The whole House will understand the sensitivities of this subject, not least this week, and the fire was indeed extremely intense and unsettling. I congratulate the 100-odd firefighters who attended that scene on their success in getting the fire under control with no serious injury. In response to the hon. Lady’s point, yes of course I take this extremely seriously. I have received assurances from the fire chiefs that the current arrangements around integrated risk planning, the requirements around mutual assistance and the national resilience are fit for purpose, but if anyone has hard evidence to undermine that my door is open.

In Northamptonshire the fire service has been successfully integrated with the local police service, saving money on administrative overheads and providing more resources for frontline capabilities. Is the Minister going to encourage more such mergers?

The answer is yes, and I congratulate Steve Mold and the leadership in Northamptonshire on what they have done to show what can be achieved through really creative collaboration. This is not just about saving taxpayers’ money; it is also about exploring the opportunities to deliver a better service to the public.

The settlement allows police and crime commissioners to absorb the increase in costs that they face while hopefully enabling them to continue their plans for recruitment and for filling in capability gaps. Like many other police forces, Merseyside police is stretched and does incredibly important and difficult work. Although the hon. Lady voted against it, I hope she welcomes the additional public investment of £5 million in Merseyside police, and that she will support a funding settlement that could increase funding into Merseyside police by up to £18 million this year, of which £8.6 million will come from central Government grant.

Policemen and women in Northamptonshire do a wonderful job in very challenging circumstances and deserve the thanks of hon. Members and of the public. Will the Policing Minister confirm that the funding settlement could mean up to an extra £9 million into Northamptonshire police, and does he share my hope that the police and crime commissioner will use the money to continue to increase police numbers?

I place on record my admiration for the work of Northamptonshire police and the police and crime commissioner. They are a good force in relation to efficiency, and benefited from increased funding of £4 million this year, which my hon. Friend voted for. I hope he will support this settlement, which I can confirm has the capacity to increase funding by a further £9 million this year. Of course, it is up to Stephen and the local chief to decide how those resources are best allocated. I am sure my hon. Friend will express a strong view on behalf of the good people of Kettering.

I completely agree with my hon. Friend that the use of body-worn cameras is a game-changer. When I talk to police officers, they tell me that it absolutely changes their levels of confidence in being in those situations. It is also, of course, of huge benefit to the people the police stop, search and question. It changes the dynamic of the conversation. The most recent figures I saw showed that 65,000 cameras had been deployed across 41 forces, and from memory I think we are on track to get to 80,000 in short order. We are proud to have supported that.

As someone who, in the past, has stopped and searched suspects when serving as a special constable, may I say to the police Minister that the reasonable grounds available to police officers are enhanced by the deployment of drug-sniffer dogs and knife arches? Can we have more of both, please?

The Home Secretary keeps this matter under constant review, and I am sure that he will take his comments extremely seriously.

To be honest, I am delighted that reserves are being put to good use because, in March 2018, Humberside was sitting on £28.9 million of public money, almost 17% of its annual budget. One of the things the Government have done is to force PCCs to be more transparent about their use of reserves, and I do not resile from that at all. I stress again that we recognise the problem, and there is determination and extremely hard work between the Treasury and the Home Office to find a solution in the police funding settlement in early December.

Police finances are incredibly stretched. Dumping £165 million of pension liabilities will be the straw that breaks the camel’s back. I offer the Minister my 100% support in getting the Treasury to think again.

I am grateful, as always, for my hon. Friend’s support. He knows from our previous exchanges that the Government recognise there is a problem in how stretched the police system is, and we took steps last year that led to more money going into the system, which is welcome, even though it was opposed by Labour. He knows my determination to find a solution not just for the pensions issue but for the stretch on the police. There is a need to increase police capacity.

