Commons ChamberThe Hertford road in Enfield is a struggling, though viable, shopping parade. Does the Secretary of State agree that Enfield’s Labour council’s obsession with mobile CCTV cameras in the area is simply a demonstration of its wish to raise fines and not support local businesses, and will he offer assurances to help out?

Commons ChamberIn the motion, there is much that many can support, but where I struggle is on what you are saying about fees. You talk about limiting rents—
Order. I am not talking about anything. I think that the hon. Gentleman is referring to the hon. Lady.
I apologise, Mr Speaker. The hon. Lady talks about limiting increases in a three-year contract, but surely, without the fees, all that the agencies will do is front-load increases: we will see incremental, large rises at the beginning.

Commons ChamberOrder. I am always pleased to hear the hon. Gentleman, but I simply point out to him that Calderdale is rather a long way from Morecambe and Lunesdale. Calderdale is the subject of the question; therefore, it is essentially closed. I hope that that is helpful to him and the House.
13. What progress has been made on implementation of the Barnet, Enfield and Haringey clinical strategy.

Commons ChamberLet me remind the Minister that her answers should be addressed through the Chair. She has just referred to my constituent. I would have been delighted to have had my constituent addressed, but it would not have been appropriate here and now. We will move on.
11. What evaluation of the implementation of universal credit he plans to undertake.

Commons ChamberHad the Bill been law 10 years ago, Crawley hospital would not have lost accident and emergency and maternity services. It seems that my hon. Friend thinks the same about hospital services in his constituency.
Order. The hon. Member for Enfield North (Nick de Bois) is being generous in giving way, but I remind him that the Front-Bench winding-up speeches begin at 9.39 pm.
Thank you, Mr Speaker.
For years, we have suffered from a lack of local accountability in the health service. The Bill delivers that accountability. For the health service, the Bill is evolutionary, building on the successes and correcting the failures of the past, and leading to improved outcomes. This revolutionary Bill decentralises power to local people.
