Commons ChamberI thank the right hon. Gentleman and his Committee for their work on this matter. No system in the world is incapable of refinement and improvement by looking at it over time and I am grateful for the points he makes. I did not think there was any doubt in what we have consistently said. We have said that e-petitions are eligible for debate once they reach the threshold, not that they will necessarily be debated. The system is working well, but the Procedure Committee has made some fair points on how we can better manage the process in the House. We will certainly respond to the Committee as soon as is appropriate.
The Procedure Committee report was not only excellent; it was done in record time to ensure that we could have a timely debate and to ensure that the e-petition system works as well as it possibly can. Will the Government ensure that their response to the Committee’s e-petitions report comes before 6 March, so that we can consider it in the Hansard Society seminar?
We will do our best. The seminar to which the hon. Lady refers will help to inform the work of the Procedure Committee. The results of the seminar plus the Government’s response will—I hope—enable something to be laid before the House that will improve how we deal with e-petitions. With co-ordination and co-operation from everybody involved, we will ensure we get the right response.

The hon. Member for Thirsk and Malton (Miss McIntosh) raises an important point. She may like to approach the Procedure Committee, because it is really a question of procedure, rather than one of access to Ministers, on which I might reasonably be expected to have some impact.
7. If he will establish a regular day of the week in sitting time for Back-Bench business.
This issue could be considered as part of the review of the operation of the Backbench Business Committee. The hon. Lady knows, because we have had discussions, that we hope that will be undertaken fairly soon.
I thank the Deputy Leader of the House, but what reasons can he give for not having a regular slot? Would it not just be much, much easier?
The hon. Lady will recall that she sat on the Wright Committee. I did not, but she did and so did my right hon. Friend the Leader of the House, and we were committed to putting into effect the recommendations of the Wright Committee. She will recall that the Committee stated, in paragraph 214 of its report, that
“it could be left open to a process of regular discussion and negotiation as to which day of each week would be devoted to backbench business. This would avoid the rigidities referred to above.”
We have simply taken that recommendation—she may or may not have agreed with it, because I know she did not agree with all of what the Wright Committee recommended—and put it into effect. I have to say, there are advantages to having that flexibility.

Commons ChamberFurther to that answer, the Deputy Leader of the House is aware that the 35 days allocated to Backbench Business Committee debates at the moment is a minimum number, so given the popularity of those debates, will he increase that number from 35 to many more?
At the moment, the hon. Lady’s Committee has 15 days of the allotted 35 days left, so we have not yet reached the allocation. There would not be a need for a change to Standing Orders to allocate more if it seemed appropriate to do so, but I stress again that for the system to work—I think it is working very well—we have to get the right balance between legislative time and time for other debates. We often hear calls for more time for Committee and Report stages of Bills, and we have to be aware that that takes time as well. If we restrict the number of days available for scrutiny of Bills, it restricts the opportunity for Back-Bench Members to have their say on legislation that is passing through the House.

Commons ChamberI think that ministerial responses—I set aside my own efforts—were better than usual, simply because they were informed by a pre-knowledge of the topics that Members intended to raise.
Forty-five Members participated in the debate on 21 December 2010, compared with 23 in 2009 and 25 in 2008, and I believe that according to most measures that must be considered a success.
Not only did 45 Members speak, but every Member who wanted to speak was able to do so. The fact that six Ministers responded from the Dispatch Box made the occasion very popular with Back Benchers, and also ensured that they were much more able to hold the Government to account. The debate was in its usual slot, but does the Deputy Leader of the House welcome the fact that the Backbench Business Committee has done some innovating of its own?
I think it is terrific that the Backbench Business Committee is prepared to consider new ways of doing things in order to establish whether we can improve the procedures of the House, and I can only congratulate it on doing so. I am particularly grateful to the hon. Lady for ensuring that I had sufficient time in which to address, at least briefly, the points raised in the debate.
I know—my right hon. Friend the Leader of the House will announce it later—that the hon. Lady’s Committee has decided that there is scope for a debate on parliamentary reform, and I think that that too is extremely useful. We will work closely with the Committee in trying to do things better in future, and I hope that the hon. Lady will continue her good work.
