Commons ChamberThe hon. Gentleman makes a fair point. In my part of the world, many of our homes are local-occupancy and have covenants that affect their long-term value.
If this is the Government’s only way of trying to tackle this problem, they will not succeed. Their flagship policy on providing affordable homes is narrowly based on a group of homes that are really affordable only for people at the higher end of the private rented sector. That would be fine if it were part of a panoply of offers, but it is not. Those houses are provided at the expense of more affordable homes that would have been provided through section 106 instead. That is why my criticism is fair, and it stands. The houses that are built under this scheme will be exempt from the community infrastructure levy and from section 106 requirements. That means that the families who live in them will, quite rightly, make use of the schools, the roads and the infrastructure in those communities, yet the developers will not have paid a penny to contribute to the upkeep of any of those parts of the vital local infrastructure.
The Bill fails to guarantee that homes sold off under the right-to-buy extension to housing associations will be replaced, and we know from experience that that is unlikely to happen. The hon. Member for Hammersmith (Andy Slaughter), who is now leaving the Chamber, criticised the coalition. He could have criticised the fact that so far only one in nine of the homes sold off since 2012 have managed to be replaced. Even a Government who were keen to replace homes that are sold off find it hard to do so.
My hon. Friend is making a compelling argument. Does he agree that there is an ideological irony in the right-to-buy scheme in that what are, in effect, charitable organisations are being, in some sense of the word, renationalised by this Government?
That is a very interesting observation. Given that this will be counterproductive in trying to tackle the housing crisis, it can only be ideological. It is massively ironic, as well as totally and utterly counterproductive, that outfits such as Lakeland Housing Trust, which looks after 100 or so affordable homes, many of which are gathered through bequests from very well-meaning, decent people who want affordable homes in their communities, will be put under Government diktat that means that, in future, we will be unable to recruit the benefactors who will enable us to provide affordable homes in places such as the Lake District.
The right-to-buy extension is being funded through the sale of high-value council houses. That is an outrage. It will again reduce the homes available for social need without a guarantee of replacement. If this is to happen, councils should be allowed to retain 100% of the sales of those homes to reinvest in housing in their communities —but they will not be permitted to do so.
The Government have stopped councils and housing associations from building thousands of homes that they were planning to build. A 1% cut in social rents is a good thing if it is done fairly, but the Government did not do it fairly; they chose instead to be generous with other people’s money. A rent cut is right, but to make housing associations and the often vulnerable users of their services pay for it is pretty mean and massively counterproductive. In Hampshire, for example, 400 fewer new homes will be built than planned, as a direct result of this policy. At a time when councils should be expanding their building projects, they are being forced to cut back. Consequently, the housing crisis is set to get even worse. At a time when new homes should be encouraged from every direction, the Government are relying on a broken market to deliver, skewing the building of new homes away from being affordable. While we should make home ownership an option for as many as possible, we also need to ensure that there are homes available for those for whom that is not within reach.
Rural areas such as mine in Cumbria face particular challenges in housing. Land for building is hard to find.
The hon. Gentleman makes a great point. Demand and supply are at the heart of our housing crisis. All the evidence suggests that it just makes sense to provide more social housing—people who believe in the free market should understand this—because it will take the heat out of the bottom end of the bought market and make houses more affordable.
On my hon. Friend’s point about giving councils greater borrowing powers—this also relates to his earlier point about borrowing powers for housing associations—does he agree that any entity, whether it is a housing association or a council, can be given the right to borrow money only if it has a reliable income stream? That is why when the previous coalition Government cut social rents, they gave a guarantee to housing associations that their revenues would remain stable for a decade and a half. That reliable revenue stream has been torn apart by the new Government.
It rather plays into the pattern over the last nine months—since the coalition Government ended and the Conservatives came into power alone—of short-termism and a lack of a long-term thinking. The long-term plan appeared to leave office with my right hon. Friend. Instead, we see short-termism over green energy cuts, for example, and over providing the certainty that businesses of any kind need to plan. That includes housing associations, which are charities but which have, in many ways, the acumen and the outlook of the private sector. If we reduce their income, their certainty and their confidence in their balance sheets, they will build less and provide fewer services. Society as a whole will end up picking up the cost for vulnerable people whom we cannot support, who become more costly to society in later life.
Other reforms are needed to boost supply on the scale that is required. That cannot be left to the social housing market or to the starter homes initiative. That is why we are calling for at least 10 new garden cities in areas where there is local support to create thousands of new homes in thriving and sustainable communities with effective transport links and schools, providing hundreds of jobs in the process. In addition, we are calling for many more garden villages—not building in people’s backyards, but building beyond people’s horizons, with consent, and giving a sense that there is a long-term answer to the crisis. The Government must create the conditions for those garden cities to work, by empowering councils to buy land more cheaply and providing incentives to make the plan a success.

