Commons ChamberI have stressed that the continuation of a strong military presence in Wales is of great importance both to the local communities and to the country as a whole. I proudly display at the entrance to Gwydyr House the emblem of the Queen’s Dragoon Guards, which celebrates the bravery and commitment of our armed forces in Wales on behalf of Queen and country. I will continue to give every support to our Welsh regiments, including the QDG.
The feet-dragging by the Ministry of Defence over the future of the Welsh cavalry is deeply damaging to its morale. Will the Secretary of State strongly urge Defence Ministers to keep it?
The hon. Gentleman is well aware that I have fully supported the Welsh cavalry—the QDG. I will take no lessons from a party which, in restructuring the Army, consigned more than 600 years of military tradition in Wales to the history books when it abolished the Royal Welch Fusiliers and the Royal Regiment of Wales to form the Royal Welsh. I, certainly, will continuously press the Welsh regiments’ case at the highest level, and the hon. Gentleman should take comfort from that.

Commons Chamber4. What assessment she has made of the treatment of capital allowances in enterprise zones in Wales; and if she will make a statement.
The Chancellor announced funding for enhanced capital allowances in the Deeside enterprise zone in the Budget in addition to the money already provided for enterprise zones in Wales. We are committed to looking at how we can provide these allowances elsewhere but the Welsh Government must develop strong, detailed and robust business cases.
I thank the Secretary of State for her interest in the Blaenau Gwent enterprise zone. Plans for a motor industry complex there are now at a critical juncture. We need to know if capital allowances can be delivered or if other tax treatments are a better prospect. May I press her for a meeting between developers and the Chief Secretary to the Treasury, so that we can thrash out a solution?
The hon. Gentleman has worked tirelessly for his constituency to develop these proposals for the Ebbw Vale enterprise zone, and I really do congratulate him on that. We have met on other occasions and I have written to him again today, saying that I am very willing to try to secure a meeting with the Chief Secretary to the Treasury, but without a business case the Treasury cannot make any decisions on further enhanced capital allowances. I urge the hon. Gentleman to discuss the subject with the Welsh Government as well as with our Government.

Commons ChamberThis is becoming a common theme. Although the enterprise zones have been declared by the Welsh Government, we have only a recent letter from the Minister for Business, Enterprise, Technology and Science of 22 November to Assembly Members, which says that the Department is currently working hard with colleagues in transport, planning and elsewhere to ensure that its enterprise zone policy can be delivered. We can only hope that it gets a wiggle on and gets those details out to businesses as fast as possible.
Blaenau Gwent, with high unemployment but great potential, includes an enterprise zone. I thank the Secretary of State for meeting developers who propose to build a £200 million race track there. She offered to speak to Ministers from the Treasury and from the Department for Business, Innovation and Skills about that infrastructure plan and capital allowances. Following those representations, will she meet me to feed back on progress?

Commons ChamberWill the Secretary of State update the House on how the Wales Office is supporting economic growth in the newly announced enterprise zones, and will she meet representatives of my council, possible employers and me to talk about that? In Blaenau Gwent in the past 12 months, unemployment has gone up by a shocking 11.7%.
I need to remind the hon. Gentleman that the enterprise zones in Wales are a devolved matter that falls to the Welsh Government. I would ask him to make his representations, as I did on his behalf and on behalf of many other Members of the House, to the Minister for Business, Enterprise, Technology and Science in Wales. Let me tell the hon. Gentleman what we are doing. We are increasing capital spending on roads and railways, creating a superfast broadband network, and cutting corporation tax and regulation. We are doing an awful lot to support businesses, and I want the Welsh Government to rise to the challenge, too. [Interruption.]

Commons ChamberI was very pleased when we were able to announce the electrification, which will indeed help to provide jobs not only in Wales but in other parts of the United Kingdom. I hope that there will be many opportunities for businesses in my hon. Friend’s constituency, as well as throughout Wales, to be involved in the process. Certainly the Wales Office will do all that it can to facilitate that.
Good transport links are vital to economic success. Will the Secretary of State undertake to deliver electrification of all the valley lines, including the line between Ebbw Vale and Cardiff?
As the hon. Gentleman will know, we identified electrification of the valley lines as a key priority as part of the development of the business case for electrification. As he will also know, I have said that I stand ready to work with the new Welsh Assembly Government and the Department for Transport to facilitate the electrification of those lines. I shall certainly examine the case for electrification of the Ebbw Vale line, which he has made to me before.

Commons Chamber9. What recent discussions she has had with the Secretary of State for Transport on funding for cross-border rail infrastructure projects; and if she will make a statement.
My hon. Friend the Under-Secretary and I have regular meetings with ministerial colleagues to discuss a range of issues affecting Wales, including transport. We recognise that improved rail infrastructure is a vital component for delivering a successful economic recovery in Wales, and we are working hard with the rest of Government to ensure that this is achieved.
Given that the great western main line is one of the UK’s busiest, can the Secretary of State assure me that Labour’s commitment to electrify the line between Bristol, Cardiff and Swansea by 2017 will be honoured?
The hon. Gentleman knows that we recognise the importance of enhancing railway infrastructure to meet demand, and that is why the Government are investing £14 billion of the Department for Transport’s £30 billion budget over the next four years in the maintenance of our railways. There will be further announcements on railway investment, and I very much hope that all the representations that have been made on the electrification of that part of the railway will find favour with the Secretary of State for Transport.
