8. What steps he is taking to stop unfair parking enforcement practices.

Councils are making a profit of £667 million a year from parking. That is unacceptable, so this Government are bringing forward a series of measures to make local parking fairer for residents and shoppers. This includes curtailing the use of CCTV spy cameras, introducing grace periods, and giving local residents and firms new rights to demand a review of yellow lines and parking charges in their area.

Over-zealous parking enforcement by these methods, and in particular by mobile cameras in Enfield’s Hertford road, is one of the most damaging practices to shops and shopkeepers, and the more so because Labour-controlled Enfield council is reducing the number of parking spaces. What advice does my right hon. Friend have for this council to put shoppers and high streets first?

On my visit to my hon. Friend’s constituency, he was kind enough to show me Hertford road, which does not have a very easy trading environment. We have placed an obligation on local authorities to look after local businesses, and we know that that plays an enormously important part in people’s management of their shops. I would simply urge Enfield council to get together with local traders to ensure that people do not have to drive further and further from Enfield to do their shopping.

10. What steps he is taking to help shops in England and South Basildon and East Thurrock with their business rate bills.

We are providing a £1 billion business rates support package. This includes a £1,000 discount for smaller shops, pubs and restaurants, and a 50% discount for businesses taking on long-term empty shops. It also doubles small business rate relief for another year, helping more than 500,000 small businesses.

I very much welcome the Government’s attempts to ease the plight of those shopkeepers and high street businesses, but does the Secretary of State share my disappointment that rather than promote the availability of this scheme when sending out business rate bills, Enfield’s Labour council felt it wise to spend its time issuing press releases, trying to claim credit for the Government’s very welcome policy?

I suppose that is a kind of halfway house, which is a bit of shame because about 2,000 businesses in Enfield should benefit from the scheme. Clearly, if those businesses are not aware of the possibility and do not apply, they are shelling out money unnecessarily, and the people who will suffer will be the people of Enfield.

Of course the council should be congratulated on its magnificent achievement; no doubt my hon. Friend’s constituents are very pleased. His council joins the seven out of 10 Conservative councils that have frozen council tax compared with only half of Labour councils. Furthermore, two thirds of Conservative police and crime commissioners froze their council tax, but no Labour commissioners have done so.

Is the Secretary of State surprised, like me, that despite the extra funding Enfield council insists that it has to make cuts to council tax support for the most deprived? It finds enough money to send highly paid directors and Labour councillors off to France to property conferences.

That would not be the property conference in Cannes, by any chance? No doubt that is very enjoyable. It strikes me that my hon. Friend’s council has its priorities all wrong. It should not be attacking the vulnerable, but making sensible savings and protecting the most vulnerable.

The hon. Gentleman is very good at smearing. This was properly conducted and, frankly, what a member of a company does in their spare time is not a matter of concern. I regularly deal with Labour councillors on a commercial basis and, frankly, I regard his attempt at smearing as pathetic.

T3. Does my right hon. Friend agree that Enfield council’s proposal to use its public health budget for enhanced gritting is a gross misuse of public funds—the more so because in Enfield borough there is a 12-year life expectancy difference within less than 1 mile?

I am very surprised to hear that. I know my hon. Friend takes a great interest as a co-chair of the all-party group on primary care and public health. That issue goes to the very heart of whether we trust local government. A number of us have wanted the removal of ring-fencing, but using on gritting what should be used on public health is frankly ridiculous, and it brings local government into disrepute.

All the money awarded for the building of a new free school in my constituency should go to benefit our children’s education, so is the Secretary of State surprised to learn that Enfield council is demanding tens of thousands of pounds of that budget for section 106 costs, providing no educational support?

My hon. Friend makes a reasonable point and I, the planning Minister—the Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Grantham and Stamford (Nick Boles)—and the Secretary of State for Education are looking into it as a matter of urgency.
