Minister, I would be grateful if you avoided taking up the challenge of any sedentary comments that are made and simply answer the points being made to you by the person who has had the Floor. If the shouting at you from a sedentary position persists, I will deal with it. I do not think that it is helping.

The Prime Minister made a promise and a commitment in good faith, and I accepted that, like we all did. When we make a commitment, however, sometimes we do not know what is coming down the line. That promise was made, but we have never seen immigration from the EU at the levels at which it is at the moment, and we must do something about that. If one method does not work, people have to try another. If they are out there trying to negotiate and feel that they are not getting somewhere with one point, they try another. What the Prime Minister has announced today means that we will restrict benefits for people who come to this country for four years when they come here to work. We will prevent them from having social housing for four years. What really winds up my constituents is when people from the EU working here send child benefit and child tax credits back to another country. That will stop under the next Conservative Government.

Order. I am sorry, Minister, but every time you turn around from the Chair and the microphone to face your hon. Friend, I have difficulty hearing you. Not only that, but turning away from the microphones will cause difficulties for Hansard. I would be grateful if the Minister kept facing the House rather turning around. I am sure that the hon. Member for Christchurch (Mr Chope) will not be offended; it is the Minister’s words that he is listening to.
Of course, Madam Deputy Speaker. I shall try to speak up, too, so that Hansard can get every last nuance of what I say.
As I was saying, I was asked the same question when I became a Minister some three and a half months ago. That question is asked. I have officials of different nationalities who worked in Jobcentre Plus, but the difference is that it does not tie up directly with the Home Office systems at the moment. It will, however, when the excellent universal credit system comes into force. [Interruption.] I hear derogatory comments from a sedentary position coming from the Opposition side, so let me ask them whether they are going to scrap universal credit when they come into power—should this country be silly enough to allow a Labour Government back in again.
Order. That is enough. We are not debating universal credit. I require the Minister to speak only to the Bill and to ensure that the Government’s view of it is clearly heard, before we return to the promoter for his final comments.
I fully accept your ruling, Madam Deputy Speaker. I had to mention universal credit because that provides the answer to how we would know which country people claiming benefit come from. We are working closely, too, on making changes to the legal framework at the EU level, particularly in respect of family benefits for children who are not resident in this country. We think—and I think hon. Members would agree with me—that child benefit and child tax credit should not be paid to non-EU member families that are not resident in this country; we need to work on changing that.
The key issue is whether the scope of the Bill is such that the Government could support it. I am afraid that it is not. We sympathise with much of the intention—and so would my constituents—but as we run into the next election and the referendum, the Prime Minister will be participating in attempts to renegotiate our position to give this Parliament the sort of control over benefits and other issues that we would expect. Sadly, on behalf of the Government, I cannot support the Bill today.

Commons ChamberOn a point of order, Madam Deputy Speaker. The Minister is expecting to speak for a second time in this debate, but he is not prepared to give way during his speech now. Can you confirm that it is a matter of discretion for the whole House as to whether somebody is allowed to speak for a second time in a debate?
If a Minister seeks to speak for a second time, it is with the leave of the House. As the hon. Gentleman knows, whether any Members, including Ministers, decide to give way to an intervention is entirely a matter for them and not for the Chair.
I am conscious that lots of colleagues want to speak in this debate, which has been shortened because of the two very important statements that took place earlier. I have given way three times and there will be plenty of opportunities for Members to speak. The hon. Member for Rhondda (Chris Bryant) has probably got his press release, yet again, but that is unnecessary in this sort of debate.
I hope that the House will see the urgent need to push this Bill through and get it through its Committee and Report stages so that it goes on to the statute book and I am able to move the regulations that are under consultation as soon as possible. It can then provide compensation for our constituents who have been suffering from this terrible disease or, if they have died, for their dependants who need assistance from the scheme.

Commons ChamberOrder. Minister, I realise that driving on motorways is a very important subject, but I have a feeling that you were going to bring the debate back to the cost of motoring.
An integral part of driving and the cost of insurance is how people are qualified to drive. That is why qualifications, as well as the ordinary driving test, are specifically mentioned in the report we are discussing, which is why I was speaking to the issue. However, I shall take your guidance, Madam Deputy Speaker, and steer towards more detailed work on the black box.
Order. I am very sorry, but I was trying to ensure that the Minister stayed where he wanted to be, whereas the hon. Member for Lewisham West and Penge (Jim Dowd) was tempting him away. I do not need a gentle rebuke from the Minister; I thought I was helping him.
I know you too well ever to rebuke you, Madam Deputy Speaker, and I would never be led astray by the hon. Gentleman.
I do not agree with the hon. Gentleman. We have a situation in which young people—or, indeed, anyone—passing their test today can go on the motorway. There are no restrictions on that, and we need to give them the necessary skills. I have a full car, full motorbike, HGV and tank licence to boot, and I have driven on the motorway in all types of vehicle, so I understand. I have an H licence. The hon. Gentleman was indicating from a sedentary position, “What is a tank licence?”—it is an H licence for tracked vehicles.
Let me touch on issues of technology. As we heard earlier, some insurers have been using technology, particularly the black box. The Co-operative insurance company, which was mentioned earlier, has a scheme that encourages people to take the box in their car, and it monitors very carefully what speed one is travelling at, what time of day one is driving—nearly everything. I have been pushing quite extensively with insurers to roll that out further. It is the obvious way forward. If people are given the responsibility of a driving licence, they can be given the opportunity of responsibility. However, insurance companies have to be transparent. We have to know why the premiums are what they are and how they can best be broken down so that the public, when they look at their premium, know exactly what they are getting for their money. If there is a discount, we need to know exactly what it is and that if the person who takes out that policy sticks rigidly to the agreement their premium will not shoot up the following year or month.
In conclusion, I think this has been a very sensible debate. I welcome the report from the Committee chaired by the hon. Member for Liverpool, Riverside and I think that we can agree on most things. We have many, many Committees sitting already; one more would be quite difficult. We meet regularly on a cross-party basis to discuss these matters, and myriad Departments can be involved, depending on the issue in question.
At the moment, we are doing a great deal of work on penalties, which I have not yet touched on, and on the question of whether fines are the answer. The Secretary of State for Work and Pensions has already announced that he is going to allow fines to be increased for those on benefits. At the moment, the figure is £5, but that will increase to £25. I personally think that, as well as looking at increasing fines, we need to look at the points. In most cases, people will be prepared to pay a fine, but they might find the prospect of getting additional points on their licence more of a deterrent. They might decide that getting an extra six points, rather than just three, might mean losing their licence. I hope that such a move might prevent more people from driving while uninsured.
