I am only too happy to agree with the hon. Gentleman, who, as ever, speaks sense. However, it was not the Government who brought this motion and it was not me who failed to answer the question politely put by my right hon. Friend the Member for Bermondsey and Old Southwark. I am enlightening the House in a way that, I am afraid, the hon. Gentleman’s Front-Bench team failed to do. I agree with him about continuous professional development, which is why we are changing the way in which we support teachers, through the establishment of teaching schools. We have 357 teaching schools that have been established. I presume that the hon. Member for Stoke-on-Trent Central supports that initiative, applauds the teachers who are involved in it and believes it is the right thing to do. It will be interesting to see whether the hon. Member for Cardiff West (Kevin Brennan) backs it when the opportunity comes.

We are also changing the way in which teachers are trained. The Times Higher Education has reported that under its new inspection regime Ofsted pointed out that school-centred initial teacher training—SCITT—is in many cases better than higher education initial teacher training. According to Times Higher Education, 31% of the school-centred initial teacher training centres inspected were outstanding whereas only 13% of higher-education institution centres were. So we are moving teacher training from those institutions that are performing less well relatively—some of them are still “outstanding”—to those that are performing better. That is a real improvement in the quality of teacher training and professional development.

We have also introduced tougher standards, by which all teachers are judged. We got rid of the fuzzy standards that used to prevail under the previous Government and we have drawn up new, professional standards. They were drawn up by Sally Coates, the head teacher of Burlington Danes academy, in alliance with Joan Deslandes of Kingsford community school, Patricia Sowter of Cuckoo Hall and Sir Dan Moynihan of Harris academies. Again, the question for the hon. Member for Stoke-on-Trent Central and his Front-Bench colleagues is: do they believe that the introduction of these new teacher standards was the right thing to do? Do they support them? Do they back them? Do they recognise that they drive improved performance in the classroom? Do they also recognise that as a result of our changes the quality of teaching is higher than ever before?

My hon. Friend the Member for Beverley and Holderness (Mr Stuart) rightly pointed out that we have a tougher Ofsted regime and a more rigorous accountability regime than ever before; it is tougher for someone to prove that they are outstanding. Under Labour 13% of teaching at primary schools and 11% of secondary teaching was outstanding, whereas the latest figures show that under the coalition Government those proportions have risen. The number of outstanding primary lessons has increased by 12% and the number of secondary lessons judged “outstanding” has gone up by a third. So more quality teaching is benefiting more students in more schools as a result of the changes we have made.

I also hope that the Opposition will applaud the increase in the number of highly qualified graduates from our top universities in our schools. When we came to power only 62% of those entering the teaching profession had a 2:1 or better, whereas the figure now is 71%. So we have a prestigious profession attracting more highly qualified people and transforming more lives.

Not only do I have the privilege of being the Member of Parliament for Bermondsey and Old Southwark—the MP for Teach First—but I am still a chair of a primary school governing body and a trustee of Bacon’s college. As such, I can confirm that the view of the head teachers and the governors in my constituency is that the quality of teachers now is better than it has ever been, across the board, and that Teach First has contributed hugely to the inward pressure of new people—although, of course, with educational qualifications they would be better still.

As is so often the case, my right hon. Friend strikes a balanced and sensible note. He has made the point that under the coalition Government education has improved, and that teachers once damned as “unqualified” by the trade unions and others are driving improvement in our schools. If only we could hear more of him on education and rather less from some in the Labour party.

It is not just the quality of teaching that has improved; attainment has improved for our very poorest. One of the starkest problems in the education system that we inherited was the gulf between the achievement of the wealthy and that of the poorest in our schools. That gap has narrowed thanks to the teachers in our schools, to whom I, once again, wish to pay tribute today. At key stage 4 we inherited a gap of 27.6 points in exam performance, but that has been reduced to 26.3. At primary we inherited a gap of 21.3 points between the poorest and the rest, and that has closed to 16.8. I hope that everyone in the House would applaud that movement towards helping the poorest children do better.

