May we have a debate in Government time on crime figures? Some police need to drive down crime, not numbers.
If the hon. Gentleman is in his place on 2 December, he may wish to raise that matter with my colleagues at the Home Office. From everything I know, I think we are very clear that crime statistics must be accurate and properly reflect crime in an area. As in so many areas, if we are to have confidence in the accountability of organisations, the statistics on which they are held to account—the Home Secretary has been very clear that she is focused on reducing crime—must be accurate and truthful. Fortunately, we have the recorded crime statistics and the national crime survey, and they show in parallel that there has been a substantial reduction in crime under this Government.

Commons ChamberDemand at Trussell Trust food banks has gone up 800% under this Government. When can we have a debate on this cost of living crisis?
We are continually engaging in a debate on the issues relating to cost of living, and how families are able to cope with the consequences of the reduction of wealth in this country by 7.2% under the last Government, in the most serious recession we have faced in a century. It is inconceivable that such a reduction in wealth would not have consequences across society. Fortunately the number of workless households is now at its lowest level, and those who are in work are increasingly finding that their tax bills are going down. Inevitably and rightly, there are charitable and other endeavours to help those people who are in hardship, just as the benefit system should. We will have further opportunities to debate how we can target that support to best effect, and I look forward to those.

Commons ChamberI am grateful to my hon. Friend, and I am sure the House will appreciate how she has pursued that case, and share her hope that successful pursuit of that treatment will be of great benefit to Ms Williams. I cannot promise a debate, but it is important for the NHS to be able to pursue innovative treatments. CyberKnife—a brand name—is a form of interventional radiotherapy, and other forms of interventional radiotherapy were agreed by the National Institute for Health and Care Excellence to be effective. From my experience in these matters I know that, along with others, CyberKnife was increasingly being adopted across the NHS, and rightly so.
Real wages for men have dropped in Blaenau Gwent by £30 a week. May we have a debate in Government time on how the Government’s two-nation policies have failed so many parts of the UK?
What is clear is that the coalition Government are pursuing what I regard as a genuinely one-nation policy, and restoring the economic health of this country after the appalling circumstances in which it was left—I referred to that earlier—in a way that gives proper support to those in need and helps people back to work. The Work programme is among the most successful initiatives. As I said, people in work will inevitably find that across the whole economy we are not in a position to pay ourselves more than we earn, or to carry on doing so, as we did for a long time. As a country, however, we are increasingly earning our way, winning in the global race, getting contracts and exports, investing for the future, and putting in place infrastructure and business investment that will enable us to earn our way to rising living standards in the future.

Commons ChamberMany Members in the House will have sympathy with what my hon. Friend says. Many Members will also remember the long struggle that took place to secure access to the BBC for the National Audit Office. When one sees, for example, the report that the NAO published recently in relation to severance agreements at the BBC, that entirely justifies the openness that resulted from its access. I am sure Members will be looking to the Public Accounts Committee’s hearings with the chairman of the BBC Trust and looking to the BBC Trust which, as regulator of the BBC, must take responsibility now for ensuring that the cultural changes that are required in the BBC are seen through.
It cost £73,000 to help prepare three NHS chiefs for a recent Public Accounts Committee hearing. May we have a Government statement on how and why consultants were hired for 52 days in advance of a two-hour PAC hearing, and who will be called to account for this gross misuse of taxpayers’ money?
As far as I am aware, that should not have happened and it was an excessive use of resources for that purpose. I am sure my hon. Friends at the Department of Health and in particular its permanent secretary will want to examine precisely why that happened. [Interruption.] I think it happened after I was Health Secretary. Rather than rehearse or receive training, civil servants and others who give evidence to Select Committees would be well advised simply to think through what their responsibilities are and how they discharge them. That is the most important thing they can do and the proper preparation they should undertake.