Commons ChamberThe education maintenance allowance, as proven by study after study, was not targeted at the problem it was supposed to address. That is why it has been replaced by a fund, which is now used at the discretion of colleges to cover classroom costs and transport costs for those students at college who otherwise cannot access it. I hope that the hon. Lady will welcome the fact that we have recently announced—as well as free school meals for all children in the first years of primary school—that we will finally address the inequity of providing free school meals to youngsters from disadvantaged backgrounds at college as well.
Given that one of the key determinants of social mobility is the availability of affordable new housing, will the Deputy Prime Minister disassociate himself from words attributed to the Prime Minister over the holiday period about the Price Minister being opposed to the development of new garden cities to help meet that desperate need? Will my right hon. Friend support proposals to build in fresh places to make our economy stronger and our society fairer?
I have been a long-standing advocate of garden cities. If we are to avoid endless infill and endless controversy about developments that sprawl from already established urban or suburban places, we have to create communities where people want to live—not just with affordable housing, but with the amenities of schools and the infrastructure necessary. That is why I believe in garden cities and why, as a Government, we are committed to publishing a prospectus on them, which I very much hope we will do as soon as possible.

Commons ChamberT10. Six hundred Afghan interpreters have put themselves at serious personal risk by having loyally supported British security services in Afghanistan. They could be in even greater danger once our services leave. Will my right hon. Friend back the campaign led by our noble Friend Lord Ashdown to ensure that we honour the Afghan interpreters and offer them and their families secure refuge in this country?
I strongly agree with my hon. Friend, and I am sure that he speaks for many Members across the House. We do, of course, have a moral duty—a duty of care—to those who have risked life and limb for British servicemen and women on the front line in Afghanistan. We will make an announcement later today on those being made redundant as part of our ongoing draw-down. In short, we will offer a very generous package of support for those who wish to stay in Afghanistan and are able to do so. We will also make sure that those who have been on the front line, have served for 12 months and are now being made redundant have the opportunity to resettle in this country, as well as those who are being intimidated, when resettlement is the only option to guarantee their safety. We owe that to them, and we will do it.

Commons ChamberIt is incredibly important that the newspaper industry heeds what hon. Members have said and what the Prime Minister has said forcefully—that the ball is now in its court to make the first move of showing that it can propose a self-regulatory institution, which would be independently verified in one way or another as soon as possible. It would be an extraordinary failure if the press did not take up that opportunity and respond to Lord Justice Leveson’s invitation for its own good. Everybody who cares about our great British press knows that the public need to be reassured that it will abide by higher standards in future.
Given that we can choose one of two extremes—one is a dangerously politicised regulation of the press, and the other is allowing editors to continue to regulate themselves through a lock-in at the last-chance saloon—is not the best thing to do to accept the advice of an independent commission that sat for so long, heard so much evidence and produced such a lengthy report, so that we do not kick the matter into the long grass, and so that we give the victims of the worst examples of journalism the justice they deserve?
I agree with my hon. Friend’s basic premise that, if the central insights of Lord Leveson are good ones, we should implement them. However, I disagree with hon. Members who have implied that the report should be adopted in its entirety, with every t crossed and every i dotted. There is a lot of dense and complex stuff in the report. There is an extensive chapter on data protection. I am no data protection expert, but Parliament will want to scrutinise the implications of that chapter properly. We should adopt Leveson’s central insights and what he is seeking to deliver, but I do not believe we should therefore suspend all critical faculties on some of the detail, which must be got right.

Commons ChamberThe hon. Gentleman is quite right to point out that local authorities and returning officers have an obligation to ensure unimpeded access for all voters so that everyone, regardless of their circumstances, can exercise their right to a democratic vote.
We now elect police commissioners, yet up and down the country, including in my constituency and in the Yorkshire dales and the Lake district, we have national park authorities, which, in effect, perform the function of a local council but are totally unelected by, and unaccountable to, the people they serve. Is it not time the Government looked at making our national park authorities democratically elected, too?
I, too, have a significant chunk of a national park in my constituency and know that this issue divides opinion among those who are familiar with our great national parks. I have a lot of sympathy with my hon. Friend’s view that it would be a good thing if local people’s preferences were reflected more fully in the way national parks are governed, and I know that the Department for Environment, Food and Rural Affairs is actively looking at the issue.

