Commons ChamberI understand the hon. Lady’s point. She has taken the opportunity of this statement to raise one or two other questions. I believe absolutely in the importance of openness and transparency. I also think that it is important that the advice that is given by officials in confidence to shape ministerial decisions is protected as a safe space. I also agree that it is vital that when we discover things that have gone wrong in the education system, as is shown by the reports today, we publish in full.
As co-chair of the all-party parliamentary group on Islamophobia, may I say that we have heard time and again from the community about its desire to tackle extremism? We have also heard evidence that the news coverage of issues such as this one, if they are reported wrongly, can increase feelings of insecurity, suspicion and alienation. In some instances, the wrong type of language has been used. Does my right hon. Friend agree that we need to do everything we can to help the community, and that accurate reporting of the established facts is really important?
I could not agree more. We must proceed on the basis of facts and evidence, and ensure that that evidence is rigorously assessed and judged fairly. My hon. Friend makes an important point about Islamophobia. I tried in my statement, and I will try on every platform I am given, to emphasise the fundamental difference between Islam as a great faith that brings spiritual nourishment to millions and inspires daily acts of generosity by thousands, and the narrow perversion of that religion, which is extremist Islamist ideology.

Commons ChamberThe hon. Lady is absolutely right to draw attention to the fact that there is an iron-clad link between under-achievement at school and the likelihood of someone’s becoming known to the criminal justice system.
The most important thing that we can do is address the particular problem that so many young men have in learning to read properly and in acquiring the qualifications that will give them good jobs. The changes we are making to the national curriculum, to Ofsted and in particular to how literacy is assessed at the end of primary school and through GCSE are all intended to ensure that young men do not continue to be failed.
T3. I commend my right hon. and hon. Friends at the Department for Education on the Children and Families Bill, not least because it brings about welcome reforms to the special educational needs system. It is clear that pathfinders will have an extremely important role in informing the legislation and the new code of practice. What progress are pathfinders making in that area?

Businesses in my constituency tell me time and again of their concerns about standards and their confidence in them. Members may find it hard to believe, but I was not the most academic pupil. I am therefore particularly interested in how best we can help such students. Guiseley school in my constituency has done excellent work on encouraging pupils into engineering and on working with local businesses to determine their needs. Will my right hon. Friend assure me that while he is introducing the changes he will put equal emphasis on creating opportunities for those less academic pupils and on encouraging partnerships such as the one that Guiseley school has established with local businesses?
I am grateful to my hon. Friend, who makes a characteristically acute point. It is absolutely right that we should ensure that all students, of whatever ability, can progress at the age 16 either to the world of work if it suits them, or to further and higher education. We need to work with business to ensure that that can happen.
May I express my sympathy for him in finding himself the final person to be called? As it says in the King James Bible, which, of course, has been distributed free to every school under this Government, the first shall be last and the last shall be first.

Absolutely. I can also reassure the hon. Gentleman that in matters of ideology, I am a Blairite; I believe that what is right is what works. One of our problems at the moment is that the GCSE system is not working for all students. I absolutely agree that we need to ensure that our qualification system raises aspiration for all students, and ensures, as in Singapore, that 80%, and rising, of students can acquire the qualifications that enable them to go on to further and higher education.
It is well reported that the Yorkshire-based supermarket Morrisons found the standard of its school leavers so poor that it had to refer them for remedial job training. Does that not highlight the issues that we face? It beggars belief that we should not be looking at those issues.

Commons ChamberI am very much aware that all of Northamptonshire, east and west, is benefiting from population growth. It is critical that we meet basic need pressures wherever they are. They are most acute in London and the south-east, but there are many parts of the country where the population is growing fast.
I welcome this announcement. The shortage of primary school places is due in part to the baby boom, as we have heard, and it is staggering that those warnings went ignored for so long. In my constituency this has been compounded by massive residential estates on brownfield sites, leaving my schools to struggle and the situation to get worse. I urge my right hon. Friend to give due consideration to that, and to the schools that are suffering.
My hon. Friend makes a very good point. Our population has risen for a variety of reasons, and unfortunately the previous Government did not prioritise that in the way they should have done, but I am grateful that the right hon. Member for Leigh is now emphasising that basic need should be our shared first priority.

Commons Chamber13. How many applications his Department has received to establish free schools for children with special educational needs.
My Department has received a number of proposals from groups and individuals interested in establishing free schools wholly or mainly catering for children with special educational needs. We have received more than 240 applications overall.
It has been a pleasure of mine to work with two groups that are hoping to take advantage of the policy. One of them, the Lighthouse project in Leeds, this weekend submitted an excellent application to open a school for young people suffering with autism spectrum disorders. It is eager to do so in the autumn, but after what it has heard from the Department, it is concerned that there may be some delays. It does not want to lose momentum. Will my right hon. Friend agree to meet me and representatives of that organisation to see what we can do to progress the application?
I would be delighted to meet my hon. Friend and the Lighthouse group. I have to stress that it is important to ensure that all the issues surrounding the establishment of any new school are successfully navigated. Opening any free school in September 2011 is a challenging timetable. Under the last Government it would take between five and 10 years for a new school to open, so it is remarkable that so many may open within a year. I will look closely at the matter, but I suspect that given the complexity of some of the issues involved we may not be able to open in September 2011. However, let us discuss it and ensure that we can support—

Commons ChamberT3. The Leeds and Bradford Dyslexia Association is applying to open a specialist school through the free schools initiative. Will my right hon. Friend agree to look at that application? Furthermore, does he agree that the application is a clear demonstration that, despite Opposition claims, free schools can not only help the brightest but be a real opportunity for groups such as the LBDA to help children and young people who need extra support?
I am grateful to my hon. Friend for his question and the argument contained therein. He is absolutely right: many of those anxious to establish new free schools are motivated by the desire to help the very poorest or those most in need. As well as the case that he mentioned, in Yorkshire there is a talented young teacher, the son of a bus driver, who wants to open a free school in one of the most deprived parts of Bradford. It is the idealism of that young man, and of the dyslexia association activists my hon. Friend mentioned, that is an inspiration to us all on this side of the House.
