I am not sure I could disagree more with the hon. Gentleman. The Government are very disappointed with the BBC’s decision to restrict the over-75 licence fee concession to those in receipt of pension credit. We absolutely recognise the value of free TV licences for the over-75s and believe they should be funded by the BBC.

The hon. Member for Edinburgh West (Christine Jardine) alluded to the BBC being responsible for Freeview, but it is not free. People have to pay the tax in order to access other TV channels that are nothing to do with the BBC. The younger generation, who are not represented very well in this Chamber, do not watch the BBC any more, so why should they pay this tax?

My right hon. Friend makes a fair point, and this is why we are having this consultation, to which he will no doubt contribute. Younger people, especially those I have spoken to in the past year, do not understand why they have to pay for a service that they do not use. It is only right that we look at whether criminalising people for non-payment of the TV licence fee is fair and proportionate.

Police Funding Formula

The purpose of my standing here making a statement is to say that the possible losses that Durham would have had with the new formula will not happen because it is going to stick with the original formula. We will have to wait for the autumn statement.

The Minister will be aware that North Yorkshire is the largest policing area in England, and the force gains approximately £8 million under the current formula because of its rurality. Will he assure me that our police and crime commissioner, who does a fantastic job, will be properly consulted and listened to during this welcome extended process?

I pay tribute to the North Yorkshire force, and I fully understand the pressures on it as a rural force. One reason why I got into this situation was that I was working with the 43 PCCs, writing to them and telling them exactly what was going on. I will continue to do that.

Tens of thousands of mobile phones are reported stolen every year when the reality is that many of them are lost by the owners, particularly in licensed premises. Will the Minister look at changing the crime status of the loss of mobile phones in licensed premises, because registering these phone losses as serious crimes can have a serious impact on the night-time economy and visitors, particularly when it comes to licensing?

I will take a close interest in what goes on in pubs and what gets lost in pubs and nightclubs and report back.

I have great respect for the hon. Gentleman, and outside the Chamber we are actually quite good friends. I am sure he would agree that the police service do an absolutely fantastic job. There has been a reduction in police officers, and there has been a reduction in crime. Two thousand police officers who were in back-office roles are now in front-line roles, and that is what we want to see, along with crime coming down.