Commons ChamberAs the hon. Gentleman knows, we have announced new arrangements that will compel the big six utility companies to provide information to consumers about which tariff is best for them. That has not yet come fully into effect, but it will be a huge change. He is quite right: there is still far too much confusion and too much information, with too many contradictory messages being given to households and consumers about their energy bills and the tariffs available to them. This will, I hope, make a dramatic difference, because it means that in clear, simple terms people will be informed of the cheapest tariff that suits them best.
Does my right hon. Friend agree that it is very important that we tackle the threat to our economy and our society of climate change and that the messages given out by Ministers on both sides of the coalition are consistently and strongly pro-green, pro-green energy and pro-green manufacturing in order to give green business the confidence to invest?
As my hon. Friend will know, the coalition agreement commits this Government—across all parties—to be the greenest Government ever. We have achieved many radical new things, such as the carbon budget, the carbon floor price, the green investment bank and the green deal, which will be the first of its kind anywhere in Europe and will be unveiled in the next few months. I say to my hon. Friend that this is not just about whether we think it is right for the environment, but about what is right for our economy. The green sector employs close to 1 million people, was growing at about 4% or 5% last year and is one of the few sectors that runs a trade surplus. That is why he is right that we should be working consistently to deliver more investment and more jobs for the people of Britain.

Commons ChamberI have sought to answer this question as best I can a number of times before. The hon. Lady cites police and crime commissioners, and she is right: the people will be able to elect them. I ask her quite simply: why is it okay to elect police and crime commissioners, but not to elect the people who shape the laws over which those police and crime commissioners have to preside?
Will my right hon. Friend join me in observing that there are four times as many members of the House of Lords over 90 as there are those under 40, and reflect on the fact that this rather implies that this Parliament as a whole does not represent younger people in particular? What measures can the Government take to involve younger people more in our democracy? In particular, will he look again at giving votes to 16 and 17-year-olds?

Commons ChamberIf we consider the recent massive expansion in legal aid and the budget for it, and the types of dispute brought within its scope, I think any reasonable person would agree that it is worth trying to put the budget on a more sustainable footing and that where there are alternatives to court—such as tribunals, mediation and citizens advice bureaux—they should be explored first, rather than immediately decanting people and disputes into the court system.
T4. In Cumbria we are very proud of having close business and cultural ties with Scotland, but does my right hon. Friend share my concern that business confidence on both sides of the border is being badly affected by the uncertainty caused by the Scottish Government’s obsession with separatism?
I strongly agree with my hon. Friend. At a time of huge economic uncertainties in Europe and the world that are, understandably, creating anxiety among many families in this country, the last thing families in Scotland need is this constant guessing game—the First Minister’s cat-and-mouse game on the future of the Scottish people. What people want is certainty, because certainty is what delivers prosperity, jobs and growth.

Commons ChamberWill my right hon. Friend reflect on the absence of 1.5 million people from the electoral register: those who are aged 16 and 17? When can we look forward to a time when those people, who can raise a family and get married, who can pay taxes and who can serve in our armed forces, can vote, too?
As my hon. Friend knows, I personally have a great deal of sympathy with that view, but it is not reflected in the coalition agreement or shared across government. Clearly, it is a debate that we will continue to have on both sides of the House.

Commons ChamberI am acutely aware of the problem. I visited polling stations several times on that day, and saw the huge queues of people, many of whom were denied their democratic right to exercise a vote. The question is: what do we do about it? I happen to think that, in this instance, simply passing a law will not deal with the problem, which was a lack of resources and poor organisation by the returning officer, who acknowledged as much, as the hon. Lady knows, in Sheffield. That is what we need to address; we should not always simply reach for the statute book.
The partnership between schools and universities in the provision of teacher education is absolutely critical, and at the moment it works terribly well. The university of Cumbria is Europe’s largest provider of newly qualified teachers. Will the Deputy Prime Minister assure me that universities such as mine, which provide teacher education, will continue to have a leading role in the training of our teachers of the future?
Of course we must support all those institutions that produce the great teachers of the future. We must have great teachers who can also lift the aspirations of children in this country and particularly of bright young people from poor backgrounds who at the moment feel completely intimidated from going to university. I hope such teachers will explain to those young people that under the new scheme that we have proposed, they have a real route to live out their hopes and dreams at our great universities in the future.