I understand the truth of the messages that the hon. Lady has received, because I have heard exactly the same thing. We are responding to that with the additional money that is going into the system— £10.7 million for Greater Manchester. I have already laboured the point that we see that as a start. We are building the case for additional resources, reflecting the fact that demand on the system has changed and has become increasingly complex. However, this is not just about money; it is also about how demand on the police is managed. I have heard exactly the same frustrations that she heard from officers in her area about how their time is managed. That is based partly on demand from other bits of the system and partly on failings or room for improvement in how their bosses manage their time. We have to press and pursue both those things, which is exactly what I am doing.

Our police forces have never had to work harder. They are working more efficiently than ever in tackling crime, not least in Northamptonshire, where individual police officers do a fantastic job, but they need to be paid properly. It is wrong not to accept the recommendations of the independent pay review body, which should be honoured in full. Conservative Governments always used to prioritise police pay. Please can we get back to doing that?

I completely understand my hon. Friend’s point. I also fully appreciate the frustration and, in places, anger that police officers feel at the decision. As a representative of the Government—this was a collective decision—I can say that we are still in a difficult position in relation to the public finances, and the Treasury and others have a difficult job to do in terms of balancing fairness and affordability, which is what underlies this decision.

Firefighter staffing in Northamptonshire will soon be the responsibility of the new combined police and fire commissioner. Will the Minister work with the Ministry of Housing, Communities and Local Government to ensure that Northamptonshire County Council, which currently governs the fire service, hands over to the commissioner the correct financial resources to get the new organisation off to a good start?

I have not been privy to those conversations, but it is clear that the funding issue has been settled, and I understand that the policing plans for the Scottish leg of the President’s visit are in good order.

It seems to me that there are two fundamentally different parts of the security costs: there are the security costs for the protection of the President in various locations, and there are the costs of policing the demonstrations in London. London has lots of big demonstrations every year. Does the Policing Minister have any estimate of the cost for the Metropolitan police of policing demonstrations throughout the year? What is his working assumption about the cost of policing these two days of demonstrations for the President’s visit?

My hon. Friend is entirely right to distinguish between the effective policing of the President’s itinerary and the policing of protests in London and other parts of the country. The police expect more than 100 protests across the country, and there are separate policing plans within one strategy. He is also right to point out that the policing of major events in London is regular business for the Metropolitan police, with significant costs attached, which we support through Home Office grants and mechanisms such as the exceptional funding grant pot that I mentioned. The cost of this operation will run into the millions.

The ho. Lady makes an extremely good point about the importance of the highly valued contribution of the voluntary sector and civil society in these types of situations, in which the combination of the state and civil society working together is so effective. I know from the fire officers how much that voluntary work has been appreciated. The Government do a lot to support the voluntary sector in this country. As we look forward and try to learn from these lessons, we need to think harder about the role of civil society and how it is supported in these situations.

Arson—the deliberate starting of a fire—is an appalling crime. Will the Minister make sure that anyone caught and found guilty of such an offence in respect of these moorland fires feels the full force of the law, with exemplary sentences to act as a deterrent to anyone else?

The whole House would agree with the abhorrence that my hon. Friend expresses about arson, which is the most terrible crime. He may be aware that one arrest has been made in the context of these fires. Of course, the criminal justice process must reach its conclusion on that, but I expect the full weight of the law to be applied.

I am happy to meet all Members with an interest in this subject. I should say that the Government have not formally changed their position on medicinal cannabis. We have responded to an exceptional case and issued a licence to ensure that emergency treatment can be accessed, but I have signalled that we are looking again at the way in which we handle these cases.

I support the legalisation of cannabis for medical use and understand the need for a clinical lead on this issue, but given that a large number of countries have already legalised this drug, there must be a mountain of internationally accredited research already being undertaken that clinicians in the United Kingdom could access.

My hon. Friend makes an important point, and I thank him for the emphasis he places on the need to move ahead on an evidenced, clinically-led basis. He talks about international evidence, and he is absolutely right. That is why we are taking great interest in the WHO’s updating of its research, evidence and guidance on this extremely important, complicated and difficult subject.

