If we look at the problems identified, I believe that they arose well before this Government were formed, and that it is as a result of this Government—and, in particular, as a result of the higher level of accountability that exists in academies and free schools—that we were able to take the exemplary action that we did.
In Birmingham and across the country, thousands of men and women are giving valuable voluntary service to act as school governors. Will my right hon. Friend explain what happens if there is a suspicion that a school governor is promoting extremism and what statutory powers there are in those circumstances to remove a school governor from an LEA-controlled school or an academy?
We are consulting on how we can ensure that we can remove governors if there is any suggestion that they have been involved in extremist activity in independent schools, and also extend that power in order to bar them from serving as governors in any local authority schools in the future.

I am grateful for that question, because it gives me an opportunity to pay tribute to Frankie Sulke, the director of children’s services and leading local official in charge of schools in Lewisham, who has been doing a great job in helping to raise standards in the local authority. However, I also think it fair to point out that whereas the last Labour Government spent £25 million on new school places in Lewisham, the present Government are spending £78 million, triple that amount. I hope that the hon. Lady will acknowledge that that has been the result of the careful economic management in which this coalition Government have engaged.
Does my right hon. Friend understand the confusion felt by working parents who have striven so hard to establish a free school for five-to-18-year-olds at Heyford Park in my constituency when they hear the shadow Secretary of State for Education describe free schools as a
“vanity project for yummy mummies”?
Indeed, is not the very phrase “yummy mummy” the sort of patronising terminology that we now expect from so many members of the metropolitan elite that currently occupies the Labour Front Bench?
My right hon. Friend has made a very good point. Last week I had an opportunity to talk to a group of parents in Ealing, thanks to my hon. Friend the Member for Ealing Central and Acton (Angie Bray). Those parents were dedicated individuals from every social background and ethnicity who wanted to improve their children’s education. They were not “yummy mummies”; they were parents who cared, and we on this side of the House stand up for them.

Commons ChamberWe are doing that through academy chains, multi-academy trusts, and the establishment of teaching school alliances. There are now more than 300 teaching schools, which have head teachers who are working with underperforming schools to provide continuous professional development and to enhance the quality of every interaction between every teacher and every child. The programme is being led by the inspirational head of the National College for Teaching and Leadership, Charlie Taylor.
I gather that this morning my right hon. Friend had the opportunity to listen to the piece on the “Today” programme about maths in Singapore. It is difficult to believe that children in Singapore necessarily have any greater cognitive skills than their UK counterparts, so I wonder what work is being done to look at the process and technique of teaching mathematics in Singapore to see whether any lessons need to be learned.
My hon. Friend makes a good point. Some schools, including academies and free schools such as those established by the ARK chain, explicitly use the Singaporean mathematics curriculum, but our new national curriculum has also been informed by practice not only in Singapore but in other high-performing jurisdictions.

Commons ChamberAre not the really important points that we should greatly enhance aspiration in all pupils, particularly those in lower-income groups, and that we need to do something about grade inflation if any public examination is to have some value? May I also say to the Secretary of State that it seems to me that the only purpose of consultation is to enable people to listen to those who are consulted, and that paying respect to what they have said is a mark of ministerial strength rather than ministerial weakness?
I am grateful to my hon. Friend. It is absolutely the case that I have strong views about improving the education system, and that I am happy to debate in any forum in order to present those views, but it is also the case that I believe that it is through debate—through the testing of propositions—that we can reach a consensus, a synthesis, on how best to proceed. I am delighted that so many of the changes that we have made which were initially controversial and vigorously contested—from the introduction of academies and free schools to changes in the way in which teachers are paid and rewarded—are now accepted. However, when the arguments overwhelm me and I recognise that I am wrong, I think it best to retreat.

Commons ChamberI am grateful to the hon. Lady for her point, but she invites us to consult. As I have pointed out, we are launching a consultation today, but we cannot launch a consultation on any proposals. Perhaps she is inviting us to launch a consultation on whether we should have a consultation on some ideas that someone else might think of before we can actually come forward with our own. It seems to me that she wants to have her consultation and eat it at the same time.
Is that not the point my right hon. Friend is making? First, this is a genuine consultation, which will take some time, and head teachers and others should submit their views in it. Secondly, this is not being rushed—the first of the exams under any new system will not be taken until 2017—so a little less synthetic anger and a little more constructive comment would probably do us all well.
As is so often the case, my hon. Friend hits several nails squarely on the head in quick succession. It is our intention to ensure that the consultation is long enough to take into account the views of head teachers, academics and others, and head teachers have already welcomed many of the steps we are taking and want to engage positively with the Government. I hope that the Opposition do likewise.

Today is the 80th birthday of the Oxford Professor of Poetry, Professor Sir Geoffrey Hill, our greatest living poet. I am sure that the whole House would like to join me in wishing him a very happy birthday, and thanking him for the fantastic work that he has done.
Sir Geoffrey was knighted in the new year honours. My hon. Friend the Member for Banbury (Sir Tony Baldry) was knighted in the recent Queen’s birthday honours, and I am sure that the whole House will also want to join me in congratulating him on his well-deserved elevation.
I thank my right hon. Friend for his kind comments. Is he aware of the work being done by the Oxford diocesan board of education in setting up a unit to give full support to Church of England primary schools that wish to become academies, and does he share my hope that other diocesan boards of education will do likewise?
The Oxford diocese is doing a fantastic job. The Bishop of Oxford, the Right Reverend John Pritchard, has been a very effective voice for the role of the Church in education. I know that there is a new diocesan director of education in Oxford, and we look forward to working with him.