I am grateful to the hon. Lady for her question and delighted that pupils in that academy are improving their education. As I have said before, the structure of the GCSE examination that those students sat, which was designed before this Government came to power, was unfair.

T5. I think I detect a bid for the regrading of football scores from the Secretary of State. Will Ministers confirm that the Government will do everything they can to ensure that the Southwark and Lewisham college campus site in Bermondsey gets not only a continuing further education college but a university technical college and, if space permits, a secondary school, too?

My colleagues in London are arguing that there should be youth hubs across the city, open five days a week and in the evenings and at weekends for young people to receive advice and support. Whoever wins the London elections and is elected to the Assembly, will Ministers support that proposal so that young people can have better services across the capital city?

I am familiar with that anomaly; it is a situation we inherited from the previous Government. We are seeking to ensure that funding is equalised between colleges and school sixth forms.

Following the very popular announcement that there is to be a university technical college on the Southwark college site in Bermondsey, may I encourage the Secretary of State to complete the set by allowing a college, a UTC and a secondary school all to be on the same campus, given the breadth of experience that many youngsters in an inner-city seat such as mine are really looking forward to?

I will do everything I can. How lucky Southwark is to have such an outstanding MP, and what a pity it is that the local authority has taken a grudging response to new school provision.

As I explained in my statement, enough money is available in the fund to ensure that every student who is eligible for free school meals could receive £800, which is more than they would receive at the moment. Of course there is a lively debate about how we should define “poverty”, but the decision by both parties on the Government Benches to target help on those eligible for free school meals seems to be a very good metric, as a starting point.

I thank the Secretary of State not only for his statement and for the additional financial support, but for a new scheme that seems to be a strong, grown-up successor to the education maintenance allowance. Does he agree that the evidence is clear that the wider the participation in further education is, the wider the participation in higher education will be? The new scheme will mean that no youngster from a poor family should be precluded from going to college for want of reasonable travel costs, all of which can be met under the scheme.

Absolutely. I want to take this opportunity to underline my gratitude to my right hon. Friend for the painstaking way in which he has consulted students across the country, and for the thoughtful way in which he has put forward his proposals to ensure that our aim for a discretionary fund targeted on the very poorest can be implemented effectively. He is absolutely right to say that if we encourage more students to take part in further education, we will be able to achieve our joint aim of ensuring that more students, particularly from the poorest backgrounds, go on to college and university.

The hon. Lady has won an Oscar for being successfully patronising to others. It is a pleasure to be patronised by the Virgin Queen—I feel rather like the French ambassador. I hope this requires no translation: the Bill includes provision for improved primary education and for extra investment in the early years, which is why I hope she will put aside the histrionics and give us her support.

As the Secretary of State knows from the conversations that he has had with colleagues and with me, we do not believe, as I assume he does not believe, that the Bill is perfect. However, we are absolutely ready to work collaboratively to get the best Bill on the statute book. That is how I understand we do legislation. I hope he confirms that that is how he intends to do this piece of legislation too.

The right hon. Gentleman is typically astute. The Bill is the best that I can make it. I am sure that it is not perfect—we have a Committee stage so that the right hon. Gentleman and others can propose amendments, which I hope happens in a suitably constructive spirit. However, we cannot move to that stage and ensure that we have proper legislation, and we cannot protect teachers from indiscipline and poor behaviour or invest in the early years, unless the Bill receives the support of the House tonight. That is the challenge for Opposition Members.

I am overjoyed that in all my meetings with Baroness Campbell, the head of the Youth Sport Trust, since the announcement, she has expressed her delight that the funding that we have made available will be sufficient to ensure that the good work continues. I am reassured by her enthusiasm for this proposal, and I hope that the hon. Lady will be reassured too.

As Ministers review policy for young people and the youth services, will they ensure that they engage with local authorities, young people themselves and the voluntary sector to ensure that no local authority withdraws youth services where, with a bit of imagination, alternatives are available?