I wish the hon. Gentleman had made that argument when he was a member of a Government who doubled council tax. He is right that there is a long-standing issue with variation in the amount of money that forces raise from precepts, which cannot be sorted in one settlement. That is why, to try to create more fairness across the system, this settlement is structured on the basis that PCCs could increase their precept by a number of pounds rather than by a percentage. Again, I make the point that Labour has created a straw man because, even with these changes, the reality is that around three quarters of funding for our police system still comes from the centre. Very little has changed.

The Minister is right about the need for innovation. In Northamptonshire, we now have a senior fire officer effectively in charge of community policing, while a police officer and a fire officer share a patrol vehicle to go around rural areas. At an operational level, it is dovetailing very nicely in Northamptonshire, but we need the Minister to sign off the transfer of governance from the county council to the police and crime commissioner so we can square the circle.

As my hon. Friend knows, an application has been made with a business case that has been independently assessed. We have had to delay a decision on that because of the inspection in Northamptonshire, as we need to make sure that the financial projection assumptions made by Northamptonshire County Council are built on rock rather than sand. He appreciates that. As soon as that process is resolved, we want to move ahead with a decision as quickly as possible.

I agree with the hon. Lady that policy should be evidence-led, and I support entirely her point that we need to think very carefully about the implications and consequences of everything we do.

As I said in my statement, outside of research we would not issue licences for the personal consumption of cannabis because it is listed as a schedule 1 drug. However, as in the case of Sativex, the Home Office will consider issuing a licence to enable trials of any new medicine under schedule 1 to the Misuse of Drugs Regulations 2001, providing it complies with appropriate ethical approvals. I repeat that I personally undertake to explore every option within the existing regulations to see if we can find a solution.

I support the medical use of cannabis and think the Government should be more fleet of foot on this issue. A sensible proposed amendment to the law in a free vote in this House would, I think, be carried.

I thank my hon. Friend for his comment. I dispute the allegation that the Government are not fleet of foot on this. As I said in my statement, we are aware that things are changing in other countries and that the WHO is reviewing the evidence, and we will follow that very closely indeed.

The hon. Gentleman tells me to get real, but the reality is that if we look at the performance of the London Met now as compared with 2008, there are—on the latest figures I have seen—100,000 fewer crime incidents and broadly the same number of police officers, and it is £700 million a year cheaper for it to run the policing system. In his world, those are cuts; in my world, they are efficiencies. The Met does a great job and is on a journey to becoming even more efficient, and this funding settlement, with the increased investment for it, will help it to do so.

Will the Policing Minister confirm that his settlement gives an extra £3.5 million to Northamptonshire police, which is an increase of 2.9% against a national average of 2.4%, and therefore represents further good news for a police force that is rated good for efficiency and has been busy recruiting new police officers?

I thank my hon. Friend for that, but his is not the only force that is recruiting more police officers. His force also stands out as one of the most effective in maximising the benefits of collaboration with other blue light services. I thank him for welcoming the additional £3.5 million of investment in the local policing system, if the PCC maximises his precept flexibility.

I thank the shadow Home Secretary for her constructive approach and for putting me on notice that she is going to hold my feet to the fire—I welcome that, because she has worked with victims of these tragedies. Together with the Home Secretary, I have met some of the families, and their accounts are overwhelming in terms of what they have had to endure, not just with the original loss, but the journey from that point. It has been absolutely unacceptable and the report is devastating, because it is a story of system failure and human failure going back over many, many years. This was recognised by the current Prime Minister and she was absolutely right to commission this report, and it is our responsibility now, after all these years of failure, to tackle this and do something right for families in the future—I am absolutely committed to that.

We did take some time to publish this review, because it is a very comprehensive review, with more than 100 recommendations that needed to be looked at seriously and worked through properly. It is a cross-government response, and I hope the shadow Minister will see it as substantive. On the accountability of police, yes, the families are very clear about that; they have worked and had to endure journeys of nine years to get nowhere in terms of a conclusion, and that is unacceptable.