Commons ChamberT6. Has my right hon. Friend had the opportunity to read the report, chaired by Priscilla Chadwick, on the future of Church of England schools? Does he agree that the recent changes in education introduced by the Government provide opportunities for the continuing involvement of the Church of England in education, particularly in delivering distinctive and inclusive new academies?
I absolutely agree. Education on both sides of the border was driven in the first instance by the vigorous missionary activity of Churches, and we praise and cherish the role of the Church of England in making sure that children have an outstanding and inclusive education. I welcome the report, and I look forward to working with Bishop John Pritchard to extend the role of the Church in the provision of schools.

Commons Chamber6. What assessment he has made of the potential effect on student choices of the English baccalaureate.
A survey of nearly 700 schools indicates that the English baccalaureate is having an immediate impact on subject choices. The numbers of students electing to study modern foreign languages, geography, history, physics, chemistry and biology are all up.
Is my right hon. Friend aware that secondary schools report a significant decline in the number of students opting to study religious studies? The reason given is that it is not included in the E-bac. This year, will he at least give thought to whether, in the humanities, there could be a choice of two out of three subjects—geography, history and religious studies? If religious studies is not included in the E-bac, it will be increasingly marginalised.
I am grateful to my hon. Friend for making that point. He is a very effective spokesman for the Church of England, and indeed for the place of faith in the nation’s life. However, the data suggest that the number of people taking religious studies at GCSE is rising. It was up 17.6% to 222,000 in the last set of figures that we have, overtaking history and geography.

I am grateful to the hon. Gentleman for the fair way in which he makes the case on behalf of his constituents. I should point out that Waltham Forest has already received £68 million from BSF, but I appreciate, as he rightly says, that there are many schools in Waltham Forest which are not in the state of repair that either he or I would wish to see.
The hon. Gentleman makes the point that by 2014 Waltham Forest secondary schools will be 500 places short. I am sure that he, like me, is aware that many primary schools across London are short of places. We must balance the need to ensure that there are places in secondary schools with investment in primary schools, which BSF did not cover.
The hon. Gentleman asked three specific questions, one of which was about the time scale. I have already been in touch, through my Department, I understand, with Waltham Forest. We want to make sure that we can receive proper representations on behalf of the local authority and its schools in a way that enables us to make comprehensive judgments in the most rapid time available. For that reason, in response to his second question, I will of course keep an open mind and will be keen to hear from him, other Waltham Forest Members and anyone with an interest in the decision. His third question was on consultation with the local authority and the relevant schools. I will be in touch with the local authority to find the most expeditious way of ensuring that the judge’s directions can be followed.
However exemplary the Secretary of State is in being fair-minded, is not the reality that all the consultation in God’s creation will not create money where money simply does not exist? The point about the whole programme is that it was worse than bankrupt, because it cost £250 million without a single brick being laid.
My hon. Friend makes a very good point. Unfortunately, under the previous Government, the BSF budget increased from £45 billion to £55 billion, yet only 8% of the school estate that was supposed to be renovated was renovated. We must have a more efficient way of ensuring that school buildings can be repaired, maintained and rebuilt, and that is what we intend to do.

Commons Chamber11. What steps he is taking to promote the teaching of history in schools.
History is a vital part of children’s education. We will review the national curriculum to ensure that all children gain a secure knowledge of British history and the key events in world history. We will be announcing further details shortly. We are also exploring ways to encourage the study of history after the age of 14—for example, by giving recognition to pupils studying a broad range of subjects, including a humanity such as history, through the English baccalaureate.
We will never have an understanding of, for example, the need for greater religious tolerance if we do not understand the tragedy of why George Napier was martyred simply for being a Catholic or why Cranmer, Latimer and Ridley were burned to death in Oxford. If our children do not have the opportunity of hearing our island’s story, they will never learn the lessons of the past. What is my right hon. Friend doing to ensure that history is taught as a connected narrative? Will he expand a bit more on what he is doing to encourage more youngsters to study history at GCSE and A-level?

Commons ChamberI thank the shadow Minister for his questions, and I understand the passion with which he speaks; it is entirely understandable in the circumstances. May I also apologise—quite rightly—to those in the borough of Sandwell and all those other boroughs that were most affected by the inaccurate way in which I made my announcement? I entirely agree with him that it is parents and teachers in those schools, who believed that they were spared and found out 24 hours later that their schools were to be closed, who were the most badly affected. It is their feelings that I am most affected by. He is absolutely right to invite me to apologise, and I am more than happy to underline how sorry I feel towards the parents and teachers involved.
The hon. Gentleman asks me to ensure that this will not happen again. It will always be my aim to ensure that timely and accurate information is provided to the House, and I apologise once again for the inaccuracies in the information given. He mentions that two lists were supplied; they were, indeed. One listing was by local authority and one listing was by parliamentary constituency. We have sought to ensure that the list that is now supplied is as complete as possible and as accurate as possible, and I repeat again that I am apologising to all Members who may have been misled, inadvertently, by the information that was supplied on Monday. For those Members who wish to contact me personally, I hope to be able to talk to all of them and reassure them about the future of the building projects in each constituency affected
Does my right hon. Friend find the synthetic anger somewhat sickening? Banbury—[Interruption.]
Banbury school in my constituency is one of those where my right hon. Friend has had to cut the funding, and, actually, I think that all my constituents understand that, given how the Opposition left the cupboard absolutely bare, it really does not lie in their mouths to complain that we have had to take the action that we have. I have no hesitation or problem in going to the teachers and parents of pupils at Banbury school and explaining the realities of life as they are.
I am very grateful to my hon. Friend. On Monday I explained to the House why I had to take the regrettable decision that we took. Today is a day for me to apologise for the inaccuracy that accompanied my statement. I am grateful for the generosity of his support, but the important thing that I would like the whole House to appreciate is that I am apologising today, and the only person who should apologise today is me.
