Commons ChamberI am grateful for the right hon. Gentleman’s support. We are looking at high-risk, large capacity indoor venues. My colleagues in the Department for Business, Energy and Industrial Strategy—the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Sutton and Cheam (Paul Scully) and others—are currently working with the industry to take advantage of step 4, to get those businesses back on their feet and then, of course, to take all that learning so that I can be back here at the Dispatch Box in September to share with the House how we can sustain the industry going forward while we live with covid, because we will have to transition this virus from pandemic to endemic status.
The now famous test and release pilot was first announced on 29 April. Is the lack of any results from that pilot, nearly three months after it started, a failure on the part of Public Health England, or are the results being suppressed because the Minister might be concerned that NHS Test and Trace does not have the testing capacity available to make test and release available to everyone?

Gentleman knows that the funding for lending scheme, which the Government and the Bank of England have promoted, has explicitly concentrated on getting lending going to small businesses, but as my hon. Friend the Member for Bedford (Richard Fuller) said, bank lending is not the only source of finance needed. The venture capital funds established under our city deals are an important and welcome way in which small businesses can benefit from the finance they need to expand.
2. What assessment he has made of how city deals are working.
We have now agreed 19 city deals, and although they are for the long term, those in the first wave are already making a significant difference. For example, in Birmingham, more than 2,000 new apprenticeships have been provided. In Newcastle, infrastructure works are nearly complete on the Science Central development on what was previously derelict land. In Manchester, work will shortly begin on the airport relief road, and Liverpool is hosting the international business festival in June and July, which I know the hon. Member for Liverpool, West Derby (Stephen Twigg) will be supporting and to which I will ensure all colleagues receive an invitation.
Will the Minister consider spreading the excellent city deal initiative to all parts of the country?
I can confirm that there is in fact a city deal covering my hon. Friend’s constituency, the Coventry and Warwickshire city deal, which is focused on making the most of the opportunities in the supply chain for advanced manufacturing. Furthermore, through the available local growth funds, the principle of city deals is being established across the whole of England, and I am looking forward to visiting each LEP to conduct negotiations.

Commons ChamberAs a result of the chaos of the previous Government, we almost ended up nationalising the banks. I want to see our banks back in the private sector; I want to see them competitive; I want to see them making money, providing jobs and getting credit to businesses and consumers.
The Financial Services Authority says that one reason why RBS failed was the political pressure put on the regulator to ignore the risks banks were taking. It named the shadow Chancellor as one of the three politicians responsible for that. What checks and balances are in place now to ensure that that does not happen again, and has my right hon. Friend had an apology from the shadow Chancellor?
One of the principal innovations was to get rid of the shadow Chancellor who was then in a position to interfere. The reason we are setting up the system and giving powers to the Bank of England and the regulator is to make it very clear that any bank that breaches the rules can forget about lobbying Ministers. The banks will be responsible to the Bank of England, which will enforce the law that I hope this House will see fit to pass.
Of course. One of the real opportunities in the localism Bill is to remove the threat to the green belt that comes from the regional spatial strategies. The concern up and down the country that green belts could be deleted through those strategies will be buried once and for good by the localism Bill.
I was pleased to hear the Secretary of State confirm that material consideration should be given by councils to circular 01/06 on Gypsies and Travellers, although some, including mine, have not been doing so. May I ask the Minister to outline what benefits that will present to neighbourhoods and to villages such as Welford-in-Avon in my constituency?
The Leader of the Opposition has said that the previous Government looked down their noses at local government. Nowhere was that more true than in the case of parish councils. The charge of parochialism needs to be turned round and we need to regard an interest in locality through parishes as a positive measure. The localism Bill will allow parishes, as neighbourhoods, to set their own plans, to have them adopted and to give effect to them in the planning system.