I beg to differ a little on the point the shadow Home Secretary made about black and minority ethnic people being more likely to die in police custody; that is not what is suggested by the data I have seen, which is that the proportion of black people who die in police custody is lower than the proportion arrested. I believe the Independent Police Complaints Commission has published results of a 10-year study that bears that out, but I am more than happy to discuss this with her personally. But the most important point is that this report has to be a catalyst for change, and I hope that on both sides of the House we work together to make sure that finally happens.

I applaud my hon. Friend’s statement. He is clearly a man on top of his brief. As someone who has had the privilege to serve as a special constable in the past and who spent 25 days with Northamptonshire police under the police parliamentary scheme, may I say that we should applaud the work of the vast majority of custody sergeants up and down the land who take their job incredibly seriously and serve thousands of prisoners well each and every year?

My hon. Friend makes an extremely important point, drawing on his own experience. As I said in my statement, on every day in every force, the vast majority of the work that the police do is absolutely fantastic and is conducted to the highest levels of integrity and professionalism. Nevertheless, when things go wrong—and they do go wrong—we have to get to the truth and there has to be accountability. The report demonstrates that in the past the journey has been too difficult, there has been too much defensiveness and there has not been a strong enough feeling that the system is on the side of the families and the victims. That is what we have to change.

It is a great pleasure to serve under your chairmanship, Ms Ryan, I think for the first time, and to respond to this welcome and timely debate, which my hon. Friend the Member for Kettering (Mr Hollobone) secured. We came into the House in the same year—back in 2005—and since then he has been a tireless champion of the interests of the people of Kettering. I was therefore delighted to hear him express his 100% support for police and crime commissioner Mold’s proposals, and I heard him urging me to go even further in terms of ambition. It is typical of him that, to get insight into the operating reality of the people serving his constituents, he invested time in the parliamentary fire and police schemes and was himself a special constable, and I congratulate him on that.

I note the presence of my hon. Friend the Member for Northampton South (Andrew Lewer), who is presumably here to support my hon. Friend the Member for Kettering in registering what appears to be a consensus across Northamptonshire and clear popular support for this initiative, which to some degree, as he noted, reflects the reality on the ground. Northamptonshire is well known to be in the vanguard of collaboration between the emergency services, and I place on the record my congratulations and respect for everyone involved in the leadership that has been shown there. The debate is very welcome.

I can give my hon. Friend the Member for Kettering immediate reassurance about the Government’s support for the principle of enabling police and crime commissioners to have greater involvement in fire governance. That goes beyond words: we have already approved the first proposal, from Roger Hirst in Essex. We are encouraged to see that about a dozen areas, including Staffordshire—I very much welcome the intervention from my hon. Friend the Member for Cannock Chase (Amanda Milling)—have responded to the legislation that enables that greater involvement and are actively developing proposals to take on governance for fire and rescue. As I said, I am particularly pleased to see areas such as Northamptonshire leading the way.

As we MPs all know, the reality is that our public services—particularly our emergency services, which do an incredible job—responded impressively to pressure to control costs and find savings. Many of them have embraced collaboration, which is easy to talk about but quite difficult to do in practice. We are keen to encourage leadership to go even further in that direction, not just in the interests of using taxpayers’ money better and finding efficiencies, but to deliver a better service to the people we serve.

In that context, I pay tribute to police and crime commissioner Mold and his team for the hard work that they put into developing the proposal that gave rise to this debate. Indeed, they worked at such pace that they have already submitted the proposal. I must correct something that my hon. Friend the Member for Kettering said: the proposal is not actually sitting on my desk; it is sitting in the bowels of the Home Office being processed by officials, because it has only just come in. It will come to me, I will take a view, and it will go to the Home Secretary. That is the process. That means that I am a bit restricted in what I can say about the detailed business case, because I have not seen it. However, I will see it and we will test it robustly, not least because my hon. Friend will want the reassurance that I want that it is sensibly rooted in good economics, will result in a better service for his constituents and will leave Northamptonshire County Council with a solid financial base. The statute requires us to make various tests of the business case, which is in the system and will be processed as quickly as possible. I am a bit restricted in what I can say, but I absolutely note his message to get on with it.

