I was just as shocked as everybody in this House to hear what some—not all, but a tiny minority—Met police officers were doing. That is why the Met police apologised and that is why I said we will ensure the Met police do more for the victims in particular. At the end of the day, that is why the inquiry has been set up. Lord Justice Pitchford will have full access to everybody he needs to see. He will decide the terms of reference, so that he will be confident that when he produces his report, we can have the confidence in the police that we should have.
One of my first acts when I became a Member of Parliament in 1997 was to call for the Stephen Lawrence inquiry to be set up. It led to a threat being made against me, which in turn led to special branch coming to my house to install security. Having taken that at face value, I am now beginning to question the purpose of its visit to my house. We are finding out through the media about Members who were under surveillance. Will the Minister undertake that every Member who was under covert surveillance will be notified?
I think I have given exactly that indication, but if I did not make it fully, let me say I think it is very important. Because of my former role as Northern Ireland Minister, I have also had special branch come to my house to install that sort of thing, although I do not think it was surveillance—it was to protect me, I hope. We all think the police are there to protect us, and that is what we should be doing.

Commons ChamberThere is no doubt that the contract was taken out by the last Labour Administration. Her Majesty’s Opposition called for me to sack Atos. If we had done so, we would have had to pay it a huge amount of compensation, but, instead, it will pay substantial damages to the Government when the contract is terminated.
20. Judge Robert Martin has said that Her Majesty’s Courts and Tribunals Service has seen a huge reduction in the number of work capability assessment appeals, not because of the quality of decisions, but because of the huge backlog and the quality of the service that is being provided.
I am afraid that that is factually incorrect. I read Judge Martin’s comments, and I do not think that that is quite what he said. There has been a reduction of more than 80% in the number of people who are appealing. That is because better decisions are being made, which is right and proper for everyone.

Commons ChamberOne of the biggest incentives to drive illegally is the premium imposed by insurance companies. There are various schemes to try to reduce those costs, particularly for young drivers who are a problem in this regard. GPS can measure journey times, the hours of the day when people travel, and who else is in the car. Is the Department in negotiation with insurance companies to progress such schemes so that young people can afford insurance premiums and avoid driving without insurance?
Yes, we have frequent discussions with the insurance industry, but I must stress that being insured is not a choice; it is a legal requirement. We are trying to drive down the cost, which is partly the result of uninsured drivers driving up the cost of those who are insured, creating a perverse incentive, and partly the result of fraud, which is a massive issue that the Select Committee considered and to which I gave evidence. We are working with the insurance industry on some of the measures referred to by the hon. Gentleman. It is also important when requesting an insurance quote to tell the truth, for example about the number of points on one’s driving record, so that the insurance is not invalid when a claim is made.

Friend has campaigning for many years to get the tolls removed from the Dartford river crossing, but we need the investment not only for vehicle recognition, so that we can have free flow coming through and the realignment of the road, but for the preliminary work for the new crossing.
In the Secretary of State’s response to the resilience review, he stated that he was dissatisfied with previous performance and the level of disruption and that it would be sorted in time for this winter. What went wrong? His response just now was not good enough. It is not good enough just to say that there has been a bit extra snow.