He could also discuss alcohol pricing in the Budget debate, especially in the light of the Chancellor’s decisions on alcohol duties, including the reduction in beer duty. Commons ChamberI will of course be glad to see if there is anything further that needs to be said to my hon. Friend in relation to these matters. I answered questions in the latter part of November, I believe, relating to Spanish incursions and made it very clear that we would not allow those to impinge in any way on the integrity of the position of Gibraltar.
The Royal College of Physicians says that by 2050 half the population will be obese, at a cost of £5 billion to the NHS. May we have a debate on how to deal with this public health time bomb?
I am sure that, if time allows, it would be helpful to debate that issue. We must understand, however, that it is not just a matter of childhood obesity. Most of the people who will be obese by 2050 are already adults, so we cannot solve the problem by tackling childhood obesity alone. It is adults who must take responsibility, but we must understand that at the same time as we do all the things that we are doing—calorie labelling, calorie reduction, getting rid of artificial trans fats, reducing saturated fats—people need community support and opportunities to get more exercise and to make better decisions. Features such as front-of-pack labelling give them that opportunity, but they must be willing to take it.

Commons ChamberMy hon. Friend makes an important point, not least because he speaks from a Welsh perspective. There was recently a debate in Opposition time on reform of the exam system, which provided an opportunity for my right hon. and hon. Friends in the Department to demonstrate that our reforms are replacing GCSEs with rigorous world-class examinations, for example. We are setting out to ensure not only that standards are set and maintained in core subjects but that our examination system and curriculum match the best in the world.
Ovarian cancer is called the silent killer, as its symptoms go unrecognised and spread quickly. We could save the lives of 500 women a year if our services matched the best in Europe. Can we have a debate on how to improve awareness of the symptoms among both women and GPs, so that we can catch this cancer earlier?
The hon. Gentleman makes an important point. The disparity in survival outcomes for some of the main cancers is at the heart of the improving outcomes strategy for cancer that the Government set out; indeed, I set it out when I was Secretary of State for Health. I visited the very large-scale research project on ovarian cancer. From memory, I think 200,000 women formed part of that trial, which should soon—in the next couple of years or so—start to give us results that might lead to much better options for screening for ovarian cancer, and hence early access to treatment.

Commons ChamberMy hon. Friend is a man after my own heart. I was chairman of the all-party group on stroke for about seven years before the last election. One of the things that we identified that makes a big difference to stroke outcomes is when stroke patients are admitted to a specialist stroke ward. I am happy to congratulate those at the George Eliot hospital on what they are doing. They are part of a general, substantial increase in the latest data on the proportion of patients who are looked after in that multidisciplinary context.
The flawed business model of some private car park operators aims to catch out motorists. Over two years, we have seen an eye-watering 63% surge in requests for drivers’ details from the Driver and Vehicle Licensing Agency. May we have a debate on how best to protect the motorist and lift the veil on such predatory practices?
From memory, this is the Government who implemented the ban on wheel-clamping, which has given motorists protection against some of the worst excesses, but I will, of course, talk to my hon. Friends at the Department for Transport about what more we can do to give motorists a sense of proper security, rather than exposure to abuses.

Friend will recall that the arrangements reducing the accountability of NHS foundation trusts to this House were established in legislation passed under the last Government, but in the future the NHS competition provisions will be transferred from the OFT to Monitor, which should enhance accountability. He raises an important point, however, about the application of the Freedom of Information Act to NHS foundation trusts, and I will ask my colleagues in the Department of Health to respond to that matter.
Health professionals say that 125 amputations occur weekly owing to diabetes, yet 80% are preventable. The National Audit Office says that we could save £34 million annually if late referrals to specialist teams were halved. In the interests of patients and NHS budgets, may we have a debate on how to prevent amputations from diabetes?
I am grateful to the hon. Gentleman. I do not recall: does he have an early-day motion on this matter?
I hope there will be opportunities to discuss these issues. The hon. Gentleman might talk to his colleagues on the Opposition Front Bench. Instead of a debate on regional pay in the NHS, which is not proposed, he might have invited his colleagues to have a debate on improving outcomes in the NHS, which is what this Government are setting out to do. Where diabetes is concerned, that is one of our priorities.

