I would love to give the right hon. and learned Lady that assurance from the Dispatch Box, but I cannot. [Interruption.] There is no point trying to shout down a Minister. Ultimately, there may be reasons for that. I was a counter-terrorism Minister in Northern Ireland, where there had to be redactions. I will make sure that as much as can be released is released. I give that assurance to the right hon. and learned Lady and I will write to her.
I have two questions for my right hon. Friend. My preliminary question is: will he, the Leader of the House or someone else tell us before I leave this place what has happened to the concept of Privy Counsellors exchanging information on Privy Council terms? Secondly, does my right hon. Friend agree that all of us need to have confidence, as do our constituents, in the integrity of the police, and that every part of every police force needs to be democratically accountable and to carry out their actions lawfully? If the inquiry finds that police officers have not acted lawfully, can they be referred for possible prosecution for misconduct in public office?
On the latter point, that option remains open, but it is for others to decide. We have changed the law so that officers who have left or resigned during an investigation can be brought back. As far as I am concerned as a Privy Counsellor, Privy Council undertakings are intact and should stay so.

Commons ChamberOur thoughts and prayers are with the people and families who have lost their loved ones. There is a system in place for people with life-threatening illnesses, and particularly for those who are likely to die. As I said to the Work and Pensions Committee, the Chairman of which is in the Chamber, we are trying to get the decision making down to seven days, which we would all welcome.
Am I right in thinking that we spend more than £13 billion on sickness and incapacity benefit for almost 2.5 million people of working age? Is it not right to ensure that the support goes to those who need it most?
I completely agree with my right hon. Friend. Of course, the scheme was brought in by the previous Administration—the Opposition have selective memory loss about that. We are determined to get the scheme right to help people get back into work and to help those who cannot get back into work through the benefits system.

Commons ChamberT2. Prodrive is one of the most cutting-edge and significant companies in my constituency. It does excellent work on automotive engineering, including producing a new generation of Mini rally car. What are the Government going to do to make it easier for rallying to take place on roads in the UK?
Legislation dating from the 1930s restricts rallying, time trials and races on highways in the UK. An Act of Parliament would be required to change that. We are looking to deregulate the position so that if local authorities want to hold rallies, time trials or races, they should be allowed to do so.

Commons ChamberT3. What are the Government going to do to make it safer for motorcyclists by improving the tests for motorcyclists? In particular, the last Government so reduced the number of test sites that we had the slightly ludicrous situation of motorcyclists who had not passed the test having to travel considerable distances on their motorbikes to take the test. So can we see some improvement in the test regime for motorcyclists?
I thank my hon. Friend for that question. We have announced a review into both parts of the motorcycle test, not only because of the concerns he raises, but because of some of the accidents that have taken place on tests, especially on part 1, which is off-road. We have a ludicrous situation in which some people have to travel two and a half miles with their L plates on to take the test, go off-road, fail it and then have to ride all the way back. That situation is being reviewed, and we hope to have answers in the autumn.
