Let me first extend my sympathies to Ann’s family for what she went through. Obviously that is not appropriate, and I will ensure that the Department engages with the right hon. Gentleman and Ann’s family on the proposed law. He is right to say that we should have high standards across the care industry, and we are working towards more investment to support our care home staff, making sure that they have training qualifications and development, and that we have a regime that can hold everyone to account for delivering the high standards that we would all expect.

Q6. Does my right hon. Friend agree that one of the greatest qualities that those on these Back Benches bring to Westminster is plain old-fashioned common sense? Derbyshire common sense led the good people of Ashbourne and surrounding villages to reject the Sadiq Khan ULEZ rules, and even the Welsh 20 mph rules. Will my right hon. Friend join me, and perhaps ask his neighbour the Chancellor if he will pay for the Ashbourne bypass?

I know that my hon. Friend has been a dedicated campaigner for the Ashbourne bypass. The Government are committed to investing more in the midlands, and in particular to putting every penny of the £9.6 billion from High Speed 2 back into the local area. My hon. Friend is right: we will focus on drivers and their priorities, rather than continuing the war on motorists that is being waged by the Labour Mayor in London, but also by the Labour party in Wales, with both the ultra low emission zone and 20 mph speed limits. It is this party that is unashamedly on the side of the motorist.

That was a rather disappointing question from the hon. Lady. The Chancellor has made £800 million available for the devolved Administrations across the United Kingdom and wants the UK Government to be able to work directly with local authorities and to hear about what their priorities are. I think it is absolutely fantastic that the Chancellor, as well as being able to deliver that £800 million, has found £740 million for the Welsh Government and has continued the support for businesses and individuals in Wales affected by the covid crisis. Perhaps I can pass the hon. Lady’s congratulations on to the Government for a fantastic Budget for Wales.

What steps the Government are taking to help promote the growth of green industries in Wales.

Earlier this month, the Chancellor committed £4.8 million to the Holyhead hydrogen hub project. Offshore wind in Wales is going from strength to strength, with the potential for a 1.5 gigawatt project in north Wales and growing interest in floating wind off the south-west Wales coast.

Green issues affect the whole of this Union; does my right hon. Friend agree that it is important not only that Wales capitalises on new and innovative green industries, but that it continues to decarbonise the heavy industry it already has given that over 10 megatons of carbon emissions were generated by businesses and industries in Wales alone last year?

As I mentioned in answer to an earlier question, only today there has been an announcement of a further £20 million for the South Wales industrial cluster to develop an industrial decarbonisation plan. The 10-point plan and our net zero ambitions will create 250,000 jobs across the UK, and I am absolutely determined to ensure Wales gets more than its fair share of them.

Again, despite the gloom that the right hon. Gentleman seeks to spread about Scotland and the rest of the UK, the UK currently has the highest youth employment in the G7—I could perhaps have made that point to the right hon. and learned Member for Holborn and St Pancras (Keir Starmer)—and lower unemployment than France, Italy, Spain, the United States and Canada. There is a threat to the Scottish economy, sadly, and that is the high tax regime and mismanagement of the Scottish nationalist party. That is the problem that Scotland faces, and I hope that the people of Scotland can see it.

  As my right hon. Friend knows, the tourism and hospitality sector in constituencies across the country, but particularly in Derbyshire Dales, has been severely affected by the pandemic and the national restrictions. That includes places such as the Flying Childers Inn in Stanton in the Peak. What support and hope can the Government give that sector in the weeks and months ahead?

I thank my hon. Friend for everything she does to campaign for Derbyshire Dales and for hospitality. It has been a terrible time for hospitality. We all share the anguish of those who work in the hospitality sector. That is why we have cut VAT overall, as she knows, from 20% to 5% in those sectors until the end of March, and we are going to develop, with her help, a tourism recovery plan to help people come to see the beauties of the Derbyshire Dales in particular.