Commons ChamberI am very grateful to my hon. Friend for raising that. It is worth our making the point in our constituencies and to our constituents that Parliament is connecting with the public in a way that has never happened before. Fourteen e-petitions have crossed the 100,000-signature threshold, and we and the Backbench Business Committee have enabled debate to be held on all of them. In addition, the Government will respond to every petition that passes the 10,000-signature threshold. On behalf of the Government I am putting the responses on the website, and some 20 will have gone up by now. I hope to complete the process of responding to all those that have passed the 10,000-signature threshold in the next few days.
Improving home energy efficiency is essential to combat fuel poverty. The Insulation Industry Forum has just told me that there will be 16,000 job losses in its sector soon. May we have an urgent debate to help prevent this loss of key skills, given that investment in energy efficiency is so important?
It is tremendously important, and it is the green deal, which began its implementation at the beginning of October, that will make such a difference in enabling that to happen. The green deal support, the largest such programme we have ever seen, is specifically designed to support some of the measures, such as insulation, that will make the biggest difference to energy efficiency. I hope that exactly that will happen as we get behind this programme.

Friend mentions, and he might like to reiterate his important point about tourism at the soon-forthcoming Department for Culture, Media and Sport questions.
The “rockets and feathers” strategies employed by oil companies are crucifying motorists in Blaenau Gwent, so I welcome the Office of Fair Trading plans to investigate petrol pricing. May we have a debate on how to help our road hauliers and logistics industries to get our economy moving again?
I, too, take an interest in this issue, and welcome the OFT call for evidence. I note that the Backbench Business Committee has selected the oil market as a subject for debate, and it would probably be entirely in order for the issues the hon. Gentleman has just raised to be discussed in the course of that debate.

Commons ChamberAs my hon. Friend knows, trusts and NHS employers are responsible for the terms and conditions of their staff, and for ensuring, as “Agenda for Change” intends to, that staff who effectively have the same knowledge and competences have the same pay banding, wherever they happen to be across the country. That is the objective of “Agenda for Change”. As I said yesterday, and will continue to say, “Agenda for Change” can be improved—we made that clear to the pay review body—but we think it is possible, if the staff side works with us, to enhance “Agenda for Change” and increase its flexibilities, so that NHS employers can recruit, retain and motivate their staff, with local flexibility, in a national pay framework.
Given that every year, 1.2 million admissions to accident and emergency units are alcohol-fuelled, when will the Government help the NHS and legislate for a minimum alcohol unit price?

Commons ChamberThe responsibility deal has brought together 392 partners, a doubling in number since its launch a year ago. Working together, we have removed artificial trans fats in foods, reduced salt content, put calories on high street menus, improved alcohol labelling, set out ambitious future plans for calorie and alcohol reduction, promoted enhanced physical activity and strengthened employers’ support for health in the workplace. Transparent monitoring and evaluation are vital, and our partners’ assessment of the delivery of their pledges will be published on our website. We are making up to £l million available to fund an independent evaluation of the responsibility deal.
The Mayor of London supports a ban on the sale of mega-sized sugary soft drinks at entertainment venues, which will help fight obesity. Will the Government consider such a measure as part of their nationwide responsibility deal?
As I said to the hon. Gentleman, as part of the responsibility deal we are considering an ambitious programme of removing 5 billion calories a day from the diet in England. A range of programmes, such as behaviour change programmes and the reduction of saturated fats and sugars in foods by the industry, will make that happen. All those issues will be considered as part of how we can deliver that ambitious programme.

Commons ChamberI am grateful to my hon. Friend for making a good and important point. My right hon. Friend the Home Secretary will be subjecting these drugs to greater control under the Misuse of Drugs Act 1971, restricting their illegal import into this country. Controlling supply is one part of the effort. Prevention is also important; people need to be fully aware of the risks to their health. The FRANK service, which provides advice to young people and parents about drugs misuse, will make it clear that the misuse of steroids is dangerous. I would encourage local areas to work with local businesses, such as gyms and fitness centres, to publicise those risks.
T2. The Department’s latest estimate shows that alcohol misuse costs the NHS £3.5 billion every year. Will the Secretary of State now champion a 50p minimum unit price? That would save more than 3,000 lives a year, rather than 1,000 a year, which is what his public health responsibility deal is expected to secure.
The hon. Gentleman should have welcomed the alcohol strategy that my right hon. Friend the Home Secretary published last Friday. Not only did we see the Government’s intention to introduce a unit price, but on that day 35 business organisations across the country collectively, under the responsibility deal, pledged themselves to take 1 billion units of alcohol out of the UK market in the course of a year.

