Comprehensive information about how many civil servants have been seconded to the UN from each Department in each of the last five years is not tracked centrally.

Departments manage and record their own secondment activity which is not tracked centrally, in order to meet their business and staff development needs.

To ask the Minister for the Cabinet Office, pursuant to the Answer of 13 March 2018 to Question 131358, on Defence: Modernisation, whether the National Security Capability Review will include new risk assessments separate to the National Security Risk Assessment.

The National Security Capability Review was conducted in support of the implementation of the National Security Strategy and Strategic Security and Defence Review, to help ensure that the underlying policies and plans were as joined-up, efficient, and effective as possible. The review drew upon the existing National Security Risk Assessment and refreshed our understanding of the challenges based upon the current national security context.

The National Security Council has agreed the high-level findings of the National Security Capability Review. Ministers have agreed that we should finalise the National Security Capability Review with a view to publishing the conclusions in late spring.

To ask the Minister for the Cabinet Office, with reference to the National Security Risk Assessment 2015, whether International Military Conflict is still considered a Tier One risk.

The National Security Risk Assessment is designed to support a collective understanding of the most significant risks facing the UK and our interests overseas. It is used to inform the National Security Strategy and Strategic Defence and Security Review and considers risks over a five year timeframe. In 2015, international military conflict was assessed to be a Tier One and this continues to be the case, taking into account both the likelihood and impact of potential scenarios.
