15. With increasing demands for frigates worldwide, does my right hon. Friend agree with Sir John Parker that we should focus on building ships that other countries actually want to buy, something the Royal Navy has signally failed to do in the past?

My hon. Friend has hit the nail on the head: the Type 26 is not just for our Navy, but is for our allies around the world as well. It will be exactly the type of ship that will replace the 26 around the world if we get the build right and actually get it out there, which is something the previous Administration forgot to do.

I have spent quite a bit of time in Lincolnshire over the years, and was lobbied extensively by the chief constable and the commissioner for a change to the funding formula. The sort of innovation we have seen in places such as Lincolnshire, with the parish specials, rural mounted specials and so on, is exactly the sort of thing we would like to see replicated.

In Lincolnshire, we are very grateful to this Minister, because he has done more than any other Minister to come up and spend days with the police force. We very much appreciate what he has done with this grant and so on. We have, however, had a letter from the chief constable saying that because of historical problems, increases in police salaries and increases in national insurance contributions, he still has a significant funding deficit. Will this wonderful Minister, with all his knowledge of Lincolnshire, just say a word about what more he can do to help us, please?

I know exactly what my hon. Friend is saying and I know exactly what is in the letter, because I have received a very similar one. Lincolnshire’s force was asking me to change the funding formula to make it fairer for Lincolnshire; a lot of constabularies and a lot of people in this House have asked for similar over the years. We are continuing to look at that and I will make sure I get it right, but this settlement is a lot better than Lincolnshire thought it was going to get and a lot better than it would have been, had there been a Labour Minister at this Dispatch Box.

We will work to a tight timescale for consulting and getting the funding formula in place. I hope that we can announce the consultation process in the next few weeks.

I take this opportunity to praise front-line police and the chief constable in Lincolnshire—something that the shadow police Minister always forgets to do. They do a fantastic job, and we should praise them every day.

Lincolnshire police are in crisis for want of a mere £3 million to £4 million. In my area of 600 square miles, there is barely one police car on duty through the night. This is a crisis: £3 million would be a drop in the ocean compared with what we spend on international development, so will my right hon. Friend persuade the Chancellor to transfer just a little money to us? Charity begins at home.

As my hon. Friend knows, I arranged for a Home Office team to do a deep dive in Lincolnshire to see exactly how the funding formula was working. Lincolnshire police have done a fantastic job—crime has dropped by 24% since 2010—and we will continue to support them.

I am sure the residents and constituents of Stoke-on-Trent South will be interested to hear about the hon. Gentleman’s interest in Lincolnshire. At the end of the day, it is for Lincolnshire and its chief constable to decide what they want to do and we will support them in those decisions. They do not have to be about a reduction in police officers; actually, we have seen an increase in the number of police officers on the ground in Lincolnshire.

I am surprised that my otherwise good friend the hon. Member for Stoke-on-Trent South (Robert Flello) is suddenly taking such an interest in the Lincolnshire constabulary. To put things in perspective, the reason our budgets have suffered for many years is the sparsity factor formula put in place by the previous Labour Government which transferred resources from rural authorities to places such as Stoke-on-Trent. Having said that, we have still managed to cut crime in Lincolnshire by 20% over five years.

To be honest, I perfectly understand that any chief constable and PCC will campaign for extra money, but at the same time I cannot understand the sudden interest taken in Lincolnshire by the hon. Member for Stoke-on-Trent South (Robert Flello). When this Government came to power, 91% of police were on the front line; that figure is now 93%. My hon. Friend the Member for Gainsborough (Sir Edward Leigh) is absolutely right to say that there has been a 20% cut in crime in Lincolnshire.

Could the matter eventually be dealt with by means of delegated legislation?

I understand that that is possible. It could also be dealt with through a deregulation Bill. In any event, we will find the necessary vehicle. As I have said, the Ministry of Justice does not want the courts to be clogged up with requests for court orders, and the matter will be resolved.