Commons ChamberMy hon. Friend will be aware of the difficulties involved in the contracts that we inherited; that is true for PFI, as well as for the NHS IT contracts and many others. We have to try to use PFI contracts more cost-effectively; on average, the Treasury exercise demonstrated a 5% saving on their costs. Beyond that, we have to ensure that from now on the NHS delivers a much more value-for-money approach to using private sector expertise, including proper transfer of risk.
PFI enabled the building of many new hospitals and brought benefits to millions of patients. However, the Public Accounts Committee has found that lengthy procurement timetables led to increased costs. What will the Department do to sharpen its capital funding procurement model to get a good deal for the taxpayer?
That is a sensible question, and precisely why we are pursuing, as we said in November last year, a new approach to public-private partnership that does not entail the extreme costs, delays and burdens that past PFI projects have left. We are working with projects—for example, one at Alder Hey in Liverpool—to ensure that they demonstrate enhanced value for money compared with past PFI projects.

Commons ChamberI am not sure that the hon. Gentleman has followed this closely enough. We do not do any of those things. We are very clear that, through the Bill, we are creating, in Monitor, a health sector-specific regulator that will be able to exercise competition powers in a way that is entirely sensitive to the duties that it has for sustaining high-quality NHS services. As I will explain later, there will be a role for the OFT. Indeed, it has a role now. Labour Members should know that the application of competition law inside the NHS at the moment is exactly the same as it will be after the Bill. However, instead of it being done through the OFT as principal competition authority, it will—with the exception of mergers, which I will talk about later—be done through the concurrent powers of Monitor. The NHS Future Forum helpfully discussed these matters at length with people throughout the country, and concluded that it would be in the interests of the NHS for the legislation to create concurrent competition jurisdiction for Monitor, thereby ensuring that the application of competition rules—which is not changed in its extent by this legislation—is achieved in a health-specific context.
Why will Monitor have no duty to promote collaboration, as recommended by the Future Forum?
I am sure that the hon. Gentleman will want to look at clause 20, which is very clear about Monitor’s responsibilities. I am sorry—it is not clause 20; I will find it later. Monitor’s duties are very clear, and they include support for the integration of services and for the continuous improvement of quality of services. Across the NHS there is existing legislation making it clear that there is a responsibility for collaboration. As we have made clear in response to the NHS Future Forum’s report on the listening exercise, we are taking an evolutionary approach. The competition and co-operation panel was established under the Labour Government in January 2009. At that time, the panel made it absolutely clear that there should be a health basis for the implementation of competition and procurement rules in the NHS. That panel is now to be incorporated as part of Monitor. As its name implies, it examines both competition and collaboration. Monitor, like other bodies, has a duty to promote the integration of services.
Now, as I said, we have introduced safeguards against privatisation. This Bill, for the first time, stops the Secretary of State—and, indeed, Monitor or the NHS commissioning board—from trying deliberately to increase the market share of a particular type of provider. If the previous Labour Government had put such a requirement in law when they were office, hundreds of millions of pounds would not have been paid to independent sector treatment centres to carry out operations that were not required and never took place. If the Opposition had their way this afternoon, the safeguards that we intend to put in place would not be available.

Commons Chamber9. How much funding he plans to allocate to local authorities to perform new public health duties in each of the next four years.
Through the Health and Social Care Bill, we will give local authorities the powers and resources they need to improve the health and well-being of their local populations and to improve the health of the poorest fastest. To support planning by local authorities, I will later this year announce shadow allocations for 2012-13 for the local ring-fenced public health budget.
In the first instance, local authorities have the direct incentive that they represent the people who elect them and so will want to use the public health resources available to them to deliver the best possible public health services to their local population. The intention of our proposals, which has been very strongly supported, not least by the British Medical Association, the Faculty of Public Health, the Local Government Association and others, is to put public health resources alongside the range of responsibilities of local authorities which will have the greatest impact on the overall determinants of health: education, employment, housing, environment, transport and the like.
Will the Secretary of State assure us that the forthcoming tobacco plan will be both comprehensive and targeted to ensure that smoking rates are reduced? Will he promote what works, such as the use of smokers group help sessions, which the Public Accounts Committee found to be very effective, and will he limit the recruitment of new smokers by banning tobacco displays in shops?
In the public health White Paper, which was just mentioned, the Government committed to publish a tobacco control plan, and we will present that to the House shortly.
