I could not agree more with my colleague. One thing that I know as a former serviceman is that our armed forces need to know that the country is behind them. I hope that the entire House will support our troops as they deploy to eastern Europe.

One of the ways in which we can improve the situation for prison officers is by listening to them. They categorically asked for the ban. At the moment such substances are legal, but they will be banned once the Psychoactive Substances Bill receives Royal Assent, so from April possession in prisons will be a criminal offence. That is what prisoner officers asked for, and that is what we have given them.

The Minister for Policing, Criminal Justice and Victims (Mike Penning)
I pay tribute to my hon. Friend for the work that he has done in that area. As a former Transport Minister, I have looked at this issue for many years. I will continue to look at the review and we will come forward with proposals. We are determined that whatever proposals come forward will be fit for purpose. His work will be very helpful.

The international child abduction charity, Reunite, reports that the wrongful overseas retention of children is up by 30% so far this year. We need urgent action to implement the welcome recent recommendation from the Law Commission that wrongful retention should be made a criminal offence. Will the Minister say when the Government will respond to that recommendation, and can he give a date by which we can expect to see the legislation that is needed?

I am afraid that that is factually incorrect. I read Judge Martin’s comments, and I do not think that that is quite what he said. There has been a reduction of more than 80% in the number of people who are appealing. That is because better decisions are being made, which is right and proper for everyone.

It is high time that Ministers took responsibility for their failings. It was their decision, after the election, to migrate all recipients of incapacity benefit to employment and support allowance. That was the decision that triggered the delays and backlogs about which we have heard. Now, the memos that were leaked last week have revealed that ESA
“is not delivering more positive outcomes for claimants”
than incapacity benefit did, and the Work programme has proved hopeless, with a 94% failure rate. How long will Ministers allow this shambles to continue?

Of course, Madam Deputy Speaker. I shall try to speak up, too, so that Hansard can get every last nuance of what I say.
As I was saying, I was asked the same question when I became a Minister some three and a half months ago. That question is asked. I have officials of different nationalities who worked in Jobcentre Plus, but the difference is that it does not tie up directly with the Home Office systems at the moment. It will, however, when the excellent universal credit system comes into force. [Interruption.] I hear derogatory comments from a sedentary position coming from the Opposition side, so let me ask them whether they are going to scrap universal credit when they come into power—should this country be silly enough to allow a Labour Government back in again.
