Commons ChamberWe operate hybrid working, whereby staff are expected to spend, on average, two days a week in the office, recognising that some roles require more office-based work than others. This is designed to maximise the use of our office capacity, as we currently have 800 desks for 2,000 staff in London. There are huge advantages to working in the office, but also to working at home, including fostering a sense of community and belonging. I am fully supportive of the hybrid approach.
Figures released in April showed that 43% of staff in the Department were working on departmental premises. Can the Secretary of State tell me what proportion of staff in her Department were working from home before the pandemic; what the proportion is now; and what steps she is taking with the Minister for Brexit Opportunities and Government Efficiency to encourage more civil servants to work in the Department?
Before covid-19, the Department for Digital, Culture, Media and Sport followed a “smarter working” operating model where occasional working from home was an option. This enabled us to reduce our desk capacity to save money, and, typically, we expected about 40% of staff to be working from home, or from another location, on any given day. Since covid regulations were relaxed, staff in my Department have been returning to the office as part of a hybrid working operating model, with an expectation of some working from home. As I said, we have 800 desks for 2,000—well, 2,180—staff in our London office. The occupancy levels continue to increase, with an almost 80% occupancy on some days, but those figures are of the capacity that we have available to actually sit staff down in the Department. Due to our desk ratio, we now expect about 60% of our London-based staff to be working from home, or from another location, such as Manchester, on any given day.

Commons ChamberI thank the hon. Gentleman for his question and his comments. He is absolutely right; I do speak regularly to the independent sector, including Channel 4 and other bodies within the sector. I take his comments on board and hear what he is saying. The BBC is a beacon for Britishness—for all that is British; it is a beacon across the world for broadcasting excellence. But even the editors of the BBC and those who run the BBC accept that there have been some problems. They are being dealt with and that is part of the ongoing discussions. I know that he is particularly concerned about this, but I am sure that he appreciates that while negotiations are ongoing I am limited in what I can say.
In 2017, the BBC agreed to take over the funding of free TV licences for over-75s in return for increased income from increases in the licence fee and other commercial funding streams. The BBC’s behaviour since, in abolishing free TV licences, shows that it cannot be trusted. For its disgraceful treatment of pensioners, will the Secretary of State use the funding review in 2022 to scrap the licence fee altogether and let the BBC compete on a level playing field with other broadcasters?
I thank my hon. Friend for his question. On the charter review, the mid-term review does begin—and we will start discussions—next year. The charter renewal, which is the point at which the future of the licence fee will be decided, does not take place until 2027. As I have just said, in those discussions the editorial perspective and a number of layers and things recently highlighted during the response to the Serota review are all under consideration, and my hon. Friend’s comments have been noted.

Commons ChamberMany of us would like the European Union to be even more distant than it is. The problem is that its tentacles creep into all aspects of the British way of life. I think the hon. Gentleman will find that there are people in this country, from right, left and middle, who think it is outrageous that over the next five years, in this current Parliament, our membership fee will be £41 billion.
I will give way when I have told my hon. Friend that in the previous Parliament the membership fee was £19 billion; it has more than doubled.
The hon. Member for Vauxhall (Kate Hoey) touched on this point. If the House voted yes tonight, then when our Foreign Secretary, Prime Minister and Chancellor went to negotiate with our European partners, they would take with them the threat of the loss of £45 billion and would perhaps be treated slightly differently in the negotiations. Does my hon. Friend agree with that?
I do agree. They could not really treat us much worse.
From my perspective and that of my constituents, whom I have the privilege to represent, the EU is getting its hands on more and more aspects of the British way of life. My hon. Friend the Member for South East Cornwall (Sheryll Murray) spoke about the effect on this country’s fishing industry, which has been destroyed by our membership of the European Union. Our membership fee has more than doubled. Nine out of every 10 jobs in this country go to foreign migrants, most of whom come from the European Union. These issues are not of concern only to right-wing people; they are of concern to every person in this land.
This debate is exposing an increasing disconnect between our constituents—the residents we struggle to represent—and the Front Benchers of Her Majesty’s Government and Her Majesty’s Opposition, who have tried to deny debate on this issue. One of the qualities of the Backbench Business Committee is that it chooses subjects for debate in this House that the Government would not otherwise allow. That is why the Backbench Business Committee chose this subject. We would not be having this debate if we had left it up to Her Majesty’s Government.
I have a confession for the House: I do not believe in ever closer union. I think it is wrong in principle and I think the British people do as well. I have another confession for the House: I believe that Britain would be better off out of the European Union altogether. I do not expect a majority in this House to agree with that, but I am privileged to put that on the record on behalf of my constituents in Kettering. I believe that if we were to have a referendum on in or out, most of my constituents would vote to leave because they have had enough.