I am sure the Minister will welcome the fact that Northamptonshire County Council, unlike some county authorities, supports the case. We are all singing from the same hymn sheet in Northamptonshire, if that gives him any encouragement.

I am particularly grateful to my hon. Friend for that intervention, because he makes an important point. As I have said, this is easy to talk about, but difficult to do. In particular, some of the work, which he talked about, that the county council has to do with the police and crime commissioner on data is complicated. He is quite right that some county councils have set their face against these changes, so I place on record my respect and thanks to Northamptonshire County Council for the leadership it has shown in fully co-operating with this complex task.

By way of conclusion, I would like to draw out a couple of key themes. First, I join my hon. Friend in placing on record my personal thanks and the Government’s thanks for the hard work and the service that the police and fire officers in Northamptonshire and across the country perform on our behalf. He is right that there are operational aspects to emergency response that are common to police, fire and ambulance, so it must make sense to explore where those services can be more effectively joined up to maximise capability, resilience and everything he talked about in his remarks. There are some fantastic examples of collaboration out there, including joint control rooms, multi-agency intervention teams and joint prevention and support capability. The Government have invested more than £88 million since 2013 in local blue light collaboration projects. We are not just sitting here, saying, “Get on with it.” We are actively trying to provide support, such as initiatives in Northamptonshire that include £4.5 million for police innovation and £3 million for fire transformation.

I get the sense that we are perhaps not in danger of going over the time limit, so I want to intervene again and say that we are blessed in Northamptonshire with two outstanding senior officers. The chief constable of Northamptonshire, Simon Edens, is fantastic. He is down-to-earth and hands-on, and he knows all his officers. Likewise, the chief fire officer, Darren Dovey, has years of experience and knows all the boys and girls in the fire service. The two are determined to work together operationally to make things work, whatever the governance structure will be. The changes to the governance structure will help them to do what they are already doing.

I am sure that my hon. Friend’s intervention will be noted by both those officers. In this place, we perhaps do not do enough to celebrate and recognise individuals who do outstanding work in public service. In the course of my process of engaging with police officers, I have spoken to the police chief on the phone, and I very much look forward to visiting Northamptonshire and meeting him and the fire chief in person, not least because it is clear that Northamptonshire has been at the forefront of many collaboration initiatives, including estates co-location, interoperability and joint community prevention work, as my hon. Friend brought to life in his speech. Frankly, I am very encouraged that PCC Mold has made collaboration and emergency services integration a running theme in his police and crime plan, for which he is accountable. His conviction about the benefits of service transformation is evident and encouraging.

While we know that good work is going on in some local areas, it is fair to say that nationally the picture remains a bit patchy, as my hon. Friend alluded to, and more can be done. In some ways, the pace and ambition with which policing has been transformed since 2010—it is much to the credit of police leadership across the country—can serve as a model for the changes we want to see in fire. With the Home Office now responsible for this area, we are able to support what we hope to see as the continuous improvement of fire and rescue services, enabling them to be more accountable, effective and professional than ever before. My hon. Friend the Member for Cannock Chase pointed out the important scope in the governance reforms to introduce much greater transparency and accountability, not least around funding streams into fire services, which the public we serve are obviously going to be increasingly interested in post-Grenfell.

