That was a strange question, because the hon. Gentleman had to admit that there were a lot of things he welcomed to try to sneak in a question. It was a little puzzling that he seemed to dismiss our investment in apprenticeships as if it did not provide opportunities for adult learners. The truth is that apprenticeships provide the best opportunity for adult learners, better than any alternative, and we are also extending the possibility of student finance to part-time learners. I hope he welcomes that.

I welcome that question, because while it is true that Ofsted has highlighted some bad practice, that bad practice has been familiar to us all for a long time, and has inspired the reforms that we are introducing. All apprenticeship frameworks will be replaced by standards developed by employers. Training must last for more than 12 months, and at least 20% of it must be off-the-job training. We will also ensure that quality improves at all levels. I disagree slightly with the chief inspector’s implication that a level 2 apprenticeship is somehow not of high quality. Apprenticeships should be of high quality at all levels, and the existing level 2 apprenticeships increase people’s incomes by an average of 11% three to five years later.

23. There were 970 new starts in my constituency last year, many of them in engineering and technology. That was an increase of 24% on the number of starts in the previous year. Will my hon. Friend join me in congratulating the new apprentices, and does he agree that those figures show that the Government are committed to high-quality apprenticeship places, such as those that are provided at Prospects college of advanced technology?

That was a stunning achievement in my hon. Friend’s constituency. I know that it was largely due to PROCAT, which is an excellent institution, and one of the first institutions to become a college for a long time. My visit to PROCAT was my first visit to a college in my current job, and if my hon. Friend invites me to return, I shall be happy to do so.

3. What steps he is taking to increase the number of engineers.

We are investing in engineering skills at every level in higher education through apprenticeships and in further education, but perhaps the most important initiative is the university technical college initiative. We have opened 30 university technical colleges and a further 27 are in the pre-opening phase.

As we know, we are going to have increasing demand for engineers nationally over the next few decades, and this will be no more acute than in Basildon and Thurrock. Will my hon. Friend therefore work with me to explore the possibility of establishing a university technical college in Basildon to meet our local needs and to encourage and enthuse young people to look at engineering as a valued career?

I would be delighted to do that. I know my hon. Friend has been leading the process of trying to set up a UTC in his constituency. I urge him to make contact with the excellent Baker Dearing Educational Trust, which developed the concept of the UTC and will provide invaluable advice on how to make sure that my hon. Friend submits a successful bid.

3. What steps his Department is taking to increase the number of apprenticeships.

We have achieved our ambition of 2 million new apprenticeships since 2010. The apprenticeship grant for employers is helping smaller business to take on new apprentices. From April 2016, employers will not be required to pay employer national insurance contributions for apprentices under the age of 25.

Will the Minister join me in congratulating the nearly 800 people in my constituency who started an apprenticeship last year? However, it is not just about quantity; it is also about quality. What steps is he taking to raise quality as well as quantity?

I am delighted to congratulate those who started apprenticeships in my hon. Friend’s constituency this year. There has been a 40% increase since 2009-10 in the number of people starting apprenticeships in his constituency. They are higher-quality apprenticeships than those that existed under the previous Government. They have to last at least 12 months, and they have to be a real job with a real employer. That is a key part of the economic plan that is improving conditions for young people in his constituency.
