It is a pleasure to serve under your chairmanship, Sir Graham. I, too, extend my gratitude to my hon. Friend the Member for Aberavon (Stephen Kinnock) for having secured the debate. Perhaps more importantly, I am grateful to him for having sponsored the “not a penny less” report through the all-party parliamentary group for post-Brexit funding for nations, regions and local areas. That report has informed the debate throughout.
This is the second debate on the shared prosperity fund over the past six months; the previous one was secured by my hon. Friend the Member for Wrexham (Ian C. Lucas). There were nine Labour speakers at that debate in November, and 11 are here today. The fact that so few Conservatives have attended speaks volumes about how important they view the shared prosperity fund for Wales as being. [Interruption.] Well done to the hon. Member for Montgomeryshire (Glyn Davies).
“Not a penny less” has been mentioned by virtually every Member who has spoken today. Wales is home to 5% of the United Kingdom’s population but receives 23% of European funding sent to the UK; “not a penny less” has been mentioned by every Member, and that is the level of funding that we want in future.
It is not only Wales that is concerned about the shared prosperity fund. There have been 177 written parliamentary questions about the fund over the past couple of years, many of which centre on the lack of consultation and detail that has been coming out—or, rather, not coming out—of the Wales Office, the Treasury and other Departments. We were promised a consultation in 2017, but it did not happen. We were promised a consultation in 2018, but by the end of that year it had not happened. As we speak, that consultation is nowhere in sight. We do not just need to secure the level of funding that we have received in the past.
My hon. Friend is making an important point about the consultation. Does he agree that it is important that the consultation occurs as soon as possible, so that it can be fed into the comprehensive spending review and so that Wales can get its fair share?
I agree entirely. I am not sure what the Government are hiding, or why they cannot be open and transparent with the people of Wales.

I agree. All those issues are part of the mix as to why we are seeing a decrease in life expectancy. It is a complex issue that needs further inquiry.
I am afraid that I must move on, because I have been getting eyes from the Chair and I do not want to upset Mr Paisley.
The Government have said that the situation is a blip because of flu or the cold weather. The Department of Health has seemed to downplay fears about life expectancy, pointing out that smoking rates have gone down and cancer rates have gone down, but that is all the more reason to be worried. If those indicators are going down and life expectancy is going down, what is causing that? Those are good indicators, but there are some bad outcomes for certain people in certain areas.
A report by Professor Martin McKee, whom I had the pleasure of meeting yesterday, notes that the most recent period
“has seen one of the greatest slowdowns in the rate of improvement”
in life expectancy
“for both sexes since the 1890s”.
The relative data on life expectancy today is comparable to a time before workers’ rights, advancements in medicine and technology, and the welfare state. That slowdown, as reported by the Office for National Statistics last July, shows that the increases in the previous period, before 2010, meant that for every five years that a woman was living, she could expect to live one year extra. Now it is the case that for every 10 years that a woman is living, she can expect to live one year extra. The rate has been halved.
Let me add to those figures some of my own, which I received through parliamentary questions that I tabled in January. Between 2009-11 and 2014-16, 19.8% and 20.3% of local authorities reported a decline for females at birth and at 65-plus respectively. There are certain areas of the country, certain demographics and certain genders—women—who are feeling this the most. That is no surprise, because 80% of the austerity cuts made since 2010 have fallen on the shoulders of women. The link between life expectancy and cuts to social care budgets has already been highlighted.
The hon. Member for South West Bedfordshire mentioned Scotland. I do not want to stick up for the Scots: they can do a good job themselves, especially the hon. Member for Central Ayrshire (Dr Whitford), with her medical background. However, there are national and regional variations within the United Kingdom. If we look at local authorities in England, we see that 22% of them have seen a decrease in life expectancy.

Have the Government assessed whether the independent financial adviser provision close to these steelworks has the capacity to deal with the demand? If it has not, can the Pensions Advisory Service help if there is a problem? Now that the FCA has visited Port Talbot, have the Government received evidence of financial sharks at the site, so that action can be taken? Given that these stories have broken so close to the deadline, do the Government think that the deadline is now appropriate and has any consideration been given to its possible delay? These pension law changes look set to provide a Treasury income stream for the years ahead, but there is a duty of care on us to make sure that this freedom of choice is backed up with guidance and support for these workers. Otherwise, I am afraid for the future of poorly advised steelworkers across the UK for the years ahead.
