Commons ChamberWe take into account the condition of any school’s buildings in the capital funding we give either to the local authority or to the trust or diocesan group, and it is up to those bodies to decide how best to distribute that funding to meet local needs. All schools, including rural schools, have the opportunity to be nominated for the latest round of the school rebuilding programme, which is rebuilding and refurbishing school buildings across the country.
It would be remiss of me not to thank the Department for the huge rebuilding programme it is undertaking, particularly in Rossendale—not least the brand-new school in Whitworth and huge investment in Haslingden High and All Saints’ schools. However, a school I was previously a governor at, the Valley Leadership Academy, which is part of the Star chain of academies, is suffering terribly from under-investment. The estate is not fit for purpose, and I hope that when the next round of funding happens, my right hon. Friend will look favourably on the Valley Leadership Academy, and also the other Star Academies schools which are delivering brilliant quality education against the state of their school buildings.
I take on board what my right hon. Friend is saying. The condition data collection is a thorough nationwide assessment of the condition of every school in the country, and that is the data on which decisions are based when deciding how to fund capital funding.

Commons ChamberHow wise Sir Michael is, on this and on so much else! Raising standards is key to helping the economy grow and to improving productivity. Officials at the Department will be more than happy to hold discussions with their counterparts in the Welsh Government on how academies are raising standards. We would also be happy to discuss our education reforms over the past six years, which are raising standards and expectations in reading, writing, maths and the whole curriculum, in sharp contrast to what is happening in Wales under a Labour Administration.
13. What steps her Department is taking to increase the uptake of languages at GCSE.
The Government have acted to halt the serious decline in the number of pupils taking language GCSEs—40% of pupils in 2011 took a GCSE in modern foreign languages, down from 76% in 2000—and thanks to the EBacc, the proportion of pupils in state schools entered for a modern foreign language GCSE increased by 20% between 2011 and 2015. Our ambition is that 90% of pupils in mainstream secondary schools will enter GCSEs in EBacc subjects, including a language.
The internationalist manufacturing and business base across Rossendale and Darwen needs people with modern language skills if it is to continue to compete and succeed. What steps can schools take to co-operate with local businesses, such as those in my constituency, to ensure that the menu of language skills that pupils leave school with matches business requirement?
My hon. Friend is absolutely right, and one of the key goals of the Careers and Enterprise Company is to increase that engagement with business. The CBI’s recent report found that 77% of businesses valued foreign language skills and that nearly one third rated Mandarin as a useful language.

Commons ChamberThere is no bullying going on and schools are free to adopt academy status, but the Secretary of State and I are clear that we cannot allow schools that have underperformed year after year to continue to do so. That is why we are engaged in a process of working co-operatively with local authorities to convert underperforming schools—particularly the 200 worst performing primary schools—and to bring in an experienced academy sponsor to ensure that the children, who are often in the most disadvantaged parts of the country, have a proper education at long last.
The Darwen Aldridge Community Academy is a school in my constituency that has already achieved academy status. It recently applied to set up a studio school through the same foundation. Will the Minister update the House on when we will have a decision on the first round of bidding for studio schools, and how many applications there have been?