To support the fire service along this journey, we are establishing an independent inspection regime for fire and rescue to be delivered by Her Majesty’s inspectorate of constabulary and fire and rescue services. There is consensus about the need for that. We are also making progress in setting up a professional standards body for fire. However, we want the bulk of the fire reform programme to be owned and delivered by the service itself. For example, we want the fire service to get better deals when buying equipment. There is still a lot of scope to improve that area, and we believe that a true commercial transformation and radical improvement to procurement processes are needed. We also want the service to look at workforce reform, increasing diversity and more flexibility in terms and conditions.

My hon. Friend the Member for Kettering made a very good point about how the police and crime commissioners have developed in the consciousness of the public. The system we had before was sub-optimal in terms of public accountability. Police and crime commissioners were a bold reform that is beginning to develop momentum, thanks not least to the individuals involved, such as PCC Mold, who has shown great leadership since his election. That includes action on cyber-security, domestic violence and children and young people’s safety. Such examples convince us that PCCs are ideally placed to support emergency services collaboration and the fire reform agenda. In bringing together local police and fire under a single leadership, we hope to see PCCs driving through transformation that truly delivers for local people. We expect to see improved visibility and transparency, direct accountability to the electorate and a renewed impulse to police and fire collaboration, which my hon. Friend is calling for. That is why we want PCCs to explore the opportunity.

A transfer of fire and rescue governance is not the only option for involving PCCs. As my hon. Friend mentioned, they can request a seat on their local fire and rescue authority, which can come with full voting rights, subject to local agreement. There are options, but I am clear that where PCCs are up for the governance option, are convinced that they have a strong business case, feel that they have the public on their side and, ideally, have the local authority on their side as well, they will have our support, subject to the rigour and robustness of the business case. It is up to local areas to decide what arrangements will work best for them. That is why the Government chose not to mandate the involvement of PCCs in fire governance.

Successful transformation has to involve local people and key stakeholders, and that is exactly what has happened in Northamptonshire. We want everyone to get behind the changes and what they hope to achieve, so that we can really see the benefits of improved accountability and greater collaboration. That is why we have encouraged early dialogue with local communities, local leaders and fire and rescue staff about the future they see for their fire and rescue services. Northamptonshire has shown that a constructive dialogue between PCCs and partners, including the county council, is possible, and I strongly urge other areas to follow that model and leadership.

I am grateful to the Minister for his response, but I am going to press him into an area that is a little off-piste and where he might be a little uncomfortable. Would he welcome innovative proposals that came forward from a county, such as Northamptonshire, to go for the full Monty: to combine fire, police and ambulance in some kind of sensible, county-wide emergency provision? That would enjoy huge popular support. I know it is very early days, but if someone were to produce a sensible plan, would the Home Office look at it?

I thank my hon. Friend, not least for the heads-up that he is encouraging me to go off-piste. We are operating in tough conditions. The situation requires outstanding leadership and for authorities, the system, the Home Office and the Government to be open to new proposals, because this is an environment in which we need to innovate. My instinct is always to be open to new ideas, and I will always ask, “Is there local support for this? Is there a business case and an evidence base to support this?” We feel strongly that there is an opportunity to go further with the governance of emergency services and police and fire in particular, which is why we enabled that through legislation. I am absolutely delighted that Northamptonshire is in the vanguard in responding to that opportunity, as I would expect. I can assure my hon. Friend that when the business case is released from the bowels of the Home Office and on to my desk, I will process it as quickly as possible. In the meantime, I congratulate him on securing this debate and thank him for his approval.

The hon. Gentleman accuses us of dithering, but our performance on emissions during the last Parliament was one of the most successful since 1990. He talks about delaying the emissions plan but he will know that the fifth carbon budget was set only last July. This country, and this Government, have a proud record of proving that we can reduce emissions while growing our economy, and we will continue to build on that.

With more than 30 large wind turbines in the borough, Kettering is coming close to generating more green electricity than it consumes, but what incentives are there in the business rates and planning systems to reward housing developments and business start-ups that are low carbon?

I thank my hon. Friend for pointing out how much progress we are making at the local level as well as nationally on the transition to green power. This has been facilitated by substantial investment through public subsidies and, as we look to encourage the deployment of renewable energy through competitive markets—preferably subsidy free—we are looking at what else we can do to facilitate that using the tools available to the Government.

On the last point, I can reassure the hon. Gentleman. Whistleblowers always have a role to play. They are part of the landscape of accountability and transparency, and anyone watching that programme will have reached their own view on the motivations of those individuals. It is not an issue for Government. The hon. Gentleman sought assurances that issues would not be repeated. The critical thing, as we have discussed, is this House’s confidence that the architecture of transparency and accountability in the process, the role of the regulator and the way in which the regulator reports to this House is sufficiently robust. I have not heard any comments suggesting that the House does not have confidence in that process.

The hon. Gentleman is right to say that we are dealing with an unsatisfactory legacy of the past, when things were not thought through properly and were poorly designed. Now, when we look at new nuclear, we see that the process has changed. The decommissioning process is negotiated up front. The hon. Gentleman is right that permanent long-term solutions must be found. When we are clearer about that, we will make announcements at the appropriate time.

I am delighted that my hon. Friend makes that point. It is a measure of the importance that the Government—effectively, a new Administration—attach to the issue that last week Sellafield was visited by not one Minister but two: Baroness Neville-Rolfe, who leads on energy in the Department, and, I am delighted to say, the Chief Secretary to the Treasury. That is significant in itself.

I entirely agree with the hon. Lady that research is very important. We do not know enough about this disease, particularly the links to microcephaly and the other consequences to which she alludes. The UK stands ready to play a full part in upgrading our knowledge. Specifically, we recently announced a £400,000 Newton Fund Zika research project between Glasgow University and Fiocruz in Pernambuco, the hotspot of the outbreak. Scientists from the London School of Hygiene and Tropical Medicine arrived in Recife last week. We are currently looking at what additional interventions are required to reduce the spread of the disease and its impact on developing countries, particularly countries where DFID is extremely active and where there may be a risk of crossover.

My constituents would like to know whether the risk to human health from the Zika virus is as prevalent as that from Ebola. If it is, should our response not be on the same scale? If it is not, why is it not?

I think I can reassure my hon. Friend’s constituents—and mine—that we are talking about a very different disease. That is not in any way to understate our concern, and the concern of the international community, about the spread of the virus, and in particular the links to congenital abnormalities, which we have discussed. I hope he can also take some reassurance from the relative speed that the WHO has shown in declaring an emergency, with the international response that triggers, which to my mind looks very vigorous and on it.

Again, we absolutely will not take any lessons from the Labour party about digital government. We are committed to the idea of transforming the great digital service. The feedback has been tremendous so far, and we have a hard commitment that every transformation will be accompanied by an assisted digital programme.

Kettering borough council, of which I have the privilege of being a member, is having great difficulty in complying with the Cabinet Office protocols on e-mail traffic with local government. May I arrange a meeting with the Minister and a representative from the authority so that we can get this sorted out?

The Government see a substantial opportunity to encourage more giving, bearing in mind that 8% of the country do 47% of the giving. The hon. Lady asks about money for more deprived areas. Our “community first and community organiser” programme, which is worth about £80 million, is exclusively targeted on the most deprived communities. The programme incentivises the local giving of time and money to support social action projects led by those communities.

As my hon. Friend the Member for Kettering (Mr Hollobone) knows, we are offering more than 10,000 places to 16-year-olds this summer, including 135 in Northamptonshire. Our 12 providers are working hard to ensure full participation. I hope that he will lend his personal support to Catch22 and the Prince’s Trust in his area.

Our providers are working very hard to ensure full participation in the pilots by engaging schools, working with local media, and using social networking sites, including a dedicated Facebook page. The Minister for the Cabinet Office and Paymaster General and I will write to every colleague in the House with details of how they can engage with their local provider, because we would like them fully to support this exciting and positive opportunity for young people in their constituencies.
